New Delhi, Feb 1 () BJP-ruled states hailed the Union Budget as focussed on boosting development, creating jobs and taking every section of the society along, but those governed by the opposition parties expressed disappointment saying it lacked vision to revive the economy.
Uttar Pradesh Chief Minister Yogi Adityanath, Haryana CM Manohar Lal Khattar and their counterparts from Karnataka and Goa - B S Yediyurappa and Pramod Sawant - said the budget will help generate jobs, boost rural economy and create infrastructure for growth. They thanked Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman for the budget.
 Assam Chief Minister Sarbananda Sonowal termed the budget "pro-people" since it was structured on the overall theme of 'Ease of Living'.
"I congratulate Finance Minister Smt. @nsitharaman ji for a common man centric budget, and for taking ahead Prime Minister Shri @narendramodi ji's vision for a robust and vibrant India," Sawant added in a tweet.
But West Bengal Chief Minister Mamata Banerjee, Delhi CM Arvind Kejriwal and their Maharashtra and Madhya Pradesh counterparts - Uddhav Thackeray and Kamal Nath - were not impressed by the budgetary proposals.
Banerjee slammed the central government's proposal to sell a part of its shares in LIC, describing it as a plan to "ambush" the legacy of public institutions. Thackeray and Kejriwal alleged the budget gives "step-motherly" treatment to Maharashtra and Delhi.
Nath termed the budget "disappointing" and a "labyrinth of data", saying it lacked a plan to deal with the economic slowdown and the inflation.
"When Delhi doesn't figure in the BJP's priorities, why should people vote for it?" he said on Twitter in Hindi. "Delhi had high expectations from the Budget, but step-motherly treatment has been meted out to it again," Kejriwal said.
His deputy and Delhi Finance Minister Manish Sisodia too criticised the budget as the "biggest injustice" to the people of the national capital.
At a press conference, he pointed out that the Centre has allotted Rs 325 crore to the Delhi government as central taxes share, which is the same since 2001. He alleged Delhiites give Rs 1.5 lakh crore as taxes to the Centre annually, but it doesn't give anything to the Delhi government.
Punjab Chief Minister Amarinder Singh said economy was not a priority for the government, trashing the budget as "high on pomposity and low on tangibles". He said the BJP-led Central government, which was too busy pursuing its "negative and divisive agenda".
Singh particularly highlighted that the "16-point action plan for agriculture" makes no mention of any initiatives or schemes to encourage crop diversification, and a failure to diversify would further aggravate the problems for the country on the agriculture front.
Terming the budget "a jugglery of words", Rajasthan CM Ashok Gehlot said there was no focus on providing relief to people or industries. "Budget speech lacked any substance to solve present economic crisis. It was simply jugglery of words without any focus on providing relief to common people or to industries," Gehlot tweeted.
The Rajasthan BJP countered Gehlot's charge, saying the budget was "balanced and inclusive" and Finance Minister Sitharaman appropriately focussed on all sections.
"Changes in income-tax slab is a big relief to middle class. Every section has been focused. Budget provisions for the welfare of all sections and sectors including education, health, infrastructure development, tribals, senior citizens have been made," BJP state president Satish Poonia said.
Industry bodies in Rajasthan gave a mixed reaction to the budget.
Federation of Rajasthan Trade and Industry chairman Suresh Agrawal said looking at the present economic situation, businesses and industries had big expectations from the budget.
"The budget should have been more focused on business and industries. Exporters, textile and automobile industries will be benefitted with the budget but MSME sector's expectations were not met," he said.
Confederation of Indian Industry's Rajasthan chairman Anand Mishra said the budget has covered many items. "There is a good outlay of Rs 2,500 crore in tourism which we are sure that Rajasthan will be able to take benefit. The removal of dividend tax would lead to investment in stock market."
Haryana CM Khattar too highlighted the budgetary provisions made for the tourism sector, thanking Sitharaman for announcing that Rakhigarhi, an Indus Valley Civilisation site, will be developed as "iconic sites" with on-site museums.
He said this move will give Rakhigarhi international recognition and boost tourism revenue for Haryana.
"This Budget will also prove to be a milestone in terms of developing the basic infrastructure of the country, farmers' growth, jobs for youth and betterment of health facilities in the country,"
Adityanath said, adding the budget protects the interests of each section of the society.
