New Delhi, In order to avoid any untoward incident at the protest site, farmers protesting against the three farm laws enacted by the Centre government at <keyword id="2802822" type="PERSON" weightage="20" keywordseo="Singhu-Border">Singhu border</keyword> have beefed up the security at <keyword id="10347936" type="LOCATION" weightage="20" keywordseo="singhu">Singhu</keyword> border and adjoining areas. Around 100 CCTV cameras at both the stages and many locations including the areas outside restrooms earmarked for women protestors have been installed along with heavy deployment of <keyword id="6393370" type="UNKNOWN" weightage="20" keywordseo="Police-personnel">police personnel</keyword> near the <keyword id="6408743" type="UNKNOWN" weightage="20" keywordseo="barricades">barricades</keyword> close to the protest site. Two control rooms for monitoring of CCTV cameras have also been set up behind both the stages. The number of volunteers for security check at every entry and exit gates along with the way from Singhu village to <keyword id="1378314" type="LOCATION" weightage="20" keywordseo="Kundli-village">Kundli village</keyword> has also been increased. "Activities of people moving around are been monitored and volunteers are keeping a close watch on people coming from outside and farmers staying on tractor trollies. Since there are many cuts for entry and exit towards the villages so the volunteers have been deployed at every possible spot. Volunteers are also patrolling on tractors especially after the sun set," said Maninder Singh, a member of <keyword id="4544427" type="COMPANY" weightage="20" keywordseo="krantikari-kisan-union">Krantikari Kisan Union</keyword> in <keyword id="6354953" type="LOCATION" weightage="20" keywordseo="punjab">Punjab</keyword> who is also part of security management at Singhu. Height of concrete barricades that were setup earlier by Delhi Police close to the protest site (towards Delhi) have been increased by putting barbed wire on them. Whereas barricades put at four spots along the way from Singhu to Singhola village (Delhi-Chandigarh) highway were added with barbed wire after stone-pelting incidents. Drone cameras are been used by the security forces to monitor the situation. However, Delhi Police personnel along with the paramilitary forces deployed at the protest site have been decreased while the entry of visitors and mediapersons from the main gate is still banned. New Delhi, Jan 25 () Ahead of their proposed tractor parade on Republic Day, protesting farmer Unions Monday announced they will march towards Parliament from different locations on February 1 when the annual Union Budget is scheduled to be presented. Darshan Pal of the Krantikari Kisan Union said the protesting farmers remain firm in their stand of repealing the three new farm laws and their agitation will continue till their demands are met. "We will march towards Parliament on foot from different locations on the budget day on February 1. As far as tomorrow's tractor rally is concerned, it will give the government an idea of our strength and they will know the agitation is not just limited to Haryana or Punjab but it is an agitation of whole of the country," he said. Every march or protest will be peaceful as the movement has been so far, he said. "The farmers who have come for the tractor parade will not go back now and will join the protest. The agitation will continue till our demands met. Our stand remains the same," Pal told a press conference, sharing the farmers' plans to intensify the protest. Thousands of armed personnel have been deployed at the Rajpath and several border points of the national capital which has been brought under a multi-layered security cover in view of Republic Day celebrations as well as the proposed tractor parade by farmers on Tuesday. Farmer unions now announce plan to march towards Parliament on Budget day

