New Delhi [India], July 25 (ANI): The discussion on the <keyword id="6360189" type="General" weightage="20" keywordseo="Union-Budget" source="Orion">Union Budget</keyword> 2024-25, presented on July 23, will continue in both <keyword id="244400" type="General" weightage="20" keywordseo="Houses-of-Parliament" source="Orion">Houses of Parliament</keyword> on Thursday. The discussion on <keyword id="6358021" type="General" weightage="20" keywordseo="Budget" source="Orion">Budget</keyword> of <keyword id="17605" type="General" weightage="20" keywordseo="jammu-and-kashmir" source="Orion">Jammu and Kashmir</keyword>, 2024-25, which was also presented on Tuesday, will also continue today. Union Minister Gajendra Singh Shekhawat, Jitendra Singh, Arjun Ram Meghwal and Kirtivardhan Singh will lay papers on the table today. Union Minister Sukanta Majumdar is likely to make a statement regarding status of implementation of recommendations and observations contained in the 250th report of the department-related parliamentary standing committee on Home Affairs on action taken by the government on the recommendations and observations contained in the 243rd report of the committee on demands for grants (2023-24) of the Ministry of Development of North Eastern Region. Both Houses of <keyword id="19895397" type="General" weightage="20" keywordseo="Parliament" source="keywords">Parliament</keyword> took up discussion on the <keyword id="15626720" type="General" weightage="20" keywordseo="union-budget-2024" source="Orion">Union Budget 2024</keyword> on July 24, with opposition parties accusing it of being "discriminatory" to most states and lacking vision. The discussion was initiated by former Finance Minister and Congress MP P Chidambaram in Rajya Sabha and Congress MP Kumari Selja initiated the discussion in Lok Sabha. Raising four major challenges, Chidambaram said the most significant challenge is unemployment and data released by the Centre for Monitoring Indian Economy (CMIE) indicates that the unemployment rate for June 2024 is 9.2 per cent . Chidambaram emphasised that the primary challenge for the economy is creating sufficient employment opportunities. He pointed out that the budget's announcement of the employment-linked incentives (ELI) scheme suggests that the Production Linked Incentives (PLI) scheme is not generating the expected employment. He urged the finance minister to disclose the number of jobs created by the PLI scheme. Radha Mohan Das Aggarwal of the BJP highlighted the achievements made by the government led by Prime Minister Narendra Modi in the last ten years. He said the Jan Dhan Yojana has provided banking services to crores of people in the country. Biplab Kumar Deb of the BJP said the Economic Survey has estimated real GDP growth of 6.5 per cent to 7 per cent in 2024-25. He highlighted the provisions in the budget for various sections, including farmers and the education sector. Trinamool Congress MP Abhishek Banerjee launched a strong attack on the Modi government, alleging that the Union Budget lacks clarity or vision, that it has been rolled out to satisfy the coalition partners of the BJP and that it "was planned by two individuals to keep another two in good faith." The budget session of Parliament began on July 22 and, according to schedule, will end on August 12.

<ul><li>Jammu &amp; <keyword id="6354495" type="LOCATION" weightage="20" keywordseo="kashmir">Kashmir</keyword> state government called unemployed professionals to register on District Employment and Counseling Centers. </li><li>As many as 150,000 educated youth — with post-graduate degree or more— registered on the database over a span of 15 days. </li><li>According to the Centre for Monitoring Indian Economy(CMIE) data from 2017, Jammu and Kashmir was recorded with highest unemployment rate in India at 12.13%. </li><li>Government recorded 30,000 unemployed youth within two days of the initiative — with 20,000 from Kashmir alone.</li></ul>Around 150,000 youngsters in Jammu &amp; Kashmir are jobless. What is worse is that they are highly educated, holding post-graduate and doctoral degrees. Job seekers rushed to <a href="https://www.greaterkashmir.com/news/front-page-2/in-15-days-more-than-1-5-lakh-jobless-postgraduates-register-with-govt/">register</a> themselves after the state government asked unemployed professionals to register in District Employment and Counseling Centers. Within 15 days, the centers saw over 100,000 registrations. In fact, as many as 30,000 unemployed youth registered within two days. And, 20,000 registered from Kashmir alone. The Directorate of Employment wants to collect data on those who hold postgraduate, M. Phil, and PhD degrees and yet unemployment. This will help them find a solution to the looming job crisis. “It will help the government launch a comprehensive employment scheme for youth who are not suitably employed,” Saurabh Bhagat, Labour and Employment Department<a href="https://kashmirreader.com/2019/07/13/30000-postgraduates-register-as-unemployed-in-just-2-days/"> told </a>a local daily Kashmir Reader. The exercise can also help drive policy-level change. “The issue of educated but unemployed youth was raised by officials in recent meetings with Home Minister <keyword id="6355521" type="PERSON" weightage="20" keywordseo="amit-shah">Amit Shah</keyword>. In 2017, the unemployment rate in the state was at 12.13%, according to the Centre for Monitoring Indian Economy (CMIE). In 2016, the unemployment rate in the state hit an extremely high rate of 24.6% amongst youth aged between 18 and 29. Over 150,000 postgraduates in J&K come asking for jobs in just 15 days

The students will work on research projects related to science and technology and will be monitored by the faculty staff at the premier institutes. The applications will be shortlisted and prepared by April 15, 2020. The participating institutions include four IITs — IIT Pune, IIT Bhubaneswar, IIT Ropar and IIT Guwahati — and IISER Pune, Odisha and Kolkata campuses. This comes as the Higher Education Department of J&amp;K signed a memorandum of understanding (MoU) with the All India Council of Technical Education (AICTE) to boost employability in the region. The unemployment rate in Jammu &amp; Kashmir is significantly higher after the blockade and internet shutdown since August. IITs and IISERs provide internships to 500 science students from Jammu & Kashmir

In its latest push to create education and employment in the naxal affected areas, the Modi government expanded the scholarship programme. The scholarship amount was revised by from ₹2,250 to ₹3,000 per month for girls; and ₹2,000 to ₹2,500 for boys. The government is also planning to set up elite institutes including Indian Institute of Technology (IITs), Indian Institute of Management (IIMs), All India Institute of Medical Sciences (AIIMs) in the newly formed union territory. The government had already launched IIM Jammu campus in 2016.
