The discussion is crucial as both the budgets shape the financial direction of the country and the Union Territory, respectively. The Union Budget outlines the government's revenue and expenditure plans for the upcoming fiscal year, while the budget for the Union Territory of Jammu and Kashmir is a significant event considering the developmental needs. The reports were presented to the Speaker on February 23 and April 29, 2024, and to the Chairman, Rajya Sabha, on February 28 and May 13, 2024, before the dissolution of the 17th Lok Sabha. The Speaker had ordered the printing, publication and circulation of the reports. New Delhi, Nov 14 () KPMG in India and NIIT Ltd on Thursday said they have entered into an exclusive partnership to launch 'KPMG NIIT Finance Academy' in India for building skills and talent for finance professionals.
 Designed as a centre for future skills in finance, the academy will offer futuristic programs in finance to fresh graduates and experienced finance professionals to address the changing talent requirements that evolving business models, regulatory changes and new-age technologies, a statement said.

 The Commerce Ministry on Thursday said Tobacco Board has been awarded the Golden Leaf Award for its efforts to initiate various sustainability initiatives in flue-cured virginia (FCV) tobacco cultivation in the country.
 The awards under this category are given to a company or institution that introduced a public service programme or educational campaign of creativity, effectiveness to date and best use of resources. 
 The board got this award for its best outstanding public service in sustainability to the industry for its initiatives on natural farming in tobacco cultivation for production of organic tobaccos, improving the soil health through green manuring.
 India is the world's fourth largest producer of FCV tobacco. About 88,000 FCV tobacco farmers and their families in the states of Andhra Pradesh and Karnataka are dependent on this crop for their livelihood. SR RR

KPMG in India, NIIT launch 'KPMG NIIT Finance Academy'

New Delhi, Feb 1 () A degree level full-fledged online education programme will be offered by the country's top 100 educational institutions to students belonging to deprived sections of the society and those who do not have access to higher studies, Finance Minister Nirmala Sitharaman said on Saturday. 
 Presenting the Budget for fiscal 2020-21 in Parliament, Sitharaman said a new education policy will soon be announced and the government proposes to provide about Rs 99,300 crore for the education sector in 2020-21 and about Rs 3,000 crore for skill development. 
 "By tying skill development with education, Finance Minister Nirmala Sitharaman has given wings to the Skill India Mission and the overall skilling ecosystem of the country. India is a treasure trove of gifted individuals who must be skilled in order for them to realise their dreams.
 "The Rs 3,000 crore outlay will give an impetus to vocational education and training. Under the current plans, we are already proving skill training across 8,000 schools and institutes, with 400 hours in classes 9-10 and 500 hours in classes 11-12 for one trade. The Budget 2020 makes a provision for expanding the net to other schools as well," Union Skill Development and Entrepreneurship Minister Mahendra Nath Pandey said. 
 The finance minister also announced that a special bridge course would be designed by ministries of health and skill development and entrepreneurship in conjunction with professional bodies to bring in equivalence and improve the skillsets of teachers, nurses, paramedical staff and care-givers. 
 Emphasising that India should also be a preferred destination for higher education, she said under a 'Study in India' programme an IND-SAT exam is proposed in Asian and African countries for benchmarking foreign candidates who receive scholarships for studying in Indian higher education centres. 
 "Dialogues have been held with state education ministries, Members of Parliament and other stakeholders on the education policy. Over 2 lakh suggestions were also received. The new education policy will be announced soon," Sitharaman said, adding steps would be taken to enable sourcing of external commercial borrowing and FDI so as to deliver higher quality education. 
 Observing that students in general stream as opposed to those in sciences or technology stream need their employment opportunities improved, she said about 150 higher education institutions will start apprenticeship, embedded degree diploma courses by March 2021. 
 "The government proposes to start a programme whereby urban local bodies across the country would provide internship opportunities to fresh engineers for a period up to one year," the finance minister said.
 In order to provide quality education to students of deprived sections of the society as well as those who do not have access to higher education it is proposed to start degree level full-fledged online education programme, Sitharaman announced. 
 She said this shall be offered only by institutions ranked within top 100 in the national institutional ranking framework and initially, only a few such institutions would be asked to offer such programmes. 
 Besides, a national police university and a national forensic science university are being proposed in the domain of policing science, forensic science and cyber forensics. 
