What is worse is that they are highly educated, holding post-graduate and doctoral degrees. Job seekers rushed to <a href="https://www.greaterkashmir.com/news/front-page-2/in-15-days-more-than-1-5-lakh-jobless-postgraduates-register-with-govt/">register</a> themselves after the state government asked unemployed professionals to register in District Employment and Counseling Centers. Within 15 days, the centers saw over 100,000 registrations. In fact, as many as 30,000 unemployed youth registered within two days. And, 20,000 registered from Kashmir alone. The Directorate of Employment wants to collect data on those who hold postgraduate, M. Phil, and PhD degrees and yet unemployment. This will help them find a solution to the looming job crisis. “It will help the government launch a comprehensive employment scheme for youth who are not suitably employed,” Saurabh Bhagat, Labour and Employment Department<a href="https://kashmirreader.com/2019/07/13/30000-postgraduates-register-as-unemployed-in-just-2-days/"> told </a>a local daily Kashmir Reader. The exercise can also help drive policy-level change. “The issue of educated but unemployed youth was raised by officials in recent meetings with Home Minister <keyword id="6355521" type="PERSON" weightage="20" keywordseo="amit-shah">Amit Shah</keyword>. He assured that some initiative for youth of J&amp;K would be started,” Kashmir Reader <a href="https://kashmirreader.com/2019/07/13/30000-postgraduates-register-as-unemployed-in-just-2-days/">reported</a> citing government officials. In 2017, the unemployment rate in the state was at 12.13%, according to the Centre for Monitoring Indian Economy (CMIE). In 2016, the unemployment rate in the state hit an extremely high rate of 24.6% amongst youth aged between 18 and 29. Over 150,000 postgraduates in J&K come asking for jobs in just 15 days

<ul><li>The abrogation of Article 370 and Article 35A of constitution which gave Kashmir a special status severely hit tourism in the valley. </li><li>As of August 2019, as many as 144,500 jobs have been lost in Kashmir’s tourism and handicrafts sector, according to the <keyword id="1002837" type="ORGANIZATION" weightage="20" keywordseo="Kashmir-Chamber-of-Commerce-and-Industry">Kashmir Chamber of Commerce and Industry</keyword> (KCCI). </li><li>Tourism accounts for almost 7% of the state’s <keyword id="6354971" type="DEFINITION" weightage="20" keywordseo="gross-domestic-product">gross domestic product</keyword> (GDP). </li><li>Yet another challenge is the internet blockage. The internet shutdown led to over 2,600 tour operators delaying plans for any promotional campaigns, <keyword id="8667284" type="UNKNOWN" weightage="20" keywordseo="manzoor-ahmad-pakhtoon">Manzoor Ahmad Pakhtoon</keyword>, the president of J&amp;K Tourism Alliance told Forbes. </li></ul>The Narendra Modi government in New Delhi has repeatedly insisted that the situation in Kashmir has been ‘normal’ despite the suspension Article 370 and Article 35A of the Constitution, which gave the state a special status. <ul><li>The Indian government bringing nearly 1,300 engineers onboard for the Kashmir valley’s metro project. </li><li>They are hiring professionals trained in architecture, telecommunications, traffic management, signal electronics and civil engineers. </li><li>The move comes days after the government’s decision of scrapping Section 370 — which has bifurcated the ‘state’ in two Union Territories — <keyword id="17605" type="LOCATION" weightage="20" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword>, and Ladakh. </li></ul>The Indian government is bracing to ‘reorganise’ Jammu and Kashmir. The centre said that it will hire as many as 1,300 engineers for the valley’s first metro project, in a move that will boost infrastructure as well as employment. The project will hire across domains like architecture, telecommunications, traffic management, signal electronics and civil engineering, TOI<a href="https://timesofindia.indiatimes.com/india/srinagar-metro-to-absorb-1300-engineers-others/articleshow/70579874.cms"> reported</a>. This is good news for the heavily qualified yet unemployed youth in the state. According to the Directorate of Employment, around 150,000 postgraduates and doctorates in Jammu &amp; Kashmir are jobless. Cheaper metro fares The 25 km long metro will connect Indira Nagar to HMT Junction and Hamzuri Bagh to Osmanabad through Srinagar. The fares of this metro will also be cheaper at 1.5 times that of a bus — unlike other metros across the country. The metro project is expected to cost ₹5,108 crore — and nearly 21% of it will be funded by the centre. The Jammu and Kashmir government will also infuse equal amount into the project. Once operational, the government is expecting a return of investment of ₹146 crore from the project, in the first five years. “Revenue for the <keyword id="7960419" type="COMPANY" weightage="20" keywordseo="Srinagar-Metro">Srinagar Metro</keyword> will mainly consist of farebox collection and non-fare box sources such as parking, taxes, advertisements, and property development,” TOI reported citing the Detailed Project Report (DPR) of Srinagar. In July, <keyword id="2773123" type="PERSON" weightage="20" keywordseo="Satya-Pal-Malik">Satya Pal Malik</keyword>, the Governor of Jammu and Kashmir government announced the ‘Light Rail Transit Systems’ for Jammu and Srinagar. <a href="https://www.greaterkashmir.com/news/kashmir/light-rail-transit-systems-for-srinagar-jammu-to-be-completed-in-four-to-five-years-govt/">Rail Indian Technical and Economic Services</a> (RITES) will take over the project. The tender is expected to be released by the end of August. Indian government to ‘reorganise’ Jammu and Kashmir — plans to hire 1,300 engineers for its first Metro project

