She explained, "Earlier, one tap water connection was provided to a village, from where everyone would take water to their home. But under the 'Jal Jeevan Mission,' each and every house gets a tap water connection." Sitharaman emphasized the positive impact of this initiative on health, sanitation, and convenience for millions of Indian families. Turning to the economic empowerment of <keyword id="20101496" type="General" weightage="20" keywordseo="municipalities" source="keywords">municipalities</keyword> and urban centers, Sitharaman noted that these local governments are receiving increased autonomy and financial support. She explained that municipalities receive a portion of taxes collected by the central government, along with additional funds based on the Finance Commission's recommendations. "Over and above, today, we are enhancing their capacities to raise resources from the market. Municipalities are a very powerful instrument of economic development and they, on their own, are raising a lot of resources," she added. The <keyword id="20417468" type="General" weightage="20" keywordseo="department-of-drinking-water-and-sanitation" source="keywords">Department of Drinking Water and Sanitation</keyword> has received a budgetary allocation of Rs 77,390.68 crores for the fiscal year 2024-2025. This figure reflects a minimal increase of only 0.5 per cent from the revised estimate of Rs 77,032.65 crore announced in budget 2023-2024. A substantial portion of this financial year's allotment for the <keyword id="22519676" type="General" weightage="20" keywordseo="drinking-water-and-sanitation" source="keywords">Drinking Water and Sanitation</keyword> department is directed towards the <keyword id="19971121" type="General" weightage="20" keywordseo="jal-jeevan-mission" source="keywords">Jal Jeevan Mission</keyword> (JJM), which received Rs 69,926.65 crore, a marginal rise from the revised estimate of Rs 69,846.31 crore in 2023-2024. This flagship programme aims to provide functional household tap connections to every rural household by 2024, focusing on ensuring regular and adequate <keyword id="19939560" type="General" weightage="20" keywordseo="water-supply" source="keywords">water supply</keyword>. Additionally, the Dr Syama Prasad Mookerjee National Institute of Water and Sanitation (SPM-NIWAS) has been allocated Rs 95 crore, a huge rise from the Rs 3 crore it got in the last revised estimate. The <keyword id="20200832" type="General" weightage="20" keywordseo="swachh-bharat-mission" source="keywords">Swachh Bharat Mission</keyword> (Gramin), which focuses on maintaining Open Defecation Free (ODF) status and enhancing waste management in rural areas, has been allocated Rs 7,192 crore. This allocation remains consistent with the budget for the previous fiscal year and continues to support <keyword id="22519675" type="General" weightage="20" keywordseo="sanitation-efforts" source="keywords">sanitation efforts</keyword> nationwide. The budget also includes significant funding for water supply and sanitation at Rs 64,302.85 crore, an increase from the previous year's Rs 64,138.41 crore. For economic services, the budget includes Rs 35.78 crore for the Secretariat and capital outlay on general economic services. This is an increase from Rs 32.65 crore in the revised budget, indicating a focus on enhancing administrative and infrastructural capacities. Additional allocations include Rs 7,632.19 crore for Northeast India, aimed at improving water and sanitation facilities in these regions. Grants-in-aid to state governments have been set at Rs 5,169.86 crore, while grants to Union Territories are allocated at Rs 250 crore.

