The hot temperature if persists in March may not only reduce the wheat crop yield but also heat up the commodity prices, said <keyword id="6359483" type="General" weightage="100" keywordseo="crisil" source="Orion">CRISIL</keyword>. The rabi wheat crop yield will be impacted if the temperature is high in March. The crop yield will be on a par - or marginally lesser - than last year's low, said CRISIL in a report. According to the report, in <keyword id="6357713" type="General" weightage="50" keywordseo="uttar-pradesh" source="Orion">Uttar Pradesh</keyword>, accounting for about 30 per cent of <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword>'s wheat production, the eastern part is expected to have relatively good yields on-year because of timely sowing after harvest of <keyword id="50318" type="General" weightage="50" keywordseo="kharif" source="Orion">Kharif</keyword> paddy. On the other hand, western Uttar Pradesh could see a marginal decline due to late sowing - majorly in the sugarcane belt - if high temperatures persist in March. In Punjab and Haryana (together accounting for about 25 per cent of India's wheat production), late-sown wheat is in the flowering stage, while the early sown lot is in the milking stage. High temperatures are detrimental to grain formation in both these stages, CRISIL said. Similarly, in <keyword id="6355554" type="General" weightage="50" keywordseo="madhya-pradesh" source="Orion">Madhya Pradesh</keyword> (about 20 per cent of India's wheat production) late-sown wheat is at the milking stage. According to CRISIL, Bihar (about 5 per cent of India's wheat production) saw early sowing and the crop there is at the grain formation/maturation stage. Therefore, it could be impacted relatively less. Though such abiotic factors cannot be managed very effectively, farmers in Punjab, Haryana and western Uttar Pradesh are said to have initiated spraying of crop nutrients such as bio-stimulants and specialty fertilisers, which should help them cope with the heat wave to some extent. "While wheat prices have been on a downward trend in the past 20 days, if these high temperatures persist for the next 20 days, there could be a turnaround in prices," CRISIL said. The government on Tuesday hiked the minimum support price for wheat by Rs 110 to Rs 2,125 per quintal and mustard by Rs 400 to Rs 5,450 per quintal for the current crop year with an aim to boost production and income of the farmers. The decision to increase the MSPs (minimum support prices) was taken at a meeting of the Cabinet Committee on Economic Affairs (<keyword id="56977" type="General" weightage="80" keywordseo="ccea" source="Orion">CCEA</keyword>) chaired by Prime Minister <keyword id="6354477" type="General" weightage="80" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword>. <keyword id="133827" type="General" weightage="80" keywordseo="msp" source="Orion">MSP</keyword> is the rate at which the government buys grain from farmers. Currently, the government fixes MSPs for 23 crops grown in both <keyword id="50318" type="General" weightage="80" keywordseo="kharif" source="Orion">Kharif</keyword> and rabi seasons. Sowing of rabi (winter) crops begins in October, immediately after the harvest of kharif (summer) crops. Wheat and mustard are major rabi crops. Government hikes the minimum support price of wheat and mustard

New Delhi, Nov 19 () Onion production in kharif and late-kharif seasons of 2019-20 is estimated to fall 26 per cent to 52.06 lakh tonne, putting pressure on supply and prices, Food Minister Ram Vilas Paswan said on Tuesday.
 The all-India average retail price of onion stood at Rs 60.38 per kg on November 15, compared with Rs 22.84 per kg on the same date last year.
 In a written reply to the Lok Sabha, he said onion is a seasonal crop with harvesting period of rabi (March to June), kharif (October to December) and late-kharif (January-March). During July to October, the supply in the market comes from stored onions from rabi season.
 "During 2019-20, there was a 3-4 weeks delay in sowing as well as decline in sown area of the kharif onion because of late arrival of monsoon. Further, untimely prolonged rains in the major growing states of Karnataka, Maharashtra and Madhya Pradesh during the harvesting period caused damage to the standing crops in these regions," Paswan said.
 As a result, the minister said the production of kharif crop was affected.
 The rains during September-October also hit transportation of crop from these producing regions to consuming centres, he said.
 "This led to limited availability of kharif onions in the market and has put pressure on its prices," Paswan said.
 During the current year, the production of kharif and late-kharif is estimated to be 52.06 lakh tonne, which is about 26 per cent lower than the previous year's production of 69.91 lakh tonne in the same seasons, the minister said.
 Paswan said the government has banned onion exports and imposed stock limits to boost domestic supply and check prices. MJH HRS

