<ul class="summary-list"><li>The US military has turned more of its attention to the Pacific amid competition with <keyword id="11892748" type="UNKNOWN" weightage="60" keywordseo="china" source="Orion">China</keyword>.</li><li>The Coast Guard has been a key player, as it can conduct missions that the other services aren't equipped or allowed to do.</li></ul><p>Competition with China has drawn more Pentagon resources to the Pacific, but the most visible US military presence there may be the branch that is outside of the Defense Department.</p><p>The ships and personnel of the <keyword id="12094618" type="UNKNOWN" weightage="60" keywordseo="us-coast-guard" source="Orion">US Coast Guard</keyword>, which is part of the Department of Homeland Security, are spending more time in the region conducting missions for which other branches aren't well suited, balancing that increasing demand with a lengthy list of other responsibilities.</p><p>"What we do, it's not big in numbers, but it's, I think, pretty significant in contribution. We get access. We can go places," Adm. Karl Schultz, commandant of the Coast Guard, said at a Navy League event in December.</p><p>Schultz singled out the cutter Munro, which in October <a href="https://content.govdelivery.com/accounts/USDHSCG/bulletins/2f86024" target="_blank" rel="noopener">returned</a> from a 102-day <keyword id="12054992" type="UNKNOWN" weightage="60" keywordseo="indo-pacific" source="Orion">Indo-Pacific</keyword> deployment. Munro trained with allies and partners in the East and South China Seas and "exercised" a memorandum of understanding with Taiwan, Schultz said. Munro also sailed through the Taiwan Strait, which, like past transits, was <a href="https://www.globaltimes.cn/page/202108/1232677.shtml" target="_blank" rel="noopener">condemned</a> by China.</p><p>"The Chinese [are] pretty excited when the Coast Guard's over there training with the Taiwanese," Schultz said last month. "These are places that move the needle a little bit."</p><h2>'Greeted with open arms'</h2><div type="image" title="Coast Guard cutter Munro in Philippine Sea" height="1333" width="2000" msid="88843506" hostid="261"></div><p>The Coast Guard has a longstanding presence in the Pacific. Activities Far East, one of only two overseas Coast Guard commands, was set up in Japan 70 years ago. Its ships have patrolled around US territories and other Pacific countries for much longer.</p><p>"The US Coast Guard has more than 150 years of service in the Pacific region. We're very proud of that," Vice Adm. Michael McAllister, commander of the Coast Guard's Pacific Area, said a press conference in September.</p><p>The Navy has led recent US military efforts to counter China in the region, and its Japan-based 7th Fleet had tactical control of Munro during its deployment.</p><p>Navy officials worked with the Coast Guard and others to plan the cutter's schedule and "incorporate deliberate operational goals, priorities, and objectives," Lt. Mark Langford, 7th Fleet spokesperson, told Insider in September.</p><p>"[The] Coast Guard brings unique capabilities and skill sets to the 7th Fleet operating area, which complement US Navy capabilities," Langford said.</p><div type="image" title="Coast Guard cutter in Guam" height="1250" width="2000" msid="88843509" hostid="261"></div><p>Among those unique capabilities are law-enforcement authorities and expertise in search and rescue, marine environmental response, and humanitarian assistance.</p><p>"Frankly, those are different missions than the US Navy or the military services here in the United States deal with," McAllister said in September, calling the Coast Guard "complementary" to US Navy's defense capability.</p><p>That expertise has renewed relevance amid tensions with China. Illegal fishing is a major concern, especially <a href="https://www.businessinsider.com/illegal-fishing-is-national-security-threat-us-military-officials-say-2020-9" target="_blank" rel="noopener">the activity of China's oversea fishing fleet</a>, and the Coast Guard is increasing its efforts to help countries police their waters. In December 2020, it helped Palau <a href="https://www.theguardian.com/world/2020/dec/15/pacific-nation-of-palau-detains-chinese-fishing-crew" target="_blank" rel="noopener">apprehend</a> a Chinese vessel fishing illegally in Palau's exclusive economic zone.</p><p>The Coast Guard also based three new cutters in Guam this summer and renamed its outpost there. The new name, Coast Guard Forces Micronesia Sector Guam, is meant to "showcase that they are our forward-deployed, forward-present operating node," Vice Adm. Linda Fagan, the service's vice commandant, said in September.