(Eds: Combining related stories) New Delhi, May 11 () Prime Minister Narendra Modi on Monday called for a "balanced strategy" to tackle the COVID-19 crisis as he sought inputs from states on the way forward in fighting the pandemic, while many more tested positive for the deadly virus and pushed the nationwide tally above the 70,000 mark. The death toll also crossed 2,200 with more people succumbing to COVID-19 at various places including in Maharashtra, Tamil Nadu and Gujarat. Interacting with chief ministers in a video conference, Modi flagged that problems have increased wherever social distancing norms were not followed or there has been laxity in implementation of the lockdown guidelines. He also said the biggest challenge will be to ensure that the infection does not spread to villages, sources said. The new cases detected in the past few days include migrant workers who have returned to their native places from big urban clusters, many after being rendered jobless and homeless, as also some airlifted from abroad under a massive evacuation plan undertaken by the government for Indians and expatriates stranded in various countries. In its daily update, the Union Health Ministry said the total number of confirmed COVID-19 cases has increased to 67,152, after a record number of 4,213 new cases were reported in the last 24 hours till Monday 8 AM, while the death toll rose by 97 to 2,206. More than 20,000 people have recovered also so far. However, a tally of figures reported by different states and union territories, as of 9.10 PM, put the nationwide tally of confirmed cases much higher at 70,480, showing an increase of more than 6,000 cases since Sunday morning. It showed 2,217 deaths and more than 22,000 recoveries so far. Maharashtra reported 1,230 new cases, taking the state tally to 23,401, while its death toll rose to 868 after 36 more fatalities. Tamil Nadu reported 798 new cases and six more deaths on Monday. Gujarat saw 347 fresh cases and 20 more fatalities, including 268 cases and 19 deaths in Ahmedabad itself. In the national capital also, more than 300 new cases were detected. Fresh cases were reported from various other states as well including Punjab, Haryana, Kerala, Jammu &amp; Kashmir, Karnataka, Bihar and Odisha. During a press briefing on the COVID-19 situation, Union Health Ministry Joint Secretary Lav Agarwal said some relatively large outbreaks have been noticed in particular locations and it is important to focus on containment efforts to ensure that the country does not reach the community transmission stage. He also said that people who develop coronavirus symptoms should not go into hiding and come forward to report so that they get timely treatment and also do not spread the infection to their family members and others. Asserting that the virus outbreak has nothing to do with race, religion and area and the government's focus is on identifying pockets which have been reporting a larger number of cases for implementing strong containment measures. During their interaction with the prime minister, some chief ministers also sought measures to expand the testing infrastructure, while many of them also demanded fiscal support for the states due to the pandemic having hit hard various revenue-generating economic activities. Sources said Modi told the chief ministers that a "balanced strategy will have to be adopted for the road ahead", as he sought their suggestions on the way forward. Delhi Chief Minister Arvind Kejriwal is said to have favoured allowing all economic activities, barring in the identified containment zones. West Bengal Chief Minister Mamata Banerjee said the Centre wanted a strict lockdown enforcement on one hand, but was resuming train services on the other. Chief ministers of Tamil Nadu and Telangana opposed resumption of passenger train services, which are scheduled to begin on Tuesday with select special trains for taking the stranded migrant workers to their native places. The Home Ministry said only asymptomatic people with confirmed tickets will be allowed to travel in 15 trains to be operational from Tuesday. Online bookings began for these trains on Monday evening, after some delay due to a technical glitch, and some routes got fully booked within ten minutes. The Railways have been running 'migrant special' trains for ferrying migrant workers since May 1, but this will be the first time in nearly 50 days that the general public can also undertake train journeys even though flight and inter-state bus services remain suspended as of now till May 17, when the third phase of the lockdown is scheduled to end. The first phase of the nationwide lockdown began on March 25, which was supposed to be of 21 days, but it got extended later till May 3 and then further till May 17 with some relaxations. Maharashtra Chief Minister Uddhav Thackeray asked Modi to show "specific and concrete direction" on the ongoing lockdown and said the states would implement the same. He also requested the prime minister to start local trains in Mumbai for essential services staff working in the city. Mumbai's coronavirus tally has reached 14,355 with 791 new cases detected on Monday, while its death toll is 528 now with 20 more fatalities. At least 57 new cases were reported from the city's Dharavi slums. Punjab Chief Minister Amarinder Singh favoured extending the lockdown in view of the rising number of cases, but with a carefully crafted exit strategy backed by economic empowerment of states to save lives and secure livelihood. Some chief ministers also suggested that the states should be allowed to decide declaring red, orange or green zones after taking into account the ground realities. There are already concerns about re-emergence of the virus in some other countries, including in China, Germany and South Korea, after easing of lockdown restrictions and greater movement of people being allowed. Since its emergence in China last December, the deadly virus has infected more than 41 lakh people worldwide and over 2.8 lakh have lost their lives. More than 14 lakh people have recovered so far. <ul><li>Every 4 in 10 people that commit suicide around the world are Indian, and every 7 in 10 are between the ages of 15-39.