ASEAN-India Summit: PM Modi highlights need to amplify voice of Global South during Jakarta visit

But a closer look reveals a stark generational divide.</li></ul>Domantas Katelė, an official in Lithuania's Ministry of Social Security and Labour, is widely known as his country's <a target="_blank" class="" href="https://www.businessinsider.com/gen-z-sick-leave-pto-mental-health-work-from-home-2024-8">"Gen Z"</a> minister. Rings adorn Katelė's tattooed fingers, which he uses to proudly point to his "Politicians make me sick" door sign. At 25, he's the country's youngest-ever deputy minister (he still wears braces), and rarely lets visitors leave his office without taking a selfie. Katelė's portfolio includes <keyword id="20654323" type="General" weightage="20" keywordseo="youth-affairs" source="keywords">youth affairs</keyword>. "It's a golden age for the youth of Lithuania," he told Business Insider during a visit to Vilnius in August. <a target="_blank" class="" href="https://www.businessinsider.com/why-lithuania-happiest-country-young-people-from-local-2024-6">The World Happiness Report</a> backs up his claim, ranking <a target="_blank" class="" href="https://www.businessinsider.com/why-lithuania-world-happiest-country-for-gen-z-millennials-education-2024-6">Lithuania as the happiest place in the world for those under 30</a> earlier this year. But it would be inaccurate to paint <a target="_blank" class="" href="https://www.businessinsider.com/brazil-lithuania-move-career-safety-progression-make-friends-2024-1">Lithuania</a> as some sort of dreamland, Katelė adds. After all, it's also Europe's <keyword id="23243126" type="General" weightage="20" keywordseo="suicide-capital" source="keywords">suicide capital</keyword>. <h2>A paradox?</h2>Though the suicide rates have declined since its independence from the Soviet Union in the 1990s, Lithuania still often leads the European Union in this grim statistic. Between 2019 and 2021, Lithuania had the highest rate of death by intentional self-harm in the 27-country bloc, and, according to the <a target="_blank" href="https://www.oecd.org/en/data/indicators/suicide-rates.html">OECD's most recent data</a>, it had the second-highest suicide rate globally. It seems paradoxical: How can <a target="_blank" class="" href="https://www.businessinsider.com/vilnius-lithuania-happiest-gen-z-cheap-safe-fun-tech-hub-2024-9">a country be great for young people</a> while also being Europe's suicide capital? Katelė lists some of the reasons Lithuania is ranked so highly for young people — some of the<a target="_blank" href="https://ec.europa.eu/eurostat/cache/digpub/housing/bloc-2b.html"> most affordable housing</a> in Europe, free education for many Lithuanians, and a growing economy providing ample job opportunities. Walking the streets of Vilnius in the summer, you'll find stylish young people wherever you look — sipping Aperol Spritzes at Old Town bars, lounging by the river in the artsy Užupis district, or skateboarding at the Baltasis Tiltas Skate Park. <div type="image" title="Užupis waterway" height="4284" width="5712" msid="113488780" hostid="261"></div>Although the city is steeped in history — some very dark and recent — it feels modern and vibrant. But when you talk to <a target="_blank" class="" href="https://www.businessinsider.com/gen-z-men-women-leisure-spending-habits-differ-report-shows-2024-9">Gen Zers</a> in Lithuania about its preeminence, the reaction is often the same: disbelief. A few said it made them laugh. "I was very surprised, and my friends who are living in Vilnius were also surprised," said Adriana Doroškevičiūtė, 23, sipping on an iced coffee at a café in the capital. "I thought we were depressed," she added. "When we receive the opposite of that, you think, what is happening?" Richard Bogu, 23, was also shocked. It's not that he thinks Lithuania is a bad place for <a target="_blank" class="" href="https://www.businessinsider.com/young-people-are-developing-money-dysmorphia-2024-7">young people</a>; just that, like others, he has come to associate the country with bleakness. "This country gave me opportunities," he said. A key benefit is that most Lithuanians can enter the workforce unburdened by <a target="_blank" class="" href="https://www.businessinsider.com/regret-paying-off-student-debt-instead-earning-passive-income-2024-7">student debt</a>, as university education is free for many. Wages are rising rapidly, and the expanding startup sector is <a target="_blank" href="https://unicorns.lt/en/news/lithuanian-startups-are-looking-hundreds-employees-not-just-it-specialists?ref=philomaths.tech">eager