By Abhishek Sonkar New Delhi, Mar 1 () State-owned SAIL has made a payment of about Rs 19 lakh to the Chhattisgarh government to remove over 2,000 trees at its Rowghat iron ore complex so that the steel-maker can construct an approach road to the long-stalled project. The Steel Authority of India Ltd (SAIL) is now hopeful of beginning mining-related activity at the block in two-three months, a company official said. Beginning operations at the Rowghat iron ore mine in Kanker district of the state is extremely important for SAIL as the Dalli-Rajhara mines, from which the company's Bhilai unit sources iron ore, are fast depleting, the official said. The company would also expand the capacity of Bhilai Steel Plant (BSP) to 12 MT from over 7 MT at present as part of its overall expansion plan of 50 million tonnes by 2030. The state government had sent a demand note of over Rs 18.5 lakh to remove about 2,000 trees on the approach road to the Rowghat block. Replying to a query, SAIL confirmed "it has deposited Rs 18,92,216/- today (Saturday) for felling of 2034 trees for making of approach road on area of 3.82 hectares to Anjarel block of Rowghat (area identified for interim mining)." SAIL said following the payment, the state government will be removing the trees but it has given no timeline for finishing the work. Another official said the company is ready to deposit money for removing another 10,000 trees on the actual mining block but it will happen only after the state government sends in another demand note. He further said iron ore reserves at Dalli-Rajhara mines would finish in a few years and with reserves of about 500 million tonne, Rowghat can fulfil the iron ore demand of BSP for another 50 years. "The initial plan is to begin interim mining. We will mine about 3 lakh tonnes of iron ore. The number is small but at least it will be like stepping foot in the region," he said. The Rowghat mine is spread over an area of 2,000 hectares. Meanwhile, an official said a railway line project between Rowghat and Dalli-Rajhra stretch in Chhattisgarh is expected to reach near the approach area within three months. The rail track is being laid down to carry the iron ore from Rowghat to BSP. The official added that SAIL Chairman A K Chaudhary "was recently here and he has asked the concerned officials to finish the work as soon as possible." Mining at the site could not begin for the past few years due to Naxal activities in and around Rowghat, which is said to be the second largest iron ore deposit in the state. The company had received the environment clearance (EC) and forest clearance (FC) for the Rowghat mine by 2012. However, it could not start any activity related to mining as the project required felling of around 1.5 lakh trees which faced opposition in the Naxal-affected region. While the CTO is yet to be hired, the goals have been defined. "Technology will not be a support function, but it will be a strategic function and we will share it with Hamstede," Keswani told Business Insider. Hamstede Living, is a joint venture between Lemon Tree Hotels and global private equity major Warburg Pincus, that will offer co-living spaces for young, urban professionals and housing for migrant students in Indian cities. Lemon Tree Hotels will have a 30% stake in Hamstede. There are three ways in which Keswani aims to use technology to boost his hotel business but this will not include internet of things (IOT). "You don’t need your phone to open your curtains. The mid-market customer does not want it," he said adding that,"I don’t agree with what a lot of these international guys are doing where they are spending a lot of money on what I currently feel are doubtful return on investments. You can have your cell phone doing everything in the room, but as a consumer myself that’s not a real delight. At the end of December 2018, over 30% of Lemon Tree Hotels' rooms were owned by others but managed by the chain in exchange for a fee, according to research by HDFC Securities. Enhance the loyalty programme A three-year old loyalty programme has played a big part in helping Lemon Tree Hotels retain customers. "I was astonished in the last five hotels we have taken under management, in three months, 20% of the hotels’ inventory has come from the loyalty programme. It’s an amazing number. Typically, hotels cash break-even (without accounting for interest cost) at 25% occupancy. If you include interest cost, the break-even point is at 40-45% occupancy. If in 3 months, I get 20% (from loyalty programme) which means you are at cash break even in 3 months, that too in a bad year. So, going forward, why would I not leverage this? We are going to invest more capital in our mobile site, in loyalty, and in technology," Keswani explained. Productivity and cost control How can technology help hotels save cosrs? "I have a call centre with 150 people who get thousands of calls everyday from customers. 80% of those queries are very, very repetitive and predictable. It had previously stalled authorities from chopping trees to make a clearing. However, that stay did not help. Bombay High Court had given an approval for the project. And by the time SC’s stay came in after the weekend, the authorities had already chopped 2,134 of the targeted 2,600 trees. Now, the authorities have the authority to carry on the rest of the chopping. On October 4, BHC allowed it by refusing to consider Aarey Colony a forest area. It has been one of the most controversial judgments as hundreds of people took the social media by storm over the issue. Mumbai’s Aarey Colony is a green belt in suburban Goregaon which has more than five lakh trees. The island city of Mumbai is popular for its high rises. But, the city also has green belts in and around busy area, providing the much needed relief to the concrete developments. The Mumbai metro which cuts through the area, claims that this clearing is necessary for construction. After city-wide protests, the state’s ruling Bharatiya Janata Party (BJP) government promised that five trees will be planted for every tree cut for this project. The project’s activities triggered a protest inside Aarey Colony which also spread to Twitter. The activists intensified their protests after the Bombay High Court dismissed petitions against Mumbai Metro Rail Corporation (MMRCL) to save the green zone. A special Supreme Court bench comprising justices Arun Mishra and Ashok Bhushan said it will have to examine the entire issue and posted the matter for hearing on October 21, before its forest bench.

