 According to the latest trends in the final counting of votes in the Haryana state assembly elections, JJP is leading in just 11 out of the 90 seats and likely has a big chunk of the 28% vote share reflected in the ‘others’ section in the Election Commission website. In his own constituency, Uchana Kalan, Dushyant Chautala has bagged 60% of the votes counted so far, leading over the second candidate (Prem Lata from BJP) by over 10,000 votes. Om Prakash’s father Chaudhri Devi Lal⁠— a political legend from Haryana⁠— has been the country’s Deputy Prime Minister in the 1970s and the state’s two-time Chief Minister. After splitting with his father, Dushyant named his party JJP after his grandfather. Most political commentators considered the JJP a splinter group that may end up dividing the dominant Jat vote in the state. Based on early signs, he may have ended up consolidating it. Yet, he may have to choose between Congress and BJP and that decision may depend on who will support his own political aspirations. Dushyant Chautala may hold the 'key' as the less than a year old Jannayak Janta Party (JJP) may have the precious few seats needed to form the next Haryana government

Forming a pre-poll alliance in Haryana, <keyword id="6354944" type="DEFINITION" weightage="20" keywordseo="aam-aadmi-party">Aam Aadmi Party</keyword> (AAP) and Jannayak Janta Party (JJP) will face the Lok Sabha Elections 2019 together. As per the agreement, AAP will field its candidate from Ambala, Karnal and <keyword id="47896" type="LOCATION" weightage="20" keywordseo="Faridabad">Faridabad</keyword>. Naveen Jaihind will contest from Faridabad, Prithvi Raj, former Director General of Police will fight from Ambala and advocate Krishan Kumar Agarwal will contest from Karnal. There are seventeen candidates in the fray from the Dadri constituency. But she is also up against political heavyweights like Satpal Sangwan of the Jannayak Janta Party (JJP) and Nirpender Singh Sangwan of the Congress. Exit polls predict a close contest for Phogat, which is known for its surprise victories. According to <a href="https://www.outlookindia.com/website/story/india-news-beti-khilao-bjps-babita-phogat-advocates-sports-for-women-in-haryana-polls/340594">reports</a>, no candidate has won a second term in the constituency, with elections almost always ending up in an exciting, close contest. The Dangal girl had joined the party along with her father Mahavir Phogat in August, and in the end of September featured in the BJP candidate list. One half of the Phogat sisters, Babita shot to fame with her victories in wrestling. She won a silver in the Commonwealth Games in 2010. She went on to win a gold in the games in 2014 and in 2018. Phogat is batting for development in Dadri, water issues, women’s development and one of her election promises has also been to increase the influence of sports in the region. She had also famously added on to PM Modi’s Beti Bachao, Beti Padhao campaign, by saying Beti Khilao.

On the other hand, Congress has gained hugely in vote share compared to the last assembly elections and is leading in 28 seats so far. However, there is one from India Today-Axis that has predicted a hung assembly in the state, leaving room for some anxiety in all camps. The BJP had won 47 seats in the 2014 Haryana assembly election, Congress won 15 seats, the Indian National Lok Dal (INLD) won 19 seats, while others won 9 seats. Factors at play in 2019 The assembly elections this year took place five months after the BJP’s clean sweep in the Parliamentary polls, just like in 2014. However, this year, there was less excitement on the voting day. The turnout fell to 65%, down from 76.54% in the previous election. In the general elections earlier this year, the BJP was able to garner a clear majority even in the state with 34% of the votes and 70% of the seats. The government in Haryana has largely mirrored the one at the Centre, either by electing the same party or an ally in the state. Going by that trend, BJP had an upper hand. However, the larger economic slowdown in the country has had a major impact on Haryana's voter sentiment. The state is one of India's largest automobile hubs and accounts for two thirds of passenger cars, 50% of tractors and 60% of motorcycles manufactured in the country, according to the India Brand Equity Foundation (IBEF). The infamous slowdown in car sales has led to large-scale job losses in Haryana. Districts such as Panipat, Gurugram, Faridabad, Hisar and Sonipat are home to many textile businesses, particularly, readymade cotton garments, which is one of the major exports of Haryana. The sector is dire straits due to loss of competitive edge to other countries in the region and that too, has hurt the livelihood of many people. The agrarian distress, also widespread in the country, has also shown its impact in the state. Still, the state economy has grown at a compounded annual growth rate of 12.67% over the last seven years and has led to much prosperity in many parts. This is in part due to the explosion of IT and IT-enabled services in the state, especially in the city of Gurgaon. The political balance Politically, the state’s votes were divided into Jats and Punjabi — the two dominant