In coming days, you won’t be able to book a domestic flight without showing either your <keyword id="681230" type="UNKNOWN" weightage="20" keywordseo="Aadhar-card">Aadhar card</keyword> or <keyword id="17514" type="CITY" weightage="20" keywordseo="passport">passport</keyword>. The Indian government is planning to make mandatory for air passengers to have a unique identity to make a flight booking. Aviation Minister <keyword id="6357677" type="PERSON" weightage="20" keywordseo="Jayant-Sinha">Jayant Sinha</keyword> said the government wants more people to be covered under the unique ID. "In the next 90 to 120 days it might not be possible to book an air ticket without either providing some unique ID like PAN, Aadhar or passport. We are trying to see what else we can have as unique ID so that more people are covered," Sinha said. Presently, flyers have to show their identity card to enter the airport. The Civil Aviation Ministry has also set up a digital traveller working group to provide suggestions on implementing the scheme. Within 30 days, the group would come out with a white paper and subsequently, comments from the stakeholders would be sought before finalising the norms, Sinha said. "A white paper will be given on creating seamless travel, after which comments from public then a decision on this issue. Sinha said those who provide biometric ID should be able to zip through airports. A draft report will be prepared by a committee within 30 days.

 Until now, <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword> didn’t have any such list, allowing everyone with an ID to fly within, to and from the country. 
 However, <keyword id="48837" type="POSITION" weightage="20" keywordseo="Aviation-minister">aviation minister</keyword> <keyword id="6357677" type="PERSON" weightage="20" keywordseo="Jayant-Sinha">Jayant Sinha</keyword> is said to be making India’s own such list, which would have the names of people who misbehave on a plane or do anything that endangers flight safety and <keyword id="1071488" type="UNKNOWN" weightage="20" keywordseo="Fellow-passengers">fellow passengers</keyword>. Once on the list, it would be difficult for them to take flights in India.

The list will grade unruly acts committed by flyers, and in return, block them from flying for a period ranging from a few months to a few years. 
 
Earlier, it was only while checking in that passengers had to submit their ID, but with new rules, identity proofs such as Aadhaar number, PAN card, passport or driving licence number etc would need to be procured at the time of booking tickets.

India’s very own 'no fly list' could be out soon

Indian fliers will soon be able to access Wi-Fi onboard flights to make calls and access data. The Department of Telecommunications has moved a proposal in this regard, minister of state for civil aviation <keyword id="6357677" type="PERSON" weightage="20" keywordseo="Jayant-Sinha">Jayant Sinha</keyword> has said. 
 
At present, Wi-Fi services are banned in the Indian airspace. 
 
“The Department of Telecommunications has already moved a proposal for providing inflight connectivity for voice, data and video services for consideration of the Committee of Secretaries,” Minister of State for Civil Aviation Jayant Sinha informed the Rajya Sabha. 
 
In a written reply, he also said the proposal for providing onboard Wi-Fi services involves amendment of provisions of Indian Telegraph Act, 1885 and Indian Telegraph Rules made there under. 
 
“As of now, Wi-Fi in-flight Entertainment System (Transmitting – Portable Electronic Device) is an independent system and is not connected to aircraft control systems making it safe for aircraft operations,” Sinha noted. 
 
Various countries, including the US, allow in-flight Wi-Fi services. 
 
Aviation secretary RN Choubey had said last month that a decision to allow Wi-Fi on board was expected soon. 
 
Security fears like the aircraft system being taken over by hackers on ground who may use it as a missile or hijackers on board taking directions from their handlers had prevented security agencies from allowing the use of Wi-Fi services on board aircraft in Indian airspace.

estimate of black money

In Balasore, a city in the state of Odisha, one can find around 800 volunteers of <keyword id="1966391" type="UNKNOWN" weightage="100" keywordseo="Bharat-Gyan-Vigyan-Samiti">Bharat Gyan Vigyan Samiti</keyword>, a nonprofits voluntary outfit, going from door to door. They are busy collecting village-level data, which is being entered into an app on tablets before being centrally collated. 
 
These volunteers are collecting data on a wide range of subjects -schools, aanganwadi centres, health facilities, Panchayati Raj institutions, roads, transport, electrification and agriculture in the constituency of lawmaker <keyword id="3229208" type="UNKNOWN" weightage="100" keywordseo="RK-Jena">RK Jena</keyword>. 
 This data will be analysed by a not-for-profit development organisation called <keyword id="3229209" type="UNKNOWN" weightage="100" keywordseo="Swaniti-Initiative">Swaniti Initiative</keyword>, which will then use self-created tools to draft a development plan for the sitting MP. 
 
