<ul><li>The government has announced a new program for <keyword id="3588883" type="PERSON" weightage="20" keywordseo="space-startups">space startups</keyword> and MSMEs called Space Enterprise Encouragement and Development (SEED). </li><li>India’s Department of Space will also be releasing a list of space technology products and services for the private sector to develop. </li><li>The announcement comes after ISRO announced three challenges under the <keyword id="2746648" type="PERSON" weightage="20" keywordseo="Atal-Innovation-Mission">Atal Innovation Mission</keyword>’s ARISE program yesterday, for which a team of experts is already reviewing more than 200 ‘good proposals’. </li></ul>The government recently opened up India’s space sector to private players and despite the Indian Space Research Organisation’s (ISRO) reluctance in the past, the space agency is now doubling down on startups and MSMEs to create space technology for the future. The Luxembourg-based <keyword id="9920040" type="UNKNOWN" weightage="20" keywordseo="kleos-space">Kleos Space</keyword>, a space-powered Radio Frequency Reconnaissance data-as-a-service (DaaS) company on Friday said its Kleos Scouting Mission satellites are expected to be launched during the first half of November 2020 by Indian rocket PSLV. "The Company has been informed (by NSIL via Spaceflight Inc.) that the launch of the four Kleos satellites planned on-board PSLV-C49 mission is being targeted during the 1st half of November 2020, based on the current status of planning of activities. This schedule is subject to change due to operational circumstances beyond NSIL control," Kleos Space said. "The rocket launch is done by ISRO (<keyword id="116095" type="ORGANIZATION" weightage="20" keywordseo="Indian-Space-Research-Organisation">Indian Space Research Organisation</keyword>). ISRO may launch four Kleos Space satellites in November — ending COVID-19 hiatus

New Delhi [India], July 13 (ANI): <keyword id="8011274" type="General" weightage="20" keywordseo="chandrayaan-3" source="Orion">Chandrayaan-3</keyword>, India's third lunar exploration mission, will make India the fourth country to land its spacecraft on the surface of the moon and demonstrate the country's abilities for safe and soft landing on lunar surface. The countdown for the launch of the mission began on Thursday at 14:35:17 IST ahead of take-off on Friday from the Satish Dhawan Space Centre in Sriharikota. The spacecraft will be launched on a GSLV Mark 3 (LVM 3) heavy-lift launch vehicle. This will be Indian Space Research Organisation's (ISRO) follow-up attempt after the Chandrayaan-2 mission faced challenges during its soft landing in 2019. The 'Launch Rehearsal' simulating the entire launch preparation and process has been concluded by the ISRO. A day ahead of the Chandrayaan-3 mission, a team of ISRO scientists on Thursday visited and offered prayers at Tirupathi Venkatachalapathy Temple in Andhra Pradesh with a miniature model of Chandrayaan-3. If all goes well, Chandrayaan-3 will be the first spacecraft to land on Moon's South Pole, demonstrating India's technical prowess and bold spacefaring ambitions. Chandrayaan-3 mission will demonstrate a safe and soft landing on the lunar surface, rover roving on the moon and conducting in-situ scientific experiments. ISRO invited citizens to witness the launch of the much-awaited Chandrayaan-3 from the viewing gallery at Sriharikota. During the Chandrayaan-2 mission, ISRO lost contact with the lander when it was just a notch away from the moon's surface. The journey from Earth to the moon for the to-be-launched spacecraft is estimated to take around a month and the landing is expected on August 23. Upon landing, it will operate for one lunar day, which is approximately 14 Earth days. One day on Moon is equal to 14 days on Earth. K Sivan, former director of ISRO, told that the success of mission Chandrayan-3 will give a morale boost to programs like Gaganyan. "We understood what went wrong with Chandrayan-2 when we could not land on the moon's surface, we recreated the failure modes and we ensured that this time we have success. The challenge is the same as Chandrayan-2, same environment for landing. This time we hope that we have done enough based on the lesson of Chandrayan-2 that gives us more confidence. In space there are always unknown unknowns...hope that all issues are addressed and that we emerge with success," he said. "We are getting tech landing on a celestial body. By landing successfully, we will acquire landing technology and it will be good for future generations. A number of scientific experiments are planned and scientists will have more knowledge of the moon's geology and the earth's origin," he added. Mylswamy Annadurai, Mission Director of Chandrayaan-1, said Chandrayaan-3 is a very important mission. "We have shown that we can orbit, but we could not do a soft landing, By doing so this time we can show that Chandrayan-1 was not an isolated success. Internationally, the world is looking back to the moon, the real seeding for that came from Chandrayaan-1. So we need to make this mission successful," he told ANI. "Hard lessons were learnt