US and Indian troops are teaming up for tough training in the Himalayas near a tense border with China

Though the Centre has trumpeted the India-China disengagement along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) in Ladakh as a victory, Army veteran Lt. Gen. H.S. Panag called it pragmatic acceptance of weakness and Beijing's 1959 claim. In an exclusive interview with IANS, Gen. Panag claimed that the "disengagement" is happening exactly as per China's 1959 claim line because India has no military capability to alter the situation. However, he said, it is "good for the long term peace" since the disengagement in Ladakh is likely a part of the broader plan for settlement of border disputes between the two countries. Through its intrusions since May, China has already reached the 1959 claim line in Depsang and north of Pangong Tso, according to Panag. The militaries of both sides had been locked in a faceoff along the same line except Demchok, an inhabited area. The 1959 Claim Line, he said, is a marvel of cartography to protect Aksai Chin and other areas seized by China in the 1950s. "If we attempt to get back those areas, Chinese can by the configuration of the 1959 claim line, close certain areas and usurp more of our territory. For example, at the North of Pangong Tso from where all our routes go to Hot Springs and Gogla, the distance from the northern edge of the Pangong Tso to the Konkala Pass (Hot Springs and Gogla area) is 100 kms. They have taken up the area up to Finger 4. So if they come another 30 to 40 kms forward and choke us, then this 100 kms will also go." "Similarly, the way they are poised in the DBO sector, no matter how many troops you put, that area is like a piece of cake. It will fall within 48 hours. The DBO airfield is within 10 kms of the 59 claim line, which is also the LAC there in the northern part of the DBO sector." The veteran defence analyst said that in the Southern part of Ladakh, India had crossed the 59 claim line and used to patrol. "But now they have stopped us from patrolling. So they have reached the 59 claim line and we are not in a position to vacate them militarily." Panag, whose defence analyses are read widely, a few months ago had claimed that by crossing the LAC, Chinese had gained everything and India lost everything. He had also predicted that India would lose the commanding heights of the Kailash range to China. "But I have revised my assessment now to say that the disengagement is the forerunner of a macro plan which may lead to an all-encompassing agreement where we accept the 59 claim line in Ladakh with buffer zones to save face and also a demilitarised zone of 20 kms." He said it was the most pragmatic solution for India to accept the '59 Claim Line with buffer zones. "Buffer zones in the Depsang plain, Pangong will not be patrolled or occupied and no infrastructure will be developed. So to that end, nothing has changed," Lt. Gen. Panag argued. However, buffer zones will be in the lower portion, the southern half of the Depsang plain, that is about 800 sq kms where Chinese have been patrolling, 20 kms east-west depth and 30-40 kms north-south. In Pangong Tso, its about 50-60 kms. "So overall, roughly 800 to 1,000 kms will become buffer zones. Also, buffer zones may come up in other areas where there is some small dispute like in Chumar," he said. This he said would be the first part of the plan and the rest of the plan will unravel in the next couple of weeks. The second part of the agreement, he said, will include a demilitarised zone of 20 kms on either side of the new LACï¿½1959 claim line. "This is what China had offered in 1959 and they will give up the Northeast," he said. At the same time, Gen. Panag, however said that the advantage goes to China because they have better infrastructure and they can quickly enter the area. "But then we can put some troops which can preempt it. Last year, we could not preempt it but that was our lapse. We were hesitant; we did not read the Chinese right." However, domestically, he said, there is no problem, he said with an element of sarcasm. "The government has already sold the idea that nothing much has happened and Modi Ji is very popular. The neo-nationalists have gone against their own creed (territory being important to the nation) and launched propaganda that nothing has happened. It has been done through denial, opacity, bluff, bluster and obfuscation." In the present situation, it is the best bet if it leads to peace for another 30 years, Panag said, arguing that tensions flared up between the two Asian giants 27 years after the last time they came to such an agreement in 1993. "If we had the capability, China would have never done this. It happened because they knew our weakness," he said. "If we get another 30 years, then we will be in a position to create the desired military capability, build up our economy, reduce the gap, not that we can catch up with China but to the extent between the US and China. There is still a huge gap between the US and China but China is no longer a pushover for the US. What China gains out of it is that if there is no quarrel left with India, New Delhi has no reason to ally with the US to contest China." India's disengagement plan looks a lot like China's 1959 claim on the LAC, according to Indian Army veteran H.S. Panag

