Tune into any bit of news these days, and you’re bound to come across the <keyword id="19978984" type="General" weightage="20" keywordseo="neet" source="keywords">NEET</keyword> controversy. With allegations of <keyword id="20118897" type="General" weightage="20" keywordseo="bribery" source="keywords">bribery</keyword>, paper leaks and a dozen other crimes making for some murky water ahead for India’s future medical aspirations, there is no wonder the <keyword id="20039944" type="General" weightage="20" keywordseo="scam" source="keywords">scam</keyword> has been plastered all over the news cycle over the past week. NEET, which stands for National Eligibility cum Entrance Test, is a mandatory test a student must attempt if they wish to pursue <keyword id="21099893" type="General" weightage="20" keywordseo="medical-courses" source="keywords">medical courses</keyword> in India and abroad. This extremely competitive exam is conducted once a year by the National Testing Agency (<keyword id="19985628" type="General" weightage="20" keywordseo="NTA" source="keywords">NTA</keyword>) in different locations all over the country, where students can score between -180 and 720 marks. Nearly 24 lakh aspirants participated from 4,750 centres this year. Further probing revealed that six of these 2024 first-rankers were from a single centre in Haryana, making for some highly unlikely coincidences. In addition, some students had scored 718 and 719 marks, which was pointed out to be mathematically impossible as per NEET’s grading systems. These papers were found burnt at an individual’s flat, who later confessed to the crime. "Photocopies of the question papers were given to the candidates and they were told to memorise the answers. Photocopied versions of the paper were given to around 30 candidates staying at a “safe house” in Patna. ISRO announces free online course for students above 10 years – eligibility, how to apply and everything you need to know

Board examinations will be conducted twice a year and students will get an option to retain their best score, according to the <keyword id="18508895" type="General" weightage="60" keywordseo="New-Curriculum-Framework" source="Orion">New Curriculum Framework</keyword> prepared by the <keyword id="263716" type="General" weightage="80" keywordseo="ministry-of-education" source="Orion">Ministry of Education</keyword>. Aiming to make the exams "easier" rather than "high stakes", the boards have also been asked to develop capacities to be able to conduct "on-demand" examinations in due course of time. The New Curriculum Framework (NCF) document accessed by PTI also states that there should be no hard separations between <keyword id="6435122" type="General" weightage="20" keywordseo="arts" source="Orion">Arts</keyword> and Sciences, curricular and extra-curricular activities, and vocational and academic streams. "Board examinations should be offered at least twice a year to ensure that students have enough time and opportunity to perform well. Students can then appear for a board examination in subjects they have completed and feel ready for. "This process could be made possible through the creation of a comprehensive test item bank which can be used to create tests using suitable software. This will enable the move towards a system of on-demand examinations in the near future as described in NEP 2020," the NCF stated. The Ministry of Education has noted that in the long term, all boards should change to semester or term-based systems, where students can test in a subject as soon as they have completed the subject, which would further reduce the content load being tested in any one examination. However, this is not the first attempt at reforming <keyword id="32862" type="General" weightage="90" keywordseo="board-exams" source="Orion">board exams</keyword>. The Continuous and Comprehensive Evaluation (CCE) was introduced for class 10 in 2009, but was revoked in 2017 and the board reverted to the old model of year-end exams. The board exams for classes 10 and 12 were also split into two terms during the pandemic as a one-time measure, but the old format of year-end examination was resumed for the crucial exams this year. The NCF prepared by the national steering committee, headed by former ISRO chief K Kasturirangan, also suggests that the current practice of streaming into <keyword id="41551" type="General" weightage="20" keywordseo="science" source="Orion">Science</keyword>, Arts or Humanities, and Commerce will be replaced by a design that enables both breadth through engagement with a variety of courses across streams and depth in areas chosen by students. "There should be no hard separations between Arts and Sciences, between curricular and extra-curricular activities, and between vocational and academic streams. This will eliminate harmful hierarchies among, and silos between, different areas of learning, "it said. The Kasturirangan panel has noted that in recent decades, there has been an unfortunate trend in India to see grades 11 and 12 as merely a means to gain admission into higher education. "The curricular logic often gets twisted due to this kind of instrumental thinking. The purpose of the secondary stage of schooling, particularly grades 11 and 12, must not be imagined as a mechanism for selecting and sorting students for different programmes in higher education," it said. The NCF noted that board examinations should assess the understanding and achievement of competencies rather than focusing on months of coaching and memorisation. "These examinations should provide a valid and reliable picture of student performance as per the competencies in the curriculum. It is the responsibility of Boards of Examination to design and implement fair, reliable, and valid testing processes and instruments to assess achievement of the articulated competencies and certify students on the basis of this achievement," it added.

