<ul class="summary-list"><li>The UK will legislate to bring certain <keyword id="11931190" type="UNKNOWN" weightage="60" keywordseo="stablecoins" source="Orion">stablecoins</keyword> into its payments system, the Economic Secretary to the Treasury said Monday.</li><li><keyword id="13544376" type="UNKNOWN" weightage="60" keywordseo="john-glen" source="Orion">John Glen</keyword> announced the government will legislate stablecoins and enable stablecoin issuers and users to operate in the UK.</li></ul><p>The UK will regulate stablecoins for payments, and is looking to broaden its rulemaking of the cryptocurrency sector to include <keyword id="11893902" type="UNKNOWN" weightage="60" keywordseo="bitcoin" source="Orion">bitcoin</keyword> as well.</p><p>In a <a href="https://www.gov.uk/government/speeches/keynote-speech-by-john-glen-economic-secretary-to-the-treasury-at-the-innovate-finance-global-summit">Monday speech</a> at the Innovate Finance Global Summit, Economic Secretary to the Treasury John Glen announced that the UK will begin regulating <keyword id="11893898" type="UNKNOWN" weightage="60" keywordseo="crypto" source="Orion">crypto</keyword> like stablecoins and look at regulating tokens like bitcoin.</p><p>"I can confirm that we will be legislating to bring certain stablecoins into our payments framework… creating the conditions for stablecoin issuers and service providers to operate and grow in the UK," he said.</p><p>"This will also enable consumers to use stablecoin payment services with confidence… and the government will introduce this legislation, as part of an ambition to deliver a world-leading regulatory regime for stablecoins."</p><p>Stablecoins will be brought within the scope of regulation, paving the way for them to be used in the UK as a recognised form of payment, the government said in a <a href="https://www.gov.uk/government/news/government-sets-out-plan-to-make-uk-a-global-cryptoasset-technology-hub">news release</a>.</p><p>The UK government is taking a series of measures to regulate and utilise crypto in the country, among them tokens like bitcoin, in a bid to "make Britain a global hub for cryptoasset technology and innovation."</p><p>"We think the market has changed sufficiently for us to look at regulating a broader set of crypto activities including trading of tokens like Bitcoin," said Glen. "And we will consult on a world-leading regime for the rest of the crypto-market too… a regime that will facilitate safe and sustainable, and I hope rapid, innovation."</p><p>Glen said the government sees significant potential in crypto and wants to take full advantage of it. He <a href="https://www.businessinsider.com/tory-mps-call-for-chris-pincher-to-resign-seat-amid-groping-claims-2022-6?r=US&amp;IR=T">resigned but initially was not suspended from the party</a>. <a href="https://www.businessinsider.com/conservative-party-suspends-chris-pincher-pending-investigation-2022-7?r=US&amp;IR=T">The whip was withdrawn on Friday, following outcry from Tory MP.</a>s</p><p>The prime minister's team had initially denied that there had been formal complaints made against Pincher, and claimed that Johnson was unaware of allegations against him when he appointed him deputy chief whip.</p><p>Following an unprecedented intervention by former top Foreign Office official Simon McDonald, making clear that the prime minister had received an in-person briefing about allegations against Pincher, Johnson's spokesman later claimed that he had forgotten the incident.</p><p>In their resignation letters, which came hours after McDonald's explosive letter, Sunak and Javid explicitly criticised Johnson's leadership and failures to uphold standards in the government.</p><p>Sunak said: "The public rightly expect government to be conducted properly, competently and seriously. I recognise this may be my last ministerial job, but I believe these standards are worth fighting for and that is why I am resigning."</p><p>Javid said "the public are concluding" that the government is neither popular nor "competent in acting in the national interest". I regret that I share that judgement".</p><p>One of Sunak's allies in the Treasury, John Glen, followed the chancellor in departing from government saying it was "impossible for me to square continued service with my conscience".</p><p>Two education ministers – Will Quince, who has responsibilities for children, and school standards Robin Walker – resigned Wednesday morning, leaving the department with three vacancies.</p><p>Quince resigned saying he had "accepted and repeated assurances on Monday" during <a href="https://youtu.be/D4-zDUe6TFg">a round of interviews with broadcasters</a> "which have now found to be inaccurate".</p><p>Walker wrote that the loss of Sunak and Javid "reflects a worrying narrowing of the broad church that I believe any Conservative government should seek to achieve", and that the party had become distracted by "a relentless focus on questions over leadership".</p><p>Justice minister Victoria Atkins resigned saying she could "no longer pirouette around our fractured values" following the fracturing of "values such as integrity, decency, respect and professionalism" through the triple scandals of Paterson, Partygate, and Pincher. </p><p>In addition to the ministerial resignations, a number of parliamentary private secretaries (PPSs) have quit their roles on the lowest rung of the ministerial ladder, as well as trade envoys. Included among them were arch loyalists Andrew Murrison and Jonathan Gullis, MPs from the 2001 and 2019 intakes respectively, and party vice chairman Bim Afolami, who quit live on TV. Felicity Buchan, who is defending a majority of just 150 in Kensington, quit as a PPS in the business department. </p><p>Backbench Conservative MPs continue to desert Johnson, including figures previously thought as Johnson stalwarts representing "Red Wall" constituencies such as Lee Anderson and Tom Hunt calling for him to go. Hunt announced he had submitted a letter of no confidence in Johnson.