For a country like India which is witnessing expansion of the space sector, it is crucial to have a robust ecosystem in place for smooth operations without having to compromise any sensitive data, he noted. IN-SPACe signs pact with startup to develop indigenous satellite quantum key distribution products

The three nano-satellites developed by startups which were successfully placed into orbits during Saturday's PSLV C54/EOS-06 mission would have significant bearing in the private sector's future endeavours, a top official of space regulator Indian National Space Promotion and Authorisation Centre (IN-SPACe) said. Apart from the primary payload -- an Earth Observation Satellite (Oceansat) and five other co-passenger satellites -- the Polar Satellite Launch Vehicle C54 successfully placed Thybolt-1 and 2 satellites, 'Anand' nano-satellites developed by space startups Hyderabad-based <keyword id="2623423" type="General" weightage="80" keywordseo="dhruva-space" source="Orion">Dhruva Space</keyword> and Bangalore-based Pixxel, respectively. IN-SPACe is an autonomous body under the Department of Space. IN-SPACe and <keyword id="116095" type="General" weightage="50" keywordseo="indian-space-research-organisation" source="Orion">Indian Space Research Organisation</keyword> (ISRO) facilitated the launch of Thybolt-1 and 2 and 'Anand' satellites onboard PSLV-C54, a press release said. Nano-satellites built by startups augurs well for private sector's future endeavours: IN-SPACe

Chennai, June 25 (IANS) The proposed Indian National Space Promotion and Authorisation Centre (IN-SPACe) could be turned into the sectoral regulator once necessary legal structure are there, according to K. Sivan, Secretary of the Department of Space (DoS) and Chairman of the Indian Space Research Organisation (ISRO). On Wednesday the Union Cabinet, chaired by Prime Minister Narendra Modi, gave its nod for opening up the space sector and for setting up of IN-SPACe to promote private sector's participation. The IN-SPACe will also ensure a level-playing field for private firms to use Indian space infrastructure. It will hand hold, promote and guide the private industries in space activities through encouraging policies and a friendly regulatory environment. Speaking to IANS, Sivan said, "We are on the job of getting ready the Space Activities Bill. It will define the space activities, liabilities and other aspects." According to Sivan, a new navigation policy is also being proposed. Suitable changes in the remote sensing data policy as well as SATCOM policy are on the anvil to align them to an open and inclusive space sector. Pointing out the role envisaged for IN-SPACe and the demand for a sectoral regulator, when queried whether the proposed body could be converted into the space sector regulator, Sivan said, "IN-SPACe could be turned into a regulatory body when the necessary laws and regulations are in place." Speaking to IANS earlier, Narayan Prasad, Chief Operating Officer, satsearch said, "The best is to establish an independent regulator -- Space Regulatory Authority of India (SRAI) -- which will create a level-playing field for many of the emerging players." Establishing an independent regulator could allow a systematic review and reforms on a continuous basis rather than one-off announcements, Prasad said. According to Sivan, IN-SPACe will have its own directorates for technical, legal, safety and security, monitoring as well as activities promotion for assessing the private sector's needs and coordination of the activities. IN-SPACe would have a board and representatives from industry, academia and the government, Sivan said. "Initially, IN-SPACe will be manned by people from the existing space setup. Later, people from outside will be taken in. It will have its funds from the budgetary allocations for the DoS. The new body may not need big financial allocations," Sivan said. No estimataion on the private investment the sector will attract after the opening-up has been done. "We will have an industry meet with the private sector in two weeks. Then we may get an estimate on investment potential," he said. Stressing that the ISRO's importance will not diminish with the entry of IN-SPACe, Sivan said all the existing centres - manufacturing, services, rocket launch centres - would continue to be with the ISRO. "The ISRO will be involved in research and development in advanced technologies, human space missions. It will also share its technological expertise with the private parties. The proposed new body will not disturb the existing ones. It will be another autonomous body," Sivan said. On the impact of Covid-19 on the ISRO launch missions, Sivan said, "All our missions were affected. The actual impact will have to be studied once the situation improves. Chennai, June 25 (IANS) The proposed Indian National Space Promotion and Authorisation Centre (IN-SPACe), part of space sector reforms aimed at bringing in private sector participation, will be a separate vertical under the Department of Space (DOS), said ISRO Chairman K.Sivan on Thursday. The Indian Space Research Organisation (ISRO) chief also said a new Navigation Policy is also being proposed. Suitable changes in Remote Sensing Data Policy as well as SATCOM policy are also on the anvil as a part of aligning them to an open and inclusive space sector. In an online address from Bengaluru, Sivan said the IN-SPACe as a separate vertical for permitting and regulating the activities of private industry in the space sector. He said IN-SPACe will have its own directorates for technical, legal, safety and security, monitoring as well as activities promotion for assessing the private sector's needs and further coordination of the activities. As to its structure Sivan said IN-SPACe will have a board and will have representatives from industry, academia and the government. On Wednesday the Union Cabinet under the Chairmanship of Prime Minister Narendra Modi gave its nod for the setting up of IN-SPACe to promote private sector