</li><li><keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword>’s suicide death rates (SDRs) not only vary by gender, but also by state, where southern states exhibit a higher percentage of SDRs in comparison to northern states. </li><li>Learning from its Asian neighbors, like <keyword id="6355572" type="LOCATION" weightage="20" keywordseo="sri-lanka">Sri Lanka</keyword> and <keyword id="1334" type="COUNTRY" weightage="20" keywordseo="China">China</keyword>, India needs to implement policies to curb the current trend on the rise. </li></ul>It’s normally diseases like cancer, tuberculosis and HIV/AIDS that considered to be the biggest threat to life. But, a new study by <keyword id="6361830" type="LOCATION" weightage="20" keywordseo="lancet">Lancet</keyword> Public Health shows that there may be a bigger health crisis looming at the horizon for India - suicide. Every 4 in 10 people who commit suicide around the world are from India. And, between the ages of 15-39, 7 out of 10 individuals are Indians. India may be a big country, but it only accounts for 17.8% of the global population so even in a relative sense, the suicide rates are high. Considering that suicide was a criminal offence up until 2017, it’s possible that these figures are on the low side due to the incidence of under-reporting. The study put forward by Lancet is a part of the India State-Level Disease Burden Initiative carried out in collaboration with the Indian Council of Medical Research (ICMR), Public Health Foundation of India (PHFI) and the Institute for Health Metrics and Evaluation (IHME) under the <keyword id="191419" type="ORGANIZATION" weightage="20" keywordseo="Ministry-of-Health-and-Family-Welfare">Ministry of Health and Family Welfare</keyword>. Age differentials The overall suicide rate may be high, but it’s particularly worrying when looking at India’s younger generation between the ages of 15 years to 39 years. Not only is it at 71.2%, but it’s also the leading cause of death for that age group. Road accidents, heart disease and tuberculosis all fall short in comparison to the threat posed by suicides. Gender differentials The incidence of suicide is higher among women in India than it is between men. Where Indian women account for 36.6% of global suicides, Indian men account for 24.3%. According to the report, the majority of the suicides are committed by married women in comparison to the proportion of unmarried women. The report also explains that this may be because, in cases of arranged marriage or early marriage, the environment is less protective against suicide for women. Not to mention the pressure of young motherhood, low social status, domestic violence and economic dependence. Geographical distribution When looking at the state-wise distribution of suicides, the southern states have higher incidences of suicides than the northern states of India. The suicide death rate (SDR) per 100,000 in Karnataka is 30, in Tamil Nadu is 29.8 and in Andhra Pradesh, it’s 25. The states of Jammu and Kashmir, Mizoram, Meghalaya, Nagaland, Delhi, Punjab, Jharkhand and Bihar all recorded an SDR of less than 10 people per 100,000. The report wasn’t able to determine the exact causal relationship as to why the SDRs vary from state to state. One theory is that because some of the states with a lower rate of suicide also exhibit better socioeconomic indicators, the states with a higher rate of suicide have young people who face greater challenges when trying to achieve their life goals. Possible solution It wasn’t long ago that China and Sri Lanka were also staring at high suicide rates. Those countries faced <a href="http://www.wsws.org/en/articles/2012/09/sril-s28.html">similar challenges</a> like poverty, joblessness and high debt burdens creating rampant suicide. Targeting the means of suicides is an effective way to reduce the mortality rate. And, in lower/middle-income countries, a case can be made for the ease of access to highly toxic pesticides. In Sri Lanka, implementing pesticide bans drastically reduced the number of suicides in the country. In China, the age of urbanisation drastically reduced the SDR showing a 20% drop in 10 years. Different research attributes this to higher incomes, better education, less family pressure and, especially, reducing the ease of access to pesticides. Perhaps India needs to embark on similar policy measures in order to control its increasing SDR as well as focus on social measures that will improve the quality of life for the worst affected segments. For the younger generation, particularly, an increase in employment opportunities and better access to education would go a long way in helping them reach their aspirations and lead happier lives.