Budget 2024-25: Drinking water and sanitation dept gets a mere 0.5% boost

<ul><li>Estimates peg the current market size of structural pipes at ₹32,000-₹40,000 crore.</li><li>ERW pipes sector is expected to grow at 12-13% for FY24, followed by 8-9% for the next 4-5 years.</li><li>The companies in the sector gave good returns in the last one year, but still have juice left, say analysts. </li></ul>India’s infrastructure spending and construction are on a full swing. And, as a proxy play, the companies, which supply specialized pipes to builders, have been gaining in value. All the four listed companies that make structural pipes have given over 50% returns in the last one year. Structural pipes are also mostly used in construction and also other sectors like oil &amp; gas, water supply and agriculture. Within construction, steel tubes or Electrical Resistance Welding (ERW) pipes are gaining increased acceptance. Their usage helps bring down construction time and save carpet area. Since they increase the returns of builders, they’re becoming a popular choice for a variety of infrastructure projects. How big is the sector? The sector is also gaining from increased construction activity from public and private sectors alike. But the key trigger is rise in spending by the Indian government, whose capex grew at 27% CAGR between FY19-24. “Majority of the spending will be driven by road transport and highways, railways, and defence, which augurs well for ERW pipes demand, as almost all these segments need structural pipes,” says a report by PhillipCapital. Estimates peg the current market size of these pipes anywhere between ₹32,000-₹40,000 crore. “We expect ERW pipes to grow faster pace than the steel industry – at 12-13% for FY24, followed by 8-9% for the next 4-5 years, considering it is still in the process of replacing some traditional long products that were previously used in construction,” says PhillipCapital. And, there are more infrastructure building plans in the pipeline. Water-supply lines under <keyword id="7834202" type="General" weightage="50" keywordseo="jal-jeevan-mission" source="Orion">Jal Jeevan Mission</keyword> are also expected to aid demand for these pipes. The government’s plans to add more airports, upgrade railway stations and metro construction should also provide more demand levers ahead. The sector also has fewer players who dominate the sector and each of them have a sizable market share. Analysts also believe that the stocks have juice ahead in spite of a good run-up, due to its growth levers. They are adding capacities, and also expanding their distribution footprint by establishing more stock keeping units. Added to that, their expansion plans are not leading to extensive debts by players – which is offering comfort to analysts. JTL raised funds through share warrants rather than debt to fund capacity expansion. “The company issued fully convertible warrants worth ₹3,840 crore to non-promoters in March 2023 to fund its 400,000 tonnes capacity addition at Raipur and Mangaon. This has led to a considerable reduction in its debt levels, improving its net debt to equity ratio,” said a report by Nuvama. <keyword id="429932" type="General" weightage="20" keywordseo="apl-apollo" source="Orion">APL Apollo</keyword>’s bet debt stood at ₹500 crore at the end of FY23. While it needs ₹600 crore more for capacity expansion, it also reduced its net working capital days to merely 7-8 days, affecting its borrowings in a benign manner. <keyword id="8105348" type="General" weightage="20" keywordseo="hi-tech-pipes" source="Orion">Hi-Tech Pipes</keyword> is also expanding and adding more value-added products to its portfolio, along with expansion and that’s another trigger ahead. “It trades at an attractive valuation and is one of the cheapest stocks available in this space. We believe the stock price has the potential to double, aided by earnings growth and some re-rating after it achieves the 500Kt volume target,” said PhillipCapital. With growth levers from private as well as government sector spending, the sector is poised for better days ahead. However, any change in the government’s capex plans in the run-up to elections may play spoilsport for the sector’s assumed growth rate.

