The army has <a href="https://timesofindia.indiatimes.com/india/government-inks-rs-639-crore-deal-for-1-86-lakh-new-bullet-proof-jackets-for-infantry-soldiers/articleshow/63684666.cms">signed a contract</a> of Rs 6390 million for the procurement of 1,86,138 bulletproof jackets (BPJ) that will be manufactured by a private Indian company called SMPP Pvt. Ltd. According to an officer, “The contracted BPJs have contemporary and state-of-the-art specifications with added protection level and coverage area. These ergonomically designed BPJs have modular parts, thereby providing immense protection and flexibility to soldiers operating in different operational situations ranging from long-distance patrolling to high-risk room intervention scenarios.” The SMPP samples managed to pass the stringent field evaluation trials, unlike the ones offered in 2015 from six vendors. The failure of the 2015 samples lead to the scrapping of the proposed contract for 1.86 lakh modular BPJs, which in turn lead to a panicked “emergency” procurement of 50,000 BPJs from Tata Advanced Materials Limited for Rs 1400 million that adhered to the old parameters. “The new jackets meet the most advanced GSQRs 1438 (technical parameters) standards of the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword>. These BPJs have `Boron Carbide Ceramic’, which is the lightest material for ballistic protection,” said SMPP chairman S C Kansal. These new light-weight jackets will provide soldiers with adequate protection for their heads, necks, chests, groins and sides. It will also help them negotiate difficult terrains with ease. The supply is slated to commence in three months and the entire order is meant to be delivered in three years. Till then, the soldiers will have to rely on the old bulky bulletproof jackets that provide a lesser degree of protection. Meanwhile, the army is still waiting on new <keyword id="1902951" type="PERSON" weightage="20" keywordseo="assault-rifles">assault rifles</keyword>, <keyword id="6420354" type="UNKNOWN" weightage="20" keywordseo="close-quarter-battle-carbines">close-quarter battle carbines</keyword> and light-machine guns, the receipt of which seem like a pipe dream at the moment.

Ten years on, the Indian army soldiers will finally get new bulletproof jackets

The Army chief has assured soldiers and civilians that he would soon arrange bullet-proof jackets for Indian soldiers. 
 "The Army is moving to provide the jackets at the earliest," said <keyword id="2451571" type="UNKNOWN" weightage="100" keywordseo="General-Dalbir-Singh-Suhag">General Dalbir Singh Suhag</keyword> at his annual press conference which was held last week. ET sources from the Defence Ministry confirmed that this is the first time that the acquisition process has cleared the technical stage, after its beginning in 2009. 
 
The purchase of these jackets has seen aw several hitches in the past years; even after the government issued a fresh proposal in 2012 after changing the qualitative requirements. Now that the technical trials have been cleared, there is nothing major that can stop the procurement process. 
 
"In the field trials stage we just check the user comfort, weight etc and no real technical issues. In case of bullet-proof jackets, this stage is unlikely to create any bottleneck," a senior Army official told ET.

Indian Army soldiers to get 1.86 lakh bullet-proof jackets soon

Finally, after a 10-year long wait, the <a href="http://www.businessinsider.in/searchresult.cms?query=indian+army&amp;sortorder=effectivedate">Indian Army</a> would be getting 50,000 new <a href="http://www.businessinsider.in/searchresult.cms?query=bullet+proof+jackets&amp;sortorder=effectivedate">bullet-proof jackets</a>, however, the requirement is for 3,53,765. 
 
An emergency procurement deal was signed for 50,000 vests worth Rs 140 crore, which will be delivered by January 2017. 
 
The army requires modern light-weight jackets that adequately protect the head, neck, chest, groin and sides of foot-soldiers. 
However, the procurement is paltry against the 1.18-million strong Army. 
 
As per a TOI report, a "capital procurement" of 1.86 lakh modular jackets was scrapped in October 2015 because the samples offered by six vendors "failed" to clear field trials. 
 
However, when the samples failed to meet requirements, the Army vice-chief's existing financial powers were relaxed to ensure the urgent purchase of 50,000 jackets based on older technical specifications. 
 