Aarey colony, popularly known as the Green Lung of Mumbai is a suburban located in Goregaon. This lovely region has more than five lakh trees combining the Sanjay Gandhi National Park. While a project for the construction of a new car shed is on the way, a lot of trees are being cut to give room for the said metro project. Protesters are organizing demonstrations and pressing the government in different ways with demands that the cutting of the trees must be stopped. A special bench of the Supreme Court is presently hearing a case related to this. Court proceedings - The story so far The special bench was formed after a few law students made a request to the Chief Justice Ranjan Gogoi pressing for the topmost court’s intervention in this issue and stop the cutting of trees with immediate effect. This important move happens one day after the Bombay High Court rejecting an application by the environmentalists asking for a stay on the cutting of trees. Meanwhile, the High Court had also rejected a few petitions that sought to change the Mumbai Civic Body’s tree committee order that approved the cutting of trees in the Aarey colony to create space for the Mumbai Metro’s car shed in the area. Understanding forests in India as per laws Reserved forests and protected forests in India refer to the term forests that have been accorded a certain degree of protection. This term was first introduced in 1927 in British India to refer to the forests that were given protection under the British crown in India. Land rights to the reserved and protected forests are owned by the Government of India. The state governments declare the reserved forests and protected forests. While all rights to activities like grazing and hunting are banned in reserved forests unless there are some specific orders, in case of protected areas, these rights are given to the communities inhabiting on the forest fringes whose livelihood depends on the forest products and resources. Forest Management in India In India, the state and also the national governments are jointly responsible for managing the forest resources in a sustainable manner. The Indian Forest Act 1927 empowers the State Governments in India to enact rules to regulate the various aspects of managing forests. The forest rules can differ from state to state. The Indian Forest Act of 1927 is the legislation that guides the policies, rules and regulations related to the forests. This law defines the procedure under which the state government can declare an area as a Reserved Forest, a Village Forest or a protected forest. Diversion of forest lands for other purposes The forest conservation act requires that the prior approval by the central government is essential for diverting the forest areas for the non-forestry purposes. Diversion of forestry areas for developmental projects is allowed only on grounds of some irrigation projects, transmission lines, defense related projects, railways, roads, power projects, and mining. The act also makes it mandatory to undertake afforestation in compensation of diverting the forest area for the said purpose. Also, the law states efforts must be taken to plan for catchment and treatment, conserving bio-life and wild life, rehabilitation and others and the reports of the efforts taken must be submitted to the state authority. Don't cut Aarey trees for now, Supreme Court tells Mumbai Metro — but it may be too late

Guwahati, In a significant revelation, the <keyword id="383721" type="ORGANIZATION" weightage="20" keywordseo="National-Register-of-Citizens">National Register of Citizens</keyword>' (NRC) Assam state coordinator has told that the Gauhati High Court claimed that there might be 2.77 lakh "undeserving" names in the list, released on August 31 last year, excluding the names of over 19 lakh persons, officials said on Thursday. Assam's NRC Coordinator Hitesh Dev Sarma, following the court's direction in October, submitted a detailed affidavit, saying that the NRC published in August last year was only a "supplementary list" and the final document is yet to published by the Registrar General of India (RGI). The affidavit said: "Considering the fact that 1,02,462 names deleted through 'incidental verification' of 27 per cent of the draft NRC, one definitely cannotignore the remaining 73 per cent unverified results where there may be 2.77 lakhs undeserving names in the NRC going by the same arithmetic." The 18-page affidavit said that 1,032 persons belonging to the Declared Foreigner (DF), Doubtful Voter (DV) and person having cases pending at Foreigners Tribunal (PFT) categories and their descendants have been wrongly included in the NRC. It said that absence of quality check in the original