social segments. Over the last few years, the Punjabis have preferred the BJP. Which is why BJP got a large chunk of its seats from Punjabi-dominated areas Chandigarh, Panchkula, Ambala, Kurukshetra, Karnal and Panipat — pretty much the entire route from Delhi to Chandigarh except Sonepat. However, the BJP has managed to consolidate the upper castes in the state into a significant vote bank which has benefited the party hugely in diluting the dominance of the Jats. 30% of the state population is from the lowest rung of the Indian society, the Dalits. They are not known to be BJP backers but as seen in the 2019 Parliamentary elections, some of the traditional caste calculus tend to break in the absence of a credible opposition. Since his election, Chief Minister Khattar has seen many controversies including an agitation by Jats demanding the benefits of the ‘Other Backward Class’, protests by many thousands of supporters of a self-styled Godman, Baba Rahim, and small-scale riots on the streets over a movie that was later released under the title of Padmavat, to name a few. Yet, a series of family feuds and corruption charges have kept opposition leaders busy firefighting most of the time and less prepared for the electoral battle. Add to that, Narendra Modi’s charm that worked wonders in the recently concluded general elections and since then, some emotive issues like the suspension of Article 370 that gave the state of Jammu and Kashmir a ‘special’ status have been largely well received by the people of the state. BJP has the most number of seats in Haryana⁠— but the blush is not that of triumph

Polling in all 200 assembly constituencies in the state will be held on November 25 and counting of votes will take place on December 3. "I am more focused on issues such as women empowerment and drinking water in my campaign," Rita Chaudhary, who is contesting from Sikar's <keyword id="17028790" type="General" weightage="50" keywordseo="danta-ramgarh" source="Orion">Danta Ramgarh</keyword> seat, told PTI on Monday. She has been fielded by Haryana-based Jannayak Janta Party. Her husband Virendra Chaudhary is the sitting Congress MLA, which has renominated him. Chaudhary is the son of former Congress state chief and seven-time MLA Narayan Singh. The family has traditionally been with the Congress but it witnessed a political split when Rita Chaudhary joined JJP in August this year, and was made the state president of JJP's women wing. Her expectations to get a ticket from the Congress party in the 2018 assembly elections were dashed as the party chose her husband Virendra. After that, Rita started strengthening her own political base. Rita said people in Danta Ramgarh want change. "Since I have been active among the people, I am confident that I will win this seat in the elections," she said. In the Dholpur assembly seat, interest in the contest between two members of the same family has been compounded by the fact that both the leaders have switched parties. <keyword id="4291541" type="General" weightage="50" keywordseo="shobharani-kushwah" source="Orion">Shobharani Kushwah</keyword> had won the seat in 2018 as a BJP candidate by defeating Congress's Dr Shivcharan Kushwah. These powerful people in politics are not short of a bob or two either. According to the Association of Democratic Reforms, out of the 1138 candidates analysed by them, 481 or 42% are crorepatis. The Indian National Congress and the Bharatiya Janata Party both have 79 crorepatis, even though they have a total of 87 and 89 candidates respectively fighting for seats. Jannayak Janta Party which also has 87 candidates fighting for power, has 62 crorepatis. Meanwhile, the Indian National Lok Dal has 50 crorepatis, whereas 34 from BSP too have the same status. The poll of exit polls projected a win for BJP with a massive majority of 63 out of the 90 seats. He was just 24 when he joined RSS in 1977. Having worked for 14 years, he joined the BJP and went on to become the Organizational General Secretary of the state. As a strategist with both the RSS and the BJP, Khattar remained in the shadows until he was thrown into the spotlight in 2014 when he was chosen as the BJP's candidate for the CM elections. Controversies surrounding Khattar Khattar’s five-year term in the state has also been marred with multiple controversies with the biggest one being the Jat agitation in February 2016. The Jat agitation saw violent protests and unrests in the state as the community asked for inclusion in the Other Backward Class, so as to get the affirmative action benefits. He was also in news right after Article 370 was scrapped for his comments on Kashmiri girls. However, all that can held against Khattar pales in front of the poor perception of the opposition. Manohar Lal Khattar wins his constituency but is hanging on to Haryana by a thread

