The lawsuit claims that the three men pitched the farmers on a film that would be "a possible 'kill shot' to Biden's presidential campaign." The three men "all represented that they possessed key documents that were 'smoking guns' that would establish that the Ukrainian government engaged in a quid pro quo exchange with the Biden family to benefit Burisma," the complaint continues.Burisma, of course, is the energy company that paid Hunter Biden hundreds of thousands of dollars to sit on its board. Republicans have long alleged but have never proven a nexus between Hunter's work on Burisma's board and Joe Biden's efforts, as vice president, to remove a Ukrainian prosecutor who was investigating the company.Allegedly, the film was supposed to reveal a "smoking gun" that would take the Bidens down, secure Trump's second term, and enrich the Mungers in the process. "Yale and Dickson represented that this documentary movie was going to be bigger and more profitable than <a target="_blank" rel="noopener noreferrer nofollow" href="https://www.insider.com/michael-moore-new-documentary-fahrenheit-11-9-looks-at-trump-obama-clinton-flint-2018-9">Michael Moore's 'Fahrenheit 9/11,'</a> which earned $200 million at the box office."The Mungers, who had given tens of thousands of dollars to Republican candidates, were sold. They turned over $1 million to finance the film, according to promissory notes attached to the complaint as exhibits. Out of that money, $300,000 allegedly went to Giuliani himself; the rest "was stolen by Dickson and Yale for their own personal use," the lawsuit claims.None of the promises allegedly made by the film's backers materialized.The film was never made or released. <a target="_blank" rel="noopener noreferrer nofollow" href="https://www.businessinsider.com/biden-biggest-successes-failures-second-year-recap-2022-12">Joe Biden</a> won the 2020 election. And the Mungers' million-dollar bet vanished.Giuliani, after conducting interviews with various Ukrainian officials, was unable to produce a "smoking gun." As Election Day drew near, his attention drifted from filmmaking to a different October surprise — emails and other data obtained from Hunter Biden's laptop.Yet despite Giuliani's opposition research effort, Trump failed to win a second term. Giuliani's efforts to erase that democratic outcome, first with spurious lawsuits and then with denialism and a call to "trial by combat" now have him facing criminal charges in Georgia. He also faces a civil suit filed by his former assistant <a target="_blank" rel="noopener noreferrer nofollow" href="https://www.businessinsider.com/rudy-giuliani-noelle-dunphy-settlement-discussions-sexual-assault-2023-7">Noelle Dunphy</a>, which accuses Giuliani of wage theft and sexual assault.Giuliani is not a defendant in the Mungers' California lawsuit over the film. Buma's statement alleges that Giuliani raised money for an election-year Biden film from a group of California activists and that Giuliani was soliciting information on Biden from "Ukrainian and also likely Russian sources."The Mungers, their company's CEO Bob Hawk, lawyers for their company, Yale, Dickson, and a spokesperson for Giuliani did not immediately respond to requests for comment. Rudy Giuliani pocketed $300,000 from farmers investing in anti-Biden documentary that was never made, lawsuit claims 

<ul><li>Pinaki Chandra Ghose has been appointed as the chairman of India’s Lokpal or anti-corruption ombudsman. </li><li>The formation of India’s anti-corruption ombudsman has been pending for the past six years since the <keyword id="446008" type="ORGANIZATION" weightage="20" keywordseo="Lokpal-Bill">Lokpal Bill</keyword> was first passed in 2013. </li><li>The Lokpal has the authority to look into incidents of corruption at all levels of public service, including the Prime Minister. </li></ul>Pinaki Chandra Ghose, former judge at the Indian Supreme Court and a member of the National Human Rights Commission (HRC), has been be appointed as the country’s first anti-corruption ombudsman or chairman of the Lokpal. The formation of a committee that will look into incidents of corruption within the Indian government has been in the works for six years now, since the Lokpal Act was first passed in 2013. It was only in September last year that a selection committee was formed led by Ranjana Prakash, a former Supreme Court Chief Justice, and chaired by India’s current prime minister, Narendra Modi. Even then, the leader of the opposition, Mallikarjun Kharge — who is also a member of the Lokpal — refused to attend the meetings. Not that it hindered the selection process since the Supreme Court’s clarification in 2017 where they ruled that the Leader of the Opposition need not necessarily be present in order for the committee to decide on the appointments for the Lokpal. What exactly is an anti-corruption ombudsman? As per the Lokpal Act, 2013, the anti-corruption ombudsman or Lokpal has the power to investigate any complaint of corruption against any public entity — including the Prime Minister. But, in order to conduct an investigation into the Prime Minister, it must be approved by two-thirds of the committee. It supersedes the authority of any other investigating agency, even the Central Bureau of Investigation (CBI). Any officer of the CBI that’s on a case that was assigned by the Lokpal can’t even transfer out without prior approval from the ombudsman. Aside from investigation complaints of corruption, it’s also the Lokpal’s responsibility to make sure that any public officer who is a whistleblower is protected on their watch. <div type="image" title="Lokpal" msid="68491540" hostid="261" caption="&amp;lt;p&amp;gt;Salient features of the Lokpal Act&amp;lt;/p&amp;gt;"></div>

