Municipalities are a very powerful instrument of economic development and they, on their own, are raising a lot of resources," she added. No village in India left without access to electricity, claims FM Nirmala Sitharaman

The <keyword id="20417468" type="General" weightage="20" keywordseo="department-of-drinking-water-and-sanitation" source="keywords">Department of Drinking Water and Sanitation</keyword> has received a budgetary allocation of Rs 77,390.68 crores for the fiscal year 2024-2025. This figure reflects a minimal increase of only 0.5 per cent from the revised estimate of Rs 77,032.65 crore announced in budget 2023-2024. A substantial portion of this financial year's allotment for the <keyword id="22519676" type="General" weightage="20" keywordseo="drinking-water-and-sanitation" source="keywords">Drinking Water and Sanitation</keyword> department is directed towards the <keyword id="19971121" type="General" weightage="20" keywordseo="jal-jeevan-mission" source="keywords">Jal Jeevan Mission</keyword> (JJM), which received Rs 69,926.65 crore, a marginal rise from the revised estimate of Rs 69,846.31 crore in 2023-2024. This flagship programme aims to provide functional household tap connections to every rural household by 2024, focusing on ensuring regular and adequate <keyword id="19939560" type="General" weightage="20" keywordseo="water-supply" source="keywords">water supply</keyword>. The <keyword id="20200832" type="General" weightage="20" keywordseo="swachh-bharat-mission" source="keywords">Swachh Bharat Mission</keyword> (Gramin), which focuses on maintaining Open Defecation Free (ODF) status and enhancing waste management in rural areas, has been allocated Rs 7,192 crore. This allocation remains consistent with the budget for the previous fiscal year and continues to support <keyword id="22519675" type="General" weightage="20" keywordseo="sanitation-efforts" source="keywords">sanitation efforts</keyword> nationwide. The budget also includes significant funding for water supply and sanitation at Rs 64,302.85 crore, an increase from the previous year's Rs 64,138.41 crore. For economic services, the budget includes Rs 35.78 crore for the Secretariat and capital outlay on general economic services. This is an increase from Rs 32.65 crore in the revised budget, indicating a focus on enhancing administrative and infrastructural capacities. Additional allocations include Rs 7,632.19 crore for Northeast India, aimed at improving water and sanitation facilities in these regions. Grants-in-aid to state governments have been set at Rs 5,169.86 crore, while grants to Union Territories are allocated at Rs 250 crore.

Budget 2024-25: Drinking water and sanitation dept gets a mere 0.5% boost

Almost 4 lakh diarrhoeal disease deaths can be averted if '<keyword id="7834202" type="General" weightage="100" keywordseo="jal-jeevan-mission" source="Orion">Jal Jeevan Mission</keyword>' meets its target of providing clean water to all rural households, according to a new study by the <keyword id="6356311" type="General" weightage="50" keywordseo="world-health-organisation" source="Orion">World Health Organisation</keyword>. The government launched the Jal Jeevan Mission (JJM) in 2019, a nationwide programme that aims to provide all houses in rural areas with safe and adequate drinking water through individual tap connections by next year. The <keyword id="43588" type="General" weightage="50" keywordseo="world-health-organization" source="Orion">World Health Organization</keyword> (WHO) was requested by the Ministry of Drinking Water and Sanitation to conduct a study to assess potential health gains and associated cost savings due to increased access in safely-managed drinking water services in <keyword id="3658" type="General" weightage="80" keywordseo="india" source="Orion">India</keyword>. The study found that, on an estimate, if the Jal Jeevan Mission provided safely-managed drinking water to all of India, this would result in averting almost 4 lakh deaths caused by diarrhoeal disease. According to official figures, till now 62 per cent rural households have been provided with tap water connection. "With universal coverage of safely-managed drinking water in India, almost 14 million DALYS (Disability adjusted life years) from the diarrhoeal disease are estimated to be averted, resulting in estimated cost savings of up to USD 101 billion," the study said. Also, the study said that providing a tap connection to every household would result in significant time saved on water collection (66.6 million hours each day), especially among women. Presenting the research findings, Richard Johnston, co-lead of WHO/UNICEF Joint Monitoring Programme for Water Supply, Sanitation and Hygiene, said if the world achieves its Sustainable Development Goals (SDG) targets of drinking water and sanitation, it will be because of India. "There are two reasons for it -- population and size -- as India is the country with the largest population in the world so what happens in India is important for the world but it is also because India is demonstrating what can be done and what is possible when it makes commitments and investments," he said. Dr Rajiv Bahl, Director General of the <keyword id="6364555" type="General" weightage="50" keywordseo="indian-council-of-medical-research" source="Orion">Indian Council of Medical Research</keyword>, said these findings are plausible. "We must understand that these are gross underestimates of the total benefits of providing safe water not only because these benefits go beyond health and they affect many communicable and non-communicable diseases. And even malnutrition, which is a big issue for us as they are all also related to water, so we must consider these just modest assumptions and tip of the iceberg," Bahl said. WHO estimation of health impacts is based on comparative risk assessment (CRA) methods, which are used extensively in the burden of disease assessments (Ezzati 2002, Pruss-Ustun 2019). The analysis estimated potential health gains from the Mission by comparing two scenarios. The JJM scenario assumed that coverage of safely managed drinking water services in India increases linearly from baseline levels to 100 per cent coverage at the end of the programme, whereas, the business-as-usual scenario assumed improvements in coverage rates are in line with historical annual rates of 0.5 percentage points change per year. For the economic analysis, the value per DALY averted from the JJM initiative was based on an approach described in the 2001 report of the WHO's Commission on Macroeconomics and Health which assigned each life year a value of three times the GDP per capita. New Delhi, Feb 1 () The government has approved a budgetary allocation of Rs 11,500 crore for Jal Jeevan Mission for the year 2020-21, Finance Minister Nirmala Sitharaman said on Saturday.
Aiming to provide piped water supply to all households, Prime Minister Narendra Modi had announced from the Red Fort the Jal Jeevan Mission, Sitharaman said while presenting the Union Budget for 2020-21.
"Our government has approved Rs 3.60 lakh crore for this mission. During the year 2020-21, the scheme would be provided budget of Rs 11,500 crore," she said.
The scheme places emphasis on augmenting local water sources, recharging existing sources and will promote water harvesting and de-salination, the minister noted.
Cities with over a million population will be encouraged to meeting this objective during the current year itself, she added. ABI ABI BAL

