New Delhi, Feb 12 () The Cabinet has given its nod to Major Ports Authority Bill that will replace a 1963 law governing country's 12 major ports, Union Minister Mansukh Lal Mandaviya said on Wednesday. The approval was accorded at a meeting of the Union Cabinet chaired by Prime Minister Narendra Modi. "At present the ports are governed by a ports law of 1963. The Cabinet today has approved the Major Ports Authority Bill that will be introduced in Parliament and replace the existing law," Shipping Minister Mandaviya said. He said the proposed law is aimed at enhancing the overall efficiencies of the ports. India has 12 major ports -- Deendayal (erstwhile Kandla), Mumbai, JNPT, Marmugao, New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V O Chidambarnar, Visakhapatnam, Paradip and Kolkata (including Haldia). Cabinet nod to Major Ports Authority Bill to replace existing law

New Delhi, Apr 28 () The government on Tuesday announced a compensation of Rs 50 lakh for dependent members of port employees in case of loss of life due to COVID-19 while discharging duties.The compensation has been announced for any death due to COVID-19 till September 30, 2019 and the situation will be reviewed after that.Declaring the compensation for the port employees/workers in case of loss of life due to COVID, the Ministry of Shipping in a statement said: "All port employees including contractual labourers employed directly by the port and other contractual employees are covered" under it.The statement said the ministry has decided that all the major ports may grant compensation /ex-gratia in the event of loss of life due to COVID-19 to the dependent members/legal heirs of the port employees."Port Chairman is the competent authority for the settling claims/ disbursement of the compensation/ex-gratia and verifying authority for the cause of death from COVID-19," the statement said. Govt announces Rs 50 lakh compensation for port employees in case of death due to COVID-19

New Delhi, Apr 3 () Union Minister Mansukh Lal Mandaviya on Friday exhorted port officials and other stakeholders to convert crisis into an opportunity by ensuring smooth cargo operations so that supplies are not hit during lockdown in view of coronavirus pandemic. Shipping Minister Mandaviya held a video conference with the stakeholders of ports including port users, courier and cargo services, representatives of the custom brokers associations from the various parts of the country, logistic service providers and others to assess the challenges and concerns caused due to COVID-19 and lockdown in the country on the port operations. "He called for collaborative efforts for converting this crisis into opportunity for the ports and port operation so that the supply chain of the country can run smoothly," as per a statement from the Ministry of Shipping. The meeting was also attended by the officers of the Ministry of Shipping and chairpersons of all major ports.Mandaviya sought support of all the stakeholders in this unprecedented crisis. Welcoming suggestions for decongesting ports, management, welfare and safety of workers and other challenges faced by the ports and its stakeholders, Mandaviya stressed upon the usage of state-of-the-art technology in the port operation and container management to manage the future challenges caused by COVID-19 pandemic. Shipping minister asks ports to ensure smooth cargo operations during lockdown

New Delhi, Feb 1 () To improve the efficiency of ports in the country, the government will set up a framework and look at corporatisation of at least one major port followed by subsequent listing on stock exchanges, Union Finance Minister Nirmala Sitharaman said on Saturday.
 Presenting the Union Budget for 2020-21, Sitharaman said the ports performance have improved and government is taking steps to further enhance their efficiency.
 "Sea ports have improved... Government will come out with a framework for ports and will look into corporatising at least one major port and subsequently its listing on stock exchanges," Sitharaman said.
 The government has been striving to improve the operational efficiencies of ports through mechanisation, digitisation and process simplification.
 Major ports in the country have an installed capacity of 1,514.09 million tonne per annum as in March, 2019 and handled traffic of 699.09 MT during 2018-19.
 As per the Economic Survey, "the average turnaround time in 2018-19 improved to 59.51 hrs as against 64.43 hrs in 2017-18. The average output per ship berth day has increased from 15,333 tonnes in 2017-18 to 16,541 tonnes in 2018-19."

"So, this year (2022-23), major ports achieved an overall growth of 10.4 per cent, while non-major ports achieved a growth 1.5 to 2 per cent less than this," he said. While the share of major ports in the total cargo was 54 per cent and non-major ports was 46 per cent in FY22, Pant said in FY23, the share of major ports rose to 55 per cent and that of non-major ports fell to 45 per cent. "So even 1 per cent shift is a very significant achievement for major ports, because despite so many challenges, they have increased their share by 1 per cent ," he said. Pant also said the inland waterways increased their cargo handling by 16 per cent to 126 million tonne in 2022-23 from 109 million tonne in 2021-22. He said the turnaround time in major ports has reduced by 3-4 hours to 48-49 hours. India's major ports handled highest ever cargo at 795 million tonne in FY23

