The <keyword id="6415708" type="UNKNOWN" weightage="20" keywordseo="Khadi-and-Village-Industries-Commission">Khadi and Village Industries Commission</keyword> (<keyword id="6407941" type="ORGANIZATION" weightage="20" keywordseo="kvic">KVIC</keyword>) is seeking international trademark protection for 'Charkha' symbol used on khadi products, according to an official statement. The commission is the registered proprietor of over a hundred trademark registrations, including the symbol of 'Charkha' in India and other countries like Russia, China, Germany, Australia, UK and Bhutan, the MSME ministry said in a statement on Wednesday. These <keyword id="1376938" type="PERSON" weightage="20" keywordseo="trademarks">trademarks</keyword> and symbols, it said, have been misused time and again by private players. "In an initiative to prevent such misuse any further, KVIC has taken up the matter with the Ministry of External Affairs, Ministry of Commerce and Permanent Mission of India at UN, Geneva seeking international trademark protection of symbol of 'Charkha' under the Paris Convention," it said.
 An article of the convention protects armorial bearings, flags and other state emblems as well as official signs and hallmarks of the states.
 The signs published with <keyword id="141585" type="ORGANIZATION" weightage="20" keywordseo="World-Intellectual-Property-Organization">World Intellectual Property Organization</keyword> (WIPO) under this act are prevented from being registered or used as trademarks, across the world, without authorization, it said. The commission has written to Commerce Minister <keyword id="6355222" type="PERSON" weightage="20" keywordseo="piyush-goyal">Piyush Goyal</keyword> seeking his intervention to expedite the matter. "KVIC is fighting cases in several countries for violation of the khadi mark regulations," it said.
 The regulations issued in 2013 by the MSME ministry empower KVIC to grant 'Khadi Mark' registration and take royalties from any producer using this mark.
 "KVIC has issued notices against 600 entities in India, including a renowned garment chain and three entities in the international market, for misusing these symbols and indulging in unfair trade practices in the recent past," it added.

India's Khadi industry wants international protection for Gandhi's 'Charkha' symbol

New Delhi, Dec 26 () Khadi and Village Industries Commission (KVIC) distributed bee boxes, pottery wheels and advanced leather tool kits to farmers, potters and leather artisans in Agartala to support the weaker sections of the society.
 Addressing an event held recently, Tripura Chief Minister Biplab Kumar Deb expressed hope that the equipment distribution and capacity building drive will create a livelihood and will provide employment to 700 people.
 He further said that programmes like 'Honey Mission', 'Empowerment of Leather Artisans' and 'Kumhar Sashaktikaran Mission' will not only instill self-confidence but give a much required boost to strengthen the weaker sections of the society. It is an endeavour to reach out to the maximum number of people and help them achieve a life of respect and dignity.
 "The objective of this event is not only to empower the rural artisans and help them gain confidence in bee keeping, pottery and leather artistry, but also improve their quality of life. Tripura has a lot of potential of Bee Keeping and Pottery because of large scale cultivation of rubber plants and use of traditional terracotta products in their households," Saxena said.
 Nearly 20 per cent of the beneficiaries of the equipment distribution were women, and around 80 per cent of the total beneficiaries belonged to the marginalised communities, the KVIC stated. RSN MKJ

KVIC distributes bee boxes, potter wheels in Agartala to support weaker sections

New Delhi, Mar 1 () In order to boost the khadi industry, the finance ministry has asked all government departments to mandatorily buy at least 20 per cent of their textiles requirement from KVIC, handloom clusters and registered weavers. In order to implement this change, the Ministry of Finance has amended Rule 153 of General Financial Rules (GFR) 2017. Till now, the central government had reserved all items of hand spun and hand-woven textiles (khadi goods) for exclusive purchase from Khadi Village and Industries Commission (KVIC). As per the amended rule, "of all items of textiles required by the central government departments, it shall be mandatory to make procurement of at least 20 per cent, from amongst items of handloom origin, for exclusive purchase from KVIC and/ or handloom clusters". The handloom clusters include co-operative societies, self help group federations, joint liability group, producer companies, corporations including weavers having 'pehchan cards', said a recent circular from the Ministry of Finance, Department of Expenditure Procurement Policy Division (PPD). In the Union Budget presented to Parliament on February 1, Finance Minister Nirmala Sitharaman had increased the allocation for 'khadi, village and coir industries' to Rs 1,525.94 crore for the next fiscal. Mandatory for govt depts to make 20 pc handloom purchase from KVIC, registered weavers