There has been an increasing inclination towards using big data and analytics to strengthen the process of decision-making and improve governance at national, state and constituency levels. 
 Some of the big leaders who use these tools are Minister of State for Finance <keyword id="6357677" type="PERSON" weightage="100" keywordseo="Jayant-Sinha">Jayant Sinha</keyword>, lawmaker <keyword id="206433" type="PERSON" weightage="100" keywordseo="Jay-Panda">Jay Panda</keyword>, Uttar Pradesh Chief Minister <keyword id="6355031" type="PERSON" weightage="100" keywordseo="Akhilesh-Yadav">Akhilesh Yadav</keyword> and Andhra Pradesh Chief Minister <keyword id="6354350" type="PERSON" weightage="100" keywordseo="Chandrababu-Naidu">Chandrababu Naidu</keyword>. 
 
Talking of states, Andhra Pradesh, Tamil Nadu, Uttar Pradesh, Gujarat and Odisha are at the forefront of this data revolution. 
This revolution has stemmed from PM Modi's push to use the latest tools for improving governance, as told by Rwitwika Bhattacharya, founder of Swaniti Initiative, to ET. 
 
"With the recent focus of the government, a large shift has been towards digital governance, which is data-driven... a movement away from the pen and paper model," said Bhattacharya. 
 
Swaniti's present team includes graduates from Harvard and Stanford, along with IITs and IIMs. 
 The techniques and tools used for this data revolution include social media analysis, predictive algorithms, <keyword id="771372" type="UNKNOWN" weightage="100" keywordseo="data-analytics">data analytics</keyword> and forecasting based on primary data. 
 
"In the old days, candidates would hire pollsters to measure responses from electorates. Today, it can happen easily with big data," said Deora. "It is an effective way of reducing gaps between politicians and people."

Indian politicians going tech savvy; using data analytics to improve decision-making

The government today said that it is open to out-of-court settlement with <keyword id="15492" type="CITY" weightage="80" keywordseo="Vodafone">Vodafone</keyword> and Cairn on tax cases, where the arbitration process has been initiated. 
 "As far as out of court settlement for Vodafone is concerned we have always said that we are prepared to discuss with friends and colleagues in Vodafone in good faith as to whether it might be possible to get to negotiated settlement we are always open to those discussions," Minister of State for Finance <keyword id="6357677" type="PERSON" weightage="80" keywordseo="Jayant-Sinha">Jayant Sinha</keyword> said. 
 
Foreign investors like Vodafone have dragged government to arbitration over a Rs 20,000 crore tax dispute arising out of retrospective applicability of the tax law. 
 British oil explorer <keyword id="128650" type="COMPANY" weightage="80" keywordseo="Cairn-Energy">Cairn Energy</keyword> plc has also initiated a similar move over Rs 10,247 crore tax liability due to the same reason. 
 
The basic tax demand for Vodafone was Rs 7,990 crore but the total outstanding, including interest and penalty, is estimated to have risen to Rs 20,000 crore. 
 
While both the central government and Vodafone have named their arbitrators, they have not yet been able to agree on a third arbitrator to preside over the proceedings. 
 
The case relates to the retrospective amendment of the I-T laws carried out by the UPA government in 2012 to overturn the Supreme Court verdict, which had favoured Vodafone. 
 
Cairn had in April named former Bulgarian minister and lawyer Stanimir A Alexandrov as its arbitrator in the matter. India on its part has said it would soon appoint an arbitrator in the tax dispute. 
 Asked if the government is considering out-of-court settlement for Vodafone, CBDT Chairperson <keyword id="2573203" type="PERSON" weightage="80" keywordseo="Anita-Kapur">Anita Kapur</keyword> told PTI, the government is always in the favour of reducing litigation. 
 
"We will have to wait for some developments. The government is always open to reduce litigation dispute by whatever ways it is possible." 
Sinha also said that the most comprehensive efforts to reduce litigation is by elimination of exemptions and reducing corporate tax rates. 
 
"The other thing that we have underway is simplification of the tax code...so whether it is through cleaning up or streamlining exemptions, whether it is simplifying the tax code, we are absolutely trying to reduce the amount of litigation that is in the system right now," he said. 
 