The force further stated that Indian and Chinese troops have disengaged in the Galwan area where they had earlier "clashed on the night of June 15 and June 16, 2020." The force further stated that Indian Army is firmly committed to protect the territorial integrity and sovereignty of the nation. An unprecedented violent clash took place in Galwan Valley at the Line of Actual Control with Chinese People's Liberation Army soldiers attacking a small group of Indian Army men on patrol, resulting in fatalities which included the commanding officer of the Indian Army. The intensity of the fight increased with reinforcements from the both sides and it continued until late night till the time they got exhausted. Many Indian soldiers went missing during the fight. Early on Tuesday morning, both Indian and Chinese top military officials rushed and called for a meeting to defuse the situation. These are the first casualties faced by the Indian Army in clash with the People's Liberation Army since 1975 when an Indian patrol was ambushed by Chinese troops in <keyword id="46408" type="LOCATION" weightage="20" keywordseo="Arunachal-Pradesh">Arunachal Pradesh</keyword>. Defence Minister Rajnath Singh to make statement in Parliament on India-China troops clash in Tawang

India has changed the Rules of Engagement (RoE) across the Line of Actual Control (LAC) after a barbaric attack was carried out by the Chinese People's Liberation Army (PLA) troops on Indian soldiers in Galwan Valley in eastern Ladakh, killing 20 Indian soldiers. The commanders can now use firearms and have full authority to respond to extraordinary situations using all resources at their disposal. Earlier, these were not part of the Rules of Engagements across the LAC. In a statement issued during an all-party meet on Friday, Prime Minister Narendra Modi had said that India would respond firmly to any attempt to transgress the LAC. "In fact, he specifically emphasised that in contrast to the past neglect of such challenges, Indian forces now decisively counter any violation of LAC (‘unhe rokte hain, unhe tokte hain')," a statement issued by the PMO stated. The words of Prime Minister -- "those who tried to transgress our land were taught a befitting lesson by our brave sons of soil" -- succinctly summed up the ethos and the values of the armed forces. Modi further emphasised, "I want to assure you that our armed forces will leave no stone unturned to protect our borders." Many people questioned why soldiers did not use firearms or why they went unarmed. To this, External Affairs Minister S. Jaishankar said that Indian Army troops, who were attacked and suffered fatal casualties on Monday night, were carrying weapons, however, they did not fire. He said, "All troops on border duty always carry arms, especially when leaving the post. Those in Galwan on June 15 did so. Long-standing practice (as per 1996 an2005 agreements) not to use firearms during faceoffs." Sources said Indian Army troopers were outnumbered by 1:5 ratio when they came under attack from the PLA soldiers at patrolling point 14 in along the LAC in eastern Ladakh. PLA troopers "savagely attacked" Indian Army personnel, according to sources in the government with knowledge of the details of the June 15 clash. "The numbers were stacked up against the Indian Army troopers. Yet, the Indian side decided to fight the PLA troopers. The Indian soldiers were outnumbered 1:5 by the Chinese troopers," the sources said. China is also said to have used thermal imaging drones to trace the Indian Army soldiers scattered on the treacherous terrain before brutally attacking them. "It was the deadliest attack carried on Indian Army personnel by the Chinese military personnel in our memory," the government sources said. "We were outnumbered," admitted an Indian Army officer, talking about the clash that reportedly went on for six to seven hours. Government allows soldiers to use firearms across LAC in extraordinary situations

