New Delhi [India], September 18 (ANI): The five-day special session of Parliament is all set to begin on Monday during which the parliamentary proceedings will shift from the old to the adjacent new state-of-the-art building on September 19. Union Minister of Parliamentary Affairs <keyword id="221548" type="General" weightage="50" keywordseo="pralhad-joshi" source="Orion">Pralhad Joshi</keyword> on Sunday stated that the Session will provide 5 sittings spread over a period of 5 days, besides informing that eight legislative items are likely to be taken up during this session. "Parliamentary journey of 75 years starting from Samvidhan Sabha - achievements, experiences, memories and learnings" will also be discussed. On Sunday, Vice President <keyword id="7889551" type="General" weightage="50" keywordseo="jagdeep-dhankhar" source="Orion">Jagdeep Dhankhar</keyword> hoisted the national flag atop "Gaja Dwar" of the new Parliament building. <keyword id="6355187" type="General" weightage="80" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> Speaker Om Birla was also present on the occasion. The Special Session of the Parliament will be held from September 18 to 22. After weeks of no information about the agenda, the government last week announced an agenda that included bills to be taken up for consideration and a discussion on "Parliamentary journey of 75 years starting from Samvidhan Sabha - achievements, experiences, memories and learnings". Earlier, on Sunday, Union Minister of Parliamentary Affairs Joshi requested all parties for active cooperation and support for the smooth functioning of the two Houses of Parliament. The meeting of all the floor leaders of political parties in the Parliament was attended by various ministers including Union Minister Piyush Goyal, who is also Leader of the House in <keyword id="48510" type="General" weightage="80" keywordseo="rajya-sabha" source="Orion">Rajya Sabha</keyword>, Union Minister Arjun Ram Meghwal and Union Minister V Muraleedharan and 51 leaders from 34 parties. Joshi shared with leaders that there would be a photo session from 10.00 am to 10.45 am on September 19, 2023, followed by a function in the Central Hall starting at 11.00 am which will be graced by the Vice-President/Chairman, Rajya Sabha, the Prime Minister, Speaker, Lok Sabha, Leader of the House in Rajya Sabha, Minister of Parliamentary Affairs, Leader of Opposition in Rajya Sabha and Leader of Largest Opposition Party in Lok Sabha and the Members of both the Houses of Parliament. After the conclusion of the function in the Central Hall, both Houses will meet in their respective Chambers in the New Parliament House. The announcement of the Special Session came as a surprise in political circles with the parties gearing up for assembly polls in five states later this year. Meanwhile, four bills including a bill to regulate the appointment, conditions of service, and term of office of the Chief Election Commissioner and other Election Commissioners are part of the legislative business of the government for the session. Apart from the Chief Election Commissioner and other Election Commissioners (Appointment Conditions of Service and Term of Office) Bill, introduced in Rajya Sabha during the Monsoon session on August 10, the list includes 'The Advocates (Amendment) Bill, 2023' and 'The Press and Registration of Periodicals Bill, 2023', already passed by Rajya Sabha on August 3. The Advocates (Amendment) Bill, 2023 amends the Advocates Act, 1961, while the Press and Registration of Periodicals Bill, 2023 repeals the Press and Registration of Books Act, 1867. Besides, 'The Post Office Bill, 2023' has also been listed in the Lok Sabha business. The bill was earlier introduced in Rajya Sabha on 10 August 2023 and it repeals the Indian Post Office Act, 1898. Special session of Parliament set to begin today

The uneasy relations between Rajya Sabha Chairman and <keyword id="19895395" type="General" weightage="20" keywordseo="Opposition" source="keywords">Opposition</keyword> parties once again surfaced on Thursday, as Jagdeep <keyword id="19895818" type="General" weightage="20" keywordseo="Dhankhar" source="keywords">Dhankhar</keyword> left the House after heated clashes with TMC leader and some other Opposition MPs who were not permitted to raise the issue of disqualification of <keyword id="2449644" type="General" weightage="20" keywordseo="Vinesh-Phogat" source="Orion">Vinesh Phogat</keyword> from the Paris Olympics. Trouble started in the morning session when Leader of the Opposition Mallikarjun Kharge sought to raise the Phogat disqualification issue but Chairman Dhankhar did not allow it. This followed an angry exchange between the Chair and TMC leader Derek O'Brien. "It is an important issue. It is not an issue of a particular individual," Kharge said soon after the listed papers were tabled in the House. He wanted to know "who is behind" the disqualification. However, Dhankhar did not allow Kharge to raise the issue and went ahead with the scheduled Zero Hour listings. In the meantime, Derek O'Brien stood up to raise his point, but could not be heard because of uproar in the House. To this Dhankar cautioned the TMC member, saying "You are shouting at the Chair. Your conduct is ugliest in the House. I condemn your actions. Next time I will show you the door". As uproar