Almost 4 lakh diarrhoeal disease deaths can be averted if '<keyword id="7834202" type="General" weightage="100" keywordseo="jal-jeevan-mission" source="Orion">Jal Jeevan Mission</keyword>' meets its target of providing clean water to all rural households, according to a new study by the <keyword id="6356311" type="General" weightage="50" keywordseo="world-health-organisation" source="Orion">World Health Organisation</keyword>. The government launched the Jal Jeevan Mission (JJM) in 2019, a nationwide programme that aims to provide all houses in rural areas with safe and adequate drinking water through individual tap connections by next year. The <keyword id="43588" type="General" weightage="50" keywordseo="world-health-organization" source="Orion">World Health Organization</keyword> (WHO) was requested by the Ministry of Drinking Water and Sanitation to conduct a study to assess potential health gains and associated cost savings due to increased access in safely-managed drinking water services in <keyword id="3658" type="General" weightage="80" keywordseo="india" source="Orion">India</keyword>. The study found that, on an estimate, if the Jal Jeevan Mission provided safely-managed drinking water to all of India, this would result in averting almost 4 lakh deaths caused by diarrhoeal disease. According to official figures, till now 62 per cent rural households have been provided with tap water connection. "With universal coverage of safely-managed drinking water in India, almost 14 million DALYS (Disability adjusted life years) from the diarrhoeal disease are estimated to be averted, resulting in estimated cost savings of up to USD 101 billion," the study said. Also, the study said that providing a tap connection to every household would result in significant time saved on water collection (66.6 million hours each day), especially among women. Presenting the research findings, Richard Johnston, co-lead of WHO/UNICEF Joint Monitoring Programme for Water Supply, Sanitation and Hygiene, said if the world achieves its Sustainable Development Goals (SDG) targets of drinking water and sanitation, it will be because of India. "There are two reasons for it -- population and size -- as India is the country with the largest population in the world so what happens in India is important for the world but it is also because India is demonstrating what can be done and what is possible when it makes commitments and investments," he said. Dr Rajiv Bahl, Director General of the <keyword id="6364555" type="General" weightage="50" keywordseo="indian-council-of-medical-research" source="Orion">Indian Council of Medical Research</keyword>, said these findings are plausible. "We must understand that these are gross underestimates of the total benefits of providing safe water not only because these benefits go beyond health and they affect many communicable and non-communicable diseases. And even malnutrition, which is a big issue for us as they are all also related to water, so we must consider these just modest assumptions and tip of the iceberg," Bahl said. WHO estimation of health impacts is based on comparative risk assessment (CRA) methods, which are used extensively in the burden of disease assessments (Ezzati 2002, Pruss-Ustun 2019). The analysis estimated potential health gains from the Mission by comparing two scenarios. The JJM scenario assumed that coverage of safely managed drinking water services in India increases linearly from baseline levels to 100 per cent coverage at the end of the programme, whereas, the business-as-usual scenario assumed improvements in coverage rates are in line with historical annual rates of 0.5 percentage points change per year. For the economic analysis, the value per DALY averted from the JJM initiative was based on an approach described in the 2001 report of the WHO's Commission on Macroeconomics and Health which assigned each life year a value of three times the GDP per capita. Almost 4 lakh diarrhoeal disease deaths can be averted if Jal Jeevan Mission meets target: WHO study

New Delhi, Feb 1 (PTI) The Jal Shakti Ministry has been allocated Rs 86,189 crore in the Union Budget 2022-23, an increase of 24 per cent from Rs 69,052 crore given in 2021-22. In the Union Budget, presented by Finance Minister Nirmala Sitharaman on Tuesday, the Drinking Water and Sanitation Department under the ministry has been allocated Rs 67,221 crore, while 18,967.88 crore has been earmarked for the Department of Water Resources, River Development and Ganga Rejuvenation. Sitharaman said, Rs 60,000 crore has been allocated to provide tap water connections to 3.8 crore households in 2022-23 under the Jal Jeevan Mission. In 2021-22, Rs 50,000 crore was allocated for the Jal Jeevan Mission. Launched in 2019, the Jal