New Delhi, India's flagship overseas oil firm <keyword id="6354737" type="General" weightage="20" keywordseo="ongc" source="Orion">ONGC</keyword> Videsh has got a new partner in <keyword id="45187" type="General" weightage="20" keywordseo="oil-india" source="Orion">Oil India</keyword> Ltd to replace a reluctant IndianOil (IOC) for the potential acquisition of a 50 per cent stake in Tullow Oil Plc's USD 3.4 billion oilfield project in Kenya, according to people with knowledge of the matter. But the OVL-OIL duo now faces competition from super-aggressive Chinese energy giant Sinopec which has entered the fray taking advantage of the delay on the Indian part in finalising the deal. Originally, ONGC Videsh, the overseas arm of state-owned Oil and Natural Gas Corporation (ONGC), was interested in buying out half of the stakes that Tullow, Africa Oil Corp and TotalEnergies SE held in the Lokichar oilfield in Kenya. The board of OVL had approved the deal, sources said adding the firm however wanted to bring on board IOC, which too had shown interest in the project. For months, OVL-IOC negotiated the stake in the project. But the transaction couldn't be completed as IOC started having second thoughts, possibly due to financial strains resulting from losses on fuel sales. Sources said when a Kenyan ministerial delegation visited the India Energy Week in Bengaluru in February, the Indian side informed that IOC would not be going ahead and instead state-owned Oil India Ltd (OIL) will join in. However, the months of delays led to the Chinese sensing an opportunity. China Petroleum &amp; Chemical Corporation (Sinopec) is now sending fillers to Tullow and the other two partners in the project, they said. Tullow, which is headed by India-origin CEO Rahul Dhir, had originally favoured the Indian consortium as the Kenyan project and the Barmer fields in Rajasthan had a lot of similarities. As much as 70 per cent of the supply chain sourcing could have been done from India and Dhir, who as CEO of Cairn India Ltd had brought the Rajasthan fields to production more than a decade back, saw a lot of synergy, sources said. Chinese interest may however spoil the party as Beijing yields considerable influence on the African nation. The deal being negotiated by OVL-OIL would have made the Indian state-backed firms joint operators of the venture. Tullow is the present operator of the venture with 50 per cent stake. Africa Oil Corp and TotalEnergies SE have 25 per cent stake each. The three were selling half of their stakes to the Indians. OVL, an explorer with pursuits in 35 oil and gas assets in 15 nations, would be the lead on the venture, backed by OIL, the nation's second-largest state oil explorer. Kenya's south Lokichar fields in blocks 10BB and 13T are projected to produce 120,000 barrels of oil per day (6 million tonnes per annum), with anticipated gross oil restoration of 585 million barrels over the total lifetime of the sector. The waxy crude from the project, which is similar to what is produced from Barmer in Rajasthan, will be shipped from the fields by way of a 20-inch, 825-kilometer heated pipeline to a port in the archipelago of Lamu. Barmer crude oil too is transported through a 700-km heated pipeline from Barmer deserts to the Gujarat coast. Indian refiners on the west coast would have been ideal customers of the Kenyan crude, sources said adding it would take three years for the companies to start producing oil from the date the investment decision is made. The USD 3.4 billion investment includes developing the South Lokichar fields and linking them to Kenya's Indian Ocean port of Lamu via a heated pipeline.