</p><p>The outreach isn't limited to small island countries. Munro trained with the Philippines and Indonesia and conducted a <a href="https://www.scmp.com/news/china/diplomacy/article/3147199/japans-supplies-us-coast-guard-aimed-testing-beijing-observers" target="_blank" rel="noopener">first-of-its-kind</a> at-sea replenishment with Japan's military.</p><div type="image" title="Coast Guard cutter Munro with Indonesia ship" height="1125" width="2000" msid="88843511" hostid="261"></div><p>The service has also given retired cutters to Vietnam, and that kind of engagement has been "tremendously important" for improving US-Vietnam relations, Ted Osius, US ambassador to Vietnam from 2014 to 2017, <a href="https://www.csis.org/events/nothing-impossible-americas-reconciliation-vietnam" target="_blank" rel="noopener">said</a> this summer.</p><p>Current and former officials tout the Coast Guard, in its responsibilities and its conduct, as a model for the region and as a sought-after partner because of it.</p><p>"When we show up, we're greeted with open arms because the mission set is so critical to these countries that we want to be good partners to," Randall Schriver, assistant secretary of defense for Indo-Pacific security affairs during the Trump administration, <a href="https://carnegieendowment.org/2021/09/20/ocean-nations-indo-pacific-islands-dialogue-event-7680" target="_blank" rel="noopener">said</a> in September.</p><p>"At the end of the day, we try to model a type of behavior that keeps commerce open, peacefully resolves disputes, protects valuable resources, and counters illicit activities," McAllister said, noting that forces in the region often give their ships a stripe that is "very similar to the Coast Guard stripe."</p><h2>'An issue of resources'</h2><div type="image" title="Coast Guard Cutter Kimball board in Philippine Sea" height="1500" width="2000" msid="88843512" hostid="261"></div><p>There has never been more demand on the Coast Guard for domestic and <keyword id="6356001" type="UNKNOWN" weightage="60" keywordseo="international" source="Orion">international</keyword> missions, Schultz said last month, and that looks set to grow under the Biden administration.</p><p>"The Coast Guard is an extraordinarily important tool, one that we are looking to see if there's ways of expanding the presence and the level of engagement, because the issues that really matter to countries in the Pacific in many cases are much more aligned" with the Coast Guard's missions, Edgard Kagan, senior director for East Asia and Oceania on the National Security Council, <a href="https://www.youtube.com/watch?v=Wurmn_4cm2s&amp;ab_channel=CarnegieEndowment" target="_blank" rel="noopener">said</a> in September.</p><p>The service has limited capacity to meet that demand, however.</p><p>"How do you stretch an organization of 42,000 active-duty [personnel] across the globe? You do it in chunks. You don't do it in persistent presence," Schultz said in December.</p><p>Replicating the two back-to-back five-month cutter deployments to the Indo-Pacific in 2019 is "probably the stretch goal," Shultz said, adding that a more likely commitment is having a cutter in the region for 100 to 150 days a year.</p><p>That rising demand has prompted concern about whether the Coast Guard is receiving enough resources to support what it's being asked to do.</p><div type="image" title="Coast Guard cutter Alex Haley boarding team fishing vessel" height="1333" width="2000" msid="88843514" hostid="261"></div><p>The service is undertaking what Schultz called the "largest recapitalization program since the Second World War" to <a href="https://www.businessinsider.com/after-crippling-fire-coast-guard-icebreaker-healy-rare-trip-north-2021-11" target="_blank" rel="noopener">replace aging ships</a>, but its operating budget was flat during the 2010s, and it didn't benefit from recent boosts to the defense budget.</p><p>"If we're going to get serious with the Coast Guard as a tool for international engagement, we have to invest a lot more so that that tool is available," Schriver said.</p><p>The Coast Guard's defense readiness mission in support of the Defense Department, one of its <a href="https://www.uscg.mil/About/Missions/" target="_blank" rel="noopener">11 statutory missions</a>, is <a href="https://www.gao.gov/products/gao-21-104741" target="_blank" rel="noopener">a small part</a> of the Coast Guard's operations, but lawmakers are scrunitizing how much support the service is being asked to give the Pentagon.