participation in the space sector while making ISRO to focus on research and development (R&amp;D) of new technologies, exploration missions and human spaceflight programme. According to the government, IN-SPACe will also provide a level playing field for private companies to use Indian space infrastructure. The entry of the private sector in the space sector in a bigger way will create large job opportunities and prevent brain drain, the government said. Sivan said the major reform measure is to enable the private sector including academia to carry out end-to-end space activities viz, building of rockets and satellites, owning satellites, providing launch services and providing space based services on a commercial basis. Till now ISRO was the end-to-end player in the Indian space sector. With the government's decision to open up the space sector, the private sector can now play a larger role than being a component supplier, Sivan said. Sivan also said ISRO will also share its technological expertise with the private parties. According to Sivan, there was a need for a mechanism to allow the private sector taking into account the safety, security and also provide the ease of doing business. He said private sector players will apply to IN-SPACe and the latter will process the application and its decision is binding on ISRO. While it will take about 3-6 months for IN-SPACe to be in place, the private sector can send their applications to DOS. As regards NewSpace India Ltd (NSIL), a public sector unit under DOS, Sivan said its role is being re-defined to transform the approach of supply driven model to demand driven model for space based services. Sivan said NSIL will be strengthened and empowered to off-load operational activities of ISRO in the areas of launch vehicle and satellite production, launch services as well as space based services. The NSIL will execute these activities through industry consortiums. Sivan said this move will allow ISRO to allocate more time and resources for R&amp;D endeavours. He also led the design of the <a href="https://www.esa.int/Applications/Navigation/Galileo/Galileo_satellites">first Galileo satellite demonstrator</a>, Europe's premier global navigation satellite system. Founded almost six years ago, Hampshire-based In-Space Missions aim to achieve a significant reduction in traditional timescales to get <keyword id="6355118" type="UNKNOWN" weightage="60" keywordseo="technology">technology</keyword> in orbit. The company designs, builds and operates bespoke missions for clients. Using SpaceX's Rideshare, which uses the orbital class reusable rocket <a href="https://www.businessinsider.com/spacex-launches-falcon-9-rocket-booster-for-record-breaking-9th-time-2021-3">Falcon 9</a>, In-Space Missions recently sent <a href="https://www.cnet.com/how-to/spacex-falcon-9-rocket-sends-88-small-satellites-into-space-with-a-big-boom/">one of the 88 small satellites</a>, or smallsats, that went into orbit. For large <keyword id="41530" type="ORGANIZATION" weightage="60" keywordseo="satellites">satellites</keyword>, Liddle would previously have spent $11.8 million to launch one. Now the cost is around $1 million. SpaceX has revolutionized the cost, Liddle said: "It isn't just the slots on their rockets that are a low price. They're also going several times a year. You can fill up a 200 kilogram slot on the rocket for $1 million, which is crazy. Compared to what it used to be."After having worked for the European Space Agency, the UK's Ministry of Defence and several private firms, Liddle decided to cater to smaller businesses or early-stage startups valued in the $20 million range. "There are people with great business ideas, who don't know how to get their stuff into space," he said. Satellites provide deep insight for climate-crisis research but also have many common applications, including gathering data for credit card authorizations or even tracking wildlife.With the advent of SpaceX's reusable rockets, Liddle said the sky's the limit for making space exploration more accessible."We're in a world now where people can come out of university, set up a space company, and get something in space in a couple of years," he said. "That was just unheard of even 10 years ago."In fact, his company is already spearheading its own technological advancements to further equalize the space race, while also making it sustainable. Governments are increasingly implementing rules to reduce the environmental impact of spaceflight. More than 27,000 pieces of orbital debris, or "<keyword id="938050" type="PERSON" weightage="60" keywordseo="space-junk">space junk</keyword>" are tracked by the US Department of Defense, <a href="https://www.nasa.gov/mission_pages/station/news/orbital_debris.html">according to NASA.</a> "You can't just keep putting things into space," Liddle said. "There is only physically so much space you can go into before you start banging into each other."Historically, each launched satellite has served a sole purpose. Liddle's team, however, is not only hosting multiple customers on their satellite but has also designed technology that allows future satellites to be customizable from the ground. It's expected to be publicly available in 12 to 18 months. Liddle said: "We've developed a piece of technology that's flying on this satellite, which we're then going to expand and fly on future ones, that will allow people to, from the ground, upload their payload, their service, their application. So it would be like every app on your phone." The technology his team is developing will reduce the timescale from a few years to three to four months. He used the analogy of using one piece of software to access Snapchat, Facebook, and Instagram. "The technology that's available now has got us to the place where you can fly loads of people in one spacecraft," he said. "You can reconfigure it in software from the ground and upgrade it in the same way your phone will upgrade every so many months. You can do exactly the same with spacecraft now."