The government on Wednesday decided to lift the nearly six-month-old ban on export of onions in a bid to protect the interests of farmers as prices are likely to fall sharply due to bumper rabi crop. Sources said the decision was taken at a meeting of a Group of Ministers (GoM) headed by Home Minister <keyword id="6355521" type="PERSON" weightage="20" keywordseo="amit-shah">Amit Shah</keyword>. "Since the price of onion has stabilised and there is bumper onion crop, government has decided to lift ban on export of onions. Expected monthly harvest in March is over 40 lakh MT compared to 28.4 lakh MT last year," Food Minister <keyword id="973" type="PERSON" weightage="20" keywordseo="Ram-Vilas-Paswan">Ram Vilas Paswan</keyword> said in a tweet on Wednesday. The lifting of ban would be effective once the Directorate General of <keyword id="35087" type="COMPANY" weightage="20" keywordseo="foreign-trade">Foreign Trade</keyword> (DGFT) issues a notification in this regard. The GoM on Wednesday also deliberated on whether to reduce or scrap the Minimum Export Price (MEP) on onion to facilitate outbound shipments, the sources said. The MEP is the rate below which no exports are allowed. Paswan, Agriculture Minister <keyword id="6382481" type="PERSON" weightage="20" keywordseo="narendra-singh-tomar">Narendra Singh Tomar</keyword>, Commerce Minister <keyword id="6355222" type="PERSON" weightage="20" keywordseo="piyush-goyal">Piyush Goyal</keyword> and Cabinet Secretary Rajiv Gauba were present at the meeting. In September 2019, the government banned onion exports and also imposed a MEP of USD 850 per tonne. The move came after prices had started skyrocketing due to supply-demand mismatch. There was shortage of onion as <keyword id="6617893" type="UNKNOWN" weightage="20" keywordseo="Kharif-crop">kharif crop</keyword> was adversely affected due to excess rains and floods in key producing states, including Maharasthra. Currently, the arrival of rabi (winter) crop of onion has begun in small quantities and would increase from mid-March onwards. In March alone, onion arrivals are expected to be as as high as 40.68 lakh tonne (Metric Tonne) when compared with 28.44 lakh tonne in the year-ago period, as per the sources. The arrival is anticipated to be higher at 86 lakh tonne in April compared to 61 lakh tonne in the year-ago, they added. Exports of onion are expected to arrest sharp the fall in domestic prices and thereby protect the interest of growers, the sources said. During the meeting, the sources said import of pulses, especially urad, was also discussed.

India lifts ban on onion exports as prices cool off

New Delhi, Apr 16 () The Union Agriculture Ministry on Thursday laid down the standard operating procedure (SOP) to guide farmers on safety precautions that need to be strictly followed during planting of kharif crops amid the threat of COVID-19 pandemic. Paddy is the main kharif (summer) crop, besides pulses, oilseeds and commercial crops like cotton and sugarcane. The sowing of kharif crops has already begun in some parts. "Transplanting of paddy and vegetables are labour-intensive activities. Hence, strictly follow guidelines on social distancing, sanitizing and wearing masks," as per the SOP released by the ministry during the national video conference on kharif crops. Farm workers should wash their hands, legs and face with soap when coming out of the field for meal or rest, it said. For preparing land for sowing of kharif crops, the ministry said farmers should minimise labour and use tractor driven machineries. Farmers should use seed-cum-fertiliser drills and reduce the number of workers in the field. As per the SOP, social distancing and sanitization norms should be followed during field preparation, sowing and fertiliser application. "Maintain social distance at least 1-2 metre during farm operations. Workers should be assigned separate duties with regard to farm activities," it said. "All farm equipment from seed drill, plough to tractor should be sanitized before use. Those working in the farm field should wear masks or cover their face with three layers of "chunnis, gamchha or towel," it added. Each worker should have a separate utensil and clean it with soap after use, it said. For other operations like weeding and spraying of fertilisers/pesticides, the ministry said farmers or workers must follow all protocols of social distancing and sanitize the equipment. "Burn or bury in soil empty packets of pesticides. Sun dry empty bags of seeds, fertilisers for two days for re-use," the ministry said. The ministry also mentioned that after the day's work, farmers should bath and wash clothes with soap and sundry. For harvesting of rabi crops, the ministry said farmers should prefer mechanised harvesting and threshing, and maintain 4-5 metres social distancing during harvesting, threshing, packaging, eating and resting. Farmers have been asked to keep farm produce in open, preferably under sun for 48 hours before storing. Agriculture and allied activities have been exempted from the lockdown imposed to prevent the spread of coronavirus. LUX RVK