</p><p>"I remain concerned that the Coast Guard is being asked to support the Department of Defense in ways that are outside of its defense-readiness mission and stretching its already thin resources even thinner," Rep. Anthony Brown of Maryland told Insider in a statement.</p><p>Schultz said the service has made headway on its funding needs in recent years but has also called for sustained budget growth of 3% to 5% a year in order to "deliver the Coast Guard the nation needs."</p><p>Brown, who serves on Congressional committees that oversee the Navy and Coast Guard, said lawmakers and policymakers "need to strike the right balance" to position the Coast Guard to be effective.</p><p>"This is an issue of resources, and I'll continue to fight for the funding our services need. But that funding must also be managed correctly and strategically," Brown said.</p>

On the frontline against China, the US Coast Guard is taking on missions the US Navy can't do

<ul class="summary-list"><li>Hundreds of ships spent nearly a million hours off <keyword id="5927" type="COUNTRY" weightage="60" keywordseo="Argentina">Argentina</keyword> between January 2018 and April 2021.</li><li>They appeared to be fishing, and many went "dark," presumably to hide where they were doing it.</li><li>A report from nonprofit Oceana found that Chinese-flagged fishing vessels were the biggest culprits.</li></ul><p>Since 2018, hundreds of ships have trawled the edge of Argentina's waters, conducting what is suspected of being illegal fishing and obscuring their locations to do so.</p><p>Between January 1, 2018, and April 25, 2021, more than 800 fishing vessels spent 900,000 hours doing what appeared to be fishing within 20 nautical miles of the boundary between Argentina's exclusive economic zone and the high sea.</p><p>The <a href="https://usa.oceana.org/publications/reports/oceana-finds-hundreds-vessels-vanishing-along-argentinas-waters" target="_blank" rel="noopener">analysis by Oceana</a>, an ocean-conservation nonprofit, found that 69% of the visible activity was done by more than 400 Chinese-flagged fishing vessels.</p><p>In comparison, nearly 200 vessels under South Korean, Spanish, or Taiwanese flags conducted 26% of that visible fishing, while 145 Argentine fishing vessels did less than 1%.</p><div type="image" title="Argentina China coast guard fishing" height="533" width="800" msid="83176657" hostid="261"></div><p>More worrying were the 6,227 "gap events" that Oceana detected over that period, in which vessels were not visible on electronic trackers for more than 24 hours, possibly because they disabled their automatic identification systems.</p><p>These vessels were invisible for more than 600,000 hours. Two-thirds of the ships that went "dark" were Chinese-flagged <a href="http://www.fao.org/fishery/vesseltype/330/en">squid jiggers</a> - the most common type of ship in the region - though Spanish trawlers were "dark" more than three times as often as Chinese ships.</p><p>Most of the "dark" vessels appeared to have their AIS off for one to four days at a time and mostly disappeared about 5 nautical miles from the boundary of Argentina's exclusive economic zone. (Coastal states have rights to resources within their EEZs, which extend 200 nautical miles from shore.)</p><p>"Disabling AIS hides fishing vessel locations from public view and could mask potentially illegal behavior, such as crossing into Argentina's EEZ to fish," Oceana said in its report.</p><div type="image" title="China Argentina dark fishing Oceana" height="1165" width="1200" msid="83176659" hostid="261"></div><p>More than half the vessels that went "dark" encountered another vessel within a month of doing so, suggesting at-sea transshipment, through which illegal catches can be mixed in with legally caught fish, Oceana said.</p><p>This is the first time the fishing activity and gap events near Argentina's waters have been quantified, said Marla Valentine, Oceana's illegal fishing and transparency campaign manager.</p><p>Valentine said the amount of fishing - 900,000 hours over three years - was "astronomical for such a concentrated area" and underscored the need for transparency, as 600,000 hours of "dark" fishing could dump tons of illegally caught fish onto the global market.</p><p>"Fishing at this scale, under the radar, and without regard for laws and sustainability can have detrimental impacts on entire ecosystems, as well as the people and economies that depend on them," Valentine said in a release.