<ul class="summary-list"><li>Boeing's Starliner spacecraft has safely returned to Earth — but without its astronauts.</li><li>The spacecraft had suffered a number of issues with its thrusters and helium leaks.</li></ul>Boeing's Starliner spacecraft returned to Earth uncrewed after a three-month flight test to the International Space Station (ISS), <a target="_blank" class="" href="https://www.nasa.gov/news-release/nasa-boeing-welcome-starliner-spacecraft-to-earth-close-mission/">NASA said on Saturday</a>.The spacecraft successfully landed at the White Sands Space Harbor in New Mexico on September 6.The Starliner launched from Cape Canaveral in Florida on June 5 with NASA astronauts Butch Wilmore and Suni Williams on board, in what was intended to be a short eight-day mission dubbed the "Crew Flight Test."The mission was Starliner's final flight test and aimed to "validate the transportation system," with the astronauts checking its operational capabilities.But the Starliner craft ran into problems before it even reached the ISS, with NASA and Boeing identifying helium leaks and issues with its thrusters as it approached the space station."Following weeks of in-space and ground testing, technical interchange meetings, and agency reviews, NASA made the decision to prioritize safety and return Starliner without its crew," NASA said. "Wilmore and Williams will continue their work aboard station as part of the Expedition 71/72 crew, returning in February 2025 with the agency's SpaceX Crew-9 mission."Having long finished their primary tasks, <a target="_blank" class="" href="https://www.nasa.gov/missions/station/commercial-crew/starliner-faq/">NASA</a> said Wilmore and Williams have now turned to helping the other ISS crew with maintenance tasks, science experiments, and station research."Some of the science they've recently completed includes new ways to produce fiber optic cables and growing plants aboard the orbiting complex," NASA said.It added that the station was "well-stocked with everything the crew needs, including food, water, clothing, and oxygen" and that Wilmore and Williams "understood the possibilities and unknowns," of their mission, "including being aboard station longer than planned."Ken Bowersox, an associate administrator at the Space Operations Mission Directorate, said of the Starliner's return: "Even though it was necessary to return the spacecraft uncrewed, NASA and Boeing learned an incredible amount about Starliner in the most extreme environment possible."

"We have seen dozens and dozens of new <keyword id="3588883" type="General" weightage="20" keywordseo="space-startups" source="Orion">space startups</keyword> being established in India. This is because of the new government policies and investments, and the goal to increase by 4 times the amount of its share of the global space industry," Crosier emphasised. In September, AWS signed a strategic MoU with the Indian Space Research Organization (<keyword id="6358064" type="General" weightage="20" keywordseo="isro" source="Orion">ISRO</keyword>) and IN-SPACe to support space-tech innovations through cloud computing. This collaboration will give space startups, research institutes and students access to cutting edge cloud technologies that accelerate the development of new solutions in the space sector. "We look forward to helping customers in India build space-tech solutions to make life on Earth better," Shalini Kapoor, Director and Chief Technologist, Public Sector, AWS India and South Asia, had said. The three-way collaboration follows the recent approval of the Indian Space Policy, 2023 which provides a strategic roadmap for the growth and development of India's space programme and ambitions. Crosier said that the company is working from the smallest startups all the way up to the government organisations to help them improve their capabilities in the space sector. "We're supporting and working with a company called SatSure in India, which is using space-based data, and geospatial analytics to help with climate management decisions within the government in the country," he told IANS. SatSure is able to process those volumes of data, and turn large data into real-time, knowledge and insights by operating at the scope and speed of high performance compute and artificial intelligence and machine learning on AWS cloud. With at least 140 registered space-tech startups, India stands to transform the planet's connection to the final frontier. According to a latest report by The New York Times, startups in India have ambitious plans for capitalising on the burgeoning demand of small satellites in low-earth orbits. The startups like Skyroot Aerospace, Dhruva Space and Pixxel are among a cluster of startups that have been actively and closely working with the <keyword id="6358064" type="General" weightage="20" keywordseo="isro" source="Orion">ISRO</keyword>. The government has opened up the space sector for private players. In June during Prime Minister Narendra Modi's state visit to the US, the White House said that Modi and American President Joe Biden "called for enhanced commercial collaboration between the US and Indian private sectors in the entire value chain of the space economy". The Indian Space Research Organisation (<keyword id="6358064" type="General" weightage="20" keywordseo="isro" source="Orion">ISRO</keyword>) is chalking out the crucial