<ul><li>On Sunday, Chief Minister Arvind Kejriwal launched the Aam Aadmi Party (AAP) election manifesto called 'Kejriwal ki Guarantee'.</li><li>The manifesto includes regularising Delhi's unauthorised colonies with a promise to provide facilities like drinking water and sanitation.</li><li>Over the past month, the Bharatiya Janata Party (BJP) has been drumming to its own tune putting up hoardings of Prime Minister Narendra Modi outside unauthorised colonies asking them to sign up for the Pradhan Manti Awas Yojana which promises permanent housing.</li></ul> Delhi’s chief minister Arvind Kejriwal released the election manifesto of the Aam Aadmi Party (AAP) — named after himself — ‘Kejriwal ki Guarantee’ on Sunday. For the 2020 election, Kejriwal’s ‘<a href="https://www.businessinsider.in/politics/elections/news/aap-manifesto-kejriwal-ka-guarantee-card-released-know-all-points/articleshow/73373498.cms?src=hp_latest">guarantee card</a>’ promises to deliver on 10 points of action, which include around-the-clock electricity and water, ‘world-class’ education system, better more public transportation and making Delhi litter-free. It also has a specific impetus on unauthorised colonies or jhuggi jhopri (JJ) colonies. He Kejriwal promises facilities like drinking water, sanitation, roads and infrastructure, mohalla clinics and CCTV cameras - once they are legalised. His promise to citizens living in authorised colonies is pitched against the Bharatiya Janata Party’s (BJP) recent bill that plans to regularise over 1,700 slums and build over 2 lakh homes under the Pradhan Mantri Awaas Yojana (PMAY). In addition, BJP candidate Manoj Tiwari has also been making the headlines for ‘<a href="https://economictimes.indiatimes.com/news/elections/assembly-elections/delhi/we-will-offer-5-times-more-subsidy-than-aap-manoj-tiwari/articleshow/73361360.cms">silently</a>’ working towards helping people in these communities. Out of Delhi’s 70 assembly segments, slum-dwellers hold the decisive vote in nearly 28, according to a <a href="https://timesofindia.indiatimes.com/city/delhi/bjp-eyes-slum-vote-bank-leaders-told-to-stay-there/articleshow/68472349.cms">senior BJP leader</a>. During the last Delhi Election in 2015, AAP was able to garner 95% of those votes — not to mention winning 67 of the 70 seats.  According to a report by PTI, the BJP’s Delhi chapter has started putting up large hoardings of Prime Minister Narendra Modi across colonies to win them over. Each hoarding has a larger-than-life picture of Modi with the slogan, “Jahan jhuggi wahin makan,” which roughly translates to, “a house in place of a hut.” The scheme promises a two-bedroom house with water, electricity and waste management connections. "We have a target to put up large hoardings of the PMAY in 700 JJ clusters in the city, where around 20 lakh people live," Delhi BJP JJ Cluster Cell president Umesh Verma told PTI. Ownership certificates Countering the Bill passed by the central government, Kejriwal launched the Mukhyamantrai Awas Yojan (MMAY). On the day of the launch, he distributed 65,000 ownership certificates to families currently living in JJ colonies promising pucca houses. However, according to the Union Ministry, Kejriwal has been holding back on funds. Despite the AAP’s historic win in 2015 — winning 67 of Delhi’s 70 Assembly seats — they lost in every single constituency during the Lok Sabha election last year to the BJP. New Delhi, Apr 8 () The Union Health Ministry has released an advisory for <keyword id="7053912" type="UNKNOWN" weightage="20" keywordseo="containment">containment</keyword> of COVID-19 in slums saying unauthorized colonies and Jhuggi-Jhopri (JJ)clusters pose a serious problem as a huge population resides in such places. For communities, inadequate shelter and overcrowding are risk factors in the transmission of diseases with epidemic potential such as COVID-19, the National Centre for Disease Control, which falls under the health ministry, said. In case any positive case is detected in the locality, 'containment plan' will be put in place for which local representatives and ward members are required to cooperate with the health authorities. According to the advisory the local representatives/ward members and influencers in these areas can ensure certain Do's and Dont's to prevent the residents from COVID-19 infection which includes stopping all mass gatherings and cleaning common areas like toilets, water supply areas, surfaces, likely to be touched by residents using any available disinfectant. The advisory urged elderly (more than 60 years of age) to stay indoors and any family member working as domestic help in neighbourhood should request exemption from service for a short period of two weeks so as to ensure that neither the employer nor employee acquires and spreads COVID-19. If they are required to go to work, they should practice proper hand washing with soap and water at and after work. Stating that toilets are closed spaces and potential source of infection to others, the advisory sought cleaning of toilets frequently, and preventing crowding around public amenities such as toilets, drinking water sources, ration shops. People waiting in queue should maintain a distance of one metre and face away from each other and refrain from touching their eyes, nose and mouth, the advisory said According to the advisory if residents of JJ clusters/slums have any contact with a confirmed case of COVID-19, then they need to go fpr home quarantine for 14 days. If they develop fever, cough, running nose, difficulty in breathing, they have to immediately inform the local representatives/ward members for further assistance with regard to testing and medical care which will be provided by health department free of cost at identified hospitals. Patient will be transported using ambulance services, it stated. "Details of all the persons who had close contact with the suspected case shall be shared with health officials concerned and have to be subjected to home quarantine for observation," the advisory stated. The death toll due to the novel <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> rose to 149 and the number of cases climbed to 5, 274 in the country on Wednesday, registering an increase of 485 cases in the last 24 hours, according to the Union Health Ministry. However, a tally of figures reported by various states as on Wednesday evening showed at least 5521 cases and 172 deaths while 500 were discharged. There has been a lag in the Union Health Ministry figures, compared to the number of cases announced by different states, which officials attribute to procedural delays in assigning the cases to individual states.