 Sitharaman said the government will also start a programme whereby urban local bodies across the country would provide internship opportunities to fresh engineers for a period of up to one year.  New reforms introduced Sitharaman said that there have been over 200,000 new additions in the New Education Policy, which will be announced soon. Come 2030, India will have the largest working age population in the world. Under the 'Study in India' programme, the government will introduce INSAT exam to enroll Asian and African students in Indian universities. In order to provide quality education to the under privileged, full-fledged online courses will be launched in India -- by the institutions featuring in the top 100 national rankings. Given the increasing global demand, the Ministry of Health and Family Welfare will also kickstart a 'bridge course' to reskill its teachers and nurses. It will also introduce one-year internship for engineering students. Almost 260 million people in India enroll into different courses each year, while another 60 million are deprived of access to education, according to the Right to Education Forum. This shows that the Indian education system needs a revamp. According to the government think tank Niti Aayog, India should increase the education expenditure to nearly 6% of the GDP over the next two years. Poor quality of education is one of the many risks that India faces — adding to its unemployment crisis. The total employment in the country declined by 9 million in the last seven years, since 2017. As of July 2019, 1.5 million people gained skills and jobs, thanks to the country’s <keyword id="2473582" type="PERSON" weightage="20" keywordseo="Skill-India-mission">Skill India mission</keyword>.  “India’s unemployment challenge is partly because of a low level of education, high dropout rates, labour market asymmetries, a mismatch between the supply of skills and demand and the high aspirations of young people,” K P Krishnan, former secretary of the Ministry of Skill Development and Entrepreneurship, <a href="https://www.indiaspend.com/skills-and-jobs-must-match-to-meet-high-aspirations-of-indias-young/">told</a> IndiaSpend. This is primarily because of the lack of skills to match the changing needs of the digital world. “Lack of skills was evident in new age digital technologies such as Artificial Intelligence, Machine Learning and Cloud Computing. Shortage of these skill sets can be met by the government developing guidelines for various industries in order to create mandatory learning hours for employees — especially in the key growth sectors like IT, BFSI sectors,” Kamal Dutta, MD, Skillsoft told Business Insider. Last Budget, Sitharaman announced a ‘Study in India’ programme, focussed to bringing foreign students to study in India’s higher education institutions. She also said that the government will also ensure industry relevant skill training for 10 million youth in India — building skills in technologies like Artificial Intelligence, Big Data, Virtual Reality, 3D printing and Robotics. This too might see some allocation this budget. Shortage of teachers India is short of teachers and skilled teachers are rarer to come by. As of now, the country has roughly 8.5 million teachers and only 19,000 teacher training institutes. “If we are focussed on the right to education, the quality of education is equally important and the Govt may look to allocate budget to improve education facilities,” said Nivedita Das Gupta, India Country Head, Miracle Foundation India. As of 2018, the country’s national capital Delhi government schools were recorded with 35,034 regular teachers. This is ₹4,500 crore higher than last year’s allocation. Apart from this, she paved way for the sector to be flush with funds for investment as she opened up the sector for external commercial borrowings. It means Indian education companies will be able to access cheaper foreign debt - which is significant in times when banks are slowing down credit to companies across sectors. India also plans to expand its 'Study in India' programme. In this regard, the government will introduce an INSAT exam to enroll Asian and African students in Indian universities. This will mirror the SAT and GMAT exams of the US which are used to enrol foreign students. The programme announced last year, focussed to bringing foreign students to study in India’s higher education institutions. Educators cheer online course announcements The Budget said that ‘degree-level’ full-fledged online courses will be launched in India and that too by top 100 national rankings. This will help provide quality education to the underprivileged. "This will help engineers learn on the job which is actually good because in India major population of engineers lack the skills required for growth which will be tackled here. This will definitely prove to be a big step towards digitalisation of Indian education system,” said Akhand Swaroop, CEO &amp; Founder of the Catalyst Group. Given the increasing global demand, the Ministry of Health and Family Welfare will also kickstart a 'bridge course' to reskill its teachers, caregivers and nurses. It will also work to associate medical colleges with district hospitals to overcome the shortage of doctors in the country. A new education policy in the works Sitharaman added that there have been over 200,000 new additions in the New Education Policy, which will be announced soon. National Police University and National Forensic University are also being proposed. The government will introduce a one-year internship for engineering students. She also announced that the country will have 150 higher educational institutions to start apprenticeship embedded degrees by 2021. India will have the largest working age population in the world by 2030. During the Union Budget speech, Sitharaman said that India needs more education, skills and employment opportunities. This will, in turn, need more money to attract better teachers and developed laboratories.

Budget 2020: Indian education sector will now get students and funds from foreign lands

New Delhi, Feb 3 () The government will protect the interest of policyholders of LIC, which is likely to go public in the next financial year, Minister of State for Finance Anurag Thakur has said.
Listing of LIC will help bring in greater transparency, public participation and also deepen the equity market, he said.
"Government came out with the idea (LIC listing). The details will follow and it will be in the interest of LIC and its policyholders. Interest of LIC and policyholders will be safeguarded," he told in an interview.
Asked about quantum of stake sale, he said, once the amendment to the LIC Act is finalised you will get all the details.