</p><h2>'It's all connected'</h2><div type="image" title="Ecuador Galapagos China fishing protest" height="1667" width="2500" msid="83176663" hostid="261"></div><p><keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword>'s heavily subsidized <a href="https://www.businessinsider.com/chinese-fishing-boats-near-galapagos-sign-of-competition-for-fish-2020-8" target="_blank" rel="noopener">distant-water fishing fleet</a> is the world's largest. Its catches are hauled back to China <a href="https://www.businessinsider.com/illegal-fishing-is-national-security-threat-us-military-officials-say-2020-9" target="_blank" rel="noopener">and often sold for export</a>.</p><p>China is not alone in distant-water fishing, but its fleets are frequently accused of fishing illegally and overfishing.</p><p>Indonesia, where officials described <keyword id="11369310" type="UNKNOWN" weightage="60" keywordseo="chinese-fishing">Chinese fishing</keyword> as "<a href="https://www.businessinsider.com/us-warns-chinas-aggressive-fishing-boats-could-start-a-war-2019-1">transnational organized crime</a>," has blown up at least one Chinese fishing boat. African countries have detained and fined Chinese vessels, and <keyword id="55893" type="COUNTRY" weightage="60" keywordseo="ecuador">Ecuador</keyword> <a href="https://www.businessinsider.com/chinese-fishing-boats-near-galapagos-sign-of-competition-for-fish-2020-8" target="_blank" rel="noopener">jailed a Chinese crew</a> caught with 300 tons of illegally caught fish.</p><p>Chile and Argentina have both had run-ins with Chinese fishing vessels. Argentina's coast guard has chased, fired on, and sunk Chinese vessels it said were fishing illegally in Argentine waters.</p><p>The appearance of <a href="https://www.businessinsider.com/chinese-fishing-boats-near-galapagos-sign-of-competition-for-fish-2020-8" target="_blank" rel="noopener">some 300</a> Chinese-flagged fishing boats near Ecuador in summer 2020 drew <keyword id="6356001" type="UNKNOWN" weightage="60" keywordseo="international">international</keyword> attention, including from US authorities, who have <a href="https://www.businessinsider.com/us-warns-chinas-aggressive-fishing-boats-could-start-a-war-2019-1" target="_blank" rel="noopener">warned</a> about such activity for years.</p><p>During the period studied by Oceana, 30% of the Chinese vessels fishing around Argentina - and 21.7% of those that went "dark" - also fished near Ecuador, Valentine said.</p><div type="image" title="Chinese fishing boat Galapagos Ecuador" height="1745" width="2500" msid="83176664" hostid="261"></div><p>The US Coast Guard frequently conducts operations to counter illegal, unregulated, and unreported fishing. One such patrol in the South Atlantic this year was the first "<a href="https://www.businessinsider.com/coast-guard-taking-frontline-role-against-us-rivals-overseas-2021-5" target="_blank" rel="noopener">in recent memory</a>."</p><p>The service also released a "<a href="https://www.uscg.mil/Portals/0/Images/iuu/IUU_Strategic_Outlook_2020_FINAL.pdf" target="_blank" rel="noopener">strategic outlook</a>" report on <keyword id="9989743" type="UNKNOWN" weightage="60" keywordseo="iuu-fishing">IUU fishing</keyword> in September.</p><p>"It's bigger than catching a few boats with illegal tuna. This is really about systemic violations of sovereign nation rights. It's about threatening sovereignty, economic security, a weakening of the global rules-based order," Adm. Karl Schultz, the commandant of the Coast Guard, <a href="https://www.businessinsider.com/illegal-fishing-is-national-security-threat-us-military-officials-say-2020-9" target="_blank" rel="noopener">said in September</a>.</p><p>Along with concerns about ecological damage and <a href="https://www.cbp.gov/newsroom/national-media-release/cbp-issues-withhold-release-order-chinese-fishing-fleet" target="_blank" rel="noopener">forced labor</a>, Chinese fishing has geopolitical dimensions, especially in Latin America. US officials <a href="https://www.businessinsider.com/southcom-4-ways-china-is-growing-influence-in-latin-america-2019-12" target="_blank" rel="noopener">are wary</a> of China's increasing presence there, including in extractive industries.</p><p>As in other regions, illegal fishing in Latin America is seen as destabilizing, Adm. Craig Faller, who oversees US military activity in the region as head of US Southern Command, told the House Armed Services Committee in April.</p><p>"Food security is national security for any nation, and when nations are losing their food stocks, their fishing, it's impacting their life. It's driving insecurity," Faller said. "It's all connected, and we play a role."</p>