All was going well for ISRO after the crashlanding of India's moon lander Vikram on the lunar surface in 2019. The year began well ISRO with the launch of the 3,357 kg communication satellite GSAT-30 by the European space agency Arianespace rocket Ariane 5 on January 17. The ISRO also showcased its robot/half-humanoid -- Vyommitra - which was part of its human space mission programme 'Gaganyaan'. The first setback of the year for ISRO came on March 4, when it had to call off the launch of GISAT-1, a day before its actual launch, owing to technical reasons. The ISRO did not share any detail about the technical reasons, or the glitch, and its rectification since then. It is also not known when the satellite with a very good camera would be launched. Then came the Covid-19 lockdown within and outside India that had its cascading impact on ISRO's core plans like the realisation of SSLV, launch of GISAT-1, delay in the first test-flight of the rocket as part of Gaganyaan mission. "During the lockdown, industries that were supplying components were not working. Our own officials were not able to attend office. Further travel to Sriharikota in Andhra Pradesh for satellite launch by the officials were not possible due to the lockdown," Sivan told IANS. It is also not known when ISRO will be able to restart its satellite launch operations. With coronavirus infection spreading fast in the county, ISRO also started work on developing a low-cost ventilator and sanitiser. Meanwhile, two positive developments happened for ISRO -- securing an Indian patent for its liquid cooling and heating garment (LCHG) suitable for space applications and for its method of manufacturing highland lunar soil simulant or simply lunar/moon soil. On May 16, Union Finance Minister Nirmala Sitharaman announced that Indian private sector will be a co-traveller in India's space-sector journey and a level-playing field will be provided for them in satellites, launches, and space-based services. She also said that a predictable policy and regulatory environment will be provided to private players. The future projects for planetary exploration, outer space travel and others are to be opened up for the private sector, adding there will be a liberal geo-spatial data policy for providing remote-sensing data to tech-entrepreneurs subject to various checks. Welcoming the announcement, sectoral experts suggested various models for restructuring of ISRO and also urged the government to set up an independent regulator and also enact necessary legislation. On June 24, the Union Cabinet decided to set up Indian National Space Promotion and Authorisation Centre (IN-SPACe), making ISRO to focus on research and development (R&amp;D) of new technologies, exploration missions, and human spaceflight programme. Singh said the Union Cabinet led by Prime Minister Narendra Modi decided to set up IN-SPACe to provide a level playing field for private companies to use Indian space infrastructure. He also said the New Space India Limited (NSIL) will endeavour to re-orient space activities from a 'supply driven' model to 'demand driven' model, thereby ensuring optimum utilisation of the country's space assets. Former ISRO Chairman <keyword id="52158" type="PERSON" weightage="20" keywordseo="madhavan-nair">Madhavan Nair</keyword> said there should be a national space law to define responsibilities and liabilities. Pointing out the role envisaged for IN-SPACe and the demand for a sectoral regulator, when queried whether the proposed body could be converted into the space sector regulator, Sivan told IANS: "IN-SPACe could be turned into a regulatory body when the necessary laws and regulations are in place." "We are on the job of getting ready the Space Activities Bill. It will define the space activities, liabilities and other aspects," he added. As part of the reform process, new navigation policy is also being proposed. Suitable changes in the remote sensing data policy as well as SATCOM policy are on the anvil to align them to an open and inclusive space sector, said Sivan. "The best is to establish an independent regulator -- <keyword id="9550824" type="COMPANY" weightage="20" keywordseo="space-regulatory-authority-of-india">Space Regulatory Authority of India</keyword> (SRAI) -- which will create a level-playing field for many of the emerging players," Narayan Prasad, Chief Operating Officer, satsearch, told IANS. Establishing an independent regulator could allow a systematic review and reforms on a continuous basis rather than one-off announcements, Prasad said. As per current scheme of things, IN-SPACe will have its own directorates for technical, legal, safety and security, monitoring as well as activities promotion for assessing the private sector's needs and coordination of the activities. IN-SPACe would have a board and representatives from industry, academia and the government, Sivan said. "Initially, IN-SPACe will be manned by people from the existing space setup. Later, people from outside will be taken in. It will have its funds from the budgetary allocations for the DoS. The new body may not need big financial allocations," Sivan remarked. Stressing that the ISRO's importance will not diminish with the entry of IN-SPACe, Sivan said all the existing centres - manufacturing, services, rocket launch centres - would continue to be with the ISRO. "The ISRO will be involved in research and development in advanced technologies, human space missions. It will also share its technological expertise with the private parties. The proposed new body will not disturb the existing ones. It will be another autonomous body," Sivan said. Industry officials are hoping to see further steps being taken by the government regarding the space sector during the second half of 2020. But as regards the satellite launches - domestic as well as foreign for a fee - by ISRO during the year depends on the spread or control of coronavirus and the resultant lockdown. ISRO doesn't know when it will be ready to restart space launches