Farmers' organisations from Punjab on Wednesday boycotted a meeting called by the Union agriculture ministry to resolve their concerns over new <keyword id="9970645" type="UNKNOWN" weightage="20" keywordseo="farm-laws">farm laws</keyword>, and accused the government of playing double standards with no minister present to hear them out. Representatives from 29 farmers' organisations, including Joginder Singh-led Bharati Kissan Union, were miffed at the absence of Agriculture Minister Narendra Singh Tomar and Minister of State for Agriculture in the meeting. The meeting was convened at the Krishi Bhavan amid police security to avoid any protest. After the meeting, agitated farmers' representatives were seen shouting slogans and tearing copies of new farm laws outside Krishi Bhavan. More than 30 representatives, who had come in a bus, were mostly senior citizens but had not even worn face masks despite the COVID-19 pandemic. "No proper discussion took place. Neither Union agriculture minister nor junior ministers were present to hear our concerns. We asked why the minister is not meeting us, why the government is playing double standards by calling us here and ministers holding virtual meetings in Punjab. There was no proper response," Darshan Pal, member of the coordination committee of 29 farmers' organisations, told after the meeting. Since there was no response from Agriculture Secretary Sanjay Agrawal, who was chairing the meeting, farmers' organisations decided to boycott the meeting, he said. "BJP leaders are holding virtual meetings in Punjab and talking against us. We are called to Delhi and no minister wants to listen to us," Pal, who also heads the Krantikari Kisan Union Punjab, added. Harjinder Singh from Ajad Kisan Sangathana said, "The agriculture secretary had invited us to take our feedback on the new farm laws. We thought the agriculture minister would be there, but only the secretary was present." The secretary tried to explain that the new laws are good and will yield good results in future, he said. "We knew the secretary had no authority and there is no point discussing it with him. We decided to boycott," he added. Bharati Kissan Union State President Joginder Singh in a representative made to the government has demanded repeal of the recent farm laws, legally ensure minimum support price (MSP) for crops, implementation of recommendations of the Swaminathan Commission among others. Farmers in Punjab and Haryana and other states are protesting against new farm laws which they feel will lead to procurement in the hands of corporates and the end of MSP. Meanwhile, the central ministers are reaching out farmers, scientists and agri professionals in Congress-ruled Punjab to clear misgivings about new farm laws. Punjab farmers boycott meeting called by Union agriculture minister on new farm laws

The sixth round of meetings between protesting <keyword id="45092" type="COMPANY" weightage="20" keywordseo="farmers">farmers</keyword> and the government ended after over five hours with the Centre saying that the two sides had reached consensus on two out of four key issues. The next meeting will take place on January 4. Addressing media persons after the meeting with 41 <keyword id="1588424" type="POSITION" weightage="20" keywordseo="Farmer-leaders">farmer leaders</keyword> at Vigyan Bhavan here, Union Agriculture Minister Narendra Singh Tomar said: "Today's talks were held in a very good environment and concluded on a positive note. We have had consensus on two out of the four issues." "Next meeting of government with farmers will take place on January 4." He said that the government and the farmers had reached agreement over the latter's demands to keep farmers out of the penal provisions of the Commission for the Air Quality Management in National Capital Region and Adjoining Areas Ordinance, 2020, and to withdraw the Electricity Amendment Bill 2020. "We discussed stubble burning and the government assured the farmers that their concerns will be taken into account. The electricity bill was also discussed... this has not been enacted. Farmers believe that subsidy will be withdrawn (under this)," Tomar said. The meeting started around 2.30 p.m. at Vigyan Bhavan with Tomar, Consumer Affairs Minister <keyword id="6355222" type="PERSON" weightage="20" keywordseo="piyush-goyal">Piyush Goyal</keyword> and Union Minister of State for Commerce and Industry Som Parkash heading the government side. Agriculture Secretary Sanjay Agarwal and other Ministry officials were also present. Krantikari Kisan Union's Punjab President Darshan Pal, Bharatiya Kisan Union's Jagjeet Singh Dalewal and Balbir Singh Rajewal, Jamhuri Kishan Sabha Punjab's General Secretary Kulwant Singh, and Bharatiya Kisan Union Uttar Pradesh President Rakesh Tikait were among the 41 farmers union leaders taking part in the meeting. After five previous rounds of inconclusive talks, the government had hoped that this meeting would be "decisive" to end the agitation against three contentious new agricultural legislations enacted in September during the <keyword id="662516" type="PERSON" weightage="20" keywordseo="monsoon-session-of-Parliament">Monsoon Session of Parliament</keyword>. The