The public opinion will be sought through an open consultation process that will be soon initiated. Indian public could be deciding India's new telecom policy

Telecom minister <keyword id="6354886" type="PERSON" weightage="100" keywordseo="Ravi-Shankar-Prasad">Ravi Shankar Prasad</keyword> has said that no spectrum will be given for free, even as telecom operators have demanded a cut in the proposed auction price for airwaves. The minister was talking to ET, when he highlighted how the public sector is busy combining infrastructure and leveraging the expertise of BSNL and the postal department so that the government plays is in a situation for a competitive battle with private players. 
 
"Operators will not be given free spectrum even if that were to make me the most popular telecom minister," Prasad said. He declined to comment on reconsidering the proposed price. 
 
"700MHz is the most attractive band to penetrate through thick walls," Prasad said while justifying the reasons for this high price. He also said that he doesn't expect that this decision would allow trading and sharing of spectrum that were approved after the 2015 airwave auctions to come in the way of the upcoming auction. He thinks that the size of the Indian market justifies further investment into the spectrum. 
 
Talking of the other end of the deal, telecom operators have said that the price suggested by the telecom regulator for the auction of 700MHz spectrum is too steep.

New Delhi, Jan 15 () Telecom operators Bharti Airtel, Reliance Jio and Vodafone Idea have submitted their applications for 5G trials, industry sources said.
 Airtel has joined hands with Huawei, ZTE, Ericsson and Nokia for 5G trials in the country, while Jio has partnered Samsung, sources said. 
 Vodafone Idea has also filed its application for 5G trials and the company has partnered Huawei, ZTE, Ericsson and Nokia for the same, the sources added.
 E-mails sent to Bharti Airtel, Reliance Jio and Vodafone Idea remained unanswered.
 Last month, Telecom Minister Ravi Shankar Prasad had said the government will allocate airwaves to all telecom service providers for conducting trials of super-fast speed 5G network. India will not bar any equipment suppliers in the upcoming trials for 5G. 
 The stance had spelt relief for Chinese telecom gear maker Huawei, which rivals western equipment makers such as Ericsson and is facing curbs in the US.
 Many countries, however, have allowed telecom service providers to use Chinese gears. Now, India has also indicated its unwillingness to keep any company out of 5G trials.
 Huawei India CEO Jay Chen had earlier stated the company firmly believes that only technology innovations and high-quality networks will be the key to rejuvenating Indian telecom industry.
 "We have our full confidence in the Modi government to drive 5G in India. We have our full confidence in Indian government and industry to partner with best technology for India's own long-term benefit and also for cross-industry development," Chen had recently said.
 The 5G trials are widely-expected to begin between January and March.
 When contacted, Rajan Mathews, Director General of industry body Cellular Operators' Association of India (COAI) said, "We are pleased that Department of Telecom (DoT) is progressing ahead with the 5G trials to ensure the implementation of National Digital Communications Policy." MBI RVK

New Delhi, Dec 31 () A day after the government said all operators will be allowed to participate in the upcoming 5G trials, the Department of Telecom (DoT) held a meeting with various service providers and equipment vendors, including Huawei, to discuss the way forward.
 The meeting on Tuesday, chaired by Telecom Secretary Anshu Prakash, lasted for over an hour. An official with one of the telcos said that all operators attended the meeting. 
 A Huawei executive, who was present at the meeting, declined to comment on the proceedings.
 Telecom Minister Ravi Shankar Prasad on Monday said the government will allocate airwaves to all telecom service providers for conducting trials of super-fast speed 5G networks.
 As things stand today, India will not bar any equipment suppliers in the upcoming trials for 5G.
 Asked specifically about the status of Huawei in this context, the minister had said, "All players mean all players".
 This stance is expected to spell relief for the Chinese gear maker, which is facing curbs in the US, and rivals western equipment makers such as Ericsson.