The <keyword id="6354952" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Government">Delhi government</keyword> is in the process of formulating a policy for regulation of private coaching centres functioning in the capital and frame guidelines with respect to basic facilities, fee and safety measures, according to officials. Noting that private coaching centres are running a parallel education system and are still out of the ambit of any regulation and running without any statutory compliances leading to serious hazards to students, the government has asked institutes with enrolment of more than 20 students to register themselves with the Directorate of Education (DoE). The government also proposes to collect the data of such institutes and details of their infrastructure, land area, basic facilities, fee structure, safety standards etc. "Private coaching institutes and centres, imparting pre-admission coaching to students for admission into medical and engineering or any other professional courses or pre-examination coaching for securing government or private job through written or oral examination conducted by any agency of the government or a private establishment, or coaching and tuition of any subject taught at secondary or senior secondary school examination level, are growing rapidly in Delhi," said <keyword id="10105886" type="PERSON" weightage="20" keywordseo="yogesh-pal-singh">Yogesh Pal Singh</keyword>, Delhi's Assistant Director of Education. "The students from all over India come in the city for preparation of such examination and seek admission in private coaching centres. These institutions are running a parallel education system and are still out of the ambit of any regulation and running without any statutory compliances leading to serious hazards to students," he added. Singh pointed out that a tragic fire incident at a coaching centre in Gujarat's Surat, which claimed lives of 22 students, has drawn the attention of the government to formulate guidelines for such private coaching institutions and centres with respect to basic facilities, fee and safety measures etc. "It has also come to the notice of the government about some events of cheating and fraud on the part of some private coaching centres which remain unattended due to lack of regulation in this field. The government is very much concerned to safeguard the interest of such students already enrolled or desirous to enroll into such coaching institutes in Delhi. "Therefore, it is felt that there is an urgent need to regulate the functioning of education provided by such coaching institute and centres within jurisdiction of Delhi," Singh said. Delhi government to formulate a policy for regulating private coaching centres

India, as a country, today stands at the crossroads as it tries to take the centre stage in the world economy; harness its innate strengths; gain a stronghold in the world’s political stage; and reinforce its place in the global scientific fraternity. The recent ‘<keyword id="6354869" type="UNKNOWN" weightage="20" keywordseo="make-in-India">Make in India</keyword>’ campaign and <keyword id="1506013" type="UNKNOWN" weightage="20" keywordseo="mangalyaan">Mangalyaan</keyword> success was just a teaser for the world. 
 As the world wakes up to the power that lies within the sub-continent, it’s time that Indians should start focusing on education says Dr Govind Swarup, the Emeritus Professor from National Centre for Radio Astrophysics of TIFR. The well-known <keyword id="2546530" type="POSITION" weightage="20" keywordseo="Radio-Astronomer">radio astronomer</keyword> shared several insights and perspectives on how India can establish the intellectual potential and become one of the world’s best developed nations in a candid conversation with Richa Sharma, Deputy Editor-Business Insider India. Below are the excerpts: 
 
Q. Sir, you laid the foundation of radio astrophysics in India, and built the GMRT, a lot has changed, right from technology to science governing the Physics. How do you view all these changes? 
I look at them with positivity and lots of hope. But my fear is brain drain. Today, very few bright students join research institutes or Indian universities as many get attracted to software industries in lieu of handsome salary package. Many go abroad. This must change and for this we need to overcome the ‘caste system’ dividing our education system into four buckets/boxes. (He pauses and then explains) I say, we have a caste system in education because we’ve science colleges and research institutes in one box, engineering colleges in second, medical colleges in third box and humanities in fourth. In most American Universities, all are offered in one campus and students at undergraduate and postgraduate level are required to take 20 to 30 % courses outside their discipline. 
 