</p><p>Johnson began a mini-reshuffle Tuesday evening, promoting education secretary Nadhim Zahawi to chancellor. <ul class="summary-list"><li>One of the world's biggest container ships ran aground in the <keyword id="168216" type="COMPANY" weightage="60" keywordseo="Suez-canal">Suez Canal</keyword> Tuesday.</li><li>The blockage has pinned in hundreds of other cargo ship in transit. </li><li>An expert involved in clearing the canal said it could take weeks before the waterway opens again.</li></ul><p>A massive container ship has been blocking the Suez Canal, a major global shipping route, for over two days now and experts say it might not be moving any time soon.</p><p>The <keyword id="10986979" type="UNKNOWN" weightage="60" keywordseo="Ever-Given">Ever Given</keyword>, one of the biggest container ships in the world, <a href="https://www.businessinsider.com/timeline-and-pictures-of-the-ever-given-stuck-suez-canal-2021-3">ran aground on Tuesday morning</a>, blocking all other major vessels from passing through the heavily-trafficked waterway.</p><p>The CEO of Boskalis Peter Berdowski, a Dutch company that is helping to address the blockage, said there are a lot of unknowns as to when the waterway will be cleared - making the timeline for its removal nearly impossible to predict. </p><p>"We can't exclude it might take weeks, depending on the situation, Berdowski said on Dutch Television, according to <a href="https://www.reuters.com/article/us-egypt-suezcanal-ship/suez-canal-suspends-traffic-as-ship-stuck-like-beached-whale-idUSKBN2BH0BA">Reuters.</a></p><p>The ship is currently stuck at a near-right angle to the Egyptian canal that connects Europe and Asia. <a href="https://www.businessinsider.com/photos-suez-canal-blocked-container-ship-for-a-day-2021-3">Part of the hulking 224,000-ton freighter had embedded itself in the bank of the canal</a>, blocking hundreds of cargo ships that now face a decision to wait or find an alternate route. Reuters reported that diverted ships would likely be forced to go around Africa - another 15,000 miles farther. </p><p>Everything from consumer products to machinery parts to oil flows through the 120-mile passage. Nearly 19,000 ships passed through the canal during 2020, for an average of about 52 ships per day, according to the <a href="https://www.cnbc.com/2021/03/24/ever-given-a-massive-cargo-ship-is-still-stuck-in-the-suez-canal.html">Suez Canal Authority. </a></p><p>Since Wednesday night, dredgers have been working to free the ship so that it can be refloated and tugboats have been attached to the vessel to try and shift its weight, according to a <a href="https://www.businessinsider.com/photos-suez-canal-blocked-container-ship-for-a-day-2021-3">statement</a> from the ship's technical manager Bernhard Schulte Shipmanagement.</p><div type="image" title="Suez canal ever given" height="3000" width="2000" msid="81692584" hostid="261"></div><p>Wind conditions, as well as the sheer size of the vessel, have made relocating the Ever Given increasingly difficult, according to a <a href="https://www.gac.com/news--media/hot-port-news/efforts-to-refloat-grounded-vessel/">statement</a> from the shipping company responsible for the vessel.</p><p>The Suez Canal blockage is just one of many mishaps to befall the global <keyword id="118965" type="PERSON" weightage="60" keywordseo="Supply-chain">supply chain</keyword> in the past few months.<a href="https://www.businessinsider.com/boat-stuck-suez-canal-latest-setback-global-supply-chain-crisis-2021-3"> Prices of goods are expected to continue to rise</a> as delays in key California ports, computer chip shortages and the Texas freeze complicate an already precarious post-pandemic supply chain.</p><p>An economist at Chartered Institute of Procurement and Supply, John Glen, said the blockage could add 10 days to UK delivery times.</p><p>"This may seem like a small problem in a country far away, but the Suez Canal has always been an important logistics route for the world's supply chains and the blockage will likely have serious repercussions if it continues much longer," Glen said.</p>

They declined to comment when asked by Business Insider whether it was a perfume bottle.</p><p>Sturgess and Rowley were found collapsed hours apart on June 30, when they were immediately taken to the nearby Salisbury District Hospital, where the former Russian spy Sergei Skripal and his daughter were also taken after they collapsed from nerve agent poisoning this March.</p><p>British investigators currently believe that the Skripals were most probably poisoned by current or former agents of Russia's military intelligence service, also known as the GRU, <a href="https://www.nytimes.com/2018/07/15/world/europe/uk-skripal-russia-novichok.html">The New York Times reported last week</a>, citing unidentified intelligence officers from the UK and US.</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>Matthew Rowley's claim that Sturgess and his brother had been poisoned after unwittingly picking up the perfume bottle around Salisbury supports the theory that the couple were <a href="http://uk.businessinsider.com/novichok-amesbury-poisoning-could-be-sergei-skripal-collateral-damage-2018-7">collateral damage from the assassination attempt on the Skripals</a>.