New Delhi, Feb 9 () The country's 12 major ports recorded a marginal 1.14 per cent growth in cargo volumes at 585.72 million tonne (MT) during April-January period of the current fiscal, according to the Indian Ports Association (IPA).The ports had handled 579.10 MT of cargo during the corresponding period of the last fiscal.India has 12 major ports -- Deendayal (erstwhile Kandla), Mumbai, JNPT, Mormugao, New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V.O. Chidambaranar, Visakhapatnam, Paradip and Kolkata (including Haldia).While the handling of iron ore saw 39.02 per cent jump to 45.05 MT during the period, thermal coal shipments declined 14.98 per cent to 74.60 MT, the IPA data showed.The 12 ports had handled 32.37 MT of iron ore and 87.74 MT of coal during April-January period of the previous fiscal.Handling of coking and other coal rose 1.10 per cent to 47.08 MT during the ten months as compared to 46.57 MT in the year-ago period.Finished fertiliser volumes jumped 21.55 per cent but raw fertiliser volumes dipped 2.80 per cent.Containers recorded a growth of 2.65 per cent in terms of TEUs (twenty-foot equivalent units).According to the figures, Deendayal port handled the highest traffic volume at 101.96 MT during April-January 2019-20, followed by Paradip at 93.38 MT, Visakhapatnam at 60.73 MT, JNPT at 56.64 MT, Kolkata (including Haldia) at 53 MT, and Mumbai at 51.34 MT.Chennai port handled 39.80 MT of cargo, while New Mangalore handled 30.91 MT. Cargo volume at 12 major ports up marginally at 586 MT in Apr-Jan

New Delhi, Dec 8 () Cargo volume handled by the country's top 12 ports was marginally up by 0.34 per cent at 463.07 million tonnes during the April-November period this year, according to the Indian Ports Association (IPA).
 The ports had handled 461.48 MT of cargo during the corresponding period of the last fiscal. The ports are Deendayal (erstwhile Kandla), Mumbai, JNPT, Mormugao, New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V.O. Chidambaranar, Visakhapatnam, Paradip and Kolkata (including Haldia).
 While the handling of iron ore saw a 30.24 per cent jump to 33.95 MT to during the period, thermal coal shipments declined by 17.82 per cent to 58.17 MT, the IPA data showed.
 The 12 ports had handled 26.07 MT of iron ore and 70.79 MT of coal during the April-November period of the previous fiscal.
 Handling of coking and other coal rose by 1.95 per cent to 37.17 MT during the eight months as compared with 36.45 MT of coking coal handled in the corresponding period last fiscal.
 Finished fertiliser volumes jumped 24.08 per cent during the period but raw fertiliser volumes declined by 3.12 per cent.
 Containers recorded a growth of 3.36 per cent in terms of TEUs (twenty-foot equivalent units).
 According to the figures, Deendayal port handled the highest traffic volume at 82.20 MT during the April-November period, followed by Paradip at 73.25 MT, Visakhapatnam at 47.05, JNPT at 44.93 MT, Kolkata (including Haldia) at 41.25 MT, and Mumbai at 40.88 MT.
 Chennai port handled 32.14 MT of cargo, while New Mangalore handled 24.17 MT.

Cargo volume of 12 major ports marginally up at 463MT in Apr-Nov

New Delhi, Mar 11 () India on Wednesday prohibited entry of any international cruise ship, crew or passenger with a travel history to coronavirus-hit countries post February 1, 2020 to its major ports till March 31. To prevent the spread of the deadly virus, the Ministry of Shipping said it will allow only such international cruise ships to call on its major ports that had intimated their call to the ports by January 1, 2020. "Only those international cruise ships which had planned and intimated their call to an Indian Port not later than 1st January, 2020 will be allowed to call on such port. "Any international cruise ship or any member of its crew or any passenger therein having a travel history of visiting any of the Covid-19 affected countries... since 1st Feb, 2020; will not be permitted to enter any Indian port till 31st March, 2020," the Ministry of Shipping said. The government said international cruise ships will be allowed only at ports having thermal screening facilities for passengers and crew members. If any passenger/crew member of cruise ships show symptoms of coronavirus, disembarking will not be permitted, it added. The Ministry of Shipping had issued necessary directions to the 12 major ports to "place a screening, detection and quarantine system immediately for disembarking Seafarers or Cruise Passengers". Directions had also been issued to ports to procure N-95 masks as well as thermal scanners to screen passengers, besides obtaining self-declaration from arriving crews/passengers. India not to allow cruise ships with travel history to coronavirus-hit nations till Mar 31

