(Eds: combines related series)<p>New Delhi, Apr 12 () A police officer's hand was chopped off with a sword in a brutal attack on Sunday by a group of Nihang Sikhs in Punjab on a team enforcing the 21-day coronavirus lockdown even as the Centre focused on plans to ease some restrictions during the likely extension of the unprecedented measure beyond April 14.</p><p> The number of confirmed coronavirus cases inched closer to 9,000 with a total of 918 infections reported in the last 24 hours, On Sunday, there was a record increase of over 1,000 cases.</p><p> Amid demands for ramping up health surveillance, the Centre said it is expanding the COVID-19 testing capacity in state-run as well as private medical colleges.</p><p> The Punjab attack shortly after dawn in which three other men of the state police and a civilian were also injured happened when the Nihangs were asked to show curfew passes at a vegetable market in Sanaur town in Patiala district, police said.</p><p> Eleven persons including five attackers were arrested hours later after an exchange of fire at Nihang Dera complex which also houses Gurdwara Khichdi Sahib at Balbera village, about 25 km from Patiala city, after the group fled from the scene of crime, police said.The incident happened around 6.15 am.</p><p> A video clip on social media appears to show Assistant Sub Inspector(ASI) Harjeet Singh seeking help after his left hand was severed in the attack. A man picks up the portion of the hand that was ripped off and gives it to the officer who keeps it with him. He is then taken away from the scene on a two-wheeler.</p><p> The ASI was rushed to a nearby local hospital and then referred to PGIMER in Chandigarh where he was undergoing surgery, police said.</p><p> With a lockdown in place to contain the spread of COVID-19, barricades were put up outside the wholesale market and entry restricted to those with curfew passes.</p><p> The Nihangs -- members of a Sikh sect whose adherents carry traditional arms and wear blue robes -- arrived in an SUV and were told to stop by 'mandi' officials, police said</p><p> "They were asked to show passes. But they rammed the vehicle against the gate and the barricades," said Patiala's Senior Superintendent of Police Mandeep Singh Sidhu.</p><p> The group then attacked the police personnel and fled to the Gurdwaramanaged by them.</p><p> The 21-day lockdown announced by Prime Minister Narendra Modi is in place from March 25 in a bid to halt the spread of COVID-19 and is scheduled to end on Tuesday.</p><p> Four states - Telangana, Maharashtra, Punjab and Odisha - have already extended the coronavirus lockdown in their respective territories till April 30.</p><p> The  tally of numbers reported by various states at 6.30 pm showed at least 8,933 positive coronavirus cases and 296 deaths. A total of 981 people have been cured and discharged so far.</p><p> According to the latest Union Health Ministry update, as many as 918 COVID-19 cases and 34 deaths have been reported in the last 24 hours, taking the total number of such cases to 8,447 and the fatalities to 273. It said 765 people have so far recovered from the infection.</p><p> The number of cases crossed 1,000 in Tamil Nadu which now joins Maharashtra and Delhi to have a maximum number of positive COVID-19 infections.</p><p> The ministry also asserted that the government is "extra prepared" if there is an exponential rise in the number of coronavirus patients.</p><p> Addressing a press briefing, Health Ministry's Joint Secretary Lav Agarwal said the government is expanding the COVID-19 testing capacity in state-run as well as private medical colleges.</p><p> "We are working on an urgent basis to expand the capacity for COVID-19 testing in government and private medical colleges across the country. Fourteen mentor institutes, including the AIIMS and NIMHANS, have been identified to mentor the medical colleges and expand the coronavirus testing capacity," he added.</p><p> According to ICMR officials, a total of 1,86,906 samples have so far been tested across the country, of which 7,953 have been found positive for COVID-19.</p><p> "In the last five days, on an average, 15,747 samples were tested per day and 584 of those were found to be positive per day," an Indian Council of Medical Research (ICMR) official said at the press briefing</p><p> A broad consensus has emerged that the national lockdown should be extended by at least two weeks after a meeting between Prime Minister Modi and state chief ministers on Saturday.