to hire</a> young talent. <h2>No country for old men</h2>But while things may be looking up for the younger generation, older Lithuanians don't seem to share the same optimism. According to <a target="_blank" href="https://ec.europa.eu/eurostat/databrowser/view/ilc_pw01__custom_12656014/default/table?lang=en">Eurostat's 2023 overall life satisfaction survey of those aged 65 years or over,</a> older Lithuanians are nowhere near as happy as the country's youth. This generational divide bears out in the <keyword id="21021432" type="General" weightage="20" keywordseo="World-Happiness-Report" source="keywords" meta.keywordsubtype="org" meta.entityname="World Happiness Report" meta.hostid="261" meta.entityid="World Happiness Report">World Happiness Report</keyword>. While Lithuania ranked first for those under 30, it was 19th across all age groups, dragged down by its 44th-place ranking for those over 60. "If you don't have children or grandchildren to care for you, you're basically done," Bogu said. <a target="_blank" class="" href="https://www.businessinsider.com/retirees-moving-social-security-cheaper-living-healthcare-canada-japan-mexico-2024-9#:~:text=Retirees%20are%20increasingly%20moving%20abroad,Canada%2C%20Mexico%2C%20and%20Japan.">Retirees</a> in Lithuania receive some of the <a target="_blank" href="https://www.etk.fi/en/work-and-pensions-abroad/international-comparisons/pensioners-income-level-internationally/average-pensions-in-europe/">lowest pensions</a> in Europe, and have <a target="_blank" href="https://ec.europa.eu/eurostat/databrowser/view/tespn060/default/table?lang=en&amp;category=t_ilc.t_ilc_ip.t_ilc_pn">among the lowest median relative income</a> of older people across the European Union. Data provided to BI by Lithuania's Ministry of Social Security and Labour shows that 62% of those who died by suicide in 2023 were over 50, with 8.7% under 30. It's a far starker divide than in countries like the US or UK, pointing to a chasm between the generations. <a target="_blank" href="mailto:grizas.antanas@gmail.com">Antanas Grižas</a>, a clinical psychologist specializing in suicide prevention in Lithuania, said the <a target="_blank" class="" href="https://www.businessinsider.com/gen-z-kid-baby-boomer-parents-generational-differences-parenting-lessons-2024-4">generational divide</a> is deeply felt in the country, as well as elsewhere in the former Soviet Bloc. "So it makes total sense that they have different conditioning and a different mindset." Reports like the happiness rankings are also often based on self-assessments, and Grižas suggests that comparisons may play a key part in the variation between the generations. Lithuania is the world's happiest place for under 30s, but it's also Europe's suicide capital

New Delhi, The first IIT campus outside India will come up in Tanzania's Zanzibar, the <keyword id="6374106" type="General" weightage="50" keywordseo="ministry-of-external-affairs" source="Orion">Ministry of External Affairs</keyword> (MEA) said on Thursday. A Memorandum of Understanding (MoU) has been signed for setting up of a campus of <keyword id="6356755" type="General" weightage="20" keywordseo="iit-madras" source="Orion">IIT Madras</keyword> in Zanzibar, which is a Tanzanian archipelago off the coast of East Africa. The agreement was inked on Wednesday in presence of External Affairs Minister S Jaishankar and Zanzibar's President Hussein Ali Mwinyi. Jaishakar is on a visit to Tanzania. "The first IIT campus to be set up outside India will be in Zanzibar," the MEA said. It said an MoU was signed between the India's education ministry, IIT Madras and Zanzibar's ministry of education and vocational training. "This campus is reflective of the longstanding friendship between India and Tanzania and a reminder of the focus India places on building people to people ties across Africa and the Global South," the MEA said. It said the National Education Policy (NEP) 2020 recommends that "high performing Indian universities will be encouraged to set up campuses in other countries". "Recognising the strategic partnership between Tanzania and India, the relationship of educational partnership has been formalised by signing the document which provides the framework for the parties to detail out the setting up of the proposed campus of IIT Madras in <keyword id="17916122" type="General" weightage="20" keywordseo="zanzibar-tanzania" source="Orion">Zanzibar-Tanzania</keyword>, with plans to launch programmes in October 2023," the MEA said.