 Thanking the Indian government for their continued faith in the company, Chen had said, "We have our full confidence in the Modi government to drive 5G in India. We have our full confidence in Indian government and industry to partner with best technology for India's own long-term benefit and also for cross-industry development."
 Huawei is committed to India, the company said.
 The 5G trials are widely-expected to begin between January and March. Sources had recently said the government has received seven applications for 5G trials and added that all operators and vendors (including Nokia, Ericsson, Huawei, ZTE and Samsung) are keen to participate.
 In September this year, Huawei had said it is hopeful that the Indian government will treat all foreign investments "fairly" and had urged the world's largest democracy to make an "independent decision" on permitting 5G trials in the country.
 At that time, the Chinese firm had also sought to assure the Indian government that the company is fully compliant with regulations in India, and of addressing concerns around cybersecurity.
 Earlier this year, the US had banned Huawei, the world's leader in telecom equipment and the number two smartphone producer, over concerns of security and Washington had been pressuring other countries to restrict the operations of the Chinese telecom firm.
 The US President Donald Trump-led administration had placed Huawei and its affiliates on a blacklist, a move that banned the Chinese telecom equipment company from purchasing parts and components from American firms without the US government approval.  Huawei rivals western equipment makers, such as Ericsson, and is banned in the US. Many countries, however, have allowed telecom service providers to use Chinese gears. And now, India has also indicated its unwillingness to keep any company out of 5G trials.
 The government has decided to give 5G spectrum for trials to all operators in the country, Prasad said on Monday on the sidelines of a telecom event.
 This implies that all operators, backed by equipment vendors they have decided to partner with, will be able to participate in the upcoming 5G trials in the country, and the stance is expected to spell a relief for Chinese gear maker Huawei.
 "The age of 5G is coming... We have taken a decision to give 5G spectrum for trials to all the players," Prasad said.

Govt will give 5G spectrum for trials to all operators: Prasad

The agency said that a redistribution of market share among the existing telcos is underway as Jio gained a quick subscriber base of 72 million by January 2017 which could cross 100 million by March 2017. 
 <keyword id="6354504" type="UNKNOWN" weightage="100" keywordseo="Reliance-Jio">Reliance Jio</keyword>’s ability to retain market share would be driven by both pricing as well as user experience given the choice of complete reliance on voice over LTE (VoLTE) technology. 
 The ratings agency said that the <keyword id="112601" type="UNKNOWN" weightage="100" keywordseo="indian-telecom-industry">Indian telecom industry</keyword> could witness the increase in the dual sim phenomena in the interim, thereby the data and voice usage pattern for each telco could remain inconsistent and unpredictable. 
 
“Retaining customer base will necessitate the telcos to continue to augment their capacity and coverage for superior speed and virtual network platforms,” it added. 
 
The ratings agency said that consolidation in the industry will help a quicker return of pricing power. 
 
Free cash flows will be negative due to the double whammy of weaker earnings and capex. Telcos will balance debt levels through monetising non-core assets in order to mitigate the pressure on credit profiles,” the agency said. 
 
IndRa has revised its outlook on the telecommunications services sector for FY18 to negative from stable-¬to-negative. 
 
“The negative outlook reflects IndRa’s expectation of longer and deeper than expected deterioration in the credit profile of telcos following the extended free services by Reliance Jio,” it said.

Telecom industry is facing 20% revenue loss, all thanks to Reliance Jio’s free services

Recently, in a survey by human resource (HR) solutions company PeopleStrong, Delhi emerged as the most preferred region for hiring in telecom and allied sectors. 
 In 2017, hiring intent in this sector is expected to increase from 16% to 20% in 2017, PeopleStrong's latest <keyword id="3886395" type="UNKNOWN" weightage="20" keywordseo="india-hiring-intent">India Hiring Intent</keyword> survey shows. 
 "Telecom and allied sectors have been witnessing lot of action in the recent times, resulting in a positive hiring intent,” <keyword id="460356" type="UNKNOWN" weightage="20" keywordseo="Pankaj-Bansal">Pankaj Bansal</keyword>, chief executive officer of PeopleStrong, told ET. 
 
"It is interesting to see the interest of telecom and allied industry employers in hiring from Delhi. It could be attributed to the availability of engineering and general graduate talent pool in this area or to the fact the many of telecom and allied industries are headquartered in Delhi NCR,” he further added. 
 
The survey also highlighted the fact that the most preferred age for hiring in telecom and allied sectors is 22 to 25 years which shows a clear inclination towards young candidates. Gender diversity is still not the number one priority.

The face of <keyword id="6354776" type="COMPANY" weightage="20" keywordseo="Telecom">telecom</keyword> in India has been redefined in the last 2 years. Entry of a large player with deep pockets, significant consolidation (both large and medium size organizations) and not just that but mobile telecom service providers investing in a parallel business model of payment banks. 
 
Naturally, all of this has had a huge impact in the way talent is viewed. 
 
In the mid -2000s telecom made a dent in the talent and rewards space.