withdrawal of these laws is the first and the major demand of the agitating farmers. Earlier, the <keyword id="166166" type="COMPANY" weightage="20" keywordseo="Union-agriculture-ministry">Union Agriculture Ministry</keyword> in an official letter had confirmed the resumption of talks mentioning a four-point agenda of the meeting that includes "modalities to be adopted for the repeal of the three Central farm acts; mechanisms to be adopted to make remunerative MSP (Minimum Support Price) recommended by the National Farmers' Commission into a legally guaranteed entitlement for all farmers and all agricultural commodities; amendments to be made and notified in the 'Commission for the Air Quality Management in National Capital Region and Adjoining Areas Ordinance, 2020' to exclude farmers from the penal provisions of the Ordinance; and changes to be made in the draft Electricity (Amendment) Bill 2020 to protect the interests of farmers". After a meeting at Singhu border -- a major protest venue on the Delhi-Haryana border, the farmer leaders, under the banner of All India Kisan Sangharsh Coordination Committee (AIKSCC), arrived at Vigyan Bhavan for the fresh talks reiterating that the "first and foremost demand of the farmers of India is to repeal the three farm laws and the Electricity Bill, 2020, every other demand only follows this". Thousands of farmers from Punjab, Haryana and western Uttar Pradesh have been protesting at several borders of the national capital demanding the repeal of the three farm laws, among other demands. Deadlock between farmers and the governments ends — agreement on two out of four issues

A crucial fourth round of talks between the Centre and over 34 farmer union representatives has started here, even as the farmers protest entered the eighth straight day with thousands sitting on different Delhi borders blocking essential supply chains to the city. Like the previous similar talks held on December 1, Union Agriculture Minister Narendra Tomar and Consumer Affairs, Food and Public Distribution Minister <keyword id="6355222" type="PERSON" weightage="20" keywordseo="piyush-goyal">Piyush Goyal</keyword> are leading the meeting, which is expected to play a major role in farmers' future course of action on whether they would continue the protest or withdraw it. Bharatiya Kisan Union, Bharatiya Kisan Sanyukta Morcha and Krantikari Kisan Union are among over the 34 farm union representatives taking part in the meeting, which started around 12.30 p.m.. They will put the demands of thousands of farmers owing allegiance to these organisations and huddled under the open sky in the winter days, refusing to budge until their demands are met. The meeting is also being attended by Union Minister of State for Commerce Som Prakash and Agriculture Secretary Sanjay Agarwal. The Singhu and Tikri borders, and also the Chilla and Ghazipur ones have now been hosting these multitudes for over a week. Hundreds of farmers have almost blocked entry and exit out of the capital. The fourth round of meetings with the farmer leaders started at Vigyan Bhawan after the earlier talks remained inconclusive on December 1. In the last meeting, the farmers' representatives had unanimously turned down the Centre's proposal of a special committee to thrash out the differences and resolve concerns over the farm laws. A breakthrough was not expected in a single meeting, sources had said, in view of the government firmly standing by the laws it has called "historic reforms" in the farm sector. The farmers though have hardened their stance, warning that if on Thursday "the last chance" for the government to take a decision on the laws was not taken the stir could intensify further. In place of a committee, they have demanded a special session of Parliament to repeal what they have called "black laws" made to favour corporates -- which not entertained might lead to a chokehold across the nation, not just Delhi. The meeting between the government and the farmer representative began after a detailed discussion among the Home Minister, Agriculture Minister and the Consumer Affairs Minister earlier in the day. The meeting had taken place at the Home Minister's residence. Meanwhile, amid the escalating protests around Delhi, spearheaded by farmers from Punjab and Haryana, Home Minister Amit Shah and Punjab Chief Minister Amarinder Singh also met for around half-an-hour. The government is still holding on to its stance of not rolling back the three farm laws which farmers allege are "anti-farm" and "black laws".