It offered Mitchell his first apprenticeship after he graduated from North East Scotland College in 2013 with a certificate in electrical engineering. He completed several years of training before heading off to work on offshore oil rigs.Mitchell saved enough money to take a six-month break and traveled through Thailand, New Zealand, and Australia. He was a freelance electrician in Sydney for a while but then returned home near Aberdeen, Scotland, and got his job back at Halliburton.In 2019, Mitchell heard from an old supervisor who had since moved into <a target="_blank" href="https://www.businessinsider.com/fastest-growing-career-wind-technicians-job-salary-us-2024-6">the offshore-wind industry</a>. Vestas, a wind manufacturer, was looking for technicians for a project in Aberdeen Bay, Scotland, and the supervisor recommended Mitchell for the job."I wasn't really sure because I was quite used to oil and gas, and I enjoyed it," Mitchell said.There were drawbacks, however. The work could be unpredictable."You'd get a call and have to go offshore the next day, not knowing if you'd be there a couple days or three weeks," he said. "The line of work is good when you're young. But when you start having more commitments, it becomes a little harder."Mitchell decided to take the interview with Vestas and left Halliburton, wanting to be a wind-turbine technician."A lot of my skills from working in the oil and gas industry passed straight into the wind industry, which was really beneficial for me," Mitchell said, adding that wind farms are managed by automated control systems, similar to oil and gas equipment.<div type="image" title="A wind turbine under construction off the coast of Scotland." height="1792" width="2500" msid="111265327" hostid="261" sizebytes="724556"></div>He made the jump at a good time. While the UK has been a leader in offshore wind for more than two decades, development has sped up in the past few years — particularly in Scotland — as countries race to meet renewable-energy goals. The UK has the second-largest offshore sector behind China. By early 2023, <a target="_blank" href="https://www.reuters.com/world/uk/british-wind-power-overtakes-gas-first-time-q1-2023-report-2023-05-10/">wind farms became the UK's largest source of electricity</a>, surpassing natural gas.Britain this year budgeted £1 billion, or about $1.3 billion, for renewable-energy subsidies, with 80% of the funds set aside for new offshore wind farms, <a target="_blank" href="https://www.bloomberg.com/news/articles/2024-03-05/uk-to-offer-record-800-million-support-for-offshore-wind-farms">Bloomberg reported</a>. The UK government wants to boost offshore-wind capacity by almost fourfold by 2030, and overall employment in the sector <a target="_blank" href="https://www.thecrownestate.co.uk/news/offshore-wind-industry-unveils-industrial-growth-plan-to-create-jobs">is expected to triple</a> by then.In the US, <a target="_blank" href="https://www.bls.gov/ooh/fastest-growing.htm">wind-turbine technician is the fastest-growing job.</a> While the absolute number of new jobs isn't that big, it represents a projected 45% increase between 2022 and 2032, more than any other occupation. <a target="_blank" href="https://gwec.net/global-wind-workforce-outlook-2023-2027-pr/">Industry groups forecast</a> global demand for about 240,000 new recruits by 2027 across countries including Australia, Brazil, China, Colombia, Egypt, India, Japan, Kenya, South Korea, and the US.Mitchell spent more than four years at Vestas, starting as a technician and quickly moving up to deputy service supervisor and then shift supervisor. Vestas provided training that paved the way for Mitchell's advancement.He said that offshore-wind technicians' day-to-day depended on the weather. The seas can't be too rough; otherwise, it's risky for the crew to travel to the wind farm.The sizes of the vessel and the crew also matter. A larger boat can handle rougher waters. That means there's more work and less downtime. But technicians tend to work a couple of weeks on, a couple of weeks off — so they're away from home for extended periods.Smaller vessels have to wait for the right weather conditions and ferry back and forth to port each day. Technicians can go home each night, but there's more downtime, especially in the winter, Mitchell said."It's rare that an entire wind farm will go down," he added. Once it's finished, it will generate enough power for about 1.3 million homes. Mitchell's team will be responsible for maintaining the wind farms' infrastructure both above and below the water, including the cables that carry power to onshore substations.Mitchell said he'd been able to advance his career in the wind industry a lot faster than in oil and gas. Ocean Winds declined to disclose salary information."Oil and gas is quite well established. It's been around for years and years, so there aren't many opportunities to move up quickly," Mitchell said. "With offshore wind, there's always new sites going up, and they need so much personnel. I got in at a lucky time."