COVID-19: Centre issues standard operating procedure to guide farmers during kharif crops sowing

New Delhi, Apr 19 () India, the world's second-largest wheat producer, has so far harvested crop in 67 per cent of the sown area of 310 lakh hectare in the country, taking safety precautions against COVID-19. "Amidst the uncertainty prevailing today, the one activity giving hope is agricultural activity, which is also providing the reassurance of food security. All throughout India, numerous farmers and agriculture labour are sweating and toiling against all adversities," the agriculture ministry said in a statement. Farmers' silent efforts, coupled with timely intervention by the central and state governments, have ensured that there is minimal or no disruption to harvesting activities and the continued sowing of summer crops, it added. As per the latest data, wheat, the main rabi (summer) crop, has been completed 90-95 per cent in Madhya Pradesh, 80-85 per cent in Rajasthan, 60-65 per cent in Uttar Pradesh, Punjab and Haryana, so far, it said in a statement. Harvesting is at peak in key wheat-growing states of Haryana, Punjab and Uttar Pradesh and is likely to be completed in the current month, the ministry said. Punjab has deployed 18,000 combine harvesting machines, while Haryana has deployed 5,000 combine machines for harvesting and threshing. Meanwhile, harvesting of winter-sown pulses such as gram, lentil, urad, moong and pea has been completed in 161 lakh hectare. However, in the case of sugarcane sown in 54.29 lakh hectare, the crop has been harvested in Maharashtra, Karnataka, Gujarat, Andhra Pradesh, Telangana and Punjab. In states of Tamil Nadu, Bihar, Haryana and Uttarakhand, 92-99 per cent harvesting has been completed. In Uttar Pradesh, 75-80 per cent has been completed and this will continue till mid-May, the ministry added. With regard to oilseed crops, rape mustard seed sown in 69 lakh hectare has been harvested in Rajasthan, Uttar Pradesh, Madhya Pradesh, Haryana, West Bengal, Jharkhand, Gujarat, Chhattisgarh, Bihar, Punjab, Assam, Arunachal Pradesh and Jammu and Kashmir. Whereas groundnut has been harvested in almost 90 per cent of the sown area of 4.7 lakh hectare. However, harvesting of rabi rice, cultivated in 28 lakh hectare, is in initial stages in Andhra Pradesh, Assam, Chhattisgarh, Gujarat, Karnataka, Kerala, Odisha, Tamil Nadu, Telangana, Tripura and West Bengal. This is because the grain is still in the filling stage and harvesting time would vary, it added. Wherever the harvesting has been completed, farmers are preparing the field for sowing of kharif (summer) crops. So far, farmers have sown kharif crops in 15 per cent more area at 52.78 lakh hectare from the year-ago period. The ministry said while the Ministry of Home Affairs issued the consolidated guidelines on the measures to be taken for containment of COVID-19, it also ensured smooth functioning of agricultural operations. Stating that timely interventions and exemptions have resulted in optimistic results, the ministry said the standard operating procedures have been communicated to farmers for their safety and keeping social distancing while undertaking farm-related activities, it said. Total rains came in at 91% of the 50-year average between June to September, as opposed to predictions of 97%. Infact, 69% of the country received a normal or excessive rainfall this monsoon season, with the flood-ravaged <keyword id="28504" type="LOCATION" weightage="20" keywordseo="Kerala">Kerala</keyword> receiving 23% higher rainfall than normal. Gujarat had an uncharacteristically dry season, receiving 24% less rain than normal, while UP and Bihar had the most rain-deficient districts. A normal monsoon involves rainfall in the range of 96%-104% of the 50-year or long-term average. A drought season occurs when rainfall is 90% of the long-term average or less. A record <keyword id="6417335" type="UNKNOWN" weightage="20" keywordseo="harvest">harvest</keyword> The June-September period is particularly crucial for India’s agriculture industry as this season provides 70% of the country’s annual precipitation. However, despite the weak monsoon, India’s crop production this kharif season is expected to reach record levels. As per government forecasts, production of summer <keyword id="18620" type="ORGANIZATION" weightage="20" keywordseo="crops">crops</keyword> should reach 141.6 million tonnes in 2018-19, a slight jump from last year’s record bounty of 140.7 million tonnes, owing to a 2% jump in the output of <keyword id="13726" type="PERSON" weightage="20" keywordseo="rice">rice</keyword> to nearly 100 million tonnes - which bodes well for exports. This is even more significant as there has been a slight shrinkage in the total acreage occupied by kharif crops this year. The record harvest this year is largely due to the fact that farmers are prioritising crops that don’t require excessive rainfall. They’re choosing crops based on the existing moisture level in the soil, thereby making their harvest less dependent on the monsoon. According to research by the IMD, soil moisture was found to be adequate in most districts that received a rainfall of 20% less than the average. In addition, farmers are also planting crops that will fetch them better prices - for example, choosing soybeans over pulses - and factoring the monsoon less in their decisions. A double-edged sword However, despite the obvious cause for celebration, a record harvest can prove to be a drag on farmer incomes. A high level of food grain production translates into lower prices - which is great for households - but hurts farmers. If wholesale prices remain below the government’s minimum support prices, then it will have to step in and procure more grains from farmers than budgeted.