Now, the <a href="http://www.businessinsider.in/searchresult.cms?query=drdo&amp;sortorder=effectivedate">Defence Research and Development Organization</a> (<keyword id="6355142" type="ORGANIZATION" weightage="20" keywordseo="DRDO">DRDO</keyword>) has introduced a prototype bullet-proof jacket, which also aims to protect against AK-47s and self-loading rifle bullets. 
 
The critical shortage of bullet-proof jackets have attracted criticism from all quarters as people say government is playing with the <a href="http://www.businessinsider.in/searchresult.cms?query=indian+soldiers&amp;sortorder=effectivedate">lives of the soldiers</a>.

Even after 10 yrs, 1.18-million strong Indian Army will get 50,000 modern bullet-proof jackets

<a href="http://www.businessinsider.in/military-defense/finally-indian-army-is-going-modern-with-its-ammo/articleshow/57407027.cms">Indian Army </a>has asked the <a href="http://www.businessinsider.in/politics/finance-minister-arun-jaitley-gets-defence-ministry-after-manohar-parrikar-heads-to-goa/articleshow/57618660.cms">Defence Ministry </a>to approve raising 370 new platoons (around 18,000 personnel) of the Defence Security Corps (<keyword id="6437612" type="COMPANY" weightage="100" keywordseo="DSC">DSC</keyword>). These personnel would be imparted with better training with weapons like AK-47 assault rifles and light-machine guns (LMGs).

This is needed to strengthen the security for military camps and establishments across India. 
 
A tri-service committee, chaired by former Army Vice-Chief Lt-General Philip Campose (Retd), had recently submitted a report on alleged gaping holes in the security infrastructure of defence installations in the country. The report, apparently, has been made after an extensive audit last year. 
 
However, the government has not yet begun implementing the committee’s recommendations, even though there have been several terrorist attacks on military bases like <a href="http://www.businessinsider.in/politics/Indo-Pak-foreign-secretaries/articleshow/51990712.cms">Pathankot</a>, <a href="http://www.businessinsider.in/law-order/crime/Uri-terror-attack-There-could-be-2-points-from-which-terrorists-entered-the-army-camp-Probe-on/articleshow/54408445.cms">Uri </a>and <a href="http://www.businessinsider.in/Fierce-gunbattle-underway-in-Jammu-four-militants-killed/articleshow/55681771.cms">Nagrota</a> in the recent past.

 As per the <keyword id="43909" type="ORGANIZATION" weightage="100" keywordseo="Defence-ministry">Defence Ministry</keyword>, it has issued "broad guidelines" based on the recommendations to the Army, Navy and <a href="http://www.businessinsider.in/IAF-jets-touch-down-on-the-longest-ever-Agra-Lucknow-Expressway-in-a-grand-opening-ceremony/articleshow/55541954.cms">IAF </a>headquarters.

It was a recommendation of this committee that the DSC be revamped. As of now, it consists of over 64,500 jawans that arw re-employed after they retire from the armed forces. 
 
The Army seems to have agreed to this recommendation, which is why it has asked for equipping each of the 370 new platoons (a full platoon has a junior commissioned officer and 55 other ranks) with at least two LMGs and a light 2.5-tonne vehicle, along with <a href="http://www.businessinsider.in/military-defense/indian-army-has-less-life-protecting-equipments-than-pakistan-sri-lanka-and-bangladesh/articleshow/56136012.cms">bullet-proof jackets</a>, headgear and night-vision devices. 
 
As per an <a href="http://economictimes.indiatimes.com/news/defence/army-seeks-new-corps-of-18000-men-to-secure-camps/articleshow/58119599.cms">ET </a>source, the initial cost for raising these 370 platoons will be around Rs 1.3 crore.

Army asks defence ministry for 18000 new personnel to secure camps and military establishments