</p><p> Several chief ministers at the same time have pushed for resumption of some economic activities like in the farming sector in regions with no COVID-19 cases.</p><p> The Centre in consultation with states is moving to restart economic activities in a graded manner in what is seen as a nuanced change in strategy from saving lives a month ago to saving lives as well as livelihoods now in the fight against the pandemic.</p><p> It has sought inputs related to production, labour and logistics from clusters in five key sectors to ascertain expected output if they are made operational within a fortnight and procedural support required, official sources said.</p><p> The five sectors are textiles, chemicals, electronics, steel and pharmaceutical, the sources said.</p><p> States are likely to designate districts, towns and cities as red, orange and green zones depending upon the number of COVID-19 case as part of efforts to allow differentiated restoration of normalcy with conditions like uses of masks and social distancing in public.</p><p> Union minister Nitin Gadkari said talks are underway with state governments to re-start highway construction projects where migrant labourers can be gainfully employed,</p><p> In a video-conference with , the road transport, highways and MSME minister said efforts are on for facilitating safe return of migrant labourers, an estimated 20 lakh of whom are in shelters pan-India.</p><p> "I had a meeting with road sector officials. Work can be re-started at projects with condition that adequate measures are taken for safeguard against coronavirus. We have to follow guidelines. At some places collectors have given permission, some not. We are doing a follow up along with the chief secretaries of the states," the minister said.</p><p> Gadkari's comments come against the backdrop of a report by the World Bank that migrants face a stark choice between potentially starving in urban centres without work or long and potentially fatal journeys over hundreds of miles to their home districts.</p><p> In the report titled "South Asia Economic Update: Impact of COVID-19", the report at the same time said migrant workers returning home could become vectors carrying the coronavirus to unaffected states and villages and that preliminary findings indicated in India many out-migration areas are likely to have COVID-19 cases.</p><p> The Centre has asked the state and union territories to take welfare measures for the migrant labourers living in camps in different parts of the country that include food, shelter, medicine, mobile and video call facilities.</p><p> The Bihar government also reached out and provided relief to over 5 lakh distressed residents of the state stranded in Delhi and other parts of the country, a senior official said in Patna.</p><p> The Karnataka government said it is studying in-depth the consequences of possible relaxation of lockdown norms after April 14 and plans to come out with a clear roadmap in a day or two, according to Medical Education Minister Sudhakar K .</p><p> Kerala, which was the first state in the country to report a coronavirus infection in late January, has prepared a time table for coming out of the lockdown and there would be district-specific strategies to tackle the situation while the number of cases are on the decline.</p> Ramping up efforts to "stamp out" coronavirus cases in the state, Kerala Finance Minister Thomas Isaac told  that an exit strategy is being prepared and restrictions are being relaxed in certain segments, including agriculture. Punjab police officer's hand chopped off in lockdown attack; Centre puts focus on plans to ease some restrictions

It is early Thursday evening and his face mask is wet from sweat, the fabric so thin his lips are showing through.Yadav, a labourer in a gas utility company, is looking for ways to return to his hometown, 2,000km east in the state of Bihar.<br /><br />He has been waiting to do so for two months. At first, he was waiting for India’s lockdown, implemented in mid-March and now scheduled to last until May 31, to be lifted. Things had looked up, briefly, when the Mumbai police asked migrant workers like him to fill in forms to be repatriated, but then he heard nothing more.<br /><br />In the three days before <em><span class="generic-article__body article-details-type--span content--span italics_allfonts">This Week in Asia</span></em> spoke to him, Yadav was waiting for food. Out of money after his employers stopped paying him due to the lockdown, he lived on khichdi, a porridge made of rice and lentils, handed out by a community kitchen. When the kitchen closed, Yadav asked neighbours if he could borrow money to buy fuel to cook the rice grains he had left. They turned him down.