Despite a second consecutive deficient monsoon, India is poised for a record harvest

New Delhi, Mar 31 () Farmers can delay wheat harvesting till April 20 without incurring any major losses as temperature in the growing states is still below the long-term average, government research body ICAR said on Tuesday, while advising farmers to take precautions amid the rapid spread of coronavirus in India. Normally, wheat harvesting begins from March-end. The government has pegged a record wheat output of 106.21 million tonnes in 2019-20 crop year (July-June) on the back of good rains as against 103.60 million tonnes in the previous year. In its latest advisory to farmers, the Indian Council of Agricultural Research (ICAR) sad, "The temperature in most wheat growing areas is still below long-term average and therefore likely to delay wheat harvesting by at least 10-15 days beyond April 10, therefore, farmers can delay wheat harvesting till April 20 without incurring any significant loss." This would give farmers enough time to manage logistics for procurement and announcement of dates, it said. ICAR said the movement of combine harvesters within the state and between states is permitted, and asked farmers to ensure that the workers engaged in repair, maintenance and harvesting operation adopt safety measures for coronavirus. Currently, manual harvesting of mustard -- the second most important rabi crop -- is underway and threshing is due wherever it is already harvested. ICAR said harvesting of lentils, maize and chillies is in progress, while that of grams is fast approaching. Sugarcane harvesting is also at its peak, while it is also time for manual planting in the north. In its advisory, the agri-research body asked farmers to engage only "familiar persons to the extent possible and after reasonable enquiry as to avoid the entry of any suspect or likely carrier (of the coronavirus) during field activity." "Prefer mechanized operations over the manual wherever feasible. Only the essential numbers of persons should be allowed to accompany the machine," it said. In case of manual field operations of harvesting/ picking, accomplish the operation in 4-5 feet spaced strips assigning one strip to one person. This will ensure adequate spacing between the engaged labours, it added. ICAR further asked farmers to stagger field operations wherever possible, and avoid engaging more number of persons on the same day. "All the persons engaged should use masks and ensure hand washing with soap at reasonable intervals. Maintain safe distance of 3-4 feet during rest, taking of meals, transfer of produce at collection point, loading/unloading," it said. With regard to rabi paddy, ICAR said the crop in southern states has been widely affected due to 'neck blast' disease. Therefore, adequate precautions should be taken while spraying of recommended fungicide by contract sprayers/ farmers. In horticultural crops at fruiting stage such as mango, adequate precautions should be taken in handling inputs and mixing while carrying out field operations related to nutrient spray and crop protection. Besides, delivery and washing of equipment should also be undertaken. ICAR said farm machines and implements should be sanitized at entry point and at regular intervals. All transport vehicles, gunny bags or other packaging material should also be sanitized The collection of the produce may be done in small heaps spaced at 3-4 feet and field level processing should be assigned to 1-2 persons/heap to avoid crowding. Proper sanitation and cleanliness of threshers for harvested maize and groundnut is to be