<ul><li>According to the design, the inflatable helmet will be made of <keyword id="1307894" type="CITY" weightage="20" keywordseo="Kevlar">Kevlar</keyword> that is a synthetic fibre that’s used to make bullet-proof jackets. </li><li>In case an impact is detected, the helmet inflates and forms a cushion around the cranium and reduces the chances of head injury by four times. </li><li>However the team is not ready for the mass production of the helmet yet as they are working to make the helmet consumer-friendly and looking for industrial partnerships for its launch. </li></ul>Three engineering students from IIT Roorkee have designed an inflatable helmet that is much superior to the conventional headgear worn by bikers. The helmet works like an airbag that can open up in less than 100 milliseconds in case of an impact. It works better than traditional <keyword id="6466767" type="UNKNOWN" weightage="20" keywordseo="helmets">helmets</keyword> and are also capable of reducing peak impact acceleration and prevent internal brain bleeds. According to the design, the inflatable helmet will be made of<a href="https://www.hindustantimes.com/india-news/iit-roorkee-students-develop-inflatable-helmet/story-mZpNONfpZ3vWxjeY5Ee4TL.html"> Kevlar</a>. Kevlar is a synthetic fibre used to make bullet-proof jackets. The helmet is worn around the neck and remains folded at the collar. It comes with in-built sensors that measure a host of parameters to detect collision - like acceleration, lean angle and velocity. In case an impact is detected, the helmet inflates and forms a cushion around the cranium to reduce the chances of head injury by four times. The device has been developed by three students, Sarang Nagwanshi, Mohit Siddha and Rajvardhan Singh, who are all in the final year of Mechanical Engineering at IIT Roorkee. They have been guided by Prof. Sanjay Upadhyay from the Department of Mechanical &amp; Industrial Engineering, IIT Roorkee. The three students took inspiration from the <a href="https://www.thehindubusinessline.com/news/science/now-an-inflatable-helmet-for-bikers/article24255799.ece?homepage=true">inflatable space antennae </a>that they came across during an internship project in ISRO. As a helmet like this was being developed in <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> for the first time, they got very limited support from any external source. Unlike the inflatable helmets developed overseas, the sensors they are planning to use are cheap and easily available. Therefore, the price of the product will be around ₹1,500-3,000 which is close to the cost of a traditional helmet. The product was recently tested for its productivity and effectiveness, and has shown positive results. However it is <a href="https://economictimes.indiatimes.com/industry/services/education/iit-roorkee-develops-inflatable-safety-helmet-for-motor-cyclists/articleshow/64736183.cms">not ready</a> for mass production yet as the team is still working to make it consumer-friendly and is also looking for industrial partnerships for its launch. The <a href="https://timesofindia.indiatimes.com/city/dehradun/iit-r-develops-inflatable-safety-helmet-for-motor-cycle-riders/articleshow/64738474.cms">team is moving</a> ahead on the lines of Hovding, an inflatable helmet manufacturer in Sweden. As per the<a href="https://indianexpress.com/article/india/road-accidents-in-india-2016-17-deaths-on-roads-every-hour-chennai-and-delhi-most-dangerous-4837832/"> 2016 official data</a>, 17 road accident deaths take place every hour and 27% of the total deaths involve two-wheelers. If the plan on paper is executed well, the helmet promises greater <keyword id="87280" type="COMPANY" weightage="20" keywordseo="road-safety">road safety</keyword> and should reduce the number of these accident deaths.

IIT Roorkee designs inflatable helmet for bikers

While everyone knows that it was the strength and valour of <keyword id="6354416" type="ORGANIZATION" weightage="100" keywordseo="Indian-Army">Indian Army</keyword> that helped us win the <keyword id="152249" type="UNKNOWN" weightage="100" keywordseo="kargil-war">Kargil War</keyword>, the contribution of a little-known company in Kanpur can’t be ignored. After all, no army can win a fight without its <keyword id="434926" type="UNKNOWN" weightage="100" keywordseo="defence-equipments">defence equipments</keyword>, and this Kanpur-based company, which now calls itself as one of the biggest arms exporter in India, played a crucial role in providing Indian Army what was required. Take for example the requirement of small-sized mountain shoes, which the <keyword id="671353" type="ORGANIZATION" weightage="100" keywordseo="Gorkha-Regiment">Gorkha regiment</keyword>, known for their mountain-climbing abilities, required to take part in a mission. While no other company could commit to the huge order because of lack of time, <keyword id="57367" type="ORGANIZATION" weightage="100" keywordseo="MKU">MKU</keyword> got the emergency order of 10,000 mountaineering boots, even though it had a monthly capacity of 8,000 units at that time. "As the soldiers were being moved to the battle front, we completed the order working day and night before the start of attack. The order was the turning point for our company and our efforts were very much appreciated by the Army after the war," said MKU MD Neeraj Gupta. Since then, MKU has come a long way, and now manufactures a wide range of defence products including bullet-proof helmets and jackets, body armours and night-vision devices, supplying military equipment to more than 100 countries. It has also set up a manufacturing and testing facility in Germany, other than having three local units in Kanpur and Fatehpur.