As many as 8.2 million farmers are struggling for livelihood. With scarcity comes strife. The state governments of Karnataka and Maharashtra — are now fighting over sharing water resources. Not only this, New Delhi, Bengaluru, Chennai and Hyderabad are amongst the 21 cities that will run out of groundwater by 2020. This will affect as many as 100 million people, claims a report by NITI Ayog. Furthermore, 40% of India’s population will struggle for drinking water by 2030. With India’s water crisis deepening by the day, Prime Minister Narendra Modi recently created Ministry of Jal Shakti that is going to look after the water resource management. Modi also reiterated his promise to provide piped water to every rural house in India by 2024. The Drought Early Warning System (DEWS) reported that 43.4% areas in the country are under drought as of 30 May 2019. A delayed monsoon is among the primary reasons for the current crisis.

She also promised to incentivise state governments that are taking initiatives to ensure good air quality. “Parameters for the incentives would be notified by the Ministry of Environment, Forests and Climate change,” she said. Coal-based power plants get a warning She also cracked down on large polluters, especially thermal power plants. She warned that coal-fired power plants whose emissions are above prescribed limits shall be shut down. And the seized land will be used for alternative purposes. She also allocated ₹22,000 crore to the power sector, some of which will also flow to the renewable energy sector. As the number of disasters across the country in the forms of storms and cyclones are on the rise, the government is also building more infrastructure to tackle it. In September 2019, the prime minister launched the Coalition for Disaster Resilient Infrastructure (CDRI). “This will help in addressing sustainable development goals and enhance climate change adaptations with a focus on disasters resilient infrastructure," Sitharaman said. <ul><li>Market watchers have been hoping that India might head to a <keyword id="1067776" type="General" weightage="20" keywordseo="capex-cycle" source="Orion">capex cycle</keyword> as seen in 2003-08.</li><li>While there are similarities, the global demand scenario is different, say economists.</li><li>In terms of announcements, most of them relate to airlines where the benefits flow to the manufacturers outside India. </li></ul>The Indian markets are hitting new highs every day and the government is hopeful that this will translate to a higher capital expenditure (capex) cycle starting soon. However, even as hopes build for a repeat of 2003-08, the early indicators are mixed, as per economists. “There have been affirmative statements made by several companies on investment in FY24 which is positive as it is premised on a recovery in consumption demand. The picture for the first quarter of the year is, however, quite expectedly mixed. Therefore the announcements are definitely not broad-based and are restricted to a handful of sectors,” say economists at Bank of Baroda. What’s common with 2003-08? Most experts say that levers are in place for a repeat for the 2003-2208 high capex phase, which was led by private investment. Tailwinds for a capex recovery are similar — like higher utilisation levels which are also expected to pick up in demand. Strong bank and corporate balance sheets, an infrastructure push by the Indian government in the form of highways, railways, rural infra, Jal Jeevan Mission and defence spending should augur well for this. Moreover, the Production Linked Incentive (PLI) is also another added positive for domestic manufacturing, in addition to the push for energy transition. The amplified need for data centres and China+1 strategy are providing a fertile ground for revival of the capex cycle, says India Strategy report by Prabhudas Liladher. “This is likely to be the first industrial led capex cycle after the 2003-08 cycle was led by power and infra,” says the Prabhudas Lilladher report. A Kotak Institutional Equities report agrees that the levers are in place but remains cautious, it believes that the space for a sustained pace of <keyword id="4875151" type="General" weightage="20" keywordseo="government-capex" source="Orion">government capex</keyword> is limited. “Private capex cycle would require visibility of long-term high demand growth (including global growth), which is still missing. For now, even as the long-term growth fundamentals remain strong, we remain cautious in calling out for a broad-based sustained capex cycle,” Kotak says. Without a global impetus and visibility of medium to long-term demand, the capex cycle over the next 5-7 years may be much narrower and slower than 2003-08, the report adds. Airlines invest, but where? As much as ₹5.96 lakh crore worth of investments have been announced for Q1FY24 – of which 74% share comes from the airlines sector. “Investments in this industry are unique in so far as it involves purchase of aeroplanes which are imported. Hence while it does add to the capital stock of the country it would not be generating backward linkages with other sectors and hence other related industries may not benefit much from such purchases. The boost is more for the global manufacturers of these aircrafts,” says Bank of Baroda. The share of power sector is 10%, and is from the conventional space. The chemicals sector has a share of 8% followed by machinery with 3% and the auto sector with 2%. ‘Optimism in the long-term’ Data from the funds raised in the corporate bond market also provides a clue into the mood of private investments. As per BoB data, the total amount of funds raised was impressive at ₹2.33 lakh crore as against ₹0.97 lakh crore in the last year.