 The idea to put an anti-corruption ombudsman in place was first floated back in 1963 during a parliamentary session when the law ministry’s budget was being discussed. A bill for its formation even reached parliament in 1968 but despite eight attempts — none actually passed. It was only in 2013 that the Lokpal Act finally passed, that too after a nationwide protest led by India Against Corruption — a civil society movement that was led by the activist, Anna Hazare. Six years later, the Supreme Court of India told the Indian government to form a committee to appoint the country’s first Lokpal in January. An NGO called Common Cause even filed a petition and contempt petition in 2014 over the delay. It’s not just the central government of delay that subject to delay. Most states are also yet to appoint Lokayuktas, something that was supposed to be in place within a year of the Lokpal Act kicking in.

India’s gets its first anti-corruption ombudsman

<ul><li>Panaki Chandra Ghose was just appointed as the chairman of India’s first anti-corruption ombudsman or Lokpal. </li><li>The Lokpal will look into incidents of corruption within the Indian government. </li><li>But the scope of its investigation is limited since it’s not allowed to investigate cases related to foreign affairs, space and defence.</li></ul>India’s first chairman of the Lokpal or anti-corruption ombudsman, Pinaki Chandra Ghose, is going to have his hands full as he takes on his new role. He’s already served as a former Supreme Court judge and is currently a member of the National Human Rights Commission (NHRC). Corruption has been a burgeoning topic in India — especially with Modi’s recent #chowkidar campaign on Twitter — but there’s little to suggest to actual on-ground improvement. According to Transparency International’s Corruption Perception Index (CPI), India’s score only improved by one point between 2017 and 2018. In fact, the global watchdog pegs India as one of the worst <a href="https://www.transparency.org/cpi2018">offenders</a> in the Asia-Pacific region. It’s <a href="https://www.prsindia.org/media/articles-by-prs-team/lokpal-act-3095">unclear</a> whether the Lokpal will be looking into petty corruption or big-ticket corruption as its primary mandate. Deterring the problem from both ends is important in a country like India where, on the one hand, more than 62% of Indians have paid off a public official for a job and, on the other hand, you have the big-ticket scams like the allocation of funds during the Commonwealth Games in 2010. To probe or not to probe? While finally having a Lokpal in place might be good for the general public, one of sectors most vulnerable to corruption — is aerospace and defense and one that the ombudsman can’t touch. According to an Ernst and Young report, aerospace and defence is perceived to be the third most vulnerable sector to corruption. This means that incidents like the Rafale Deal or the BOFORS case — some of the most contentious armed deals in the country — won’t come under the Lokpal’s purview. But, on the other hand, the 2G spectrum case or ‘Coalgate’ — where the allocation of resources came into question — would be incidents that the Lokpal would look into. One of the more recent corruption allegations were actually within India’s Central Bureau of Investigation where Alok Verma, the CBI director and his deputy, Rakesh Asthana both accused the other of being corrupt. Both were, subsequently, asked to resign from their posts at the bureau. The investigation is still pending and several other senior officers have also been put on ‘indefinite leave’ until the matter is sorted. And corruption isn’t limited to India’s borders either. According to the ‘Export Corruption Report’ by Transparency International, India among four countries that has ‘little or no enforcement’ in place to check against against foreign bribery. But, then again, the Lokpal is restricted from looking into incidents of corruption when it comes to foreign affairs. India already has the Central Vigilance Commission to address governmental corruption but even though it’s an autonomous body, it’s not an investigative agency. And, the Prevention of Corruption Act is which aimed at combating corruption in the government has largely been misused due to Section 13(1)d, which allowed honest officials to be prosecuted serving as deterrent to bold decision making.