All the 101 items that India's Defence Ministry will  put under "import embargo"

What India was able to do in three long days, France managed to do in merely three hours. The response of two nations to terrorist attacks similar in nature reflects the alertness of the French security forces on the one hand and an embarrassing poor counter-<keyword id="6358165" type="COMPANY" weightage="100" keywordseo="terrorism">terrorism</keyword> mechanism of India on the other. 7 years on after the Mumbai carnage saw loss of 166 lives and left a nation in utter shock at the devastation, are we in any better position to deal with terrorism now? 
 “To say that we have a strong security mechanism in place after 26/11 and we are better prepared to face a <keyword id="106" type="COMPANY" weightage="100" keywordseo="Paris">Paris</keyword> or Mumbai-like attack would be an exaggeration,” says strategic analyst and former diplomat Mr Rajiv Dogra. 
 
"Had that been the case, we would not have had the Udhampur attack or for that matter the one in Gurdaspur where our cops were fighting with vintage rifles and without wearing bullet-proof vests. When they don’t have proper equipment, how can we expect them to fight off swiftly deadly terror attacks. Remember, they are fighting terrorists who carry sophisticated weapons,” he says. 
 If we go down the memory lane, on Nov 26, 2008, the 10 AK-47 wielding Pakistani terrorists had landed in Mumbai's Badhwar Park in Colaba from the sea and laid siege to several key locations, including Chhatrapati Shivaji Terminus, <keyword id="6355354" type="PERSON" weightage="100" keywordseo="Taj-Mahal">Taj Mahal</keyword> Hotel, Chabad House and Leopold Cafe. It took three days for our men to end the terror assault by killing nine of the gunmen and nabbing Kasab who was later executed. Following the carnage, several security measures were expedited. Coastal patrolling by Navy, Coast Guard and marine police were increased sharply. The entire west coast is even today reportedly under continuous surveillance by ships and aircraft of Navy and Coast Guard, according to a statement by the Ministry of Defence. The Railway Protection Force (RPF) beefed up electronic surveillance at the Chhatrapati Shivaji Terminal. Closed-circuit cameras, heavy-duty X-ray baggage scanners, portable baggage scanners, door-frame metal detectors, hand-held metal detectors, canines (six of them are trackers) were put in place. Futuristic armored vehicles mounted with machine guns patrolled the iconic Gateway of India that was transformed from a bustling tourist hive to a controlled fortress. Hotel security had airport-like scanners, car bomb checks for every vehicle and armed guards. 
 
How many of them are still functional? Were they simply an impulse to public hysteria, media trial and a close scrutiny by the world, nobody really knows. There is no government transparency or accountability on what is being done despite cross-border terrorist infiltration and the ruthless deaths of our soldiers at the borders every passing minute. The question to ask is: Are we doing enough to ensure security of Indians? 
 More efforts are needed to reduce the country's vulnerability to such terror strikes, feel experts. Look at the way UK for instance took learning from the Mumbai attacks. The British PM <keyword id="6430216" type="PERSON" weightage="100" keywordseo="David-Cameron">David Cameron</keyword> recently said:“Ever since the coordinated firearms attacks in Mumbai in 2008 took place, we have all been working together to ensure we could respond to such an attack. With great degree of planning, co-ordination and a great ambition for mass casualty attacks, it is clear that the threat from ISIL (Islamic State) is evolving. And we must recognize that however strong we are, however much we prepare, we in the UK face the same threat.” 
 In view of the increasing terrorism threat that several countries face, Rajiv Dogra echoes similar concerns as the British PM on their rising power: “Look at the <keyword id="174501" type="COMPANY" weightage="100" keywordseo="ISIS">ISIS</keyword>. It’s worrying to see how quickly they were able to mount retaliatory attacks on Russian, Lebanese and French interests. They combine speed, power, terror and indoctrination to cruel effect. All this should be of concern to us. Moreover in India's case the odds are a thousand times greater than those for other countries because there is State support to terrorists acting against India. Add to it the fact that people like Hafiz Saeed and Dawood Ibrahim roam free and the dimension of danger multiplies further.” 
 