Even as India has made it clear that Chinese have not entered the Indian territory or captured any posts, on the ground in Ladakh, the veterans and porters who have stood to external aggressions in the past say if need be they are ready to fight for the country at the Line of Actual Control (LAC). In Ladakh veterans who played a pivotal role in the previous escalations with China and Pakistan are reminiscing about the times gone by. They say they may not be in service anymore but their passion to serve the country remain strong as ever. Veteran Honorary Captain Tashi Chhepal contributed in evicting the Pakistanis from the mountain peaks during the Kargil conflict. A feat that won him the Vir Chakra. He says the current stand off has stark similarities with the 1999 Kargil conflict. He is angry about the loss of 20 Indian soldiers in the Galwan valley. "During 1962 China war, we didn't have enough equipment, but we have a very advanced army," he says. "It is sad though that soldiers got killed in the Galwan Valley." He said the soldiers should have the full liberty to use arms when they come under such an aggression. "If the jawans don't use these weapons when they are getting killed, when would they?" he asked. Ladakhis have scripted stories of bravery and valour fighting as regular soldiers or as volunteers helping to move materials on the mountain tops and stand against the adversary be it the Indo-China war of 1962 or the Kargil conflict of 1999. Retired Hawaldar Tsering Angdus said he served the army for 22 years and has patrolled the Galwan Valley and other sensitive spots at the LAC in the past. He says China always had its eyes fixed on the Indian territories at the LAC but India will never allow the Chinese to infringe on its sovereignty. He says if orders come by he will fight shoulder to shoulder with the army. "I am trained in using weapons, whenever need arises I would be ready to serve my country again on the frontline," he said. It happened while both the countries' government and military were readying for another round of talks to resolve border dispute along the 3,488 kilometre-long <keyword id="49399" type="COMPANY" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword>. On Sunday, India and China held a 16-hour long marathon military dialogue that eneded at after 2 a.m. on Monday to resolve the ongoing nineth month long border dispute and thinning of forces along the LAC. The ninth Corps Commander level talks between both the countries took place at the Moldo Meeting point in Ladakh region. It had started at 10.30 a.m. on Sunday and ended at 2.30 a.m. on Monday. Lieutenant General P.G.K. Menon, the Corps Commander of Leh-based HQ 14 Corps, led the Indian delegation. India has sought complete disengagement and withdrawal of forces from the disputed areas. It happened after almost two months after the last dialogue. The details of the meeting were yet to come. The military commanders will convey the details of the meeting to the Prime Minister Office. On June 15, 2020, India lost 20 soldiers during a violent clash at Galwan Valley with Chinese People's Liberation Army soldiers. Chinese never made their casualty public. India and China are engaged in a nine-month-long standoff at the LAC. Despite several levels of dialogue, there has not been any breakthrough and the deadlock continues. Indian, Chinese troops clash at Naku La — many left injured on both sides

In a joint military exercise, Indian and Chinese troops will be meeting for the first time on Line of Actual Control (LAC), the heavily manned, disputed border of the two countries, which has been the reason for several armed face-offs and the 1962 Indo-China war. 
 
The move is aimed at building confidence among Indian and Chinese soldiers who patrol the LAC. As a part of the plan, local garrisons will be taking part in a tactical exercise focusing on cooperation in disaster management. This exercise would be the first time that frequent patrolling troops from both countries will be meeting for a military drill. 
 Senior officials from the <keyword id="6354416" type="ORGANIZATION" weightage="100" keywordseo="Indian-Army">Indian Army</keyword> told ET that the joint exercise would be starting within a few weeks, and that the first phase would take place on the Chinese side of LAC. In the near future, such tactical exercises would become a regular feature, and the next phase would take place on the Indian side. 
 
For the first exercise, Chushul has been chosen as the location, which played a significant part in the 1962 border war, with some fiercest engagements. It was one of the few places where Indian troops had managed to push back Chinese soldiers. 
 
"The first engagement will be on disaster relief and is aimed at building confidence. Local commanders will exchange notes and the first exercise will be followed by one on the Indian side. The modalities and the date for the exercise are being finalised," a senior official told ET.