His deputy Dinesh Sharma said the Union Budget will fulfil the dream of "New India".
"It will also lay the foundation of a USD 5-trillion economy. The New Educational Policy will bring a revolution in the education sector. Study in India programme will publicise India's higher education."
Yediyurappa said the emphasis on rural India in the budget will benefit farmers in a big way.
"This budget is a boon for farmers. It's a clear reflection of the Prime Minister's desire to double farmers' income by 2022. The 'Jal Jivan' scheme extended to 100 water-stressed districts will benefit farmers in a big way," he added.
Kerala Chief Minister Pinarayi Vijayan said the budget would not help strengthen the economy or ensure social security, but it will increase inflation and unemployment. He also said that "legitimate needs" of the southern state were completely ignored in the budget. TEAM ABH

BJP-ruled states praise 'pro-people' budget, others say it lacks vision to revive economy

The spectacular rise of the Pearl and Yangtze River deltas over the past several decades has inspired city leaders around the country to try and emulate their success by building up city clusters of their own. The national capital has proved to be no exception. For years, plans to develop a greater <keyword id="1333" type="COMPANY" weightage="60" keywordseo="Beijing">Beijing</keyword> area were toyed with but never formalised. This may now finally come to pass. According to local media, a plan for the economic integration of Beijing, Tianjin and the surrounding province of Hebei may be announced early next year. The merits of centrally planned regional integration will be tested.
During <keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword>'s reform period in the late 1970s and early 1980s, emphasis was placed on labour-intensive manufacturing for export to boost growth. Special economic zones were established to attract much-needed capital, technology and management know-how. The resulting inflow of foreign direct investment ended up being a boon not only for core cities such as Shenzhen, but also for their surrounding areas. As cities like Guangzhou matured, the more polluting, lower-value-added industries within the core were pushed out, first to the suburbs and then to surrounding regions outside city borders, providing neighbouring cities with the opportunity to industrialise.
A paper published in 2011 by the Japan Research Institute showed that the contribution of the core areas-defined as Shenzhen, Zhuhai and Guangzhou-to manufacturing sector added value in the Pearl River Delta (PRD) fell from 54.4% in 2005 to 50.4% in 2009. In the same period, the contribution from the outer-core areas-defined as Dongguan, Foshan and Zhongshan-rose from 34.8% to 37.4%. The paper also showed a shift toward services in the core.
Seeing the success of city clusters in the Pearl and Yangtze River deltas, China's authorities now push city integration schemes in regional development plans. These plans are consistent with the country's fixation with "balanced and co-ordinated regional development", especially between core cities and surrounding smaller ones.
<h2>Horse trading</h2>
Such attention was only paid to the national capital in the 2000s, however, as the economic void between the northern coastal area and the south-eastern coastal regions could no longer be ignored. There were steadily mounting concerns that Beijing, Tianjin and Hebei were all competing for industrial supremacy, with very little co-ordination between them.
In 2004 the State Council (China's cabinet) set up a working group to draft a development plan. A draft report put together by a government think-tank, the Chinese Academy of Social Sciences, was completed in 2006. The plan called for the creation of a metropolitan area covering the municipal city of Beijing, Baodi and Wuqing districts and Ji county in Tianjin, and six cities in Hebei province: Zhangjiakou, Chengde, Baoding, Langfang, Tangshan and Qinhuangdao.
After almost a decade and repeated revisions, the Beijing-Tianjin-Hebei conurbation plan has yet to progress further. Lacking a suitable mechanism, the area remains very difficult to co-ordinate. Conflicts of interest between the three local governments abound, as they are unable to agree on their respective roles. When the initial draft was first put forward, key industries in all three areas were very similar, concentrated on steel, construction materials, cars and heavy machinery. This made any realignment of industry difficult. A final blueprint will require the involvement of various central government departments, as local leaders look unlikely to be able to design and manage the project themselves.
The question of which Hebei cities should be included in the economic circle serves as another sticking point. At present, six cities are listed. However, the provincial authorities hope that more cities, such as Hengshui and Cangzhou, can be included, as they could then benefit from more economic support.