Yet across Africa, where people who did almost nothing to worsen the global climate crisis are especially vulnerable to its fallout, it's a fossil-fuel bonanza.In the past two weeks — essentially the time of the COP27 summit — three oil-and-gas deals were announced for Africa alone, in <a href="https://www.spglobal.com/commodityinsights/en/market-insights/latest-news/electric-power/110422-germany-egypt-sign-lng-and-renewable-hydrogen-partnership">Egypt</a>, <a href="https://www.energyvoice.com/oilandgas/africa/457048/nigeria-nnpc-lng-oil/">Nigeria,</a> and <a href="https://www.bloomberg.com/news/articles/2022-11-07/tanzania-to-sign-key-40-billion-lng-project-accords-next-month?leadSource=uverify%20wall&amp;sref=T2pWWwBf">Tanzania</a>.For years, large oil-and-gas companies and the financial institutions that bankroll them have spent billions to develop new reserves and infrastructure across the continent, <a href="https://dont-gas-africa.org/cop27-report?_hsmi=233681314&amp;_hsenc=p2ANqtz-_EBS9yLBZl6i_3mIpiz5rWH_DZn8OizOrLC0UubWk5oBrpdsL7DMWag6cnAXz8F0JhYqMJyjjUyy_t4LKf7hrt9sAyiQ&amp;utm_content=233681314">according to analyses</a> <a href="https://www.urgewald.org/en/shop/who-financing-fossil-fuel-expansion-africa">by civil-society groups</a>. A global energy crisis sparked by Russia's war in Ukraine has created more appetite in Europe for African oil and gas. That demand is evident even in announcements that purportedly support renewable energy. The US and Germany, for example, pledged at COP27 to spend more than $250 million financing Egypt's transition to clean energy. But, <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2022/11/11/fact-sheet-president-biden-announces-new-initiatives-at-cop27-to-strengthen-u-s-leadership-in-tackling-climate-change/">the White House said</a>, the move could "free up" gas, likely for export to Europe. Huge demand for fossil-fuel production is galvanizing activists from Uganda and Tanzania to Mozambique and South Africa, which last week led one of the only protests inside the COP27 conference area to demand a renewable-energy transition instead. "All projects coming to the continent are for exploitation. It's very colonial," Omar Elmawi, the executive director of the Kenya-based Muslims for Human Rights, told Insider. "Despite Africa's renewable-energy potential, we're not seeing investors or banks look at it as an opportunity. Africa is becoming a petrol station that feeds the interests of the 'global north.'"Elmawi and his fellow campaigners are up against officials from some African nations and the fossil-fuel industry, who argue the continent should be able to use gas as a transition fuel to expand electricity access <a href="https://www.iea.org/reports/africa-energy-outlook-2022/key-findings">to the 600 million Africans</a> who lack it and to industrialize their economies just as Europe and the US did. The interests of the fossil-fuel industry are well represented at the UN summit, where some 636 registrants <a href="https://www.globalwitness.org/en/press-releases/over-100-more-fossil-fuel-lobbyists-last-year-flooding-crucial-cop-climate-talks/">are either directly affiliated with oil-and-gas giants</a> or attending as part of delegations that act on behalf of the fossil-fuel industry, according to Global Witness, an environmental watchdog group. That figure is a 25% increase over last year's meeting in Glasgow, Scotland. Dozens of oil-and-gas companies — the majority of which are foreign — are searching for new reserves in 45 African countries, including areas in Egypt's Red Sea region where the UN talks are underway.In September, Egyptian President Abdel Fattah el-Sisi <a href="https://energycapitalpower.com/eni-egypt-gas-lng-exports-renewables/">met with the CEO of the Italian oil giant Eni</a> to discuss boosting Egypt's natural gas production to export to Europe. Eni was also key to the 2015 <a href="https://www.eni.com/en-IT/operations/egypt-zohr.html#:~:text=Zohr%20is%20located%20within%20the,is%20responsible%20for%20operations%20there.">discovery and ensuing development</a> of the Zohr gas field off Egypt's Mediterranean coast that is now producing the equivalent of 706 million barrels of oil each day.Africa is the "cornerstone" of Eni's business model, <a href="https://www.eni.com/en-IT/eni-worldwide/africa.html">its website states</a>. The company is the third-largest developer of new oil-and-gas production on the continent behind France's TotalEnergies and Algeria's state-owned company, Sonatrach, <a