Wang’s comments come amid fresh tensions between Islamabad and New Delhi over Kashmir. India <a href="https://www.scmp.com/news/asia/south-asia/article/3021443/india-seeks-abolishes-kashmirs-special-status-constitution" class="link-text">for the United Nations Security Council to hold “closed consultations” on the revoking of the state’s autonomy. India is also involved in the Indo-Pacific strategy led by the United States, which Beijing views as a containment strategy to hinder China’s military expansion. Wang stressed that China and Pakistan should cooperate to secure their common economic interests. “The China-Pakistan Economic Corridor [CPEC] is a long-term development plan for Pakistan,” Wang said. “The Pakistani military has made unremitting efforts in corridor construction, especially security.” The corridor, a US$62 billion China-funded infrastructure project, is facing scrutiny in Pakistan over suggestions that it has left the country in a debt trap and is designed to serve China’s political agenda. There have also been security concerns surrounding CPEC projects. In May, gunmen attacked a luxury hotel in the Pakistani port city Gwadar, the hub of a multibillion-dollar Chinese infrastructure project. A regional separatist group, the Baluch Liberation Army, claimed responsibility for the attack. Elsewhere, the China Construction Third Engineering Bureau –a state-owned company that works on the Peshawar-Karachi motorway, a key CPEC project – has previously told Chinese media that around 3,500 security personnel were employed to protect about 1,000 Chinese workers and 19,000 Pakistani employees. “The current regional and international situation is undergoing a complex evolution,” Bajwa said. “I am grateful to China for its strong support to Pakistan during this crucial period. “I believe that with the help of China, the Pakistani side will be able to overcome difficulties, overcome challenges and achieve greater development. The Pakistani side regards the construction of the economic corridor in Pakistan and China as an important opportunity for national development and will work with China to promote cooperation.” Wang met Pakistani President Arif Alvi at the presidential palace in Islamabad, with the pair pledging to work together on anti-terrorism measures and economic cooperation. He also held talks with Pakistani Prime Minister Imran Khan and Foreign Minister Shah Mahmood Qureshi. G Kishan Reddy is a three-time MLA and is a first-term MP from Secunderabad Lok Sabha constituency in Telangana. Nityanand Rai, who won from the Ujiarpur constituency in Bihar, has also been assigned incharge of women safety division, that was created last year following the Kathua rape case. Rai will also head the Left-wing extremism (LWE) division, that looks at anti-Maoist operations, besides disaster management and police modernisation division, as reported by officials. There are 24 ministers of state in the present council of ministers and six other ministers of state with independent charge.

The immovable property is named <keyword id="16931757" type="General" weightage="80" keywordseo="ambience-tower" source="Orion">Ambience Tower</keyword> and it belongs to a company called Ambience Towers Pvt Ltd, a firm of the Ambience Group promoted by Raj Singh Gehlot, the agency said in a statement. A provisional order, under the Prevention of Money Laundering Act (PMLA), was issued by the ED to attach the commercial building worth a total Rs 252.17 crore. The money laundering case stems from an FIR and chargesheets filed by the Jammu and Kashmir anti-corruption bureau that found that a company named Aman Hospitality Pvt. Ltd, through its promoter director Gehlot, was sanctioned a term loan facility of Rs 810 crore by a consortium of banks led by J&amp;K Bank to part finance its hotel project in Shahdara, Delhi. "The loan amount later turned into an NPA. During the investigation, it was revealed that Gehlot had diverted loan funds and layered the same through a web of bank accounts belonging to his relatives and Ambience Group companies," the ED said. Apart from the diversion of funds, it was also found that Gehlot "diverted" materials to the other project sites of the Ambience Group, it said. Gehlot was arrested by the ED in September 2021 in this case. His wife Sheela Gehlot and other directors of the Ambience Group such as Amit Gehlot, Shamsher Singh and Pawan Singh were also named as accused in the chargesheets filed by the ED earlier. The agency earlier attached assets worth Rs 20.20 crore belonging to Raj Singh Gehlot, his family members and the Ambience Group companies. Bank fraud: ED attaches ₹252 crore worth 'Ambience Tower' in Delhi's Shalimar Bagh