New Delhi, Nov 18 () An amount of nearly Rs three crore has allegedly been released by some officials of the Ranchi unit of the Khadi and Village Industries Commission (KVIC) to unidentified people, prompting the CBI to lodge a case against four persons and a company, and launch a probe.
According to the Central Bureau of Investigation (CBI) case filed before a Ranchi special court, former deputy director R B Ram (now deceased) and the then KVIC executive Sunil Kumar allegedly entered into a criminal conspiracy with certain individuals and violated company procedures, including the General Financial Rules (GFR), and released payments to the tune of Rs 2.85 crore to "individuals of dubious identities".
The CBI registered the case on a written complaint from a senior official of the KVIC, which functions under the Micro, Small and Medium Enterprises Ministry.
According to the central agency, the financial irregularities were committed between 2016 and 2018 as found by an internal committee of the KVIC.
Funds to the tune of over Rs 1.57 crore, meant to be spent under schemes such as the Khadi Reform and Development Programme, the Honey Mission, the Prime Minister's Employment Generation Programme were allegedly released to two Chennai-based firms.
Similarly, an amount of Rs 42.60 lakh was allegedly released from the KVIC's renovation, publicity and inventory management to an individual.
Later, two more payments of Rs 23 lakh and Rs 62.82 lakh were made to two individuals for the publicity of Khadi reforms and development and procurement of raw silk material. UJN SKL RC

(Eds: Adding details) New Delhi, Mar 19 () MSME Minister Nitin Gadkari on Thursday expressed serious concern over non-payment of nearly Rs 6 lakh crore dues to micro and small enterprises by government and large private firms, and said the Centre is working to find a solution of this serious problem. Responding to a discussion in the Rajya Sabha on the working of the Ministry of Micro, Small and Medium Enterprises (MSME), Gadkari said he has also sent a proposal to the finance ministry suggesting measures for providing relief to micro, small and medium enterprises to mitigate the impact of the coronavirus outbreak. The minister announced that the government will revamp the Khadi and Village Industries Commission (KVIC) within three months and make it more export-oriented. Gadkari also told the House that all banks, including scheduled, private and cooperative, as well as non-banking financial companies (NBFCs) are now allowed to lend money to the MSME sector. He said loans sanctioned and disbursed under various schemes will be monitored through a central portal in his ministry. "The government undertakings procure products but do not pay for 3-4 months. MSMEs are on the verge of collapse. Passing a legislation is easy... There are 20,000-22,000 cases. As per my estimates, big industrialists, state and central government undertakings owe Rs 5.5 lakh crore to Rs 6 lakh crore to small industries," Gadkari said. "This is a serious situation. We are in discussion with the finance ministry and we will find out some solution to it... We have to give their payments within three months," he added. On concerns raised by various members about impact of the coronavirus outbreak on the MSME sector, Gadkari said the sector is facing a big challenge and he is aware of the problem. "I have sent recommendations to the finance minister," he said adding that it would not be fair on his part to reveal the details as a meeting is scheduled for Friday. Finance Minister Nirmala Sitharaman has called a meeting on Friday to discuss the proposals, the minister said. "There has been impact of the coronavirus on the MSME sector... It is a natural calamity," Gadkari said. On Thursday, fourth death due to coronavirus infection was reported in the country and more than 170 people have tested positive so far. Highlighting achievements of the MSME ministry, Gadkari said six lakh industrial units have been restructured under the RBI-appointed U K Sinha Committee on MSMEs. A proposal to create a "Fund of Funds" of Rs 10,000 crore has been approved by the finance ministry and the Cabinet nod will be sought on it, he added. In addition, the finance ministry has approved a proposal for a "Distressed Asset Fund" of Rs 10,000 crore and the ministry will send it for the Cabinet nod, he added. On the KVIC, the minister said he will revamp it in three months and the commission will be strengthened professionally. The ministry will appoint a financial consultant to study and suggest methods to strengthen KVIC. "A three-member committee under the chairmanship of secretary will be set up and we will revamp KVIC in three months and make it export-oriented," the minister said. Acknowledging challenges faced by the sector, Gadkari said the government believed in turning "challenges into opportunities". Earlier, funding under MSME was limited to only scheduled banks but now all banks, NBFCs and cooperative banks can lend to them. About credit flow in the MSME sector, he said that by February 2020, Rs 50,532 crore has been disbursed in 50,532 loans sanctioned. Due to a number of steps to promote khadi, sale of its products has increased to about Rs 4,500 crore this fiscal as against Rs 3,215 crore in the previous financial year, he said. To promote MSMEs, the ministry has created a "Bank of Ideas" and a ranking system for states will be approved. Highlighting the sector's achievement, the minister said there are 6.3 crore units that produce about 8,000 products and employ over 12 crore people. The MSME sector accounts for 33 per cent of the manufacturing output and 45 per cent of the total exports of the country, he said. On some members' concern over decline in budget for the sector, he said the ministry's budget allocation has grown to Rs 7,572.20 crore in 2020-21 from Rs 3,007.42 crore in 2015-16. Under the Prime Minister Employment Generation Programme, in the current year, 58,000 units have been approved so far with a subsidy of Rs 1,712 crore. The minister added that after review of non-sanction of loans with bank officials, "almost 22,000 proposals are to be disbursed in March 2020". He added that banks had rejected 11 per cent proposals, saying it fell out of service area and another 11 per cent as targets were reached. Emphasising the need for setting up clusters, the minister said the government is providing Rs 5 crore grant for setting up such clusters involving 500 persons which can boost the local economy. Earlier, Congress member Jairam Ramesh suggested that those not making payments above Rs 1 crore to MSMEs should be "named and shamed" by putting a defaulters list on the website. Lauding Gadkari for "non-toxic brand of politics" and "dynamism", the senior Congress leader praised the minister and expressed faith in his ability to revamp the sector. NAM MJH HRS