New Delhi, Apr 6 () Amid the coronavirus outbreak, India's major ports and PSUs under the Ministry of Shipping on Monday announced contributing Rs 52 crore to the PM-CARES Fund to fight the pandemic. India has 12 major ports -- Deendayal (erstwhile Kandla), Mumbai, JNPT, Mormugao, New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V.O. Chidambaranar, Visakhapatnam, Paradip and Kolkata (including Haldia). "All major ports and public sector undertakings under the Ministry of Shipping have decided to contribute Rs 52 crore as CSR fund to the 'Prime Minister's Citizen Assistance and Relief in Emergency Situations Fund' (PM-CARES Fund) which has been created to provide relief to the coronavirus (COVID-19) pandemic-affected people," the Ministry of Shipping said in a statement. Apart from 12 major ports, other entities under the shipping ministry which contributed to the Fund include Cochin Shipyard Ltd, which contributed Rs 2.5 crore; Dredging Corporation and DGLL pledged Rs 1 crore each; IPRCL Rs 0.5 crore; Shipping Corporation of India Rs 0.37 crore; and SDCL Rs 0.094 crore. Among the major ports, Jawaharlal Nehru Port Trust contributed the highest Rs 16.40 crore from corporate social responsibility (CSR) to the PM-CARES Fund, followed by Rs 8 crore each by Deendayal Port Trust and Paradip Port Trust, and Rs 4 crore each by Kamarjar Port and New Mangalore Port Trust. V.O.  While the handling of iron ore saw a 32.01 per cent jump to 39.36 MT during the period, thermal coal shipments declined by 17.08 per cent to 65.97 MT, the IPA data showed.
 The 12 ports had handled 29.82 MT of iron ore and 79.55 MT of coal during the April-December period of the previous fiscal.
 Handling of coking and other coal rose by 1.51 per cent to 42.39 MT during the nine months as compared to 41.76 MT in the corresponding period last fiscal.
 Finished fertiliser volumes jumped 20.17 per cent but raw fertiliser volumes remained stagnant during the period.
 Containers recorded a growth of 2.71 per cent in terms of TEUs (twenty-foot equivalent units).
 According to the figures, Deendayal port handled the highest traffic volume at 92.41 MT during the April-December period, followed by Paradip at 83.61 MT, Visakhapatnam at 53.53 MT, JNPT at 50.72 MT, Kolkata (including Haldia) at 47.09 MT, and Mumbai at 46.16 MT.
 Chennai port handled 35.83 MT of cargo, while New Mangalore handled 27.60 MT.
 The volume of seaborne cargo is essentially in the nature of derived demand and is mainly shaped by the levels and changes in both global and domestic activity.

New Delhi, Apr 6 () Nearly 30,000 employees of the country's major ports and shipping PSUs have contributed a day's salary totalling over Rs 7 crore to the PM-CARES Fund to support the fight against COVID-19, the government said on Monday. India has 12 major ports -- Deendayal (erstwhile Kandla), Mumbai, JNPT, Mormugao, New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V.O. Chidambaranar, Visakhapatnam, Paradip and Kolkata (including Haldia). "Employees of all the major ports and PSUs (public sector undertakings) under the Ministry of Shipping have come forward to donate a day's salary amounting to Rs 7 crore to the PM-CARES Fund, for providing assistance to those impacted by the COVID-19 pandemic," the Ministry of Shipping said in a statement. These ports and entities have about 30,000 employees, with the highest 6,324 employees with the Mumbai Port Trust, who contributed Rs 1.27 crore; followed by 3,891 employees with Chennai Port Trust who contributed Rs 0.72 crore; 3,700 employees with Kolkata Port Trust who contributed Rs 1 crore; and Rs 3,177 crore contributed by Vishakhapatnam Port Trust's employees. New Delhi, Apr 2 () All precautions are being taken in handling export-import (EXIM) cargo at ports and more than 43,000 crew and passengers have not been allowed to disembark since January 26, in order to prevent the spread of coronavirus, a shipping ministry official said. "Stepping up measures to contain the spread of deadly coronavirus, the government has so far prevented over 43,000 crew and passengers onboard about 1,300 ships from disembarking on Indian shores and arranged for safe transport of EXIM cargo," the official told . Apart from restricting cargo handling, and scanning passengers and crew, the government has prohibited entry of any international cruise ship, crew or passengers with a travel history to coronavirus-hit countries post February 1, 2020, to its major ports till March 31. They have not been allowed to disembark as a precautionary measure to contain any possible spread of the virus. They were allowed to anchor at designated places, but no shore passes were issued to such crew and passengers post January 26, the official said. As per the guidelines of the World Health Organization (WHO), all passengers and crew aboard the vessels are being scanned, and all necessary facilities are being extended to them, the official said. All required protocols are being followed and help is being provided in case of fever or sickness, the official added. All precautions taken in handling cargo; over 43,000 crew, passengers not allowed to disembark

