New Delhi [India], September 18 (ANI): The five-day special session of Parliament is all set to begin on Monday during which the parliamentary proceedings will shift from the old to the adjacent new state-of-the-art building on September 19. Union Minister of Parliamentary Affairs <keyword id="221548" type="General" weightage="50" keywordseo="pralhad-joshi" source="Orion">Pralhad Joshi</keyword> on Sunday stated that the Session will provide 5 sittings spread over a period of 5 days, besides informing that eight legislative items are likely to be taken up during this session. "Parliamentary journey of 75 years starting from Samvidhan Sabha - achievements, experiences, memories and learnings" will also be discussed. On Sunday, Vice President <keyword id="7889551" type="General" weightage="50" keywordseo="jagdeep-dhankhar" source="Orion">Jagdeep Dhankhar</keyword> hoisted the national flag atop "Gaja Dwar" of the new Parliament building. <keyword id="6355187" type="General" weightage="80" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> Speaker Om Birla was also present on the occasion. The Special Session of the Parliament will be held from September 18 to 22. After weeks of no information about the agenda, the government last week announced an agenda that included bills to be taken up for consideration and a discussion on "Parliamentary journey of 75 years starting from Samvidhan Sabha - achievements, experiences, memories and learnings". Earlier, on Sunday, Union Minister of Parliamentary Affairs Joshi requested all parties for active cooperation and support for the smooth functioning of the two Houses of Parliament. The meeting of all the floor leaders of political parties in the Parliament was attended by various ministers including Union Minister Piyush Goyal, who is also Leader of the House in <keyword id="48510" type="General" weightage="80" keywordseo="rajya-sabha" source="Orion">Rajya Sabha</keyword>, Union Minister Arjun Ram Meghwal and Union Minister V Muraleedharan and 51 leaders from 34 parties. After the conclusion of the function in the Central Hall, both Houses will meet in their respective Chambers in the New Parliament House. The announcement of the Special Session came as a surprise in political circles with the parties gearing up for assembly polls in five states later this year. Meanwhile, four bills including a bill to regulate the appointment, conditions of service, and term of office of the Chief Election Commissioner and other Election Commissioners are part of the legislative business of the government for the session. Apart from the Chief Election Commissioner and other Election Commissioners (Appointment Conditions of Service and Term of Office) Bill, introduced in Rajya Sabha during the Monsoon session on August 10, the list includes 'The Advocates (Amendment) Bill, 2023' and 'The Press and Registration of Periodicals Bill, 2023', already passed by Rajya Sabha on August 3. The Advocates (Amendment) Bill, 2023 amends the Advocates Act, 1961, while the Press and Registration of Periodicals Bill, 2023 repeals the Press and Registration of Books Act, 1867. Besides, 'The Post Office Bill, 2023' has also been listed in the Lok Sabha business. The bill was earlier introduced in Rajya Sabha on 10 August 2023 and it repeals the Indian Post Office Act, 1898. Covaxin's phase three regulatory trial begins in Kolkata

Kolkata, Jan 28 (PTI) The TMC is mulling over the option of bringing a motion against West Bengal Governor Jagdeep Dhankhar during the upcoming Budget session in the Assembly, party sources said. According to the sources, a discussion on the possibility of bringing a censure motion against the governor is currently underway in the party. "We are planning to bring a censure motion against Governor Jagdeep Dhankhar. The way he has been insulting the Assembly and the speaker is unprecedented in the political history of Bengal. But we also need to check with constitutional experts on whether such a motion can be brought against the governor, its consequences," a senior TMC MLA privy to the development said. Dates of West Bengal Budget session are yet to be announced. TMC deputy chief whip Tapas Ray said nothing has been decided as yet, but the "governor's actions and his interference in state-related matters are unacceptable". "Never in Bengal's history, has the speaker been humiliated in such a way. The conduct of the governor deserved to be condemned," he told PTI. A censure motion, generally moved by the opposition, refers to an expression of strong disapproval or harsh criticism of government's policies or an individual minister by the legislature. The ruling party can also move it to criticise or condemn something. Reacting to the development, Leader of the Opposition Suvendu Adhikari said his party would oppose such a move by the TMC. "If the ruling party plans to bring such a motion against the governor, we would oppose it tooth and nail. It is the governor who is regularly humiliated by the state government," he said. The governor, who has crossed swords with the Mamata Banerjee government over several issues since assuming charge in the state, recently accused the chief minister and speaker of transgressing constitutional norms by not providing him the information he had sought on multiple matters. Amid the ongoing acrimony, the ruling TMC on Thursday said it is likely to bring a substantive motion against Dhankhar in Rajya Sabha during the upcoming Budget session of Parliament. A substantive motion is a self-contained, independent proposal submitted for the approval of the House and drafted in such a way as to be capable of expressing a decision of the House. On January 25, the Governor, after paying floral tributes at the statue of B R Ambedkar on the Assembly premises, had described the political condition in Bengal as "horrible and frightening". TMC weighs possibility of bringing motion against Bengal guv during Assembly Budget session