inhabitant marking and verification, lack of quality check in family tree cross checking and matching are the main reasons behind such "wrongful inclusions". IAS officer Sarma, in the affidavit, categorically stated that nearly 4,800 ineligible persons got included in the updated NRC for Assam. The affidavit was submitted in a division bench comprising Justice Manojit Bhuyan and Justice Soumitra Saikia in connection with a petition filed earlier by a woman. Among the 10,199 persons whose details were verified, names of 5,404 persons which should have got included in the NRC didn't make it to the list. Sarma, in his affidavit, said that all the anomalies detected by him in the published NRC were reported to the RGI on February 15 seeking necessary directions for corrective measures in the interest of an error free NRC which is of utmost importance as it is directly related to national security and integrity but no directions have been communicated by the RGI. "The RGI is also silent on final publication of the NRC for which it is the only authority to take action and till date the final NRC is yet to be published by the RGI," the affidavit said. The Gauhati High Court in the last week of October has asked the NRC state coordinator to file a comprehensive affidavit detailing how a section of ineligible people managed to include their names in the NRC published on August 31 last year. The Supreme Court which is monitoring the NRC updation had earlier rejected Assam and Central government's pleas for conducting 20 per cent sample re-verification. The NRC under direct supervision of the Supreme Court was released on August 31 last year, excluding the names of 19,06,657 persons. A total of 3,11,21,004 names were included out of 3,30,27,661 applicants. Most of the stakeholders, NGOs and political parties, after the publication of the NRC, criticised it as a flawed document, claiming exclusion of genuine indigenous people and the inclusion of illegal immigrants. Assam's Parliamentary Affairs Chandra Mohan Patowary recently informed the Assembly that the state government had submitted an affidavit in the Supreme Court requesting for re-verification of 20 per cent names in districts bordering Bangladesh and 10 per cent in the remaining areas of the state. The ruling Bharatiya Janata Party had claimed that the Assam NRC is "faulty" and had rejected it. Assam NRC list not final — High Court told there are 2.77 lakh 'undeserving' names in an 18-page affidavit

Bhubaneswar, Feb 18 () Odisha Finance MinisterNiranjan Pujari on Tuesday presented the annual budget for2020-21 with an outlay of Rs 1,50,000 crore, a rise of 11.1 incomparison to the previous fiscal.While Rs 65,655 crore has been allocated asadministrative expenditure, Rs 74,000 crore is meant forprogramme expenditure, Rs 3,200 crore for disaster responsefund and Rs 7,145 crore towards transfers from the state,Pujari said in the assembly, describing it as a revenuesurplus budget.The minister had presented a Rs 1.39 lakh-crore budgetfor 2019-20.Pujari said the outlay is proposed to be financedthrough revenue receipt of Rs 1,24,300 crore and borrowing andother receipt of Rs 25,700 crore. "The fiscal deficit isestimated to be 3 per cent of GSDP for the year 2020-21," hesaid.The total revenue receipt include the state's own taxof Rs 38,350 crore and non-tax revenue of Rs 17,650 crore, itsshare in central taxes for Rs 36,300 crore and grants from theCentre for Rs 32,000 crore.The capital outlay in 2020-21 is Rs 26,513 crore,which is about 4.5 per cent of the GSDP.Additionally, loans and advances, grants for creationof capital assets and other expenditure for capital formationtogether account for Rs 10,000 crore, accounting for 1.7 percent of the GSDP.For the first time, the Odisha government has switchedto a digital method of budget presentation to reduce printingof papers for the exercise, Pujari said, adding, the e-budgetformat has saved about "1,000 large trees from being felled".Pujari read out his budget speech from a tabletcomputer, while all MLAs, including Chief Minister NaveenPatnaik, were provided with similar devices containing thebudget document.The finance minister said nutrition budget, strategicbudget and a climate code budget have been introduced thisyear.By separating specific sectors, focus has been givento environment, child and women and infrastructuredevelopment, he said.Pujari, like other years, presented the budget in twoparts - agriculture and general.For agriculture, he collocated Rs 19,408 crore for2020-21 and said another Rs 12,000 crore is to be investedthrough extra budgetary resources.To increase income of farmers, the finance ministerproposed a 'Samruddha Krishi Niti-2020' in the budget.