</p><p>Salisbury MP John Glen told BBC radio the couple may have come into contact with the bottle because of their "habit of looking into bins".</p><p>It is not clear yet whether the Novichok that poisoned Sturgess and Rowley were from the same batch as the one used on the Skripals.</p><p>Britain previously accused Russia of being behind the assassination attempt on the Skripals. He didn't say which one.</strong></li><li><strong>He had given the bottle to his girlfriend, Dawn Sturgess, who sprayed the liquid on her wrists and later died.</strong></li><li><strong>Rowley described seeing her in a "strange" state, complaining of a headache and then going into the bath fully clothed.</strong></li><li><strong>This account squares with a theory that the couple were collateral damage from the assassination attempt on former Russian spy Sergei Skripal.</strong></li><li><strong>The London Metropolitan Police told Business Insider it was still investigating whether the couple and the Skripals were poisoned from the same batch of novichok.</strong></li></ul><p><br>The man who survived being poisoned by the nerve agent novichok&#xa0; has described the poison as an "oily substance," which he found disguised in an expensive-looking perfume bottle.</br></p><p>Charlie Rowley unwittingly picked up the wrapped perfume bottle and gave it to his girlfriend, Dawn Sturgess, who then <a href="http://uk.businessinsider.com/novichok-dawn-sturgess-reportedly-sprayed-poison-on-wrists-like-perfume-2018-7">sprayed the liquid onto her wrists</a>.</p><p>Shortly after she collapsed in her home in Amesbury, southern England. Despite the best efforts of doctors, she died in hospital eight days later.</p><p>Rowley, who was&#xa0;<a href="http://uk.businessinsider.com/charlie-rowley-uk-novichok-victim-released-from-hospital-2018-7">discharged from hospital</a> last week, <a href="http://www.itv.com/news/2018-07-24/charlie-rowley-novichok-amesbury/">told ITV News on Tuesday</a> that the poison came in the form of a glass perfume bottle, inside a sealed box wrapped in cellophane.</p><p>He said he couldn't remember where he found the box, but because the bottle appeared unused and packaged in a well-known brand, it "made me think it was quite safe."</p><p>Salisbury MP John Glen told BBC radio earlier this month that the couple had a "habit of looking into bins."</p><p>Rowley said:&#xa0;"It looked expensive, unfortunately it turned out to be a bad find."</p><p>London's Metropolitan Police, which is leading the investigation, told Business Insider in a statement that more than 400 items had been extracted from the surrounding area as part of the Amesbury investigation, "of which a significant number are potentially contaminated."</p><h2><strong>The "oily substance"</strong></h2><p>Rowley also revealed that he had handled the "oily substance" himself before giving it to Sturgess, but washed it off immediately.</p><p>He said:</p><p style="padding-left: 30px;">"I guess how I got in contact with it is when I put the spray part to the bottle. I ended tipping some on my hands, but I washed it off under the tap.</p><p style="padding-left: 30px;">"It had an oily substance and I smelt it and it didn't smell of perfume. It felt oily, so I washed it off really quick but I didn't think anything of it. It all happened so quick."</p><p>Washing his hands immediately after touching the substance may have been what saved his life, ITV News said.</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><h2><strong>"Found her in the bath, fully clothed"</strong></h2><p>Rowley also provided a glimpse into what it's like to fall ill from novichok poisoning. Upon spraying the liquid onto her wrists, Sturgess complained of a headache and said she needed to lie down in the bath, Rowley said.</p><p>He told ITV News: "Within 15 minutes, I believe Dawn said she felt she had a headache and asked me if I had any headache tablets. I had a look around the flat and within that time she said she felt peculiar and needed to lie down in the bath, which at the time I thought was a bit strange.</p><p>"I went into the bathroom and found her in the bath, fully clothed, in a very ill state."</p><p>He added that he doesn't remember falling ill, but was told by friends that he was "stumbling" and "foaming" at the mouth before he was taken into hospital.</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><h2><strong>Collateral damage from Russian spy attack?</strong></h2><p>Rowley's story conforms to a theory that he and his girlfriend were <a href="http://uk.businessinsider.com/novichok-amesbury-poisoning-could-be-sergei-skripal-collateral-damage-2018-7">collateral damage from an assassination attempt</a> on former Russian spy Sergei Skripal and his daughter Yulia earlier this year.</p><p>The Skripals collapsed in Salisbury, a town near Amesbury, in March and were immediately taken critically ill. Both father and daughter lived, and have since been discharged.</p><p>Investigators are currently trying to find out whether the novichok that poisoned Sturgess and Rowley were from the same batch from the Skripal attack, the Met told Business Insider. They said "we cannot guarantee that there isn't any more of the substance left."</p><p>Britain has accused Russia of being behind the Skripal attack, but the Kremlin has repeatedly denied it.</p><p>Rowley told ITV News: "I&#xa0;think it was very irresponsible for people to leave the poison for anybody to pick up. It could have been children. It was just so unfortunate.
