A parliamentary proposal on August 5, 2019 to bifurcate the State of Jammu and Kashmir into two Union Territories (UT) saw the total number of states and union territories in the country increase to 36. This figure consist of 29 states and 7 union territories. In terms of governance, structure and function, states and union territories are significantly different from each other. Article 1 of the Indian constitution defines India as a Union of States and not as a federation of states. The term union of states. The two union territories with the legislature are Delhi and Puducherry. This type of union territory has an elected legislature and government. The other union territories are directly controlled by the central government. The union territories have no separate representation in the Rajya Sabha except in cases of Delhi and Puducherry where the union territories have their own independent legislature. After the bifurcation, Jammu and Kashmir resemble the category of Delhi and Puducherry. The special provision granted for Jammu and Kashmir will mean that the administrative powers are distributed between the governor and the chief minister. The education and municipal operations of these union territories come under the purview of the legislative assembly while aspects like security and others are managed by the central government as per the advice of the Lieutenant Governor. Since they enjoy a partial statehood like status and they have their own legislative assemblies, union territories like Delhi, Puducherry and Jammu and Kashmir do not operate in the same way as the other four union territories in India do. Pakistan 'will exercise all options' against Delhi taking over J&K

New Delhi, Nov 17 () State-owned Indian Oil Corporation (IOC) on Sunday began supplying a special winter-grade diesel to Ladakh, solving technical issues faced in fuel supply to high-altitude regions during extreme winter conditions.
 While IOC's Panipat refinery had flagged off the first consignment of truck carrying the special grade diesel last week, Home Minister Amit Shah presided over a function on Sunday to launch the fuel in the Ladakh region through a video link, an official statement said here.
 Motorists in high-altitude sectors such as Ladakh, Kargil, Kaza and Keylong face the problem of freezing of diesel in their vehicles when winter temperatures drop to as low as minus 30-degrees Celsius.
 "IOC has come up with an innovative solution to this problem by introducing a special winter-grade diesel with a low pour-point of minus 33-degrees Celsius, which does not lose its fluidity function even in extreme winter conditions," the statement said.
 Speaking on the occasion, Shah congratulated the people of Ladakh for getting their long-pending demand fulfilled by getting the Union Territory status for Ladakh.
 The new status will accelerate the pace of holistic development of the region and bring prosperity to the people at par with the rest of India, he said.
 The home minister said the Government of India has initiated a number of development projects for the UT of Ladakh in the areas of power, solar energy, education and tourism with an estimated investment of Rs 50,000 crore.
 He further said that keeping in view the special development requirement of the region, the Government of India has made a provision that the budget allocation for the UT of Ladakh will remain non-lapsable so as to enable the local administration to make full use of these funds as per their development needs.
 Shah assured the people of Ladakh that they will witness a fast pace of growth and development of the region under the decisive leadership of Prime Minister Narendra Modi.
 Oil Minister Dharmendra Pradhan said Ladakh will now get uninterrupted supply of special winter-grade diesel, which will help reduce the hardships faced by the local people for transportation and mobility during the harsh winter months.
 This will further facilitate the local economy as well as tourism of the region, he said.
 Using the normal grade of diesel becomes an arduous task for the people in the winter months where temperatures fall to sub-zero temperatures of nearly minus 30-degrees Celsius.
 However, the winter grade diesel produced by Panipat refinery for the first time has a pour point of minus 33-degree Celsius and does not lose its fluidity function even in the extreme winter weather of the region unlike the normal grade of diesel.
 The winter grade diesel also meets BIS specification of BS-VI grade diesel.
 The first delivery is being effected to the highest altitude retail outlets at Leh, an IOC statement said.
 While the first truck containing winter grade diesel has been flagged off from the Panipat Marketing Complex of IOC, subsequent supplies of winter grade diesel would be done from the Jalandhar oil terminal from where this fuel grade would reach the Leh and Kargil depot to meet demands of customers of Leh Ladakh region during peak winters, it added.  Union territories are governed directly by the central government, hence earning them the name. States, on the other hand are administrative units, and have their own governments. Article 370 made the provision for the state to have its own constitution. Article 35A, based on Article 370, allowed the state to choose its permanent residents, provisions to government posts and governing property rights.

In its first ever raids in the Union Territory of <keyword id="19905190" type="General" weightage="20" keywordseo="Ladakh" source="keywords">Ladakh</keyword>, the <keyword id="19895344" type="General" weightage="20" keywordseo="Enforcement-Directorate" source="keywords" meta.keywordsubtype="org" meta.entityname="Enforcement Directorate" meta.hostid="261" meta.entityid="Enforcement Directorate">Enforcement Directorate</keyword> on Friday conducted searches as part of its <keyword id="19899231" type="General" weightage="20" keywordseo="money-laundering" source="keywords">money laundering</keyword> probe linked to a cryptocurrency fraud case in which investors lost more than Rs 7 crore worth of deposits, officials said. The agency's zonal office here raided at least six premises in Leh town of Ladakh, Jammu in J-K and Sonipat in Haryana in the case against A R Mir and others. It is alleged that 2,508 investors deposited more than Rs 7.34 crore in a fake cryptocurrency business in the name of "<keyword id="22638371" type="General" weightage="20" keywordseo="Emollient-Coin-Limited" source="keywords" meta.keywordsubtype="org" meta.entityname="Emollient Coin Limited" meta.hostid="261" meta.entityid="Emollient Coin Limited">Emollient Coin Limited</keyword>". They, however, did not get any returns or currency back, and these funds were laundered by the business' promoters to purchase land assets in Jammu. The money laundering case stems from a March 2020 FIR registered in Leh and some other complaints filed in the Union Territory (UT) of Jammu and Kashmir (J-K) against Mir and Ajay Kumar Choudhary. Police in Leh in their FIR stated that an inquiry was conducted by a committee formed by the local district magistrate against Mir and his agents who were running the "fake" cryptocurrency business (Emollient Coin Limited) from a office located at the Anjuman Moin-Ul-complex, opposite SNM Hospital, in Leh. The committee sealed this office during inquiry on charges of "cheating many innocent individuals by assuring them to double their investment", according to the FIR. The accused lured people of the UT of Ladakh and some other places to purchase "Emollient Coin" using cash or transferring money into bank accounts, according to Enforcement Directorate (ED) officials. The depositors were also duped in the name of "Bitcoins" with the assurance of returns up to 40 per cent with a lock-in period of 10 months, the probe agency said. Investors were dished out a commission of up to seven per cent of the investment made by the people on their reference in the business, thereby forming a multi-level marketing chain, the ED found. A total of 2,508 people invested Rs 7,34,36,267 in the investment plan offered by Mir and the company (Emollient) floated by him that was incorporated in September 2017 and had its registered office in London. A man, Henry Maxwell, living in the UK capital, was its director. The company had two promoters in India -- Naresh Gullia and Channi Singh. The company was "deliberately" dissolved in March 2019, and Mir along with Choudhary launched a real estate business and acquired lands in Jammu from the funds generated by the fake cryptocurrency trade, according to the ED.
