Between 2016 and 2018, at least five million people lost their jobs in India according to a <a href="https://in.reuters.com/article/india-election-jobs/five-million-lost-jobs-in-india-between-2016-and-2018-report-idINKCN1RT1I3">report</a> by the Azim Premji University reporting unemployment increase in the formal and informal sectors of the economy. India is already looking at the highest unemployment rate in 45 years according to <a href="http://v">reports</a> and its effect is not lost on Bengaluru even with the <a href="https://www.financialexpress.com/industry/here-are-jobs-hiring-rises-by-15-bangalore-tops-check-where-delhi-mumbai-stand/1487202/">highest</a> hiring rate in the country. <a href="https://www.teamleasegroup.com/resources/reports/19">According</a> to TeamLease’s Employment Outlook, Bengaluru has been categorised as an employment ‘laggard’ with its employment outlook falling two percentage points in 2018. Waning job growth after demonetisation and the implementation of the General Goods and Services Tax (GST), Bengaluru is far from the day when it saw job spurts across the board for technical and blue-collar positions — starting from state run companies like India Telephone Industries Limited (ITI), Hindustan Aeronautics Limited (HAL), Bharat Electronic Limited (BHEL), and Bhart Earth Movers Limited (BEML).

So, it's not that the jobs don’t exist in Bengaluru — there’s actually an increasing demand for highly skilled technical management jobs that offer <a href="https://timesofindia.indiatimes.com/city/bengaluru/bengaluru-pays-the-highest-salaries-in-india-study/articleshow/66743965.cms">high</a> salaries — but more, that people aren’t equipped with the correct skill sets for employment. The bigger issue boils down to the quality and content of educational institutions where the <a href="https://www.facilities.aicte-india.org/dashboard/pages/dashboardaicte.php">placement rate</a> of engineering and management schools was its highest at 30% between 2012 to 2018, according to AICTE’s online data dashboard. It’s not just Bengaluru that has jobs on its mind. It’s home to more than 6,000 small businesses, employing over 800,000 people and generation ₹120 billion ($1.72 billion) in revenue, according to Peenya Industries Association. Even Bengaluru’s realty market is only just <a href="https://bangaloremirror.indiatimes.com/bangalore/others/realty-market-rises-from-demonetisations-ashes/articleshow/63523111.cms">starting</a> to recover from the effects of demonetisation where property <a href="https://news.housebolo.com/demonetisation-impact-bangalores-property-markets-takes-a-hit/">registrations</a> dipped from 1,800 per day to 200 per day. Startups <a href="https://inc42.com/features/indian-startup-shutdowns-2017/">came</a> under the gun as well, especially the e-commerce segment. Bigger startups like Flipkart and Zomato, both based out of Bengaluru, had to <a href="http://v">figure out</a> how to make up for the fact that 60 to 70% of their orders were cash-on-delivery transactions. Choking on industrial waste While industries in Bengaluru have thrived over the past couple of years, it has not been without its cost. The city’s Bellandur Lake and Vrishabhavathi River have been in the news for all the wrong reasons. Citizens <a href="http://www.newindianexpress.com/cities/bengaluru/2019/mar/26/water-and-traffic-issues-bog-down-it-showcase-of-bengaluru-1955879.html">claim</a> that the water was crystal clear and used for drinking and agricultural activities. But despite these issues, the biggest <a href="https://economictimes.indiatimes.com/news/elections/lok-sabha/india/decoded-the-concerns-and-aspirations-of-the-urban-electorate-in-seven-indian-cities/articleshow/68868018.cms">challenge</a> is going to be getting voters to come out and participate in a city that has consistently recorded a low voter turnout. RVNL, a public-sector railway company, has already been on <a href="https://www.businessinsider.in/stock-market/news/this-railway-stock-is-buzzing-for-record-returns-on-strong-orders/articleshow/99786491.cms">investors’ radar recently </a>because of a strong rally in the stock led by robust orders. Let us take a look at what it means to be a Navratna CPSE. The term ‘Navratna’ refers to a select group of top-performing CPSEs that have been granted greater autonomy and financial powers by the Indian government in recognition of their superior performance. The term ‘Navratna’, meaning nine gems, is used metaphorically to suggest that these companies are like the nine precious gems that shine brightly in the crown of Indian PSEs. With RVNL added to the list, there are 13 Navratna companies The Navratna status was first granted to nine public sector enterprises in 1997 by the Indian government. Since then, a few more enterprises were added to this exclusive group based on their performance and on meeting the eligibility criteria. Currently there are 13 Navratnas, including RVNL. These are: <ol><li>Shipping Corporation of India (SCI) </li><li>Hindustan Aeronautics Limited (HAL) </li><li>Rashtriya Ispat Nigam Limited (RINL) </li><li>Engineers India Limited (EIL) </li><li>NMDC Limited </li><li>Bharat Electronics Limited (BHEL) </li><li>National Buildings Construction Corporation (NBCC) </li><li>Oil India Limited (OIL) </li><li>Mahanagar Telephone Nigam Limited (MTNL) </li><li>Container Corporation of India (CONCOR) </li><li>National Aluminium Company (NALCO) </li><li>NLC India Limited (NLCIL) </li></ol>The number of Navratnas went as high as 14 but since two companies were elevated to the status of a Maharatna – Rural Electrification Corporation (REC) in September 2022 and Power Finance Corporation (PFC) in October 2022 – the number of Navratnas now stands at 13, including RVNL. The ‘Ratnas’ of the Indian public sector CPSE units are categorised as Maharatna, Navratna and Miniratnas. Navratna: First, let us look at the Navratna companies. Normally, a CPSE requires permission from the Indian government to invest a large sum of money in a project or a deal. The Navratna companies are CPSE companies that have been granted financial independence to invest up to ₹1,000 crore without seeking approval from the central government. Navratna companies are also allowed to invest up to 15% of their net worth on a single project, or 30% of their net worth in a given year, subject to a cap of ₹1,000 crore. This increased financial freedom gives Navratna companies a competitive edge when competing globally. Maharatna: To be granted "Maharatna" status, a company must meet certain eligibility criteria. This includes recording a net profit of more than ₹5,000 crore for three consecutive years, maintaining an average annual turnover of over ₹25,000 crore for three years, or having an average annual net worth of over ₹15,000 crore for three years. Additionally, the company must have a global presence or international operations to qualify for this status. When a Navratna company achieves these criteria, it is upgraded to a Maharatna company. Currently, there are 12 Maharatna companies including Bharat Heavy Electricals Limited (BHEL), Bharat Petroleum Corporation Limited (BPCL), Coal India Limited (CIL), and Gas Authority of India Limited (GAIL). Miniratna: In India, CPSEs that are eligible for the Miniratna status are those that have a minimum pre-tax profit of ₹30 crore in at least one of the three consecutive years and maintain a positive net worth. Some of the Miniratna companies are Airports Authority of India (AAI), Antrix Corporation Limited (Antrix), Balmer Lawrie &amp; Co. Limited (Bl), and Bharat Coking Coal Limited (BCCL), Miniratna companies are upgraded to Navratna companies when they fulfil the eligibility criteria, just like RVNL. Jobs at Maharatna, Navaratna and Miniratna companies are in high demand since they pay a handsome salary in addition to providing job security. Also, public sector undertakings (PSUs) are known for taking good care of their employees by providing various benefits such as medical facilities, emergency allowances and sufficient leave options.

RVNL is now a Navratna company – what does it mean?