Polling began on Monday morning in 90 assembly constituencies of Haryana and during first over two hours poll percentage in the state was 7.44 per cent. Polling began at 7 am and will continue till 6 pm, officials said. As per the Election Commission data, brisk polling was going on in many districts. Among other districts, poll percentage in Jind was 7.91 per cent, <keyword id="57750" type="LOCATION" weightage="20" keywordseo="Bhiwani">Bhiwani</keyword> 10.76 pc, Ambala 6.67 pc, Palwal 8.88 pc, Gurgaon 6.40 pc, Faridabad 6.10 pc, Mewat 10.24 pc, Rewari 6.79 pc, <keyword id="49507" type="LOCATION" weightage="20" keywordseo="rohtak">Rohtak</keyword> 9.80 pc, Hisar 11 pc and in <keyword id="53970" type="LOCATION" weightage="20" keywordseo="Karnal">Karnal</keyword> district it was 5.92 pc. Panchkula district had the lowest polling percentage at 2.46 pc. As many as 1,169 candidates including 105 women of various political parties are contesting the election. The prominent figures include Chief Minister Manohar Lal <keyword id="900635" type="PERSON" weightage="20" keywordseo="Khattar">Khattar</keyword>, former chief minister Bhupinder Singh Hooda, JJP's Dushyant Chautala and INLD's Abhay Singh Chautala. Haryana's lone woman minister Kavita Jain along with her husband and BJP leader Rajiv Jain and their two children, both first time voters, were among the early voters to cast vote in Sonipat. Chief Minister Khattar was travelling by a Jan Shatabdi train from Chandigarh to to cast his vote in Karnal from where he is seeking re-election. Dushyant Chautala rode a tractor to reach the polling booth in Sirsa along with his wife Meghna and MLA-mother Naina Chautala to cast their votes. Congress leader Randeep Singh Surjewala along with his wife Gayatri exercised their right to franchise in Kaithal while Haryana Congress chief Kumari Selja exercised her vote in Sirsa. Wrestler-turned-politician and BJP candidate from <keyword id="80511" type="LOCATION" weightage="20" keywordseo="Dadri">Dadri</keyword>, Babita Phogat also cast her vote from her native village in Bhiwani along with his father Mahavir Phogat and sister Geeta Phogat. Some contesting candidates also offered prayers at temples and other places of worship before casting their votes. The BJP led by Khattar has set a target of winning 75 seats, while the Congress is hoping to make a comeback following a change in guard in the state. Currently, the BJP has 48 members in the state assembly. As many as 19,578 polling stations have been set, including 13,837 in rural areas, Chief Electoral Officer, Haryana, Anurag Agarwal said. Tight security arrangements have been made and over 75,000 security personnel have been mobilised for the polls, DGP Manoj Yadava said earlier. Over 1.83 crore voters are eligible to vote that includes 85 lakh women, over one lakh service voters and 252 transgenders. This time, out of total eligible voters, over 89 lakh young voters are under 40 years of age and there are also over 3.82 lakh voters, many of them first-timers, who fall in the age group of 18-19 years. As many as 27,611 voter verifiable paper audit trail (VVPAT) machines are being used for the polls. CEO Agarwal said that webcasting would be done at 3,100 critical and vulnerable polling stations in the state. Prime Minister Narendra Modi, Chief Minister Khattar and former chief minister Bhupinder Singh Hooda has appealed to people to come out and vote in large numbers. In the polls, Dushyant Chautala-led Jannayak Janta Party (JJP), a breakaway faction of the Indian National Lok Dal (INLD), is hoping for an improvement in its prospects following the debacle in Lok Sabha election, in which Bharatiya Janata Party had won all the 10 seats in the state. The JJP had emerged on the scene following a feud in the Chautala clan in December last year. The BSP, AAP, INLD-SAD combine, Swaraj India and the Loktantra Suraksha Party (LSP) have thrown their hat into the ring, though none of them is fighting on all 90 seats. Prominent amongst those in the contest are Chief Minister Khattar (Karnal), former chief minister and Congress Legislative Party leader Bhupinder Singh Hooda (Garhi Sampla-Kiloi) and Randeep Singh Surjewala (Kaithal). The BJP has fielded three sportspersons -- Babita Phogat (Dadri), Yogeshwar Dutt (Baroda in Sonipat) and Sandeep Singh (Pehowa) -- besides TikTok star Sonali Phogat (Adampur). Prestige of families of Haryana's famous 'Lals' -- Devi Lal, Bansi Lal and Bhajan Lal, who were former chief ministers--is at stake. Late Bansi Lal's daughter-in-law Kiran Choudhary (Tosham) and son Ranbir Mahendra (Badhra) are contesting as Congress candidates. Devi Lal's great grandson and JJP leader Dushyant Chautala (Uchana Kalan) and granddaughter-in-law Naina Chautala (Badhra) are fighting as JJP candidates. Devi Lal's grandson and former chief minister O P Chautala's son Abhay Singh Chautala is fighting as INLD candidate (from Ellenabad). Late Bhajan Lal's sons Kuldeep Bishnoi (Adampur) and Chander Mohan (Panchkula) are in the fray as Congress nominees. While BJP denied tickets to 12 of its 48 sitting legislators including two Ministers, the Congress retained its sitting legislators while the INLD saw its prominent faces switching over to the BJP, the Congress and the JJP. In the 2014 assembly polls, the BJP for the first time came to power in Haryana on its own winning 47 seats. It won the Jind bypolls earlier this year, taking its total strength in the state assembly to 48. The INLD had 19 MLAs while the Congress has 17 legislators. The BSP and the SAD had bagged one seat each in the last polls while five were Independents.