This has been showcased in the way Telecom has been reacting to business challenges and in turn rewards and HR budgets.

In the last 3 – 4 years, Telecom has consistently been close but lower than India average which is concerning. 
 
However, it's important to remember telecom was one of the first industries to adopt high differentiations for top talent. 
 According to Aon Hewitt’s 21st India Annual Salary Increase Survey, In 2016, not only were the number of employees ranked ‘A’ are less than 10%, the differentiation offered to top talent was 1.7 times. This differentiation has consistently grown year on year which means that compensation levels are competitive and some key job roles are expected to get hefty compensation compared to their counterparts in the <keyword id="34981" type="UNKNOWN" weightage="100" keywordseo="telecom-sector">Telecom sector</keyword>.

At 13.2% of pay paid through variable pay, telecom is only second to financial institutions and Hi – Tech (in the overall services category). Further, telecom has been one of the first adopters of high long-term incentives at the senior and top level and this trend continues. 
 The attrition in telecom is 19.2 percent. This is approximately 3% higher than <keyword id="46431" type="CITY" weightage="20" keywordseo="India-Inc">India Inc</keyword>. average but in line with any service based industry with a large sales force. While the overall attrition in Telecom is higher than India Inc., the key talent attrition is below the India average and stands at 7.6%.

As reported earlier, India’s top telecom companies have <a href="http://www.businessinsider.in/Reliance-Jio-is-breaking-rules-says-rival-telcos/articleshow/53632414.cms">approached the telecom department </a>about Reliance Industry’s telecom leg Jio breaking rules. To this, RIL officials have said that the GSM industry body representing India's top telcos is trying to "sabotage" Jio’s name before its debut this month, trying to "malign its name". 
 
Jio chairman RS Sharma wrote identical but separate letters to telecom secretary JS Deepak and Telecom Regulatory Authority of India (TRAI) chairman RS Sharma on August 10th, calling the GSM Industry body's recent allegations against it, "malicious, unfounded and ill-informed." 
 
The letter added that since Jio is set to bring a completely new technology to Indian telecom market in the form of end to end IP-based network, they need to test the network at the fullest possible load, hence the large number of users.

Rivals are trying to malign our brand name before debut, says Reliance Jio

New Delhi, Nov 17 () The Indian mobile industry will consolidate further if the government does not offer a material relief on AGR liabilities, regulatory levies and potentially a floor on pricing, according to Kotak Institutional Equities.
 A 'no material relief' scenario would be an industry-structure-altering one, it added.
 "We believe that the Indian wireless industry would consolidate further in case the government does not offer a material relief on...the AGR (adjusted gross revenue) case liabilities...other aspects like recurring regulatory levies, deferred spectrum payments and ...potentially a floor on pricing," Kotak said in a recent report.
 Even as the massive AGR-case-related payout is a meaty gross negative for Bharti Airtel, the potential gross positive from industry consolidation will likely result in a net positive outcome, it said adding that Bharti could be a net beneficiary.
 Credit Suisse noted that Vodafone Idea faced "another operationally weak quarter" and that the government relief measures are "key to sustain".
 The telecom industry has been hemorrhaging, with combined losses of listed mobile firms surpassing Rs 1 lakh crore in the just-ended quarter.
 Last week, India's two leading telecom operators Vodafone Idea and Bharti Airtel reported a combined loss of Rs 74,000 crore for the second quarter ended September 2019, mainly on account of statutory dues arising from the recent Supreme Court order on AGR.
 The apex court has upheld the government's position on including revenue from non-telecommunication businesses in calculating the annual AGR of telecom companies, a share of which has to be paid as licence and spectrum fee to the exchequer. The ruling over statutory liabilities has triggered a rush for provisioning by telecom companies.
 While Vodafone Idea posted a loss of Rs 50,921 crore -- the highest-ever quarterly loss by any corporate in India -- Airtel reported a loss of Rs 23,045 crore.
 On Friday, Reliance Communication posted a consolidated loss of Rs 30,142 crore for July-September 2019 due to provisioning for liabilities after the Supreme Court ruling on statutory dues -- marking the second-highest loss posted by any Indian corporate to date.
 Airtel, Vodafone Idea and other telecom operators have to pay the government a whopping Rs 1.4 lakh crore following the Supreme Court order that has sent shock waves through an industry already grappling with past losses and billions of dollars in debt.
 According to the latest estimates by the telecom department, Bharti Airtel faces a liability of around Rs 62,187 crore (including share of Tata Group of companies and Telenor India), while Vodafone Idea may have to pay about Rs 54,184 crore. The remaining liability is with state-owned BSNL, MTNL and some of the shut/bankrupt telecom companies.
 Stung by colossal losses, Vodafone Idea has said its ability to continue as a going concern is dependent on obtaining relief from the government and positive outcome of the proposed legal remedy.
 The company is also in the process of filing a review petition against the Supreme Court order.
 The Department of Telecommunications had shot off notices to telecom operators to pay their revenue share dues within three months as directed by the Supreme Court. The DoT has given option to telecom operators to clear all the dues on self-assessment basis.
 Last month, the government also constituted a committee of secretaries to explore a financial bailout package for the telecom sector. MBI HRS