India’s impending public health crisis, suicide

German chancellor <a href="http://www.businessinsider.in/searchresult.cms?query=angela+merkel">Angela Merkel</a> made everyone’s (including <a href="http://www.businessinsider.in/searchresult.cms?query=narendra+modi">Prime Minister Narendra Modi’s</a>) day when she returned a 10th century Durga idol which was stolen from Kashmir over two decades back. 
 
Three years ago, it was found that the idol was spotted in a museum in Sruttgart, <a href="http://www.businessinsider.in/Three-things-we-wish-India-had-like-you-doGermany/articleshow/49229454.cms">Germany</a> and the Indian government immediately got in touch with the Germany authorities to ensure that the process of getting the idol back was started. 
 And, finally, <keyword id="76" type="PERSON" weightage="80" keywordseo="Angela-Merkel">Angela Merkel</keyword> herself returned the idol to Modi on Tuesday during her two-day visit to India. 
 
Thanking Merkel and the people of Germany for returning the idol, Modi was quoted saying, “The statue is from Jammu and Kashmir &amp; is a symbol of victory of good over evil.” 
 
We at Business Insider got a little carried away by Merkel’s benevolence and thought to ourselves, ‘Hey, what if we had a chance to present our wishlist of Indian valuables we would like America to return to us?' 
 
We let that idea linger and racked our brains for a long long time and came up with this list of three valuables that definitely need a homecoming.

So, consider this as a genuine request America, return her accent(s) to us, so that we can do the needful and lock it up in a closet which no can find or hear.

Sunder Pichai: Okay, there’s no easy way to say this, but India is brimming with engineering graduates who’ve slogged their asses and survived four years at a place worse than jail- engineering college. If that doesn’t sound bad enough, this will- they do so, without having a social life or girlfriends. Thus, the least we can ask for from Silicon Valley is to return our very own <a href="http://www.businessinsider.in/searchresult.cms?query=sundar+pichai">Sunder Pichai</a> to us, so he can start something In India and hire the hundreds of jobless engineers. They’ve sacrificed enough.