href="https://www.urgewald.org/en/shop/who-financing-fossil-fuel-expansion-africa">according to an analysis by Urgewald</a>, an environmental and human-rights nonprofit, and 46 other civil-society groups, the majority of which are based in Africa.TotalEnergies also has a stake in the controversial East African crude oil pipeline that would run from Uganda to Tanzania; the European Union has called for the plan to be halted. Some 42 financial institutions have also declined to back the project, <a href="https://www.stopeacop.net/banks-checklist">including Citi and JPMorgan Chase</a>. Still, those two banks were among the top financiers of other new fossil-fuel development in Africa since January 2019, the Urgewald analysis estimated. Some 352 banks have provided $98 billion in loans and underwriting during that period. <a href="https://www.iea.org/news/pathway-to-critical-and-formidable-goal-of-net-zero-emissions-by-2050-is-narrow-but-brings-huge-benefits">The International Energy Agency last year</a> said there should be no new oil-and-gas development. The world has already warmed about 1.2 degrees Celsius since preindustrial times and <a href="https://www.businessinsider.com/climate-crisis-chaos-un-secretary-general-egypt-cop27-2022-11">is on a 2.4 degree trajectory</a>, according to the UN.A spokesperson for JPMorgan said via email that over the next 10 years, the bank plans to spend $1 trillion on green initiatives, including renewable energy and clean transportation has already spent $100 billion. The bank is taking "pragmatic steps" <a href="https://www.jpmorganchase.com/impact/sustainability/es-commitments#paris-aligned">to cut what it describes as the "emissions intensity" of its oil-and gas-portfolio</a> while helping the world meet its energy needs "securely and affordably." Emissions intensity refers to the greenhouse gases emitted for every unit of output. A TotalEnergies spokesperson said in an email that the company plans to be a "major player" in renewable energy in Uganda and that the country is following a path it chose. "To stop Uganda from exploiting its natural resources in order to develop as a country on the grounds that we, as Europeans, have over-polluted or are over-polluting could be regarded as paternalistic, cynical, and selfish to the say least," the spokesperson said.A Citi spokesperson said in a statement that the company's net-zero plan calls for a balanced approach. "Citi believes that an orderly, responsible, and equitable transition, which accounts for the immediate economic needs of communities, workers, environmental justice, and broader economic development concerns, is essential to the retention of political and social support to move to a low-carbon economy."Representatives from Eni didn't respond to a request for comment.Wael Aboulmagd, an Egyptian ambassador and the special representative to the COP27 president, said there is no "one-size-fits-all" approach for the energy transition. "No one will challenge the need to move away from fossil fuels, but the expectations for a country that's built wealth after decades of using fossil fuels should differ" from an impoverished island or African country, he said. It will also differ between Egypt, where nearly all of the population has access to energy, and other countries, where fewer than 20% of people do.Rich economies like those of the US and Europe Union <a href="https://www.cgdev.org/media/who-caused-climate-change-historically">are responsible for 80% of emissions</a> since the dawn of the industrial age, although China more recently has risen to be the world's top polluter. Meanwhile, the entire African continent has contributed just 3% of emissions.Elmawi said fossil fuels aren't the answer to energy poverty in Africa, especially if much of what is produced is destined for Europe. Plus, the projects are more expensive than building out renewable energy like solar.He <a href="https://www.iea.org/news/global-energy-crisis-shows-urgency-of-accelerating-investment-in-cheaper-and-cleaner-energy-in-africa">cited an IEA report that estimated</a> all Africans could access affordable energy with about $25 billion in annual investment through 2030, with the majority flowing to renewables and some natural gas. Leading global risk analytics firm <a href="http://maplecroft.com/">Maplecroft</a> has released its latest Terrorism and Security Dashboard. The dashboard tracked terrorist attacks over the twelve month period prior to July 1, and the results are bleak. 