Jeevan Mission, a flagship programme of the Modi government, aims to provide tap water connections to rural households by 2024. So far, tap water connections have been given to 8.7 crore rural households. In total, the budget for central sector schemes saw a rise from Rs 2,456 crore to Rs 5,220 crore in 2022-23. The fund allocation to centrally-sponsored schemes was increased from 5,688.49 crore to 12,605.12 crore. An amount of Rs 1,400 crore has been set aside for the project of interlinking of rivers. The finance minister, in her budget speech, said the implementation of Ken-Betwa rivers linking at an estimated cost of Rs 44,605 crore will be taken up and the draft detailed project report of five river links, namely Damanganga-Pinjal, Par-Tapi-Narmada, Godavari-Krishna, Krishna-Pennar, and Pennar-Cauvery have been finalized. The total allocation under Water Resources Management that includes schemes like Atal Bhujal Yojna and Ground Water Management and Regulation, also increased from Rs 729 crore in 2021-22 to Rs 2,112 crore in 2022-23. The water supply shall be affected from Sunday evening to Monday evening and so on till the pond level improves to normal, it said. The public is advised to make judicious use of water and water tankers shall be available on demand, it added. The areas likely to be affected are Civil lines, Hindu Rao Hospital and adjoining areas, Kamla Nagar, Shakti Nagar and adjoining areas, it said. People of Delhi have to deal with water shortage on Sunday while battling for lives against COVID-19

Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> will launch the '<keyword id="6353716" type="COMPANY" weightage="20" keywordseo="Jal-Shakti">Jal Shakti</keyword> Abhiyan: Catch the Rain' <keyword id="6359590" type="UNKNOWN" weightage="20" keywordseo="Campaign">campaign</keyword> on <keyword id="129666" type="PERSON" weightage="20" keywordseo="World-Water-Day">World Water Day</keyword> on Monday aimed to take water conservation at the grassroots level through people's participation. The campaign will be undertaken across the country, in both rural and urban areas, with the theme "catch the rain, where it falls, when it falls". It will be implemented from March 22 to November 30 -- the pre-monsoon and monsoon period in the country. The Prime Minister will launch the campaign at 12.30 p.m. via video conferencing, said a statement issued by the Prime Minister's Office (PMO). The campaign will be launched as a 'Jan Andolan' (public movement) to take water conservation at the grassroots level through people's participation. It is intended to nudge all stakeholders to create rainwater harvesting structures suitable to the climatic conditions and subsoil strata, to ensure proper storage of rainwater. After the event, <keyword id="82265" type="PERSON" weightage="20" keywordseo="Gram-Sabhas">Gram Sabhas</keyword> will be held in all the Gram Panchayats of each district (except in the poll-bound states) to discuss issues related to water and water conservation. Gram Sabhas will also take 'Jal Shapath' for water conservation. In the presence of the Prime Minister, Union Minister of Jal Shakti and the Chief Ministers of Madhya Pradesh and Uttar Pradesh will also sign Memorandum of Agreement to implement the Ken Betwa Link Project -- the first project of the National Perspective Plan for interlinking of <keyword id="6410614" type="UNKNOWN" weightage="20" keywordseo="rivers">rivers</keyword>. The agreement heralds the beginning of interstate cooperation to implement the vision of former Prime Minister Atal Bihari Vajpayee to carry water from areas that have surplus water to drought prone and water deficit areas, through the interlinking of rivers. This project involves transfer of water from the Ken to the Betwa River through the construction of Daudhan Dam and a canal linking the two rivers, the Lower Orr Project, Kotha Barrage and Bina Complex Multipurpose Project. It will provide annual irrigation of 10.62 lakh hectare, drinking water supply to about 62 lakh people and also generate 103 MW of hydropower. The project will be of immense benefit to the water starved region of Bundelkhand, especially to the districts of Panna, Tikamgarh, Chhatarpur, Sagar, Damoh, Datia, Vidisha, Shivpuri and Raisen of Madhya Pradesh and Banda, Mahoba, Jhansi and Lalitpur of Uttar Pradesh. It will pave the way for more interlinking of river projects to ensure that scarcity of water does not become an inhibitor for development in the country. The power generated from the project will help in providing Grid stability and will improve the power supply position. Besides adding valuable renewable energy to the grid, the project would also lead to reduction of 6.1 lakh tons of carbon dioxide from the environment annually, thus contributing to improvement in air quality. The construction activities of the project will result in direct and indirect employment to around 2,000 persons and will contribute to overall socio-economic development of the State, a government statement said. Further, Himachal Pradesh will benefit with free power worth around Rs 1,140 crore from Luhri Stage-I Hydro Electric Project, during the project life cycle of 40 years. The project affected families will be provided with 100 units of free electricity per month for ten years, the statement said. Centre approves ₹1,810 crore investment for Himachal hydro project