"Our goal is to ensure that our tax system is fair, it's simple, it's predictable... Our endeavor with respect to all these specific cases is that we always we will attempt in all good faith to try and settle them. That remains our consistent principle for these specific cases," he added.

Revenue secretary <keyword id="947916" type="General" weightage="20" keywordseo="tarun-bajaj" source="Orion">Tarun Bajaj</keyword> said that in terms of income tax, some people are already paying capital gains tax on the income from cryptocurrency, and in respect of goods and services tax (GST) also the law is "very clear" that the rate would be applicable as those in case of other services. <cmsannotation type="cmsannotation" annotationid="wazirx" comment="wazirx" text="wazirx">wazirx</cmsannotation> "We will take a call. I understand that already people are paying taxes on it. Now that it has really grown a lot, we will see whether we can actually bring in some changes in law position or not. But that would be a budget activity. We are already nearing the budget, we have to look at that point of time," Bajaj told PTI in an interview. Asked if a provision of TCS (tax collected at source) could be introduced for crypto trading, the secretary said "if we come up with a new law then we will see what is to be done". "But yes, if you make money you have to pay taxes... We have already got some taxes, some have treated it as an asset and paid capital gains tax on it," he said. Asked whether people involved in cryptocurrency trading would be categorized as facilitator, brokerage and trading platform and how the taxation would be done under GST, Bajaj said "there would already be such things available in other services also. So whatever GST rate they are taxed at, that will be applicable on them." "They have to get themselves registered. The GST law is very clear. If there is an activity, if there is a broker who is helping people and charging brokerage fee, GST would get charged," he said. Separately, the government is likely to introduce a bill on cryptocurrencies during the Winter Session of Parliament beginning November 29, amid concerns over such currencies being allegedly used for luring investors with misleading claims. Notably, there have been a rising number of advertisements, featuring even film stars, promising easy and high returns on investments in cryptocurrencies in recent times. Currently, there is no regulation or any ban on use of cryptocurrencies in the country. Against this backdrop, Prime Minister Narendra Modi, last week, held a meeting on cryptocurrencies with senior officials and indications are that strong regulatory steps could be taken to deal with the issue. Earlier this week, the Standing Committee on Finance, chaired by BJP member Jayant Sinha, met the representatives of crypto exchanges, block chain and Crypto Assets Council (BACC), among others, and arrived at a conclusion that cryptocurrencies should not be banned, but it should be regulated. The RBI has repeatedly reiterated its strong views against cryptocurrencies saying they pose serious threats to the macroeconomic and financial stability of the country and also doubted the number of investors trading on them as well as their claimed market value. RBI governor Shaktikanta Das too earlier this month had reiterated his views against allowing cryptocurrencies saying they are a serious threat to any financial system since they are unregulated by central banks. The Supreme Court in early March 2020, had nullified the RBI circular banning cryptocurrencies. Following this on February 5, 2021, the central bank had instituted an internal panel to suggest a model of the central bank's digital currency. The RBI had announced its intent to come out with an official digital currency, in the face of proliferation of cryptocurrencies like Bitcoin about which the central bank has many concerns. Private digital currencies/virtual currencies/crypto currencies have gained popularity in the past one decade or so. Here, regulators and governments have been sceptical about these currencies and are apprehensive about the associated risks. It can be noted that on March 4, 2021, the Supreme Court had set aside an RBI circular of April 6, 2018, prohibiting banks and entities regulated by it from providing services in relation to virtual currencies. The state of Jharkhand has 14 Lok Sabha constituencies in total. Among these seats one is reserved for the Scheduled castes. And five seats are hallmarked for the Scheduled Tribes. In 2014 general elections for the parliament, Jharkhand gave 12 out of 14 seats to the BJP which emerged as a single strong party from the state proudly marching to form the government in the center. Two seats were bagged by JMM, the native party that has been gaining a strong foothold in the state over the past. Some of the constituencies are turning highly interesting in the state and the results can tell us what surprises are in store. During the last Lok Sabha elections, BJP’s Ravindra Kumar Pandey won from the Giridih Lok Sabha seat pushing back the prospects of JMM’s Jagarnath Mahto. This time both are seen once again in the scene, but this time Jagarnath Mahto is contesting as a candidate representing the grand alliance. From Dhanbad Lok Sabha constituency, Congress is fielding Kirti Azad, a BJP rebel who will fight with Pashupati Nath Singh of the BJP. In the Singhbhum seat, there is a stiff fight between Laxman Giluva of the BJP and Geeta Kora of Congress for the Lok Sabha elections 2019.