She (the child) suffered from diarrhea and her mother didn’t have enough financial resources to go to the city for treatment,” shared Tandon. After graduating with a B.Tech degree in electronics and communication engineering from NIT-Bhopal, Tandon worked with BHEL, but never forgot the incident. “I had a feeling that I was part of the crowd (at BHEL). No one in my family ever had a business — for us (his family), a job, especially a government job, is the peak,” shared Tandon. Determined to bring about a change, Tandon got in touch with two of his batchmates from NIT and founded DigiQure. The other co-founders are Saket Asati and Ankur Chourasia. All three founders left their jobs, as they didn’t want a fallback option. They believed the problem they aimed to solve couldn’t be pursued as a side hustle. Apart from consultation, lab services, and medicines, DigiQure also offers a subscription-based Saksham card costing ₹1 per day, through which customers can avail free consultations at e-clinics. Saksham card was launched in January 2022 and had 1,800 subscriptions at the time of appearing on the show. At present, DigiQure has ten working e-clinics in Madhya Pradesh, Uttar Pradesh and Bihar. It plans to expand into North-East India with Mizoram. DigiQure doesn’t charge commissions from partner hospitals for consultations. Rather, it charges hospitals anywhere between ₹1.5 lakh to ₹2 lakh for marketing them and arranging medical camps. From January-September 2022 the startup generated a revenue of ₹12.2 lakh. Tandon also shared that the startup’s most mature outlet has monthly sales worth ₹80,000. The founders also run a tech company IOTA Informatics, which worked on DigiQure. IOTA also takes on tech-based projects for other companies. Sugar Cosmetics’ co-founder Vineeta Singh and Emcure Pharmaceuticals’ executive director Namita Thapar, though, made a joint deal — ₹40 lakh for 20% equity, which valued the company at ₹2 crore. But on the condition that IOTA and DigiQure are merged into one company. Meanwhile, Peyush Bansal, co-founder of Lenskart.com, also made an offer of ₹1 crore for 25% equity, valuing the company at ₹4 crore. He too asked Tandon to merge the two companies — IOTA and DigiQure. On hearing Bansal’s offer, Thapar immediately revised their offer — ₹40 lakh for 15% equity. Bansal, though, claimed that the ‘disruption’ that Tandon wanted to bring didn’t need healthcare expertise (Thapar’s forte) but rather technology and a non-linear approach. At the same time, Mittal also made an offer, but with multiple conditions. He asked Tandon to merge the two companies, change the name of the business to Geeta (inspired by the name of the child), and not increase the number of clinics till the product was fit for the market. All this for an investment of ₹1 crore for 10% equity. This valued the company at ₹10 crore. Tandon requested Namita to join in for 10% equity instead, at which point Singh backed out but Thapar agreed. Ultimately, the deal was finalized with Thapar investing ₹40 lakh for 10% equity, valuing the company at ₹4 crore. Both Mittal and Bansal believed that it was the wrong decision as this would push DigiQure into the field of traditional healthcare. “This is a big mistake. This will not disrupt healthcare… by partnering with a medical firm, they’ve killed their business. The worst decision of their life, I’m so sad for them,” remarked Bansal, after the founders left. Mumbai, May 20 () Mumbai's popular street snacks like 'bhel puri', 'paani puri' and 'vada pav', which used to be relished by people cutting across community and class barriers, have no takers now during the lockdown, throwing street food vendors and roadside stalls out of business. Till some time back, street food was a thriving business in Mumbai, but since the coronavirus outbreak, many vendors have returned to their native places while others are staring at an uncertain future. Kanhaiya, who ran a paani puri stall at Bhuleshwar in Zaveri Bazaar of south Mumbai, returned to his native village near Ayodhya in Uttar Pradesh after his business dried up. "In mid-March, when some coronavirus cases were detected in the state and the government ordered closure of malls, swimming pools, gyms, I realised that I should leave for my native place. When malls are shut, what value will I have," he told over phone from his village. He is now busy working at his family farm land, growing wheat, sugarcane and paddy. Asked if he willcome back, Kanhaiya said, "Let's see how the situation unfolds. Even though I have a farm in the village and a house of my own, agriculture is unreliable. Never know what you have sown will remain, it depends on rain. At my shop in Mumbai, I could at least make some savings." He has been missing his stall at Bhuleshwar, which was the hub of wholesale and retail cloth, gold, diamond, steel, plastic and readymade garments. Taxi drivers and low wage workers frequently visited the area, where 'puri bhaji', 'bhel puri', 'vada pav' and 'dosa' were available at prices ranging from Rs 10 to Rs 200. Three khau gullies in Bhuleshwar, streets near the Churchgate station, Flora Fountain in Fort, Bombay Stock Exchange and other areas in south Mumbai used to be packed with food stalls and canteens selling snacks at cheap prices on normal days, but now these areas wear a deserted look. Pappu Singh, another 'paani puri' vendor from Vile Parle area, also left for his native village Khedlakhurd in Dausa district of Rajasthan amid the lockdown. "I used to earn Rs 10,000 to Rs 12,000 every month and lived at a rented room in Vile Parle with my sons. I came back when business started suffering," he told over phone. "I am penniless since the