Fleets of fishing ships are going 'dark' in the South Atlantic, and China is the leading culprit

<ul class="summary-list"><li>Illegal, unreported, and unregulated fishing poses an economic and security challenge around the world.</li><li><keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword> is the biggest offender, and US officials say the growing competition for ocean resources is a facet of the broader competition with Beijing — and one that could escalate.</li></ul><p>Fishing fleets that haul in huge catches, sometimes illegally, from around the world are a security challenge that has already caused armed encounters, senior US military officials said this month.</p><p>Illegal, unreported, and unregulated fishing, as it's known, exploits countries' inability to regulate their waters and poses an economic and security challenge, the <keyword id="145685" type="ORGANIZATION" weightage="60" keywordseo="US-Coast-Guard">US Coast Guard</keyword> says in its recent <a href="https://www.uscg.mil/IUUFishing/" target="_blank" rel="noopener">IUU fishing strategic outlook</a>.</p><p>"It's bigger than catching a few boats with illegal tuna. This is really about systemic violations of ... sovereignty, economic security, weakening of the global rules-base order," Adm. Karl Schultz, commandant of the Coast Guard, <a href="https://www.csis.org/events/online-event-strategic-perspectives-illegal-unreported-and-unregulated-fishing" target="_blank" rel="noopener">said last week</a> at a think tank event.</p><p>Annual losses from <keyword id="9989743" type="UNKNOWN" weightage="60" keywordseo="iuu-fishing">IUU fishing</keyword> are likely in the tens of billions, according to the outlook. It has an acute effect in places where fish is a major source of food and economic activity, especially in Africa, Latin America, and Oceania.</p><p>Many countries engage in IUU fishing, but scrutiny has grown on China, which has the world's largest distant-water fishing fleet and heavily subsidizes it.</p><p>"In the '70s, '80s, the Chinese fished out their own domestic waters and then started looking further," Philip Chou, senior adviser at <a href="https://oceana.org/" target="_blank" rel="noopener">Oceana</a>, a nonprofit ocean conservation group, told Insider.</p><p>Those Chinese ships supply domestic and <keyword id="6356001" type="UNKNOWN" weightage="60" keywordseo="international">international</keyword> markets, Chou said. "Increasingly now the expansion has to do with the investments that these businesses in China have in the global seafood trade, which they're finding pretty lucrative."</p><h2>73,058 hours of fishing</h2><div type="image" title="Chinese fishing boat Galapagos Ecuador" height="1745" width="2500" msid="78286334" hostid="261"></div><p>Dismay with Chinese distant-water fishing was piqued this summer, when more than 300 fishing boats, many Chinese-flagged, <a href="https://www.businessinsider.com/chinese-fishing-boats-near-galapagos-sign-of-competition-for-fish-2020-8" target="_blank" rel="noopener">gathered near Ecuador</a> in the fragile environment around the <keyword id="522712" type="COMPANY" weightage="60" keywordseo="Galapagos-Islands">Galapagos Islands</keyword>.</p><p>The boats arrived in July and left <a href="https://www.reuters.com/article/idUSKCN26D2VK" target="_blank" rel="noopener">this week</a>, but <a href="https://usa.oceana.org/publications/reports/oceana-finds-300-chinese-vessels-pillaging-galapagos-squid" target="_blank" rel="noopener">Oceana found</a> that between July 13 and August 13, nearly 300 of them spent 73,058 hours fishing, mainly for squid, just outside Ecuador's exclusive economic zone.</p><p>The intensity of that fishing raises concern about the fleet's impact globally, Oceana said in its report. Their actions also broke China's own rules for sustainable fishing.</p><p>"Daily, for periods of in excess of eight hours, a significant portion of this fleet turns off their Automated Information Systems," Navy Adm. Craig Faller, head of US Southern Command, said at the event, referring to an automated ship-tracking system.</p><p>"As a mariner with decades of experience, I can tell you the only time that that happens in that kind of frequency and that length is to cover up illegal activity," Faller said.