"LIC have an independent set-up to decide where they want to invest even today and what will continue in the next format that would come into light as well in the future," he said.
Finance Minister Nirmala Sitharaman while presenting the Budget 2020-21 on Saturday proposed to sell a part of government stake in LIC through an initial public offer next fiscal.
The government aims to garner Rs 90,000 crore from the listing of LIC and stake dilution in IDBI Bank in the next fiscal out of total disinvestment target of Rs 2.10 lakh crore.
The government currently owns 100 per cent in LIC, while it holds around 46.5 per cent stake in IDBI Bank.
Assuring that the numbers presented in the Budget as realistic, Thakur said several measures announced in the Budget will help boost economy and meet nominal GDP growth target of 10 per cent set in the Budget.
"Just three four months back the government announced corporate tax rate cut. It takes some time to implement that at the grassroot level. So, you will see impact of that in some time. That is why we have not said 7.5 per cent, we have said 6.5 per cent (growth). And that is a real and genuine numbers we are looking at," he said.
Besides, he said, the revenue and expenditure target for the next fiscal are very much achievable.
The Budget has pegged total receipts at Rs 22.46 lakh crore and expenditure at Rs 30.42 lakh crore 2020-21 keeping in mind government's commitment towards various schemes and need for improvement in quality of life of the people.
Terming this year's Budget as 'Jan Jan Ka Budget', Thakur said, every strata of the society has been taken well into consideration and major reforms have been undertaken benefiting youth, women, farmers, investors and middle class.
The government has provided Rs 2.83 lakh crore for agriculture, farmer welfare and rural development.
"Doubling farmers' income is an agenda for the next two years. We have already fulfilled the commitment of one and a half times of cost of production of farmers which government had promised," he said.
With the announcement of 'Kisan Rail' and 'Krishi Udaan' to be launched by Indian Railways and Ministry of Civil Aviation, respectively, for a seamless national cold supply chain for perishables, this too will serve beneficial as it will aid farmers in facilitating smooth and fast transport of perishable goods, he said.
In addition, the government has increased agriculture credit target to Rs 15 lakh crore for the next fiscal.
Thakur said, "from the startups to education, internship to apprenticeship many announcements have been done...So, I think more young entrepreneurs, more startups we are going to see...We see India moving to top three startup countries in the world in the next couple of years".
With regard to helping the MSME sector, he said, the government has asked the RBI to consider extending debt restructuring window by another year till March 31, 2021.
More than five lakh MSMEs have benefitted from restructuring of debt permitted by the Reserve Bank of India in the last year, he said. DP BAL

It sounds great, but I'm pretty sure I came away from living there with some unrealistic expectations: I will never live anywhere as glam and luxurious as I did when I lived with them.I also know I will never be able to entertain people in the same fashion as when I lived with my parents. Because we lived in such a posh condo, anyone who visited us was treated to a balcony overlooking the ocean, two pools and a hot tub, and valet parking. Since my parents are so cool, I entertained more than I have before (or since) in my life.<h2>Would I do it again? Absolutely</h2>Moving to Florida was the best decision of my life. <ul><li>The Indian government is launching an academic course — the Graduate Insolvency Program — to train a crop of new insolvency professionals. </li><li>India’s stressed bank assets rose to $146 billion recently. </li><li>The 27-month program is likely to benefit insolvency professionals. It will help them handle tough bankruptcy cases within a short time.</li></ul>India has a huge, emerging sector for helping distressed and bankrupt companies come out of financial difficulty. But it faces a huge shortage of bankruptcy professionals who can oversee the process. To make up for the lack, the Indian government is reportedly launching a fresh academic course — <a href="https://economictimes.indiatimes.com/markets/stocks/news/want-to-graduate-in-insolvency-heres-how-you-can/articleshow/67534863.cms">Graduate Insolvency Program</a> — which will help train a new crop of insolvency professionals. The Insolvency and Bankruptcy Board of India (IBBI) will likely launch the program in first week of February. It will allow fresh candidates to take up Insolvency profession while presently hirings happen from the lot having at least 10-15 years of experience. The 27- month program aims to train nearly 45 such professionals annually. India introduced a new bankruptcy law, the <keyword id="6354456" type="DEFINITION" weightage="20" keywordseo="Insolvency-and-Bankruptcy-Code">Insolvency and Bankruptcy Code</keyword> (<keyword id="192838" type="ORGANIZATION" weightage="20" keywordseo="IBC">IBC</keyword>), two years ago — which was seen as a landmark law to help several banks resolve a huge pile of bad debt from under-performing or stressed companies. The new rules gave recourse to both the company’s promoters and creditors. How will the course benefit insolvency professionals? As of 2017, the country had nearly <a