Globally, fatalities from acts of terrorism rose by 30% to a recorded 18,668 deaths. During the same 12-month period, there were a recorded 9,471 attacks - an average of 26 attacks a day. 
With 3,158 acts of terrorism, Iraq had the highest number of recorded attacks within the time frame. Iraq is currently in the process of staving off a Sunni rebellion led by ISIS and a full-scale sectarian civil war. ISIS controls oil and gas infrastructure in Iraq, and the group has also made frightening <a href="http://www.businessinsider.com/iraq-can-turn-into-a-failed-state-in-a-day-2014-7">advances</a> towards the country's largest dams. 
Despite the number of attacks in Iraq, Nigeria was the site of the deadliest terror attacks in the world. Islamic militant group Boko Haram has intensified violence throughout the country and has struck in the key cities of Abuja and Lagos. Boko Haram kills an average of 24 people per attack. 
China, Egypt, Libya, and Kenya accounted for the highest increase in terrorist attacks worldwide. With the exception of China, the increase in attacks has had a significant impact on each country's economy. 
"Libya, Kenya and Egypt are among a handful of countries to witness a significant increase in risk in the MTSD and investor confidence in key sectors, including tourism and oil and gas, has been hurt," states Jordan Perry, a Principal Political Risk Analyst at Maplecroft. "When faced with rising security costs and decreasing safety for their personnel, companies can, and do, reconsider their country-level commitments."
Libya has found itself incapable of capitalizing on its vast oil fields as rival militias and terrorist organizations have blockaded ports, limited oil exports, and <a href="http://www.businessinsider.com/photos-wreckage-libyas-airport-2014-7">damaged</a> state infrastructure. Meanwhile, tourism, a major source of revenue in both Egypt and Kenya, has taken a nose-dive as both countries struggle to provide security.
Although terrorist attacks have only had a negligible impact on China's economy, Maplecroft predicts that the impact is likely to increase. China is currently exploring methods of hydrocarbon extraction in the restive province of Xinjiang, which is home to China's heavily discriminated against Uyghur minority. 
Worringly for investors, the high growth economies of Colombia, Nigeria, the Philippines, India, and Thailand are all listed as being at 'high' or 'extreme' risk of further terrorist attacks. 
"The dynamic nature of terrorism means individual events are impossible to predict" Maplecroft CEO Alyson Warhurst stated in a press release. "However, up-to-date global intelligence on the intensity, frequency, precise location and type of attacks can help organisations to make informed decisions relating to market entry, security measures for in-country operations, duty of care obligations, supply chain continuity and risk pricing."

<div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div></div></div>THE north-eastern Nigerian town of Chibok is spared little. Earlier this year fighters from the extremist group, Boko Haram, abducted more than 200 local schoolgirls. In the past week insurgents and government troops have traded possession of urban districts and surrounding farmland, leaving much of it burnt.
The Nigerian army, one of the biggest in Africa, should have little difficulty scattering the amateur jihadists. But its arsenal is decrepit and its troops poorly trained. Hence the government's decision to spend $1 billion on new aircraft and training, among other things. Critics question how much will go towards appropriate kit (never mind how much gets stolen by corrupt generals) and whether it is sensible to lavish resources on a force implicated in atrocities and human-rights abuses.
These questions resonate across Africa. Last year military spending there grew by 8.3%, according to the Stockholm <keyword id="6356001" type="COMPANY" weightage="60" keywordseo="international">International</keyword> Peace Research Institute (SIPRI), faster than in other parts of the world (see chart). Two out of three African countries have substantially increased military spending over the past decade; the continent as a whole raised military expenditure by 65%, after it had stagnated for the previous 15 years.
Angola's defence budget increased by more than one-third in 2013, to $6 billion, overtaking South Africa as the biggest spender in sub-Saharan Africa. Other countries with rocketing defence budgets include Burkina Faso, Ghana, Namibia, Tanzania, Zambia and Zimbabwe. The continent's biggest spender by far is Algeria, at $10 billion.