continued, Opposition parties staged a walkout. "They (Opposition) think they are all wise. They think they are the only ones whose hearts are bleeding. The entire nation is in pain because of our girl. Entire nation is feeling the pain from the President to the Prime Minister to myself and many more. Everyone is sharing that situation, but to... politicize it is the greatest disrespect to that girl. That girl has a long way to go," Dhankhar said. Leader of the House and BJP president J P Nadda also condemned the behaviour of Opposition members towards the Chair and also accused the Congress party of politicising the Phogat disqualification issue. "Opposition does not have a solid issue to discuss," he said. Nadda emphasised the whole country is behind Phogat and even the Prime Minister has described the wrestler as 'champion of champions'. After Nadda spoke, Dhankhar expressed his anguish on the conduct of Opposition members and left the House saying he was not in a position to remain in the House for the time being. Before leaving the Rajya Sabha, Dhankhar said the behaviour of the Opposition members has crossed all limits by creating anarchy in the House and disrespecting the prestige of the Chair. "They are not challenging me. They are challenging the post of the Chairman. And they are challenging the Chair, as they think that the person who is sitting on this Chair is not capable," he said. Dhankhar rued that he did not get the desired support from the House despite making all efforts. "I am not running away from the oath. But what I have seen today, the way a member has behaved, the way the Opposition bench has conducted, I am not finding myself in a position to sit here for sometime," Dhankar said, adding he was leaving the House "with a heavy heart". After Dhankhar left the House, Deputy Chairman Harivansh chaired the Zero Hour proceedings. Dhankhar later chaired the Question Hour. After returning to the Chair, he said when a scene is created in the House and it becomes the epicentre of disruption for the entire nation, then it is a bounden duty to sometimes take a tough decision. "I left my seat to introspect. Having witnessed (the scene)... which I found was unprecedented, and indigestible," Dhankhar said, adding he would be "walking away from the oath" if he does not take tough decisions. The Chairman also informed that he has called a meeting of floor leaders at 1:30 PM to discuss the matter. Uproar over Phogat issue in RS: Opposition walks out, Chairman Dhankhar leaves House briefly

Adani Group will invest an amount of around Rs 10,000 crore in West <keyword id="6356978" type="General" weightage="100" keywordseo="bengal" source="Orion">Bengal</keyword> in the next few years, according to the group chairman and founder, <keyword id="111343" type="General" weightage="80" keywordseo="gautam-adani" source="Orion">Gautam Adani</keyword>. He made this announcement while addressing the inaugural session of the Bengal Global Business Summit (BGBS)-2022, the annual event organised by the West Bengal government to showcase the state as an ideal investment destination. "We plan to make an investment to the tune of Rs 10,000 crore in West Bengal in the next few years. This investment will be mainly in sectors like under- sea cables, data centre and warehouses. This will provide direct and indirect employment to around 25,000 people. As we make these investments, we will bring in the state world class technology," Adani said. Speaking on the occasion, the Adani Group chairman and founder was all praises for West Bengal Chief Minister <keyword id="43868" type="General" weightage="50" keywordseo="mamata-banerjee" source="Orion">Mamata Banerjee</keyword>, especially on the point of ensuring the arrest of man-days lost in the state because of various factors. "I wholeheartedly thank the chief minister for inviting me to this summit. I am sure that Bengal will move ahead under her dynamic leadership," he said. Chief Minister <keyword id="20420" type="General" weightage="80" keywordseo="banerjee" source="Orion">Banerjee</keyword> reacted to an earlier statement made by state Governor Jagdeep Dhankhar where he stressed on strong Centre-state relationship to ensure economic development in the state by attracting new investment. "I want to tell the honourable Governor that we are all ready to cooperate with the <keyword id="6357801" type="General" weightage="50" keywordseo="union" source="Orion">Union</keyword> governor to ensure the economic development of the state and country. But I would also like to request the honourable government to take the matter with the Union government so that we receive central assistance. At the same time on behalf of the industrialists, they should not be disturbed," the Chief Minister said. Speaking on the occasion, Mamata Banerjee also tried to address the concern of the industrialists regarding the land-related issues. "We have a land policy in place. We have evolved a system where a potential investor applying for land will get to know about the land status within seven days from the day of application, she said. The chief minister also indirectly reacted to the Governor's earlier statement on "accommodating opposite views". "We might have some differences with other political parties. But we do not divide people on the basis of caste, religion and language," she said.