New Delhi, Mar 3 () A parliamentary panel on Tuesday recommended setting up of market intelligence cell for MSMEs, and made a case for cut in tax rates for proprietary as well as partnership firms from 30 per cent to 22 per cent on the lines of reduction in corporate tax.The committee in its Report on Demand for Grants (2020-21) of Ministry of MSME to the Rajya Sabha expressed concern over under-utilisation of funds by the ministry and bulk of expenditure being used in the later quarters of the year.It also suggested that MSMEs should be allowed to have one unified GST registration, which is applicable to all states.The panel also proposed multiple registrations with several government agencies for various purposes should be done away with for MSMEs.Inter-ministerial coordination should be improved to bring out one registration to carry out all business activities - including exports, tax and day-to-day business activities - to improve ease of doing business for MSMEs, said the panel in the report.It has also suggested that initiatives should be taken to encourage production of honey pouches for ready consumption especially in organizations like Indian Railways, Air India, hospitals, hotels and other organisations in view of its health benefits.Production of honey pouches should also be encouraged in order to benefit village industries artisans and generate employment in the urban areas under the Honey Bee Mission in the country.The committee said that the target of becoming USD 5 trillion economy by 2024 can be achieved by exponential growth of MSME sector as this segment has the capacity of building up at a low cost and utilising the modern innovative technology.It also noted that the constraints faced by Khadi and Village Industries Commission (KVIC)/Khadi and Village Industries Board (KVIB) were mainly due to procedural delays, inadequate technology up-gradation, under utilisation of funds etc.Despite providing technical guidance to the units in KVI, the problems of the units remain inadequately addressed as a result of which there is sub-optimal functioning of institutions/units and high drop outs among new entrants and low employment generation.The committee said that KVIC should come forward with a more holistic and unified policy in co-ordination with all the stakeholders. Par panel recommends creation of mkt intelligence cell for MSMEs

New Delhi, Mar 3 () The Cotton Corporation of India (CCI) from Tuesday started selling its stock to bulk buyers at discounted rates of up to Rs 5,000 per candy in a move to help the industry get raw material at cheaper prices. State-run CCI in an order said the discount is being offered on a purchase up to 15,000 bales of cotton to MSME spinning mills, KVIC (Khadi and Village Industries Commission) units and cooperative spinning mills. Industry players said that discounted rates will give much-needed boost to the already raw cotton starved Indian industry which has been reeling under severe pressure due to the high raw cotton prices. The CCI is selling cotton pertaining to crop year 2018-19. The discount scheme will be application from March 3 till April 30 this year, the order said. The CCI is offering a minimum discount of Rs 3,200 per candy for the purchase of 100 bales per day and maximum discount of Rs 5,000 per candy for the purchase of over 4,500 bales per day especially to MSME spinning mills, KVIC units and cooperative spinning mills. However, for other bulk buyers, the minimum discount has been fixed at Rs 3,200 per candy for a purchase of 500 bales per day, while maximum discount of Rs 5,000 per candy for purchasing more than 1 lakh bales per day, the order said. The discount scheme is applicable on CCI processed stock and is in supersession of bulk incentive scheme for stock of 2018-19 season, the order added. Commenting on the development, Confederation of Indian Textile Industry (CITI) Chairman T Rajkumar said sale of cotton at a discounted rate will give a much-needed boost to the already raw cotton starved Indian industry which has been reeling under severe pressure due to the high raw cotton prices and declining export of cotton yarn. He also said the move will really give an impetus to the industry to regain and increase its share of exports in international trade. The industry body said export of cotton yarn in the current fiscal declined by more than 30 per cent due to which there was a very limited demand of raw cotton which discouraged not only the cotton spinners but also CCI, which could not sell the cotton procured in the 2018-19 season to the tune of 9 lakh bales on drop in cotton prices. This year, the CCI has already procured over 60 lakh bales of cotton at a minimum support price, the cost of which is much higher than the market price. Hence, the CCI has been quoting higher prices than the market price and practically there was no off-take of cotton from the already cash-starved cotton yarn industry due to the low demand in domestic as well as global market, Rajkumar added. CCI to sell cotton stock at discount to bulk buyers; industry hails move