Telecom industry to consolidate further in 'no relief' scenario: Kotak Institutional Equities

New Delhi, Jan 29 () Domestic telecom gear makers seek a Rs 10,000 crore line of credit facility from the government in the upcoming budget to bring them at par with foreign competitors, according to a wishlist submitted by the telecom committee at PHD Chamber of Commerce and Industry. 
 The industry body has also demanded up to 75 per cent quota for locally-made telecom equipment to reduce imports. 
"Foreign vendors are able to provide their countries export line of credit without sovereign guarantee to Indian telcos. Therefore, even if our prices and equipment are good to buy, we are not able to supply to Indian telecom service providers, as they are always short of funds for procurement. Initially we request a Rs 10,000 crore domestic line of credit facility," PHDCCI said in its submission to the telecom ministry. 
The industry body has suggested the government to impose custom duties on imported 4G and 5G equipment and declare sales under 'preference to Make in India' scheme as deemed exports.
The recommendation said that the share of investment in Digital India (Telecom) is approximately Rs 3.2 lakh crore, out of which the approximate funding by the state and central government is about Rs 2.5 lakh crore. 
"We request that provisions be made in the budget to ensure that wherever central, quasi or state government funds are used, PMI and preferential market access policy of the DoT, may be implemented in the right earnest to get the maximum impact of this expenditure on GDP growth and GST generation," PHDCCI recommended. 
It said that at 20 per cent of government expenditure, MSMEs should get business worth Rs 50,000 crore under existing policies. PRS MR

Domestic telecom gear maker sees Rs 10K cr credit facility, purchase preference

India currently faces a shortage of 2.41 million skilled workers in the telecom sector in the 5G era, which is forecast to jump by 3.8 times by 2030, a report showed on Friday. The country will require 22 million skilled workers in 5G-focused industries by 2025, in areas such as cloud computing, robots and the Internet of Things (IoT). One of the key challenges is that only 40 per cent of India's graduates in computer science, IT, and math are employable in the technology sector due to the mismatch between academic requirements and industry demands, according to the report by the Telecom Sector Skill Council (TSSC), launched in association with enterprise decision-making platform Draup at the India Mobile Congress (IMC) 2023 here. The number of employed talent in the Indian telecom industry is currently 11.59 million, with 2.95 million corporate talent and 8.24 million blue-collar talent. According to the report, India is the only country expected to have a skilled labour surplus, with 1.3 million workers in the technology, media and telecommunications (TMT) sector by 2030. "In anticipation of the upcoming 6G era, our focus remains on aligning our skilling initiatives with cutting-edge technologies, ensuring a workforce ready for the future of telecom," said Atul Tiwari, Secretary, <keyword id="2485309" type="General" weightage="50" keywordseo="ministry-of-skill-development" source="Orion">Ministry of Skill Development</keyword> and Entrepreneurship. The report, titled '<keyword id="19288877" type="General" weightage="50" keywordseo="telecom-talent" source="Orion">Telecom Talent</keyword> in 5G Era: Demand Supply Skill Gap Report 2023-24', highlighted that across 15 top streams, network operation and maintenance and project engineering have the most corporate talent, while network operation and maintenance and sales and distribution - service segment have the most blue-collar talent. According to Arvind Bali, CEO, TSSC, the telecom sector is the third-largest industry in India that accounts for roughly 6.5 per cent of all FDI inflow and also by 2027, the country is anticipated to account for 11 per cent of all 5G subscriptions worldwide. "India has a good chance to close the growing demand-supply gap by 2030 with the proper reskilling and hiring strategies that target adjacent talent in tier 2 and 3 cities and university supply," said Bali. With the help of AI, even more powerful 6G network technologies will emerge in the future, the report mentioned.
