McMaster <a href="https://www.whitehouse.gov/the-press-office/2017/11/02/press-briefing-press-secretary-sarah-sanders-and-national-security">told the press</a> more than once that Trump had called "Indo-Pacific leaders" ahead of his trip.And last week Secretary of State Rex Tillerson gave a <a href="https://www.state.gov/secretary/remarks/2017/10/274913.htm">speech</a> that used the phrase Indo-Pacific 23 times.<h2>This indicates a shift away from China</h2>This language change signifies a desire to move away from a China-centric narrative of Asia and promote the US relationship with India, say experts."As China seeks to dominate the Asia-Pacific, the Trump administration is broadening the geographic area to South Asia and the Indian Ocean since it is not likely that India will fall into the Chinese orbit," Stanley Rosen, a specialist in Chinese <keyword id="6358883" type="PERSON" weightage="100" keywordseo="Politics">politics</keyword> at the USC US-China Institute, told Business Insider."The US and India have a common interest in not having an assertive China dominating the region," said Rosen.The shift has strengthened in the last few weeks ahead of a likely "quadrilateral" meeting between the US, India, Japan, and Australia during Trump's Asia tour.Australia's Foreign Minister Julie Bishop recently <a href="https://www.brisbanetimes.com.au/politics/federal/australia-weighing-closer-democratic-ties-in-region-in-rebuff-to-china-20171031-gzbzhq.html">said</a> she welcomes the meeting "to maximize our opportunities within the Indo-Pacific region in which international law and the rules-based order is respected.""Rules-based order" is often a veiled reference to China's more authoritarian rule.<h2>The term is new for the White House, but not internationally</h2>The phrase Indo-Pacific has existed for some time and is commonplace in India and Australia - the two countries that mark the region's edges - particularly with policy experts."It didn't start with the Trump Administration," S. Paul Kapur, a national-security professor at the US Naval Postgraduate School told Business Insider. "For example, the 2015 US Maritime Strategy referred to the region as the Indo-Asia-Pacific."But the term is a clear shift away from policies of the Obama administration, which still <a href="https://obamawhitehouse.archives.gov/the-press-office/2016/08/18/statement-press-secretary-presidents-trip-china-and-laos">referred</a> to the Asia-Pacific on Obama's last visit to the region in September 2016. A search of the Obama White House archives for "Asia-Pacific" returns 837 results, while "Indo-Pacific" has just six.It's also a departure from previous Republican administrations. White House archives for George W. Bush contain 537 documents referring to the Asia-Pacific but not a single one mentions the Indo-Pacific.<h2>New terms will affect how the region develops</h2>While changing four letters seems small, it can have huge <a href="http://www.theasanforum.org/reimagining-asia-from-asia-pacific-to-indo-pacific/">implications</a>. "To the best of my knowledge at this time, that is not going to have an impact on us. We leave the matter at hand to the political level to try and resolve," he told PTI. "We are happy to be here and we do not see the issue clouding matters at this point at all," Major General Scott said. Jaishankar and Pompeo are in the Japanese capital to attend a ministerial meeting of the Quad or Quadrilateral coalition comprising India, the US, Australia and Japan. "Began my Tokyo visit with a bilateral meeting with @SecPompeo. Pleased to see the progress of our partnership in so many fields. Will work together for stability and prosperity in the Indo-Pacific," Jaishankar tweeted. It is learnt that Jaishankar and Pompeo also deliberated on overall ties including evolving security scenario around India. In November 2017, the four countries gave shape to the long-pending proposal of setting up the "Quad" to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence. The first meeting of foreign ministers of the four countries under the 'Quad' framework had taken place in New York in September 2019. The second ministerial meeting of the Quadrilateral coalition on Tuesday is expected to collectively affirm the importance of a free, open and inclusive Indo-Pacific in the backdrop of growing Chinese assertiveness in the region. Jaishankar holds talks with US Secretary of State Mike Pompeo amid QUAD meeting in Tokyo

New Delhi, Dec 13 () Indonesian Foreign Minister Retno Marsudi on Friday said India joining the RCEP will send a powerful signal to the world that ASEAN and New Delhi remain committed to a free and fair multilateral trading system amid rising protectionism.
Speaking at the Third Annual Developing Country Forum organised by South Centre and Research and Information System For Developing Countries - a think tank focussed on global economic issues - she said ASEAN and India have experienced positive economic growth above the global economic growth. 
"To ensure that we continue this positive trend in midst of rising trend of protectionism, ASEAN and India economies should continue to uphold an open and inclusive strategic outlook," the Indonesian foreign minister said.
"ASEAN and India partnership should remain committed to promote a win-win and a zero-sum paradigm. The conclusion of RCEP will send a powerful signal to the world that ASEAN and India remain committed to an open, free and fair multilateral trading system. The implementation of concrete project will strengthen our economic cooperation," she said.
Last month, at an RCEP Summit in Bangkok, India declined to join the free-trade agreement, comprising the ASEAN nations, China, Japan, Australia and South Korea, stating that its key concerns have not been addressed.
Marsudi said promotion of maritime cooperation for ASEAN and India in the Indo-Pacific region is "not an option, it is a necessity".
She said nations must ensure that the Indo-Pacific must become a source of cooperation and not conflict. The Indo-Pacific has been witnessing assertiveness of China. 
As the Indo-Pacific region faces traditional security challenges and rising non-security challenges, ASEAN and India share the responsibility to ensure maritime safety and security in the region, she said.
She pointed out that both India and ASEAN have common concern and interest in Indo-Pacific and the two sides share the same vision to maintain peace, stability and prosperity.
Speaking at the event, V Muraleedharan, the minister of state for external affairs, said the notion of a shared maritime space is not new to India and ASEAN.
Over the centuries of recorded history, the nations of this shared Indo-Pacific maritime region have traded goods, ideas and services with each other, he said.
"Not only have we left an imprint on each other through food, language and philosophy, our quest to develop connectivity between us has also been a driver of science, technology and innovation," Muraleedharan added. PR PR ABH