Adani is still significant investor in Australia, investment fully functional: High Commissioner Barry O'Farrell

The Centre has blocked over 100 websites involved in facilitating organised illegal investments related to economic crimes and task-based part-time job frauds. According to an official statement, these websites were being operated by overseas actors and targets were mostly retired employees, women and unemployed youth looking for part time jobs. The Indian Cybercrime Coordination Centre (I4C), a wing of the Union Home Ministry, through its vertical National Cybercrime Threat Analytics Unit (NCTAU) had last week identified and recommended that these websites be blocked. Following this, the Ministry of Electronics and Information Technology (MeitY), invoking its power under the Information Technology Act, 2000, has blocked these websites, the statement said. These websites, which facilitated task-based organised illegal investment related to economic crimes, were learnt to be operated by overseas actors and were using digital advertisement, chat messengers and mule and rented accounts. The proceeds from the large scale economic frauds were seen to be laundered out of <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> using card network, crypto currency, overseas ATM withdrawals and international Fintech companies, the statement said. The I4C is an initiative of the Home Ministry to deal with cyber crimes in the country in a coordinated and comprehensive manner. <keyword id="6366773" type="General" weightage="80" keywordseo="citizens" source="Orion">Citizens</keyword> have been advised to promptly report phone numbers and social media handles used by such fraudsters to the National Cybercrime Reporting Portal (NCRP), the statement said. It said several complaints have been received through 1930 helpline and the NCRP and these offences were posing significant threat to the citizens and also involved data security concerns. These frauds, typically, involve a number of steps that include targeted digital advertisements launched on platforms like Google and Meta using key words like "Ghar baithe job" (Do jobs sitting at home), "Ghar baithe kamai kaise karen" (How to earn by sitting at home) etc. in multiple languages from overseas advertisers. Upon clicking the advertisement, an agent using WhatsApp or Telegram starts conversation with the potential victim, who convinces him or her to perform some tasks like video likes and subscribe, maps rating, etc. Upon completion of task, the victim is given some commission, initially and is asked to invest more to get more returns against given task. After gaining confidence, when victim deposits larger sum, deposits are frozen and thus the victim is duped. As precautionary measure, it is advised to exercise due diligence before investing in any such very high commission paying online schemes sponsored over internet. If an unknown person contacts anyone over WhatsApp or Telegram, refrain from performing financial transactions without verification, the statement said Verify the name of receiver mentioned in UPI App. If receiver is any random person, it may be a mule account and scheme may be fraudulent.Similarly, check the source from where initial commission is received, it said. Citizens should refrain from doing transactions with unknown accounts, as these could be involved in money laundering and even terror financing and lead to blocking of accounts by police and other legal action, the statement said. <ul><li>The Ministry of External Affairs every year organises internship opportunities of six months in two terms.</li><li>Due to COVID-19 pandemic, the online application for Term 2 has not opened yet, and the ministry will soon announce the dates.</li><li>The ministry will select 30 interns with a monthly stipend of ₹10,000 per month.</li></ul>The Ministry of External Affairs (<keyword id="6358274" type="General" weightage="20" keywordseo="MEA" source="Orion">MEA</keyword>) every year organises an internship opportunity for budding scholars to familiarise themselves with the process of formulation of foreign policy and its implementation by the Government of India. The duration of the internship is six months offered in two terms -- Term 1 (January to June) and Term 2 (July to December). Due to COVID-19 pandemic, the online application for Term 2 has not opened yet, and the ministry will soon announce the dates. Interested candidates can keep a check on their <a href="https://www.internship.mea.gov.in/">official website</a>. The ministry will select 30 interns and they shall report to, work under close supervision of the concerned head of division (HOD). They may be required to conduct research, write reports, analyse evolving developments, or carry out any other task entrusted to them by the HOD. All the interns will get a monthly stipend of ₹10,000 per month. Candidates will have to report to the Delhi office during the course of their internship. The ministry will bear the travel cost for outstation candidates who will have to fly to Delhi from their home state. Eligibility criteria for the internship — 1. All the candidates should be an Indian citizen. 