But as the war heads for its 600th day with <a href="https://www.businessinsider.com/ways-russia-war-in-ukraine-might-end-2022-11" target="_blank" rel="noopener">no end in sight</a>, some Ukrainians have renounced their nation's call to arms and are looking for ways to avoid being drafted.Artem, a 21-year-old whose name has been changed to protect his identity but is known to Insider, was born and raised just outside Kyiv. He told Insider he's desperate to leave Ukraine to escape being drafted and had already attempted one escape. His family has been deeply affected by the conflict. He spoke with Insider alongside his father, Bohdan, whose name has been changed to protect his identity, a carpenter in peacetime who speaks English. Bohdan, a soldier of the National Guard of Ukraine, had recently returned after surviving intense fighting on the eastern front.Bohdan's unit suffered significant casualties while stationed near Svatove and the Serebryansky forest, he told Insider, and he was one of the few who survived without injuries. He said he didn't want his son to endure the same fate.Recently, Artem decided to try and flee despite martial law prohibiting him from leaving Ukraine.Bohdan, a witness to the horrors of war, supports his son's attempts to avoid being called up. "He was partly motivated by fear that the law could be changed at any time and oblige him to join the military," Bohdan said.Although Artem cannot leave the country, he is not of conscription age, so he will not be drafted immediately, but this could change if mobilization laws are enacted to widen the recruitment net.Artem added that he's also disenchanted by the lack of opportunities in the country's war-crippled economy.His escape plan involved crossing over into Romania. He took a westbound train to a town near the border, but when he got off, he and the other men on board were confronted by police officers about why they were traveling within 20 miles of the frontier.Artem said that several of them were taken to a police station and questioned further before being put on a bus that took them back deeper into Ukraine.One of the men caught was in his 50s and traveling with his wife and children. Artem later learnt that he was taken straight to a military-registration and enlistment office to join the army, Artem said. The father and son live together in the family home Bohdan built himself. His wife and daughter are refugees in Belgium. "My family is divided," Bohdan told Insider.Bohdan agreed that prospects were grim for his only son, even if he's not sent to the front. "There is not much work or quality education for young men during wartime, so some of them want to leave, but they can't," he said.In the meantime, Artem said he was contemplating whether it's worth trying to flee Ukraine again. "Young men at a checkpoint near the border told me not to bother trying," Artem told Insider. "They warned that the forests ahead were full of bears and snipers." Insider could not verify the claim regarding snipers. The route into Romania often involves a risky crossing over the Carpathian Mountains, which is home to brown bears and wolves.While Artem considers his next moves, he awaits a fine for his attempt to leave Ukraine unlawfully — it's not an imprisonable offense. He hasn't received a letter yet but estimates it will be about 1,000 hryvnia, or about $27. Bohdan told Insider that last week, a friend of his managed to cross the border into Hungary. He paid about $6,400 to get instructions from a people smuggler who told him where to cut through barbed wire with pliers, his friend told him. It's the eighth extension since the invasion began and is in place until November 15.In August, <a href="https://www.nytimes.com/2023/08/18/us/politics/ukraine-russia-war-casualties.html" target="_blank" rel="noopener">The New York Times reported</a> that US officials, who spoke anonymously, estimated 70,000 Ukrainian troops had been killed and 100,000 to 120,000 wounded. The Armed Forces of Ukraine need to replace their dwindling numbers, and men leaving the country despite martial law could have long-term consequences for military mobilizations.In Poland alone, an estimated 80,000 men — the equivalent to 20 military brigades in Ukraine's army — ages 18 to 60 who may have been eligible for military service entered the country between February 24, 2022, and August 31 this year, according to data from Poland's Border Guard. The whereabouts of the men are not known, the Polish news outlet <a href="https://www.rp.pl/swiat/art39049061-polska-zaczela-wydawac-ukrainie-jej-obywateli-ktorzy-trudnia-sie-przemytem-ludzi" target="_blank" rel="noopener">Rzeczpospolita reported.</a>A spokesperson for the Polish Border Guard, Lt. "In this case, a government corporation was formed and it was exclusively formed for this purpose of skill development and the proposal was moved by some private individuals...The money trail is very clearly seen," Additional DG of CID Sanjay told ANI. Further, DIG Sanjay said, "You see the role of the ED also in this when they moved in and arrested a few people. So this is a very clear case of government money being transferred and the project itself never happened... How the money went into shell companies and all, is again part of the investigation. So further investigation will reveal the exact end-to-end tie-ups." <keyword id="6354350" type="General" weightage="80" keywordseo="chandrababu-naidu" source="Orion">Chandrababu Naidu</keyword> was sent to judicial custody on Sunday for 14 days, till September 23, by the Anti-Corruption Bureau (ACB) court in Vijayawada in connection with an alleged Skill Development Corporation scam. Earlier, TDP workers held a protest on Monday in Chittoor against the arrest and judicial custody of the TDP chief in the alleged skill development case. On Monday State Police also tried to detain several party leaders including TDP MLC Kancherla Srikanth in Chittoor district as a preventive action to maintain law and order in the state. As per the CID, the investigation has revealed serious irregularities such as before any expenditure by private entities, the then state government provided an advance of Rs 371 crores, representing the entire 10 per cent commitment by the government. Most of the money advanced by the government was diverted to shell companies through fake invoices, with no actual delivery or sale of the items mentioned in the invoices, CID officials said. In its remand report, the CID has said that according to the investigation so far, the total amount spent by private entities on six skill development clusters is sourced exclusively from funds advanced by the Government of Andhra Pradesh and the Andhra Pradesh Skill Development Centre, totalling Rs 371 crore.