last two months. There is no water or work in my village. I have been surviving on roti- mirchi (flat bread and chilly)," he said. "There is nothing in my farm. I will sow bajra (pearl millet) if there is good rain. I am waiting for the situation to normalise so that I can resume work," he added. His son Narender singh, who works at a 'bhel puri' shop in Vile Parle, however, did not leave Mumbai as he felt the lockdown will not prolong. "I and seven workers are staying at the 'bhel puri' shop and we are getting food. The owner hails from our village," Narender said. His employer Sandeep Sharma, owner of the 'Sharma Bhelpuri' outlet in Vile Parle, said his business is affected by this unprecedented crisis. "My 16 employees were mostly from my native place in Rajasthan and Uttar Pradesh. Some from UP have left and those who stayed back are living in my shop and godown. They are my family, so it is my duty to look after them in such harsh times," Sharma said. He also feels it is time to reinvent the business model once the COVID-19 crisis ends. "We are thinking of starting 'sev puri' and 'paani puri' takeaways and supply our 'chutneys' hygienically packed to general stores which are open," Sharma said. "Business is anyways low during monsoon. I don't think people will prefer eating'bhel puri' and 'paani puri' when normalcy returns. They will be scared to eat outside and would rather spend on more important things in life," he added. Santosh Sawant, a 'vada pav' stall owner in suburban Santacruz, said business owners like him are now confused about their future. "When my business shut two months ago, I looked after my staff members who were staying in two rooms that I own. I gave them moneyand food. But, on May 15, they left for their native places without informing me. They were my employees for last 15 to 20 years and I can't start my business again without them," he said. But, Sawant is hopeful that his employees will return as he used to acknowledge their hard work. "My focus has always been on quality food and my customers know it. I am sure when things normalise, my business will resume. But I am working on how to take it forward. I am thinking of taking home delivery orders right now," he said. Sagar, whose mother used to supply tiffins to staff at the Vidhan Bhavan, secretariat and the Shipping Corporation of India in south Mumbai, said his business was already down after his father died last year and mother became ill. Since the lockdown, their tiffin service has completely shut down. Sagar said his mother used to sit on the footpath opposite the secretariat in the afternoon to get more customers who would stop by for a quick lunch of Malvani food. "Since our business closed, I even tried taking up other jobs, but didn't have much luck after everything came to a standstill due to the lockdown," he said. Franchise broker Pravin Jagtap said nearly five lakh people worked in the micro-business sector of fast food and takeaway joints, which has been badly hit by the lockdown. A lot of youngsters had joined the business before the COVID-19 crisis took it all away. "Those who have paid the one-time franchise fees and have taken loan will not be able to pay the shop rent and bank dues due to business losses. After the situation normalises, these shops will have to be careful about health and hygiene issues to get customers back," he said. Rents will also be unaffordable in future and prices will go up due to inflation, he claimed. "Mumbaikars have already forgotten the habit of eating out," Jagtap said. Writer and culinary expert Ajit Joshi said," The street food of Mumbai, that found a place in Bollywood films, international documentariesand food shows, is going to be missed." Indian Institutes of Technology (IITs) invited around 80 PSUs for its placement season and very few turned up, leaving many worried. 
 
The IITs that have so far received about five confirmations from the PSUs are IIT-Kharagpur, IIT-Madras and IIT-Roorkee. 
 "The <keyword id="44530" type="COMPANY" weightage="20" keywordseo="PSU">PSU</keyword> lineup this year after lifting of the ban is not on expected lines. But we hope the numbers will rise in the coming days," a representative from the placement cell at <keyword id="6355690" type="CITY" weightage="20" keywordseo="IIT-Bombay">IIT-Bombay</keyword> told ET. 
 
“At IITs, most of the companies give instant offers to students. Once students get offers and they accept them, they cannot be allowed to participate in other interviews. Though some like Coal India do give instant offers during the campus process, others have to follow a set format, which takes time. We are in regular talks with them and hope the numbers will go up by the month end," A placement representative from an older IIT told ET. 
 Meanwhile, the <keyword id="3572286" type="UNKNOWN" weightage="20" keywordseo="all-india-placement-committee">All-India Placement Committee</keyword> (AIPC) is in talks with several government organizations. "So far, most of us have received confirmation from two to three PSUs. They are keen on recruiting from our campuses, but we do not know what is taking time. We were really looking forward to having them in the first phase of the placement process so the best of the students get an opportunity to get employed with government organisations," a professor at AIPC told ET. BHEL and BEL have registered at some of the IITs so far. 
 
PSUs were in great demand in IITs before a public interest litigation was filed in 2011 against the campus recruitment process. The petition cited that the PSUs recruiting directly from campuses defies the public employment policy and that they cannot disregard job notifications.