Added to this is the incompetence of our intelligence machinery that relies heavily on the internet or telephone intercepts that are now running dry. Terrorists have become way smarter and are maintaining email and telephone secrecy thereby giving the intelligence agencies a run for their money. We keep intercepting cross-border satellite phone conversation between terrorists but are unable to decode their encrypted conversations. This proves to be a major stumble-block in combating infiltration or averting attacks. In the case of Mumbai attacks, this lapse on our part is what largely helped the terrorists in entering Mumbai fearlessly via the coastal route. 
 
In Paris, despite tight security, they were able to enter by intermingling with the locals. By hook or by crook, they have been able to mobilise support for their cause. Modern modes of communication are proving helpful to them owing to its far reach and a tool that guarantees lesser threat of them being tracked by enemies. 
 
“Terrorists are using the cyber space increasingly, a space where keeping tab is extremely difficult. Not even the best security officials in the world can do anything if a person sitting in some corner of the country is influenced by radical ISIS ideology and decides to self-destruct,” says 
Rajiv Dogra. 
 
When such difficulties are also being faced by powerful nations like the France and UK despite having modern technologies, better trained cops, sound intelligence machinery and an already tight security framework in place, it is worrying to see how India, a country that ISIS reportedly plans to take control of in the next five years, has not even begun preparing for such attacks despite being a victim of terrorism for decades. 
 
It's time we buck up because let us face it, the bitter truth is terrorists are already one step ahead of us!

Is India better prepared for an ISIS-led Mumbai-like attack? The answer is a resounding No!

CORCY, France (Reuters) - Armed and masked anti-terrorism police swooped on woodland villages northeast of&#xa0;Paris on Thursday in a manhunt for two brothers suspected of being the Islamist gunmen who killed 12 people at a French satirical weekly.
A day after the Paris attack, officers carried out house-to-house searches in the village of Corcy, a few km (miles) from a service station where police sources said the brothers were sighted in ski masks. Helicopters flew overhead.
The fugitive suspects are French-born sons of Algerian-born parents, both in their early 30s, and already under police surveillance. One was jailed for 18 months for trying to travel to Iraq a decade ago to fight as part of an Islamist cell. Police said they were "armed and dangerous".
United States and European sources close to the investigation said on Thursday that one of the brothers, Said Kouachi, was in Yemen in 2011 for a number of months training with Al Qaeda in the Arabian Peninsula (AQAP), one of the group's most active affiliates.
A Yemeni official familiar with the matter said the Yemen government was aware of the possibility of a connection between Said Kouachi and AQAP, and was looking into any possible links.
U.S. government sources said Said Kouachi and his brother Cherif Kouachi were listed in two U.S. security databases, a highly classified database containing information on 1.2 million possible counter-terrorism suspects, called TIDE, and the much smaller "no fly" list maintained by the Terrorist Screening Center, an interagency unit.
U.S. television network ABC reported that the brothers had been listed in the databases for "years."
Dave Joly, a spokesman for the Terrorist Screening Center, said he could neither confirm nor deny if the Kouachis were listed in counter-terrorism databases.

On Thursday, U.S. President Barack Obama made an unannounced visit to the French Embassy in Washington to pay his respects.
He wrote in a condolence book, "As allies across the centuries, we stand united with our French brothers to ensure that justice is done and our way of life is defended. We go forward together knowing that terror is no match for freedom and ideals we stand for - ideals that light the world."
In Paris, a policewoman was killed in a shootout with a gunman wearing a bulletproof vest on Thursday morning, setting a tense nation further on edge. Police sources were unable to say whether that incident was linked to the previous day's assault at the Charlie Hebdo weekly newspaper, but the authorities opened another terrorism investigation.
Bewildered and tearful French people held a national day of mourning. The bells of Notre Dame pealed for those killed in the attack on Charlie Hebdo, a left-leaning slayer of sacred cows whose cartoonists have been national figures since the Parisian counter-cultural heyday of the 1960s and 1970s.
The newspaper had been firebombed in the past for printing cartoons that poked fun at militant Islam and some that mocked the Prophet Muhammad himself. Two of those killed were police posted to protect the paper.
While world leaders described the attack as an assault on democracy, al Qaeda's North Africa branch praised the gunmen as "knight(s) of truth".
Many European newspapers either re-published Charlie Hebdo cartoons or lampooned the killers with images of their own.