New Delhi, May 3 () As many as 63,000 crew members and passengers on board vessels mostly from China have been denied disembarkation at Indian ports so far, as part of efforts to curb the spread of coronavirus, a shipping ministry official said. These crew members and passengers reached Indian ports on board about 1,990 vessels between January 27 and April 30, the official added. "A total of 62,948 crew and passengers reached India's ports on board about 1,990 ships, mostly from China. Thermal scanning of all these crew and passengers were done as per the WHO (World Health Organization) guidelines. Besides adhering to all precautions and laid-down protocols to prevent any further spread of COVID-19, no shore passes or daily passes were issued to these people, and EXIM cargo was handled with care," the official told . Of the total 1,990 ships, 1,621 reached major ports and were allowed anchoring at designated places for loading and unloading of export-import (EXIM) cargo. Of these 63,000 crew and passengers onboard these ships, 56,000 reached the major ports, the official said. For maintaining smooth operations across ports, the shipping ministry has initiated a number of steps that include waiving of rentals. The government has asked all major ports to ensure that no penalties, demurrage, charges, fees and rentals are levied on any port user (traders, shipping lines, concessionaires, licensees, etc) for any delay in berthing or loading/unloading operations or evacuation of cargo caused by the reasons attributable to lockdown measures from March 22. Besides, for existing and operational PPP (public private partnership) projects, major ports can permit waiver of all penal consequences on a case-to-case basis along with deferment of certain performance obligations. The official said hospitals across the major port trusts have been supplied with personal protective equipment (PPE), and the arrangement of sufficient staff round the clock has been made. Ports and PSUs under the Ministry of Shipping have contributed over Rs 52 crore from the corporate social responsibility (CSR) funds towards PM-CARES Fund. Besides, employees of ports, public sector undertakings (PSUs) and other offices of the ministry have contributed over Rs 7 crore from their salaries towards the PM-CARES Fund. New Delhi, Mar 31 () The government has missed the collection target for the current financial year from CPSE disinvestment set in the Revised Estimates of Budget by about Rs 14,700 crore. In the current financial year 2019-20, the actual disinvestment mop-up has come in at Rs 50,298.64 crore. In the Revised Estimates (RE), the government had estimated the disinvestment proceeds at Rs 65,000 crore, thus a shortfall of around Rs 14,700 crore. In the Budget 2019-20, disinvestment revenue was pegged at Rs 1.05 lakh crore. However, in the RE, the projection was lowered substantially to Rs 65,000 crore. In the current financial year, the government has raised Rs 11,500 crore by way of strategic disinvestment of THDC and NEEPCO to state-owned power utility NTPC. Also, Kamarajar Port was sold for Rs 2,383 crore to Chennai Port Trust. While two follow-on offers of CPSE ETF fetched Rs 26,500 crore, Bharat-22 ETF garnered Rs 4,368 crore. Two initial public offerings (IPOs) -- RVNL and IRCTC -- helped garner Rs 1,113 crore, while RITES offer-for-sale (OFS) fetched Rs 1,130 crore. Buyback of shares by MOIL, MDL and SPMCIL fetched Rs 821 crore to the exchequer, while Rs 600 crore came in by way of remittances from SUUTI. Further, Rs 1,881 crore was procured by way of selling enemy shares. In the financial year 2015-16, the government had realised Rs 23,996.80 crore from CPSE disinvestment, lower than the Budget target of Rs 69,500 crore and RE of Rs 25,312 crore. In the financial year 2016-17, the government had missed the budgeted disinvestment target. While the Budget had pegged target at Rs 56,500 crore, the government was able to mop up Rs 46,247 crore. This was, however, higher than the target set in RE at Rs 45,500 crore. In 2017-18, it bettered the target of Rs 1 lakh crore and raised a record Rs 1,00,056 crore. In 2018-19, the disinvestment mop-up stood at Rs 84,972 crore as against the Budget target of Rs 80,000 crore. In 2019-20, after a gap of 2 years, the government has missed the disinvestment target set in Budget. For 2020-21 fiscal beginning April 1, 2020, the Budget pegged the disinvestment proceeds at Rs 2.10 lakh crore. This includes Rs 1.20 lakh crore from CPSE share sale and Rs 90,000 crore from share sale in public sector banks and financial institutions, including listing of insurance behemoth LIC. JD HRS