Q. So, you want to say that science education should be revamped? 
 Yes, precisely. Almost all universities in India impart only education in science, but very little research isencouraged. Unless we combine undergraduate education with research and experiments in all disciplines (e.g in social sciences with field surveys), we cannot expect our universities to become world-class. 
 
Q. What’s your take on Mangalyaan success? ISRO scientists have created history by successfully inserting the Mars Orbiter Mission (MOM) into the Martian Orbit. This makes India the first country in the world to accomplish the feat in its maiden attempt. 
It’s a great achievement. Not only it has proved the technical skills of ISRO scientists but also mathematical ability by few in ISRO who calculated and mastered the gravitational variations across the solar system from the earth to mars that led to the unique success. But there’s a lesson that we should learn from this success. 
 
(Lesson?) We should enhance mathematics teaching and learning—right from primary levels to secondary levels across India in private schools, municipal schools and rural schools. Science can’t exist without Maths, you can even say vice-versa. A group in Orissa and Pune selects undergraduate students in Degree colleges and encourages them to go to municipal schools, interact with 20 students studying in class 5th or above, and impart mathematical knowledge. Imagine the impact we can create if we implement the same rule across thousands of science and engineering degree colleges in India. How do we tell Smiriti Irani? 
 
Q. From discovery of Type U solar radio bursts, gyro-radiation model for microwave radio emission from solar active regions; lunar occultation observations using the ORT to high angular resolution studies (about 1 to 10 arc sec) of more than 1,000 weak radio galaxies and quasars-you have done it all. Now, what’s next in your list? 
Next on my list is education. I dream of India, where we’ve world-class universities. I feel that’s the only way to capture the intellectual potential we have in the country, and make India one of the world’s best developed nations as well. 
 
From 1996 to 2004, I and Professor Bhide (former VC of the Pune University) struggled to set up a 5-year integrated Science Education and Research at the University of Pune. Our initiative was approved by the Cabinet in 2004, which later lead to the establishment of: 5 Indian Institutes of Science Education and Research (IISERs); another National Institute of Science Education and Research (NISER); and Center of Excellence in Basic Sciences at the Bombay University. I consider this as a bigger achievement than building the Giant Metrewave Radio Telescope (GMRT). 
 
I hope that the Modi Government would select four State Universities across India on competitive basis, provide sufficient funds, ensure that faculty is selected on a national basis and thus in due course improve our ~ 250 or more universities. There’s tremendous talent going untapped in our young population. Apart from education and nurturing talents at the bottom of the pyramid, we need to take special care of the top that would contribute to innovation. At age of 85, I can’t contribute more to these dreams, but I am sure there are others who can pave us on the road to faster growth and success. 
 
Q. That’s an intriguing thought sir, but we would still like to know what are you researching these days? We heard that you are making observations with the GMRT for problems related to cosmology. 
Currently, I am closely guiding a student from VSSC (isn’t it Trivandrum??), ISRO, to analyze observations made with the GMRT of the planet Venus and to investigate any heat flow and its magnitude from its interior. Along with Dr Sandeep Sirothia of NCRA, currently in South Africa, we are also analyzing GMRT data of "Extremely Cold Spot" in the microwave background that has cosmological implications. 
 
Q. You are probably the reason why people think of being a radio astronomer—the term however, is not known to many. Can you please explain what it’s all about in simpler words? 
Radio Astronomy is a new subject. Using radio telescopes (large antennas connected to very sensitive electronics), it has been discovered that one in a million galaxy is a very powerful source of radio emission emitting trillions of power due to presence of massive black holes at the centre of certain galaxies that give rise to outflow of powerful jets of electrons and positrons as matter spirals from galaxy to the central black holes. Many other discoveries have been made in Radio Astronomy and has brought Nobel Prize to 8 radio astronomers over the last 50 years. 
 
India has GMRT, the world's largest radio telescope operating from 130 MHz to 1430 MHz. It is being used by astronomers and students from India and 31 countries in the world including astronomers from Cambridge, Oxford, Harvard and Stanford. There are only a few other scientific instruments in India that has been used by international scientists and that too on a limited occasions. 
 
Q. Any tips for our readers, who want to become a radio astronomer? 
A good education background and exceptional analytical skills is all that you need. If you have completed B.Sc. and M.Sc levels in Physics and Mathematics, Or B.Tech in Electronics and telecommunications, you can sit in for competitive tests held in this field. National Centre of Radio physics of TIFR at Pune, Raman Research Institute at Bangalore and a few other places, annually select students through JEST, IUCAA-NCRA (INIAT) and TIFR entrance exams.