Any plan is likely to prioritise Beijing-centred integration, as the capital continues to radiate into Hebei and Tianjin. Beijing's central business district, in the eastern part of the city, has been expanding further east towards Hebei. Some of Hebei's counties and cities have become de facto satellite towns of the capital; around 200,000 residents in Hebei's Xianghe county and Yanjiao town work in neighbouring Beijing. However, Tianjin is unwilling to take a back seat. The municipality, whose Binhai New Area has been given priority since 2006, aspires to develop as an economic centre in its own right.
<h2>Get it together</h2>
As discussions continue, events on the ground seem to be driving towards a final settlement. China's president, Xi Jinping, visited Tianjin in May and urged the three provinces to push forward with regional co-operation. Tianjin and Hebei set up a bilateral co-ordination group, with a vice-governor and a vice-mayor in charge, to "break institutional barriers". In August local media reported that a plan would be released by early 2014, and in September the State Council released an action plan for the prevention and control of air pollution, addressing Beijing, Tianjin and Hebei as one region.
But even without a comprehensive plan, the process has already begun. At its simplest, the initial draft plan envisaged Beijing focusing on services, Tianjin providing port facilities and Hebei managing industry. This is already taking place, to a certain extent. Leading up to the 2008 Summer Olympics, Beijing worked hard to get rid of its older, highly polluting industries. More than 3,000 enterprises have relocated to the city's fringe districts since the 1990s, including some to Hebei. Shougang, a major steel company, closed its final Beijing production line in December 2010, effectively marking the end of a transition of heavy industry from Beijing to Hebei. In 2012 the capital's growth was driven primarily by services, led by the financial services, retail and information technology sectors.
The question is then whether a centralised plan covering the three provinces will have much of a positive impact. One concern is that Hebei's relative poverty and underdevelopment will pose a drag on the two municipalities. Hebei has yet to develop the mass of suppliers that the PRD has built up to support its main industrial clusters. For example, 80% of the parts supplying the automotive industry in Beijing and Tianjin are manufactured outside the Beijing-Tianjin-Hebei zone, mostly in the Yangtze River Delta industrial belt.
This suggests that Hebei, the intended workshop for its urbanised neighbours, lacks the capabilities and capacity to deliver what they need. Furthermore, efforts to build up this capacity will be expensive. Directing people and business to certain areas requires the use of public resources, which would otherwise go to improving infrastructure and public services in existing metropolitan areas that are already in higher demand. Local leaders might do well to recall that the PRD was built on the back of market-oriented reforms, not a detailed plan.

China's Fuzzy Vision For Greater Beijing

From the time Sir Dorabji <keyword id="19904884" type="General" weightage="20" keywordseo="tata" source="keywords">Tata</keyword> sponsored a handful of Indian athletes to the 1920 Antwerp Olympics, Tata group has been a constant in India's sporting landscape and the conglomerate's involvement only grew under <keyword id="19981455" type="General" weightage="100" keywordseo="ratan-tata" source="keywords">Ratan Tata</keyword>, who considered sport a "way of life". The chairman emeritus of Tata Sons died here at the age of 86 on Wednesday after being admitted to a hospital on Monday for "age and related medical conditions". His death triggered an avalanche of tributes from eminent personalities from all walks of life and sports was no different. From being the title sponsor of the glitzy Indian Premier League of cricket to supporting lesser-followed sports like archery to owning a football team in the Indian Super League to sponsoring a high-profile chess tournament, the Tata group has been deeply involved with the country's sporting ecosystem. Most of this involvement grew during Ratan Tata's tenure. "He always believed in 'sports is the way of life' and we are happy to carry forward the legacy. We have been the torchbearer of sports with 19 sporting verticals from football, hockey, archery to horse riding, boxing, karate, racket sports. You name it, we have it," an official involved with the JRD Tata Sports Academy, which was inaugurated in 1991 in Jamshedpur, told PTI. The growth in Tata Group's sporting involvement under Ratan Tata was the continuation of a legacy. After all, Sir Dorabji Tata, who played cricket, tennis and football, was the first President of the Indian Olympic Association (1924). This was after he had financed the Olympic appearance of four track-and-field athletes and two wrestlers at the Antwerp Games, helping organise their trials in Pune as well. Tata Steel Chess, which is also called the 'Wimbledon of chess', is a marquee event on global chess calendar, held at <keyword