Gautam Adani commits to invest ₹10,000 crore in West Bengal

Alleging that the state has cracked a "cruel joke" on the farmers, Dhankhar, who has crossed swords with the TMC government over a host of issues in the past one year, said that it was "distressing to note" that beneficiaries in West Bengal were being deprived of central aid under the scheme. "Farmers in the state have already lost benefits of Rs 8,200 crore... While farmers all over the country have received Rs 12,000 each, our farmers have been denied this legitimate right on account of insensitivity and confrontational stance of the state government," Dhankhar said in his letter to the chief minister. In the past, too, the governor had on several occasions flayed the TMC dispensation for its decision to not implement the scheme. The government, on its part, said it has introduced several pro-farmer projects in the state. "I fail to understand why this (implementation) has not been done by the state government. This is an unfortunate lapse, painfully harmful to the interest of the farmers. The cruel joke and historic injustice on the farmers should make us realise that governance has to be for the benefit of the people at large," he wrote. Farmers across the country have received about Rs 92,000 crore so far, and those in Bengal got nothing, he rued. "This calls for soul searching and immediate amends," Dhankhar added. 895 people arrested in the city for lockdown violation

Kolkata, Jun 18 () Two senior monks of Belur Math, who were diagnosed with COVID-19 last week, are recovering well, and doors of the temple complex were reopened for visitors three days ago, only after putting in place necessary safety measures, a spokesperson said on Thursday. The two monks, residents of Arogya Sadan complex at one end of the sprawling complex, are undergoing treatment at a private hospital, and one of them will be discharged in a day or two, the spokesperson at the Ramakrishna Math and Mission headquarters said. Asked about the measures undertaken to ensure all- round safety of devotees, in the wake of the two cases, he said, "Arogya Sadan, where the monks reside, is 500 metres from the temple compound. The area has been sealed and sanitised. There was no need to stop the entry of devotees as necessary COVID-19 guidelines were being followed." The monks -- one of them a doctor and the other a lawyer -- were believed to have contracted the disease after coming in contact with a male attendant. The attendant, who was asymptomatic, has been put in isolation and is doing fine, the official said. Around 250-300 devotees had been visiting Belur Math every day since June 15,with the temple complex unlocking it doors for two hours each in the morning and evening. Dhankhar, during his visit, made donations for those inconvenienced and affected by the pandemic and the May 20 cyclone, which struck Bengal. Kolkata, May 2 () To check misappropriation ofitems in the public distribution system, the West Bengalgovernment is planning to seek written undertakings fromration dealers stating they are receiving adequate quantitiesof good quality foodgrains for distribution amongbeneficiaries, officials said on Saturday.The initiative will start from Purulia district, wheresuch written undertakings will be sought from 1,000 rationdealers, they said.State Food and Supplies Minister Jyotipriyo Mullicksaid the initiative will be gradually expanded throughout thestate to ensure smooth functioning of the PDS."We have planned this initiative to ensure that thedealers are receiving good quality foodgrains and other itemsin adequate quantities. As of now, it will start from Puruliaand will be gradually expanded to Bankura and Birbhum and thento the entire state," Mullick told .The minister had recently held an emergency meetingwith Purulia district officials regarding immediateprocurement of paddy for keeping the stocks ready fordistribution."After the ration dealers have given writtenstatements, any excuse of not getting an adequate quantity ofgood quality foodgrains will not hold water. Kolkata, Jun 11 () A video of decomposed bodies, allegedly of COVID-19 patients, being loaded into a van by civic body workers in the city for cremation was widely shared on social media on Thursday, prompting the authorities to dismiss the claims. The video also showed protests by locals of Garia, a suburb in the southern fringes of the city where the incident had allegedly taken place, who claimed that the bodies were of coronavirus victims. The West Bengal Health Department and the Kolkata Police, however, dismissed the claim that the bodies were of COVID-19 victims as "fake" and "rumours". They said the bodies were lying unclaimed at a city morgue. "The West Bengal Health Department has informed that dead bodies were not of COVID patients, but were unclaimed/unidentified bodies from Hospital Morgue. Legal action is being taken against persons spreading #FakeNews," the Kolkata Police tweeted. Meanwhile, Governor Jagdeep Dhankhar expressed concerns over the video and sought a report on the incident from the state home secretary. "Anguished at the disposal of dead bodies with heartless indescribable insensitivity. Not sharing videos due to sensitivity. In our society, the dead body is accorded highest respect - rituals are performed as per tradition," he said in a tweet. In yet another post in the micro-blogging site, the governor said, "Response @HomeSecretaryWB has come. Virtual admission about callous handling of dead bodies promising procedure will be streamlined. Rather than booking those responsible for such inhuman criminality, the police are being misused to 'teach a lesson' to those who exposed it." According to the locals, the cremation of so many decomposed bodies of COVID-19 patients at the crematorium located in the vicinity of a densely populated locality at a time when the city is witnessing rising cases of the contagion would harm public health. After the video surfaced, NRS Medical College principal Saibal Kumar Mukherjee wrote to Kolkata Police Commissioner Anuj Sharma that 14 unclaimed bodies were handed over to KMC as per the list provided by different police stations under the jurisdiction of the hospital's morgue. "And none of these bodies were of COVID patients. The subject of this video is fake, and you may take necessary action in this regard," Mukherjee said in his letter.