New Delhi, May 28 () Three Delhi Jal Board employees posted at its headquarters in Karol Bagh have been diagnosed with COVID-19, according to officials. Adhering to the government''s guidelines to contain the spread of the deadly virus, the second floor of the Varunalaya Complex, the headquarters of the DJB, will "remain close from the second half of Thursday to Saturday", they said. Authorities concerned have also been directed to get the entire headquarters complex sanitised immediately. Another DJB employee was found coronavirus positive on May 17, following which the water utility placed 10 of its staff members in the Tagore Garden area under quarantine. GVS NSD

3 Delhi Jal Board staff test COVID-19 positive

Raipur, May 19 () Chhattisgarh Chief Minister Bhupesh Baghel on Tuesday demanded that the Centre's share in the Jal Jeevan Mission, aimed at providing tap water to all rural households in the country by 2024, be increased for his state from the current 50 per cent to 75 per cent. In a video conference meeting with Union Minister of Jal Shakti Gajendra Singh Shekhwat, Baghel said the demand has been made considering the circumstances in Chhattisgarh, a public relations department official said. Baghel said his government had prepared an action plan and would work on mission mode to provide clean drinking water to every rural household through tap by 2024, the official added. "Chhattisgarh is the ninth largest state in the country. It is a tribal state, with a large area under forest cover and a sparse population. Villages in Bastar and Surguja areas are located over an area of several square kilometers. Therefore, it will cost more to deliver drinking water through pipelines to every house," the chief minister said. "Besides, there are no huge water bodies in tribal areas of the state, particularly in Bastar. If every house has to be provided with piped drinking water, then first water will also have to be arranged," the CM said. Referring to the ambitious 'Narva, Garuva, Ghurva, Bari'(rivulet, cow, compost pit, vegetable garden) scheme of his government, Baghel said under the Narva scheme, 30,000 rivulets will be revived, and work had started on 1,100 of them. The Union minister assured all possible assistance for the Jal Jeevan Mission, and said funds received under CAMPA, MGNREGA and the 15th Finance Commission will be utilized for the purpose of providing water to every household, the official said. Officials informed in the meeting that out of 43.17 lakh households in rural areas of the state, water is being supplied through pipelines only in 4.82 lakh households, and the remaining 38.34 lakh households will be covered under the scheme, he said. Central share in Jal Jeevan Mission must be higher: C'garh CM

New Delhi, Mar 5 () The Rs 750-crore deposited by Jaypee Infratech's (JIL) parent firm Jaiprakash Associates with the Supreme Court registry was a payment towards obligation of the debt-ridden firm and should be treated as the asset of the corporate debtor, the NCLT has observed while approving the bid of NBCC for JIL. The NCLT Delhi bench on Tuesday approved the bid of state-owned NBCC to acquire debt-laden JIL through an insolvency process and complete around 20,000 pending flats over the next three and half years.The court also ordered that the Rs 750 crore deposited by Jaypee Infratech's parent firm Jaiprakash Associates Ltd (JAL) with the registry of the Supreme Court would be part of the resolution plan. In the written order uploaded on its website on Thursday, the NCLT said that as JAL is not under further obligation to complete construction of homes, and it cannot be assumed that if this money returned then it would be utilised to settle the debt of creditors of Jaypee Infratech Ltd (JIL). "Since JAL is not under further obligation to complete construction of homes, there is no occasion to assume that if this money go back to JAL, it would be utilised for the cause of the creditors of the corporate debtor, in view of thereof, we hereby dispose all CAs related to Rs 750 crore issue by holding that this money is to be treated as the asset of the corporate debtor," the NCLT order