tasks to be done in 2022 and the steps to be taken to increase the number of satellite launches and its manufacturing, said a top official. He also said the regulator for private space sector players Indian National Space Promotion and Authorisation Centre (INSPACe) having Ahmedabad as the headquarters has started hiring people for the top posts from ISRO. "ISRO is looking at the important tasks that can be done this year and the steps to be taken to increase the number of launches and also to increase satellite manufacturing," S.Somanath, Chairman ISRO and Secretary, Department of Space told IANS. According to him, the space agency will look at increasing the space missions with its rockets - Polar Satellite Launch Vehicle (PSLV), Geosynchronous Satellite Launch Vehicle (GSLV), upcoming Small Satellite Launch Vehicle (SSLV). Most of the launches get bunched in the second half of the year and ISRO is looking at expanding it. The Indian space agency has to launch OCEANSAT-3, INS-2B, ANAND- by PSLV-C53 and Micro SAT by the newly developed small rocket Small Satellite Launch Vehicle (SSLV) in May. Further, the launch of four ton communication satellite GSAT-24 is also scheduled during the first quarter of this year using Ariane 5 rocket owned by Arianespace. The space agency is also looking at the government policy to increase the manufacturing of satellites. "The fee is reasonable. However, we won't be able to share contractual details as we are bound by a non-disclosure agreement with ISRO and IN-SPACe (Indian National Space Promotion and Authorisation Centre -- the regulator for private sector space industry)," Chandana added. Skyroot Aerospace's rocket Vikram-S with three small satellites is scheduled for launch on November 18 at 11.30 a.m. "Launch is likely on 18th as the weather is predicted to be ideal. Due to inclement weather, we got an updated launch window of November 15-19, 2022," Chandana said. According to him, the Vikram-S rocket is a scaled down version of Vikram-1 rocket. The former is a single stage rocket whereas the latter is a multi-stage vehicle. "Almost all our systems flying in Vikram-S were designed in-house, except for few sensors which were imported," Chandana said. The rocket will be powered by a single stage to help test and validate the majority of the technologies in the <keyword id="1091" type="General" weightage="80" keywordseo="vikram" source="Orion">Vikram</keyword> series of rockets. The company plans to have three rocket variants: Vikram I - payload or carrying capacity 480 kg to 500 km low inclination orbit (LIO); 290 kg to 500 km sun synchronous and polar orbit (SSPO); Vikram II - 595 kg to 500 km LIO, 400 kg to 500 km SSPO and Vikram III - 815 kg to 500 km LIO, 560 kg to 500 km SSPO. China’s National Health Commission said 39,452 new cases were reported on Monday, including 36,304 local asymptomatic cases. Meanwhile, the protests which broke out in the eastern metropolis of Shanghai during the weekend, have spread to Beijing where hundreds of people converged on Sunday evening near Liangmahe river in the central city. Crowds carrying lighted candles in memory of those killed in the fire at an apartment block reported under COVID-19 <keyword id="91743" type="General" weightage="20" keywordseo="lockdown" source="Orion">lockdown</keyword> in Urumqi in Xinjiang shouted slogans against the arbitrary lockdowns by the government to curb the spread of the virus and in solidarity with the weekend protests in Shanghai. Several diplomats and foreigners watched the protests as they took place close to the diplomatic residential compound in Beijing. Eyewitness accounts said the protests went on for several hours and the police detained a number of people. Protesters in Shanghai on Saturday and Sunday called on Chinese President Xi Jinping and the ruling Communist Party to step down besides opposing the lockdowns and forcible evictions of people into coronavirus medical shelters. Student protests also broke out at the prestigious Tsinghua University in Beijing and Communication University in Nanjing. Photos and videos posted online showed students holding vigils for the Urumqi fire victims and launching protests at universities in Beijing and Nanjing. In the latest notice, Tsinghua University has informed students that they can go home if they wish ahead of the January spring festival holidays. In recent weeks, protests have erupted in Guangdong, Zhengzhou, Lhasa, the provincial capital of Tibet and other cities, with participants asking for an end to prolonged lockdowns and Covid tests, the Hong Kong-based South China Morning Post reported on Monday. The People’s Daily, the Communist Party’s mouthpiece on Sunday vowed in a front-page commentary to “unwaveringly” stick with the existing controls to curb the spread of Covid-19, which first broke out in the central Chinese city of Wuhan in late 2019 and then became a pandemic. In remarks that appeared to aim at widespread doubts and dissatisfaction, it again touted China’s self-claimed victory in controlling the pandemic so far and called on party cadres at all levels to “resolutely overcome misunderstandings”, slackness and “war weariness”, the Post report said. According to the latest estimates about 412 million people were affected by lockdown measures in China, up from 340 million the week before, according to the Japanese brokerage firm Nomura.