id="20385206" type="General" weightage="20" keywordseo="wijk-aan-zee" source="keywords">Wijk Aan Zee</keyword>, the Netherlands. It wasn't always known that. It was Corus Chess Tournament for the longest time before Tata Steel took over the title sponsor company, thereby claiming the rights of this event from 2007 onwards. Five-time world champion and Indian chess legend <keyword id="20221790" type="General" weightage="20" keywordseo="viswanathan-anand" source="keywords">Viswanathan Anand</keyword> was among the first sports icons to pay tributes to the late industrialist, saying that he "touched all our lives". "It is with profound sadness that we bid farewell to a giant of industry and philanthropy. We received our Padma Vibhushan together, and I was truly touched by his humility and genteel nature," Anand wrote on X. "The chess fraternity owes much to the traditions that are so closely associated with the Tata Group. @tatasteelchess in Holland is an event that made us chess players particularly proud, especially when the Tatas took over Corus, and later starting a new tradition with @tschessindia," he added. "The chess world and I offer our deepest condolences to @RNTata2000, a human being who touched all our lives and always stood for the good of society. Rest in peace," Anand continued. Tata Foootball Academy started back in 1987 under <keyword id="23494114" type="General" weightage="20" keywordseo="russi-mody" source="keywords">Russi Mody</keyword>, the then chairman of Tata Steel, who had the backing of Ratan Tata for the project. The academy has been supplying national level footballers since early '90s with its some of its noted alumni being current All India Football Federation head and former goalkeeper Kalyan Chaubey, Rennedy Singh, Dipendu Biswas and Kiran Khongsai. "TFA has played a pioneering role in Indian football by focusing on nurturing young talent and contributing significantly to the development of football in the country," the official associated with JRD sports complex said. "He (Ratan Tata) was there at the launch of Jamshedpur FC in the ISL in 2017. he interacted with the players and coaches, took photos with them. They also presented him with a signed jersey. He was very happy to see the team coming up and playing in the top tier ISL," he recalled. The enigmatic businessman was there to launch the hockey academy in Jamshedpur in 2019. "...perhaps for the last time he was here," the official said. Hockey India said Ratan Tata will be remembered as a "shining gem". "Your vision and endless contribution to our nation will never be forgotten. Your legacy will forever live with us till eternity. The Tata effect on Indian sports: Ratan Tata's demise mourned by India stalwarts

It attracts starry-eyed college students with irresistible promises: An opportunity to execute multibillion-dollar transactions for the world's largest corporations. A six-figure salary. Access to boardrooms and C-suite executives. A stepping stone to even more lucrative private equity careers.And the path to breaking into the industry, arguably <a target="_blank" href="https://www.cnbc.com/2021/08/19/why-college-graduates-flock-to-wall-street-jobs.html">more difficult</a> than getting into an Ivy League, reflects this reputation.Unfortunately, I wasn't immune to the job's calling. I was determined to land an esteemed summer internship, so I clocked over 100 hours of interview prep, scheduled over 50 networking calls, and interviewed at four banks during my sophomore year of college. First-year analysts, like myself, spent every waking hour doing anything and everything senior bankers demanded from us.Advising on mergers and acquisitions looked a lot like creating endless financial analyses in Excel, aligning logos on PowerPoint, responding to emails around the clock, and calling restaurants about the pricing of hors d'oeuvres platters to plan dinner conferences. On a good day, I logged off at midnight. I was sleep-deprived, anxious, and extremely unhappy. Although the bank informed me I could take as much time off as needed, I felt, culturally, I was expected to be back in the office sooner rather than later. I <a target="_blank" href="https://www.businessinsider.com/4-day-workweek-could-be-here-sooner-than-you-think-2024-3">took a week off</a> to recuperate, attempting to make up for months of sleep debt.Returning to work, it became clear to me that people had accepted moments like these as an inescapable byproduct of the job. Tasks and emails began to build up again, and I felt I was expected to rest and be ready for another 90-hour workweek.