</p><p>Oceana found 43 cases over that month-long period in which Chinese fishing boats appeared to turn off their AIS transponders, with an average gap of two days. That can be a sign of <keyword id="150480" type="PERSON" weightage="60" keywordseo="Illegal-fishing">illegal fishing</keyword> or that boats are transferring their catch to refrigerated carrier ships, Chou said.</p><p>Those carrier ships can mix legally and illegally caught fish, "and it's very hard to distinguish what's what when that comes into port," Chou said, adding that carriers allow boats to fish "almost indefinitely."</p><h2>'Gone kinetic'</h2><div type="image" title="Ecuador Coast Guard Galapagos fishing" height="1669" width="2500" msid="78286336" hostid="261"></div><p>Many Chinese boats fishing off of Ecuador were and <a href="https://www.reuters.com/article/idUSKCN26D2VK" target="_blank" rel="noopener">are now</a> fishing elsewhere around South America. Among the region's coastal states, illegal fishing "is in their top three, if not the top, of their list of security concerns," Faller said.</p><p>"It's threatening their livelihoods, and our partners' security — particularly in this neighborhood ... with its close proximity — directly affects the homeland security of the United States," Faller added.</p><p>Ecuador <a href="https://www.businessinsider.com/chinese-fishing-boats-near-galapagos-sign-of-competition-for-fish-2020-8" target="_blank" rel="noopener">jailed</a> a Chinese fishing crew in 2017 after catching them with endangered fish. Argentina has fired on Chinese boats, <a href="https://www.businessinsider.com/chinese-fishing-boats-near-galapagos-sign-of-competition-for-fish-2020-8" target="_blank" rel="noopener">sinking one</a> in 2016.</p><p>Those countries are "fighting that same illegal-fishing fight, and in fact it's gone kinetic in Argentina," Faller said.</p><p>Chinese ships have also been detained and fined around Africa. Despite those consequences, "for ultimately who is responsible, the owners, in my mind the repercussions have been limited," Chou said.</p><h2>The fish cops</h2><div type="image" title="China Fishing Boats East China Sea" height="1827" width="2966" msid="78286338" hostid="261"></div><p>China has the largest distant-water fleet and is implicated in the most offenses, but the EU has "one of the larger distant-water fishing fleets" and often fishes off West Africa, Chou said, citing Taiwan and South Korea as other major distant-water fishers.</p><p>Countries do work together to counter illegal fishing. Schultz told Insider in a 2018 interview that the Coast Guard had "<a href="https://www.businessinsider.com/us-warns-chinas-aggressive-fishing-boats-could-start-a-war-2019-1" target="_blank" rel="noopener">a good, functional working relationship</a>" with China; other officials have <a href="https://www.businessinsider.com/russia-arctic-moves-eerily-familiar-coast-guard-commandant-2018-1" target="_blank" rel="noopener">said the same of Russia</a>.</p><p>Multilateral institutions, such as <a href="https://www.pewtrusts.org/en/research-and-analysis/fact-sheets/2012/02/23/faq-what-is-a-regional-fishery-management-organization" target="_blank" rel="noopener">regional fisheries management organizations</a>, have been set up to manage fisheries. But RFMOs "are generally not run well," Chou said. "There's a lot that gets away under their jurisdiction."</p><div type="image" title="Coast Guard China illegal fishing" height="1669" width="2500" msid="78286342" hostid="261"></div><p>Countries also try to deter illegal activity with a physical presence. US Coast Guard cutter Bertholf patroled with Ecuador's navy off the Galapagos Islands in August, for example, and this month cutters Kimball and Bear returned from similar operations in Oceania and West Africa, respectively.</p><p>"I've got a new fast-response cutter heading into Guam today, followed by two additional fast-response cutters. You're going to see more of those vessels in those parts of the world," Schultz said at the September 17 event. "I think we're going to look at taking some of our law-enforcement attachments [and] potentially repurposing them as fisheries attachments."</p><p>Faller and Schultz linked competition for resources to <a href="https://www.defense.gov/Explore/Features/Story/Article/1656414/what-is-the-national-defense-strategy/" target="_blank" rel="noopener">broader competition with China</a>. Both said increasing the capacity of and coordination with partners was important to that competition.</p><p>"This isn't about the Coast Guard being the fish cops across the globe.