from Chandrayaan 1 and 2. At every step, we are supposed to have a plan B. There were some setbacks in Chandrayaan- 2. This time we are back on track. We are clear on what we want to do and it will ensure we can softly land on the surface of the moon. The target of landing is also larger, all elements have been tested multiple times, we hope this is a success...," he added. Chandrayaan-3's development phase commenced in January 2020 with plans to launch it somewhere in 2021, but the COVID-19 pandemic caused delays in the development process. The major discovery of the Chandrayaan-1 mission, launched in 2008, is the detection of water (H2O) and hydroxyl (OH) on the lunar surface. Data also revealed their enhanced abundance towards the polar region. The primary science objective of the mission was to prepare a three-dimensional atlas of both the near and far sides of the Moon and to conduct chemical and mineralogical mapping of the entire lunar surface with high spatial resolution, Vikram Sarabhai Space Centre under ISRO had said. Moon serves as a repository of earth's past and a successful lunar mission by India will help in enhancing life on Earth and prepare to explore the rest of the solar system - and beyond. Director of Indian Space and Research Organisation (ISRO), S Somanath, had said that if everything goes well, the spacecraft will land on the moon on August 23. Chandrayaan 3: Countdown starts for India's third moon mission

Outlining its goal, the <keyword id="106731" type="ORGANIZATION" weightage="20" keywordseo="US-space-agency">US space agency</keyword> has said that it aims to complete the retrieval and transfer of ownership of the resources before 2024. NASA has set the goal of landing the first American woman and next man on the Moon by 2024. And it is not just one company that the US space agency is looking to purchase lunar resources from. "The solicitation creates a full and open competition, not limited to US companies, and the agency may make one or more awards," <keyword id="1901198" type="PERSON" weightage="20" keywordseo="NASA-administrator">NASA Administrator</keyword> <keyword id="4956577" type="PERSON" weightage="20" keywordseo="Jim-Bridenstine">Jim Bridenstine</keyword> wrote in a blog post on Thursday. As per the requirements outlined by NASA, a company will collect a small amount of Moon "dirt" or rocks from any location on the lunar surface, provide imagery to the agency of the collection and the collected material, along with data that identifies the collection location. They will then have to conduct an "in-place" transfer of ownership of the lunar regolith or rocks to NASA. After ownership transfer, the collected material will become the sole property of NASA for its use. "NASA's payment is exclusively for the lunar regolith, with any awardee receiving 10 percent at award, 10 per cent upon launch, and the remaining 80 per cent upon successful completion," Bridenstine said, adding that the agency will determine retrieval methods for the transferred lunar regolith at a later date. According to a report in The Verge, NASA is ready to pay between $15,000 and $25,000 for the resources. The amount appears to be quite meagre considering the cost required to send a spacecraft to the Moon, but the idea here is to start the process of creating a lunar marketplace, said the report. Industry group Commercial Spaceflight Federation has welcomed NASA's decision. "We applaud @NASA's announcement to buy extracted lunar resources from commercial as another step towards a sustainable return to the Moon," the federation said in a tweet on Thursday. The NASA Administrator said that when considering such proposals to buy lunar resources from private companies, the agency will require that "all actions be taken in a transparent fashion, in full compliance with the Registration Convention, Article II and other provisions of the Outer Space Treaty, and all of our other international obligations." "We are putting our policies into practice to fuel a new era of exploration and discovery that will benefit all of humanity," Bridenstine said. The Ordinance seeks amendments to the 125-years-old Epidemic Diseases Act, 1897, that protects health workers in the country. What is the Epidemic Diseases (Amendment) Ordinance 2020? The Indian government in April approved an ordinance that recognised any crime against health workers in India as a “cognizable and non-bailable” offence. It means that offenders can be arrested without a warrant, and no bail would be granted. Offenders can also be fined anywhere between ₹50,000 to ₹2 lakh and will also have to serve a prison term between 3 months to five years, Union Minister Prakash Javadekar had said in April. Moreover, people who damage the vehicles of healthcare workers or clinics will have to compensate by paying twice the value of the damaged property. These cases will be fast-tracked. An investigation against such cases will take place within 30 days, and a decision will be announced within a year. Why the need to amend the Epidemic Diseases Act 1987 now? The Epidemic Diseases Act is a century-old law enacted when Bombay (Mumbai) was hit by Bubonic plague.