<br /><br /><div type="image" title="DA4AB2B3-80D8-4845-8760-E2111FE5A13D" msid="75935077" hostid="261" caption="&amp;lt;p&amp;gt;Migrants on the way back to their Homes, In queue at Bandra Terminus &amp;lt;/p&amp;gt;"></div><br />“After three nights of sleeping on an empty stomach, I could not take it any more,” he says, the whites of his eyes yellow. On Thursday morning, he began walking to the highway, taking only a half-filled small gunny sack. After walking more than 25km in eight hours, he stopped.<br /><br />“I can’t walk much in this heat,” he concluded, pointing to his slip-on shoes with a hole in them. His urine, he added, was blood red. He said he was hoping, and waiting, for someone – perhaps a truck or bus driver – to give him a ride east.<br /><br />Yadav’s story has echoes across India’s cities, where millions of migrant workers, scarred by an economic shutdown that has left them jobless, hungry and penniless, are struggling to return to their villages and families.<br /><br />Their migration has become an unending humanitarian crisis for the country’s poorest.<br /><br />Critics say New Delhi’s handling of the pandemic, with few provisions for the millions of migrant workers serving India’s large unorganised sector, broke the fragile social contract these workers shared with the government.<br /><br /><div type="image" title="1D2A0B17-D7DF-4EA8-9165-31786B0008B2" msid="75935136" hostid="261" caption="&amp;lt;p&amp;gt;Over 4,500 migrant labourers gathered at a ground in Mahavir Nagar in Kandivli (W) on Thursday May 21 2020 after learning about three trains leaving for north India from Borivli,&amp;lt;/p&amp;gt;"></div><br />And as these <keyword id="64839" type="PERSON" weightage="20" keywordseo="Migrants">migrants</keyword> desperately try to leave cities – walking hundreds of kilometres, pedalling on rickety bicycles with children riding pillion, hanging onto overcrowded trucks, sneaking across police checkpoints in milk containers and cement mixers and even swimming across rivers – for some it has proven fatal. In the last week alone, more than 50 migrant workers have been killed in road accidents, while on Sunday, 26 were killed when the truck they were travelling in collided with another truck in Auraliya, Uttar Pradesh.<br /><br /><br /><span class="generic-article__body article-details-type--strong content--strong bolddin11"><strong>FRUSTRATION AND DESPERATION</strong></span><br />Mumbai’s position as the country’s economic nerve centre makes it one of the biggest destinations for India’s migrant workers. Data from India’s last population census in 2011 shows that between 2001 and 2011, Mumbai and its neighbouring areas absorbed more than 3 million new migrants from across the country. These workers form the backbone of the city’s economy, from its construction sector to its transport services to smaller manufacturing industries.<br /><br /><div type="image" title="2440F56C-0E13-4D9F-8FAA-9882D08C7DD0" msid="75935167" hostid="261" caption="&amp;lt;p&amp;gt;Over 4,500 migrant labourers gathered at a ground in Mahavir Nagar in Kandivli (W) on Thursday May 21 2020 after learning about three trains leaving for north India from Borivli,&amp;lt;/p&amp;gt;"></div><br />Illyas Shaikh, 22, from West Bengal’s Murshidabad, is among them. A labourer on construction sites, his job vanished with the lockdown.<br /><br />“My employer owes me over a month’s salary, but he refuses to take my calls and answer my texts,” he said, his mask barely touching his upper lip.<br /><br />Shaikh used to earn 450 rupees (US$6) for a day’s labour. With no income for nearly two months, Shaikh had just 100 rupees left when he decided to leave and started asking friends to lend him money. “But they were all as broke as I was,” he said. Eventually, having borrowed from 20 people, he had a total of 500 rupees and started walking out of Mumbai. His hometown is 2,100km away.<br /><br />On Wednesday, when he reached the city’s borders at Majiwada, a busy junction where arterial roads intersect the National Highway 160 connecting northern India to Mumbai, Shaikh was happy to see buses that could take him 400km north. And there was no one to tell him when the next bus would come.So, Shaikh, like thousands of others at the highway junction, waited. “I just slept on the highway, under that flyover,” he said, pointing to the bridge in the middle of the junction. On Thursday, when he was interviewed, he was not any closer to leaving.