Searches were taking place in Corcy and the nearby village of Longpont, set in thick forest and boggy marshland about 70 km north of Paris, but it was not clear whether the fugitives who had been spotted in the area were holed up or had moved on.
"We have not found them, there is no siege," an interior ministry official in Paris said.
Corcy residents looked bewildered as heavily armed policeman in ski masks and helmets combed the village meticulously from houses to garages and barns.
"We're hearing that the men could be in the forest, but there's no information so we're watching television to see," said Corcy villager Jacques.
In neighbouring Longpont, a resident said police had told villagers to stay indoors because the gunmen may have abandoned their car there. Anti-terrorism officers pulled back as darkness fell. The silence ?was broken by the sound of a forest owl.
Thursday's shooting of the policewoman on the streets of Paris's southern Montrouge district -- whether related or not -- caused more fear. Montrouge Mayor Jean-Loup Metton said the policewoman and a colleague came under fire while responding to a reported traffic accident. Witnesses said the assailant fled in a Renault Clio. Police sources said he wore a bullet-proof vest and had a an assault rifle and a handgun.
A police officer at the scene told Reuters he did not appear to resemble the Charlie Hebdo shooter suspects.
Prime Minister Manuel Valls, asked on RTL radio whether he feared a further attack, said: "That's obviously our main concern and that is why thousands of police and investigators have been mobilised to catch these individuals."

<h3>SUSPECT JAILED</h3>
Police released photographs of the two suspects, Cherif and Said Kouachi, 32 and 34. The brothers were born in eastern Paris and grew up in an orphanage in the western city of Rennes after their parents died.
The younger brother's jail sentence for trying to fight in Iraq a decade ago, and more recent tangles with the authorities over suspected involvement in militant plots, raised questions over whether police could have done more to watch them.
Cherif Kouachi was arrested on Jan. 25, 2005 preparing to fly to Syria en route to Iraq. He served 18 months of a three-year sentence.
"He was part of a group of young people who were a little lost, confused, not really fanatics in the proper sense of the word," lawyer Vincent Ollivier, who represented Cherif in the case, told Liberation daily.
In 2010 he was suspected of being part of a group that tried to break from prison Smain Ali Belkacem, a militant jailed for the 1995 bombings of Paris train and metro stations that killed eight people and wounded 120. The case against Cherif Kouachi was dismissed for lack of evidence.
A third person wanted by police, an 18-year-old man, turned himself into police in Charleville-Mézières near the Belgian border late on Wednesday. A legal source said he was the brother-in-law of one of the brothers. French media quoted friends as saying he was in school at the time of the attack.
In the wake of the killings, authorities tightened security at transport hubs, religious sites, media offices and stores. Police also increased their presence at entry points to Paris.
At Porte d'Orleans, one of the capital's main gateways, more than a dozen white police vans lined up the main avenue. Officers stood guard with bulletproof jackets and rifles.
The <keyword id="6354810" type="ORGANIZATION" weightage="60" keywordseo="Defense">defense</keyword> ministry said it sent 200 extra soldiers from parachute regiments across the country to help guardParis.
Tens of thousands of people attended vigils across France on Wednesday, many wearing badges declaring "Je suis Charlie" in support of the newspaper and the principle of freedom of speech.
Newspapers in many countries republished Charlie Hebdo cartoons. Britain's Daily Telegraph depicted two masked gunmen outside the doors of Charlie Hebdo saying to each other: "Be careful, they might have pens."
Charlie Hebdo's lawyer Richard Malka said the newspaper would be published next Wednesday with one million copies compared to its usual print run of 60,000.
Muslim leaders condemned the shooting, but some have expressed fears of a rise in anti-Islamic feeling in a country with a large Muslim population. The window of a kebab shop next to a mosque in the town of Villefrance-sur-Saone was blown out by an overnight explosion. Local media said no one was hurt.