<h2>This incident was an unmistakable sign for me to leave banking</h2>I was terrified to leave. There's very little advice out there on how to quit your investment banking job. On the contrary, there's plenty of advice on the exact opposite — <a target="_blank" href="https://www.wallstreetoasis.com/forum/investment-banking/to-the-analysts-thinking-of-quitting-heres-the-survival-guide">how to scrape through the misery</a> of an analyst stint. It would be silly to quit before getting my first bonus or lining up another job, seemed to be the consensus opinion.I wondered if I was making a stupid decision. What did I know about navigating a career at 22 years old?But I came to the realization that I didn't want to evaluate my career choices with the same measuring stick that seemed to normalize overwork to the point of collapse. As analysts, I felt we were putting our mental and physical health at risk for a job that treated us as PowerPoint slide-creating robots. And when we burned out, there'd always be a fresh crop of enthusiastic college graduates desperate for our spots.I knew myself and knew that this industry was not the right fit for me. I had no concrete plans for what I was going to do next, but I knew I had no interest in continuing to overwork myself in pursuit of prestige or another opportunity with the same nonexistent work-life balance.My last day was in March, exactly a month from the day I fainted. On Thursday, OpenAI Chief Executive Officer Sam Altman, whose company deals with artificial intelligence technologies and has created ChatGPT, met Prime Minister <keyword id="6354477" type="General" weightage="80" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword> here in the national capital and discussed various aspects of AI including the need for global regulation. In a tweet, after meeting Altman, PM Modi wrote that the potential of AI in India's tech ecosystem is vast -- among the youth in particular. Meanwhile, Chandrasekhar expressed his gratitude to PM Modi for India's development on the digital front, and the onset of advancements like the fastest internet services, and 5G. "In the last 9 years, thanks to Prime Minister Narendra Modi's visionary leadership, the country has transformed. The digital economy and the technology sector have transformed under his leadership, under his vision," he said. He spoke about the country's transformation since "the bad days of United Progressive Alliance (UPA's) led by Congress lost decade when people were running away from the country, there were scams every day and nobody was making any investment." He emphasised that India has made huge advancements since then, referring to it as "receiving the highest FDI" and "creating more jobs than ever before." He said India is now a sector that the rest of the world wants to partner with. "The world wants to partner with Indian entrepreneurship and Indian entrepreneurs to build the technologies of the future," said the minister. He lauded PM Modi for these achievements and advancements saying, "I think the people will certainly agree that PM Narendra Modi Ji needs to be thanked for 9 years of tremendously hardworking seva that he has done for our country and our youth." Union Minister of Road Transport and Highway Nitin Gadkari on Friday said, "Today is a historic day and I feel very happy that we could finally give the Retail Investors (retired citizens, salaried individuals, small and medium business owners) an opportunity to participate in the Nation-Building activity. The minimum investment slab is just Rs 10,000." Gadkari informed that 25 per cent of NCDs has been reserved for Retail Investors. "The listing of InvIT NCDs on Bombay Stock Exchange is historic as it marks the new dawn for People's Participation (Jan-Bhagidaari) in Infra Funding. We have reserved 25 per cent of NCDs for Retail Investors. The round 2 of InvIT has been oversubscribed almost 7 times in just 7 hours of its opening. It offers an effective yield of 8.05 per cent per annum with highest credibility." New Delhi, Jan 28 () State-owned Coal India (CIL) has received green clearances for 17 mining projects, a move that will enable the world's largest coal miner to achieve one-billion-tonne production target, Coal Minister Pralhad Joshi has said.
 In a tweet the minister said: "For making PM @NarendraModi Ji's vision of 24x7 'Power for All' a reality, @CoalMinistry in co-ordination with @moefcc has got the environment clearances to 17 new and existing coal projects and 3 washeries of @CoalIndiaHQ..."
 "These clearances will add 150 million tonnes of coal in @CoalIndiaHQ kitty in next five years and increase its washing capacity by 25 MTPA enabling the company to achieve 1 billion tonnes of coal production by FY23-24," he tweeted.
 The state-owned company will produce 750 million tonnes of coal in the next financial year, the coal ministry had earlier said.
 CIL will further produce one billion tonnes of coal by FY2024, it had said.
 The PSU is currently given the target of producing 660 million tonnes of coal amounting to 82 per cent of the country's coal output.
 In its annual report 2018-19, the company had said 54 of its coal mining projects were facing delays due to various reasons such as contractual issues and delay in green clearances among others.
 "A total of 120 coal projects costing Rs 20 crore and above are in different stages of implementation. Out of which 66 projects are on schedule and 54 projects are delayed," Coal India had said.
 The major reasons for delay in implementation of these projects are delays in obtaining environment clearance, forest clearance, possessions of land and issues related to resettlement and rehabilitation, contractual issues and evacuation facilities among others. SID SID ANS