<br /><br />“I don’t know how I’ll get there, but I need to get out of here,” he said.<br /><br />Last week, the government announced that it would distribute free foodgrains to 80 million migrant workers who have, so far, not been eligible for such subsidies. It also announced affordable, rental homes for these workers.<br /><br /><br />But these measures will take time to have an effect. In the meantime, little has been done to address the immediate needs of people like Yadav. On the highway, for instance, where thousands of workers gather each day, there are no toilets or shelters. The absence of food security has meant that civil sector organisations have had to step in to fill the void.<br /><br />One of them is Khaana Chahiye, which has been distributing food packets daily at the highway and at railway stations where migrant workers are being sent back in limited trains each day.<br /><br />It has also been sending meals to frontline workers. So far, it has distributed over 2.4 million meals at the highway since March 27, each meal consisting of a hot snack, at least two different fruits and a bottle of water.<br /><br />The group has teamed up with city restaurants to provide hot meals to the group at cost price. Such a model, said co-founder Swaraj Shetty, ensured only the best quality food was used.<br /><br />Funded by donations, the group of 100 volunteers, from accounting consultants to IT professionals, fan out across the city each day, donning gloves, masks, face shields and orange reflector jackets.<br /><br />“Our volunteers have been the backbone of our operations. When a funding crunch forced us to curtail operations for a few days, I would get angry calls from our volunteers because they wanted to go out and help and weren’t able to,” said Ruben Mascarenhas, another co-founder.<br /><br /><div type="image" title="465E3CDB-6950-4F0F-B819-165CD4717B9D" msid="75935209" hostid="261" caption="&amp;lt;p&amp;gt; lady with her husband and two kids walking a 150km distance from Nalasopara to their home in Boisar. &amp;lt;/p&amp;gt;"></div><br />The project started when one of the co-founders stopped to talk to some of the migrants in an unending stream on the highways leaving the city.Pathik Muni, another co-founder, said stories of hardship often played out in front of them.<br /><br />“We once saw a couple with a nine-month-old baby, walking back home north, 2,000km away. We just kept thinking, how is the baby going to make it in this heat?”<br /><br />For Yadav, the hot snack he got from the volunteers was his first meal in three days.<br /><br />As he tucked in, he went over his options, wondering aloud which one he shouldtake – a bus for a few hundred kilometres, “but then what?”, or a truck all the way home, “but I don’t have the money”.<br /><br />Eventually, he broke down. The answers weren’t easy, he said.<br /><br />Before he set out on his trek to the highway, Yadav saw Prime Minister <span class="text"><a href="https://www.scmp.com/topics/narendra-modi" class="link-text">Narendra Modi</a> </span>announce economic initiatives aimed at helping India turn the pandemic into an opportunity to produce more and import less.It has been on his mind since.<br /><br />“Modi said he wants India to be self-reliant. No money, no food and 2,000km from home: a journey facing millions in India’s migrant worker humanitarian crisis

Starting August 5 and for the following 10 days, Delhi’s Tihar jail will have the sort of visitors who generally find themselves working in very different circumstances. They’ll be coming to see Sahara chief Subrata Roy, who’s trying to raise Rs 10,000 crore as a get-out-of-jail card by selling or mortgaging real estate assets.<br />
<br /> So how is Tihar preparing for this unusual event? A large 30x18 ft conference room with an attached bathroom and a 12x12 ft annexe inside the <keyword id="2456860" type="ORGANIZATION" weightage="20" keywordseo="Tihar-court">Tihar court</keyword> complex are being readied for Roy and two Sahara directors, Ashok Roy Choudhary and <keyword id="709634" type="PERSON" weightage="20" keywordseo="Ravi-Shankar-Dubey">Ravi Shankar Dubey</keyword>, who are also lodged in the same prison.<br />

Jail authorities have sent a letter to Delhi Lieutenant-Governor Najeeb Jung to notify the conference room as a special jail but with certain relaxations — phones and laptops, WiFi connectivity and visitors from 6 am to 8 pm on all days except Sundays and gazetted holidays.<br />