2. The maximum age limit for the candidates is 25 years as on December 31, of the year of the internship. 3. Candidates should have a minimum educational qualification of a graduate degree from a recognised university. 4. Candidates belonging to these states are only eligible for the opportunity — Term 1 — Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Andaman &amp; Nicobar Islands, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, Delhi. Term 2 — Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand, West Bengal, Jammu and Kashmir, Ladakh, Lakshadweep, Puducherry. 5. 30%-50% seats are reserved for women candidates. <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword>'s external debt of $620.7 billion, as at end of March 2022, is sustainable and is being managed in a prudent manner, the <keyword id="144110" type="General" weightage="80" keywordseo="department-of-economic-affairs" source="Orion">Department of Economic Affairs</keyword>, under the Union Finance Ministry, said. In a recent report, the Department of Economic Affairs said the country's external debt continues to be sustainable and prudently managed. "As at end-March 2022, it stood at $620.7 billion, growing by 8.2 per cent over the level a year ago. External debt as a ratio to GDP (gross domestic product) was 19.9 per cent, while reserves to external debt ratio was 97.8 per cent," the report said. The sovereign debt at $130.7 billion rose higher by 17.1 per cent over its level a year ago, mainly because of additional allocation of special drawing rights (SDR) by the IMF during 2021-22. The non-sovereign debt, on the other hand, grew 6.1 per cent to $490 billion over the level as at end-March 2021. Experts had said that the external debt of $620.7 billion need not be a concern as $490 billion is non-government and the share of government is only $130.8 billion. Of the non-government debt, the share of non-financial corporations was about $250.2 billion. Further, the total debt of $620.7 billion as a percentage of gross domestic product (GDP) was 19.9 per cent and the debt service ratio was 5.2 per cent. Experts also said India cannot be compared with Sri Lanka that is in a severe economic crisis. The share of the central government in short term debt - maturing in a year's time- is only $7.7 billion out of the total $267 billion, experts had said. Commercial borrowings, <keyword id="11904949" type="General" weightage="80" keywordseo="nri" source="Orion">NRI</keyword> deposits, and short-term trade credit are the three biggest constituents of the non-sovereign debt, accounting for as much as 95.2 per cent. While NRI deposits declined by two per cent to $139 billion, commercial borrowings at $209.71 billion and short-term trade credit at $117.4 billion rose by 5.7 per cent and 20.5 per cent, respectively. According to the report, the debt vulnerability indicators continued to be benign. The debt service ratio fell significantly to 5.2 per cent during 2021-22 from 8.2 per cent during the previous year, reflecting buoyant current receipts and moderating external debt service payments. The debt service payment obligations arising out of the stock of external debt as at end of March 2022 are projected to trend downwards over the coming years. From a cross-country perspective, India's external debt is modest. In terms of various debt vulnerability indicators, India's sustainability was better than the Low-and Middle-Income Countries (LMICs) as a group and vis-a-vis many of them individually. According to the report, the US dollar continues to be the leading currency of denomination accounting for 53.2 per cent of the total as at end March 2022. Deposits in Non Resident (External) <keyword id="8182719" type="General" weightage="80" keywordseo="rupee-accounts" source="Orion">Rupee Accounts</keyword> (NR(E)RA), NRO accounts and <keyword id="725142" type="General" weightage="80" keywordseo="fpi" source="Orion">FPI</keyword> investments in Gsec and corporate bonds are among the components of India's external debt, denominated in Indian rupees. Indian rupee is the second leading currency of denomination with a lower share of 31.2 per cent of the total as at end-March 2022 than 33.3 per cent a year ago, reflecting erosion of outstanding FPI investments in G-Sec and corporate bonds ($50.1 billion from $51.4 billion as at end-March 2021) and balances under NRE accounts ($100.8 billion from $ 102.6 billion).