"Some countries are buying really amazing stuff," says David Shinn, a former American diplomat, now a professor at George Washington University. Ethiopia last year took delivery of the first of about 200 Ukrainian T-72 tanks. Neighbouring South Sudan has bought about half as many. Coastal states such as Cameroon, Mozambique, Senegal and Tanzania are sprucing up their navies. Angola has even looked at buying a used aircraft-carrier from Spain or Italy.
Chad and Uganda are buying MiG and Sukhoi fighter jets. Cameroon and Ghana are importing transport planes to boost their ability to move troops around and deploy them abroad, which they have been ill-equipped to do. For peacekeeping duties they generally ask friendly Western governments for help in airlifting troops, or charter civilian planes.
Despite such handicaps, many are participating in a growing number of African Union and UN peacekeeping missions. Once rarely seen in blue helmets, sub-Saharan soldiers are increasingly replacing troops from Europe and Asia. Ethiopians and Rwandans have acquired a reputation as reliable peacekeepers, all the while benefiting from training as well as from reimbursements for purchases of weapons. A new "business model" for African defence ministries is taking shape.
Many African armies are becoming more professional, too. Their troops are more often paid on time, get decent food and go on regular leave, all of which boosts morale and discipline. "Even small countries like Benin and Djibouti now field respectable forces," says Alex Vines of Chatham House, a think-tank in London.
A big issue is whether troops have enough training to handle sophisticated new gear. Chad makes good use of its Sukhoi SU-25 jets--with the help of mercenaries. On the other hand, Congo-Brazzaville only manages to get its Mirage fighter jets into the air for national-day celebrations. South Africa bought 26 Gripen combat aircraft from Sweden but has mothballed half of them because of budget cuts. Uganda spent hundreds of millions of dollars on Sukhoi SU-30 combat aircraft but little on the precision weapons to go with them.
The reasons for African governments to boost arms spending vary. High commodity prices over the past decade (they are now falling) have filled the coffers of many. Some leaders have been tempted to buy expensive arms to gain prestige. Other are suspected of inflating deals to siphon off money for themselves.

<h3>Tanks for everything</h3>
But some spending is prompted by genuine security threats. The Sahel and parts of east Africa face a range of extreme jihadists. Coastal states have seen piracy soar, most recently in the west. Offshore discoveries of oil and gas have increased the need for maritime security. More traditional threats, internal as well as external, persist in countries such as South Sudan, where the government is fighting rebels while also facing a hostile northern neighbour.
Industrial ambition also plays a part. A number of countries hope to foster defence manufacturing at home. A huge South African purchase of arms from, among others, Germany and Britain, agreed to more than a decade ago, included promises of "offsets" whereby local firms would help assemble jets and ships. Angola plans to build its own warships. Nigeria and Sudan make ammunition. Four European arms manufacturers set up African subsidiaries this year: Antonov is going into Sudan; Eurocopter is in Kenya's capital, Nairobi; Fincantieri, an Italian shipbuilder, is in the country's main port, Mombasa; and Saab is setting up a plant for its military aircraft in Botswana.
These military improvements carry risks. Ambitious officers may misinterpret new might for political right--and may be tempted to seize power, as many have done before. Sophisticated arms may also fall into the wrong hands; witness the array of Libyan weapons that have fuelled conflicts across Africa, from Mali to the Central African Republic, since the fall of Muammar Qaddafi.
These structural changes to African armies may gradually alter the type of war that could be fought on the continent. Since the anti-colonial guerrilla wars of the past century, most African conflicts have been internal. Few countries previously had the ability, let alone the inclination, to fight their neighbours. In the late 1990s, several countries, including Angola and Zimbabwe, sent forces to take part in Congo's civil war--to little avail. Ethiopia and Eritrea fought each other in 1998-2000. Tanzania sent its army into Uganda, along with guerrillas returning from exile, to overthrow Idi Amin in 1978. In general, however, few disputes between African countries have been liable to spark wars. But the build-up of beefier armies is bound to carry a risk.