said. "Though it has not been explicitly explained that JAL paid on behalf of JIL, the matter pending before the Supreme Court being with regard to homebuyers of JIL, when money was asked to be deposited towards refund of JIL homebuyers and the same being paid by JAL, now it is not open to JAL to say that it is JAL's money," it said.NCLT also rejected the submissions that Rs 750 crore has not gone into the books of JIL, therefore it cannot be treated as the assets of JIL."Since JAL has without any objection or condition paid to the home buyers of JIL on behalf of JIL, it has to be treated that the payments is towards the obligation of JIL," said NCLT in its 115-page-long order.According to NCLT, In this case, the homebuyer's money has been lying with the corporate debtor and JAL, it is the admitted fact that money come from the homebuyers has gone to JAL in the name of construction."It is not the case of the JAL that JIL money has not come for construction. Moreover JAL, by the time it has desposited, was aware that it was depoisting that money towards the obligation owned to JIL homebuyers," the order saod."Here there could not be any assumption or presumption to say that JAL depoisted this money before the Supreme Court with an assumption that it would come back to it in the event this money has not been utilised for the distribution of it to the homebuyers of JIL," it said."As long as the Supreme Court has not stated that this money has to be returned to JAL, it has to be construed that Supreme Court has conciously retained the money within the custody of it and thereafter transferred this money to NCLT with a direction that the parties shall abide by the directions of NCLT," said NCLT adding " Had the Supreme Court has felt that it should go back to JAL, the Supreme Court would have returned it to JAL, but but has not been done."NCLT further said: "Whenever any payment is made towards any liability, it has to be treated as a payment made towards that liability. It does not matter who paid the money, it matters as whether it has been paid towards an obligation or not."Jaypee Infratech went into insolvency process in August 2017 after the NCLT admitted an application by an IDBI Bank-led consortium.NBCC's proposal was approved by the lenders in the third round of bidding process to find a buyer for Jaypee Infratech.In its bid, NBCC had proposed to complete over 20,000 pending flats in housing projects launched by Jaypee Infratech in Noida and Greater Noida (Uttar Pradesh).Homebuyers' claim amounting to Rs 13,364 crore and lenders' claim worth Rs 9,783 crore were admitted.NBCC offered 1,526 acres of land to lenders under a land-debt swap deal. The Finance Minister allocated ₹4,400 crore to clean air in cities with a population of over a million. She also promised to incentivise state governments that are taking initiatives to ensure good air quality. “Parameters for the incentives would be notified by the Ministry of Environment, Forests and Climate change,” she said. Coal-based power plants get a warning She also cracked down on large polluters, especially thermal power plants. She warned that coal-fired power plants whose emissions are above prescribed limits shall be shut down. And the seized land will be used for alternative purposes. She also allocated ₹22,000 crore to the power sector, some of which will also flow to the renewable energy sector. As the number of disasters across the country in the forms of storms and cyclones are on the rise, the government is also building more infrastructure to tackle it. In September 2019, the prime minister launched the Coalition for Disaster Resilient Infrastructure (CDRI). “This will help in addressing sustainable development goals and enhance climate change adaptations with a focus on disasters resilient infrastructure," Sitharaman said. Budget 2020: ₹4,400 crore for clean air, ₹11,500 crore for clean water  - and warnings to polluters

New Delhi, Feb 1 () The government has approved a budgetary allocation of Rs 11,500 crore for Jal Jeevan Mission for the year 2020-21, Finance Minister Nirmala Sitharaman said on Saturday.
Aiming to provide piped water supply to all households, Prime Minister Narendra Modi had announced from the Red Fort the Jal Jeevan Mission, Sitharaman said while presenting the Union Budget for 2020-21.
"Our government has approved Rs 3.60 lakh crore for this mission. During the year 2020-21, the scheme would be provided budget of Rs 11,500 crore," she said.
The scheme places emphasis on augmenting local water sources, recharging existing sources and will promote water harvesting and de-salination, the minister noted.
Cities with over a million population will be encouraged to meeting this objective during the current year itself, she added. ABI ABI BAL