href="https://economictimes.indiatimes.com/jobs/jobs-how-will-graduates-gain-from-insolvency/articleshow/59850758.cms">600-700 insolvency professionals</a>, according to Mamta Binani, former president of Institute of Company Secretaries of India. While according to a senior official from ICAI, certified training programs have the capacity to create thousands of job opportunities. That is because, India’s National Company Law Tribunals have been flooded with hundreds of such cases that will need insolvency professionals for primary operations. Who will be eligible? The graduate insolvency program will be outsourced from prominent Indian institutions, and operate in sync with regulators. It will admit candidates from varied backgrounds from chartered accountants, post graduates in economics, finance, management, commerce, cost accountants, company secretaries and law graduates. However, there will be a minimum bar to qualify the elimination exam, just as for the Common Admission Test (CAT). Foreign nationals will also be eligible to take up the course — along with a reservation quota of five seats. The Indian government hopes the course will be added help for professionals already working on bankruptcy to solve the cases more efficiently. It will also give the professionals domestic and international exposure in the field through internships. The overall cost for the graduate program is yet to be declared. However, it is <a href="https://www.businesstoday.in/current/economy-politics/alert-for-cas-law-students-check-out-new-graduation-course-on-bad-loans/story/310221.html">expected to cost </a>between ₹700,000 to ₹1,000,000. India has tried to groom insolvency professionals earlier as well. Last year, the Ministry of Skill Development &amp; Entrepreneurship (MSDE) and Insolvency and Bankruptcy Board of India (IBBI) jointly announced a training program for <a href="http://www.uniindia.com/news/business-economy/msde-launches-insolvency-associate-course-in-du/1285995.html">‘Insolvency Associates’</a> to create more jobs in the sector. Rolled out under the Pradhan Mantri Kushal Vikas Yojana (PMKVY), the 250-hour course focused on insolvency issues including Companies Act, accounting and valuation. Mother Jones <a href="http://www.motherjones.com/media/2014/03/newsweek-ibt-olivet-david-jang">published a lengthy piece Monday</a> detailing the extensive connections between mysterious religious leader David Jang, the religious college he founded, Olivet University, and IBT Media, which purchased Newsweek in August of last year. Though the story does not suggest IBT's ties to Jang's religious movement have influenced Newsweek's content, Business Insider has found signs infusing the "Gospel message" into media is central to Jang's concept of journalism. 
The story in Mother Jones detailed how the finances of Jang, Olivet, and IBT are all intermingled. It also included evidence Jang has been involved in business decisions made by IBT's young co-founders, Etienne Uzac and Johnathan Davis. In addition to their other relationships with Jang, both Uzac and Davis have ties to Olivet. These connections are intriguing since injecting religion into media seems to be a major part of Olivet's journalism curriculum. 
Olivet's website indicates the school is divided into seven colleges including Olivet College of Journalism. The journalism school's web page includes <a href="http://ocj.olivetuniversity.edu/academics/journalism.htm">an introductory page</a> noting students there are "equipped to change the world for Jesus Christ." It also features <a href="http://ocj.olivetuniversity.edu/about/whoweare.htm">a mission statement</a> where the main goal of the school is described as "equipping" students "with professional skills and an ability to apply knowledge in Christian media ministries to propagate the Gospel message through contemporary and traditional forms of media."
Editors at Newsweek and IBT's other mainstream media properties responded to the Mother Jones piece by claiming the religious beliefs of the magazine's ownership do not influence it content. However, the company's co-founders reportedly have deep ties to Olivet, where the journalism school is expressly dedicated to spreading religious messages through the media. Furthermore, according to <a href="http://mobile.nytimes.com/2013/10/05/nyregion/despite-questions-town-supports-new-evangelical-college.html?from=education">a New York Times report</a> published in October, the school's president boasted that it has served as a feeder for IBT.
The New York Times said Uzac was a member of Olivet's board of trustees. It also noted Davis' wife, Tracy, who is also president of Olivet, said, "IBT has also provided internship and job opportunities for Olivet students and graduates."
Christianity Today, which published a pair of articles on Jang in 2012, also said Uzac has <a href="http://www.poynter.org/latest-news/mediawire/220244/newsweeks-new-owner-downplays-ties-to-evangelical-preacher/">been the school's treasurer</a> and Davis was its "director of journalism." Those stories also accused Jang of preaching that he is the "Second Coming Christ," a messianic figure. Olivet leaders have <a href="http://mobile.nytimes.com/2013/10/05/nyregion/despite-questions-town-supports-new-evangelical-college.html?from=education">criticized Christianity Today's coverage</a> as inaccurate. 
Business Insider reached out to Uzac, Davis, and Newsweek Editor-In-Chief Jim Impoco on Monday to ask them about Olivet's concept of journalism and whether they brought similar values to Newsweek. As of this writing, none of them have responded.