maintained, especially when machines are shared and used by farmer groups. Copious washing of machine parts frequently touched with soap is advised, it added. For post-harvest, storage and marketing of farm produce, ICAR asked farmers to take precautions while performing drying, threshing, winnowing, cleaning, grading, sorting and packaging operations at the farm level. "Ensure proper drying prior to storage of harvested grains, millets, pulses at farm/home and do not use reuse previous seasons jute bags to prevent pest infestation. Use treated and dried gunnies after soaking in 5 per cent neem solution," it said. Farmers should take enough personal safety measures while loading and transporting farm produce and participating in sale at market yards/auction platforms, it said. ICAR said seed producing farmers are allowed to transport their produce to seed companies with supporting documents, and asked them to take precautions while receiving payments. Farmers should take precautions while direct marketing/supplying vegetables such as tomato, cauliflower, green leafy vegetables, cucumbers and other cucurbits from farms. "Seed processing/packaging plants and transportation of seed from producing states to growing states (south to north) is essential to make available seed for ensuing kharif crops. These exports provided relief to farmers after curbs were imposed to keep domestic supplies steady ahead of general elections. The world's biggest vegetable exporter banned exports of the bulb last December and then extended it in March, after a rise in prices triggered by sluggish production. "Since the ban was lifted, more than 45,000 tonnes of onions have been exported, mostly to the Middle East and Bangladesh," Nidhi Khare, Secretary of the Consumer Affairs Ministry, told PTI. To keep <keyword id="20035406" type="General" weightage="20" keywordseo="onion-prices" source="keywords">onion prices</keyword> affordable during the election period, the government on May 4 lifted the ban but imposed a minimum export price (MEP) of USD 550 per tonne. Khare said the forecast of a good monsoon this year will ensure better sowing of kharif (summer) crops, including onion from June onwards. State-owned agencies have started procuring onions from the recent rabi (winter) harvest to build a targeted 5,00,000-tonne buffer stock for the current year, she added. The country's onion production is expected to fall 16 per cent from a year earlier to 25.47 million tonnes in the 2023-24 crop year due to lower output in key growing regions like Maharashtra, Karnataka and Andhra Pradesh, according to the Agriculture Ministry's first estimates.

India exports over 45,000 tonnes onion after lifting ban, brings relief to farmers

Funding will be allocated on a challenge basis, including to private sector initiatives. This research will be overseen by domain experts from both governmental and non-governmental organizations. Release of New Varieties A total of 109 new high-yielding and climate-resilient varieties of 32 field and horticulture crops will be introduced for farmers to cultivate. Promoting Natural Farming In the next two years, the government plans to transition one crore farmers to natural farming practices, supported by certification and branding efforts. This initiative will be carried out through scientific institutions and willing <keyword id="20030597" type="General" weightage="20" keywordseo="gram-panchayats" source="keywords">gram panchayats</keyword>, with 10,000 bio-input resource centers to be established based on need. Additionally, Jan Samarth-based Kisan Credit Cards will be issued in five states.