New Delhi, Jan 31 () Union minister Nitin Gadkari on Thursday launched the limited edition of Khadi wrist watches manufactured as part of a joint initiative by the Khadi and Village Industries Commission and Titan. 
 He said there is a difference between modernisation and westernisation and called for modernisation of processes with focus on creation of quality products. 
 "With this extraordinary initiative, Khadi will find its way on the wrists of the modern Indian. I am sure this will lead to a bright future to the artisans in our economy," Gadkari said at the launch event.
 The minister suggested that the watches be showcased with Gandhiji's photo at international airports to attract buyers. 
 Priced at Rs 5,000 apiece, the watch sports a silver dial displaying the Charkha with the hand woven signature fabric in the background and on the straps. The grey-black texture of the watch depicts the timeless significance of the watch.
 KVIC Chairman V K Saxena said 1 square meter of Khadi fabric will be used for manufacturing 10 Titan watches and 1,000 such limited edition timeless timepieces are proposed to be sold for now. RSN MR

Gadkari launches special edition Khadi watches by Titan

Over the years, most governments didn’t find it important to prioritise Khadi. And then suddenly much hullaballoo started when the Prime Minister Narendra Modi’s photos were found to be featured on the yearly calendar. And now Fab India has been threatened with legal steps because the brand was using ‘Khadi’ trademark to market their own products. 
That’s the long story short. But what’s the story inside? 
 
Khadi popularised by Mahatma Gandhi was something more than a clothing fabric. Just not a fight against the British, Khadi stood for independent villages and self reliance. This was largely to ensure that the people don’t get swayed away by the ongoing Westernization. 
 
The striking balance between a movement and a discipline started deteriorating when the Congress leaders failed to understand its value post the 60s. A Polyester Khadi was introduced that heavily violated Gandhi’s ideology, but the leaders of the age failed to understand why they would pay so much for hand spun textile, when the same can be bought at a much lesser price. 
 
Thus began the dilution of the brand. The government struggled for 35 years to formalise its control over khadi Only 4 years back, having a KVIC's 'Khadi Mark' certification has been made mandatory. According to The Economic Times, Fabindia has apparently been trying for a while to get its products properly certified, but KVIC has rejected its requests. This suggests that the usual narrative of a powerful corporation taking advantage of a defenceless Indian product may not quite hold. 
 
 
Fab India has now expanded its portfolio to foods and cosmetics as well. From its original store in New Delhi the retailer has extended across India, even to the smaller towns that many chains ignore. It has built a strong reputation with the tourism industry and has even rehabilitated heritage properties for its stores, as per an ET report. 
 
Having done that, Fab India has brought market-leading designs and standards, has made good economic sense for many companies. And now it has evolved as brand that creates ethnic wears with a Fab India look. 
 
Even companies that don't directly benefit small communities have used the sort of traditional appeal that KVIC can claim - Patanjali being a recent example. And all these companies have achieved success with hardly any of the subsidies and rebates that KVIC claims as its right. At such a juncture, PM Modi who seems to be a big fan of Khadi himself may intervene and allow Khadi to grow, by any means possible.

Fab India actually gave Khadi a
breather by establishing its own brand. Here’s why

If your father was a government employee who didn’t have a uniform, you probably remember him ditching the formal clothes on Fridays and wearing a casual T-shirt and a pair of jeans to the office. However, if reports are to be believed, Friday dressing in government offices could only mean one thing now, wearing Khadi. 
 
The Khadi and Village Industries Commission (KVIC) is thinking to appeal to the government to encourage its 35 lakh employees (not counting railways and defence personnel) to wear clothes made from the hand-spun fabric at least once a week, so that the production can get a boost and weavers across the country can be benefited. 
 
"We are discussing this with the government and we will make an appeal. Employees can wear it to work on just one day," KVIC chairman VK Saxena told TOI. Even though the employees would be given a choice to wear hand-woven fabrics, the basic idea is to increase sales. 
 
"Even if everyone buys one Khadi garment, imagine the rise in sales," said an officer. 
 
On another note, KVIC is contacting companies like Fabindia and Raymond to retail high-end Khadi at some of their outlets. KVIC has also suggesting pushing Khadi for uniform in government schools, defence forces, railways and Air India. 
 
"We are not seeking charity. We are competing on the basis of quality and price," said Saxena pointing to a Rs 40 crore railways tender that KVIC recently received.