<br /> The <keyword id="31906" type="COMPANY" weightage="20" keywordseo="Sahara-group">Sahara Group</keyword> will pay for the privileges. The room, which is used for confidential meetings and press briefings by the directorgeneral of prisons, has a 52-inch TV for making presentations, video-conferencing and a table that seats 25.<br />
<br />
It also has wood-paneled walls and is fully air-conditioned.<br />

All Visitors Coming to meet Roy to be Frisked Roy’s guests — corporate bigwigs, investors, top lawyers, merchant bankers, et al — will get vegetarian meals, snacks and tea prepared in the jail canteen, which is manned by a few longtime inmates. All visitors will be subject to frisking.<br />
<br />
The Sahara chief has been in Tihar jail since March over the issue of refunds to investors in a financial instrument issued by two group companies in violation of norms. The Securities and Exchange Board of India says Sahara has to pay more than Rs 37,000 crore by way of the refund amount and interest.<br />
<br /> While Sahara says it has already paid much of the money that is due, the <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> has told Roy that he needs to raise Rs 5,000 crore in cash and Rs 5,000 crore by way of bank guarantees to get bail.<br />

The Sahara boss and the two directors are currently housed in a section for inmates above 60. As with other parts of the jail, no cellphones and laptops are allowed and jammers restrict all forms of electronic communications. <img src="/photo/39600251.cms" style="margin: 5px; float: left;" /> That’s why Roy and his team need to be relocated. “We can’t switch off the jammers just for one person. It will send a wrong message to others. It could become a precedent of sorts if we allow him privileges inside the jail and other inmates might start asking for similar things then,” said a senior jail official, who did not want to be named.<br />
<br /> The court order permits Roy and his team to conduct business meetings and negotiations in the designated area. The most valuable properties on the Sahara list are its three international hotels — Grosvenor House Hotel in London and <keyword id="999813" type="COMPANY" weightage="20" keywordseo="The-Plaza">The Plaza</keyword> and Dream Downtown Hotel in New York.<br />

ET reported last month that those looking to buy the properties include the Poonawalla family based in Pune, an investor group linked to the Qatar royal family and Sultan Hassanal Bolkiah of Brunei.<br />

The Poonawallas have made an offer of £550 million for the London property. One of the world’s largest luxury property investors Madison has offered $800 million for Sahara’s New York hotels.<br />
<br />
The terms under which Sahara has been allowed to set up the deal room are listed in the affidavit filed by Rajesh Kumar, superintendent of Central Jail No 3 at Tihar.<br />
<br />
“They will have to submit a list of visitors to the superintendent in advance. Confidentiality will be maintained,” said the jail official cited above.<br />
<br />
In his affidavit, Kumar had also suggested a second option — a guest house at the new residential complex, which is a type V government accommodation with three double rooms, a single room and two toilets — but the conference facility was found more suitable to conduct business. The conference room is within the Tihar court complex, which usually convenes once a month to deal with petty offences.<br />
<br />
“It already is a secure place. There is one common entry and exit point that will be monitored by CCTV cameras,” said another official aware of the planning.<br />
<br />
Roy and the two directors will stay at the annexe attached to the conference room and will be free to conduct business through the night considering that they will be dealing predominantly with people in the US and Europe. However, secretarial staff will only be allowed at visiting hours.<br />
<br />
Tihar jail is a 200-acre facility, the largest prison complex in South Asia, and has different wards for different types of inmates — firsttimers, hardcore criminals and those over 60. Roy and the two directors are housed in a single room in the over-60 block where there are regular medical check-ups and sevadars to take care of prisoners’ basic needs.<br />
<br /> For health reasons, Roy sometimes asks for khichdi from the jail canteen for which he pays, said the <keyword id="2456859" type="UNKNOWN" weightage="20" keywordseo="first-jail-official">first jail official</keyword> cited above. He sticks to himself for the most part and is usually meditating on his own, the person said.
