Following Friday's operation, specialist teams from the Navy undertook a thorough sanitisation and seaworthiness check of the fishing vessel in order to escort it to a safe area for resuming normal fishing activities, according to an official statement shared by a Navy spokesperson. The Navy said late on Friday evening that it was engaged in an operation to free the fishing vessel from pirates. Nine armed pirates had reportedly boarded the vessel. The hijacked vessel was intercepted on Thursday, the Navy said. In a statement, the Navy said the seaworthiness of MV Ruen is being assessed and the vessel carrying approximately 37,800 tonnes of cargo worth around USD 1 million will be brought safely to India. "The culmination of the ongoing anti-piracy operation involving pirate ship Ruen in the Southern Indian Ocean Region highlights the commitment of the Indian Navy towards reinforcing peace and stability, and also to thwart the resurgence of piracy in the region," it said. The focus on naval capabilities and border infrastructure facilities complement this approach. <cmsannotation type="cmsannotation" annotationid="Prioritising Indian Navy" comment="subhead" text="Prioritising Indian Navy">Prioritising Indian <keyword id="42407" type="General" weightage="50" keywordseo="navy" source="Orion">Navy</keyword></cmsannotation> With <a href="https://media.defense.gov/2021/Nov/03/2002885874/-1/-1/0/2021-CMPR-FINAL.PDF">approximately 355 ships and submarines</a>, the PLA Navy has now emerged as the largest navy in the world. In response, India has stepped up its naval activities, including increased patrols in the Indian Ocean. In addition, India’s growing Indo-Pacific ambitions have brought a greater naval presence and engagement with the region. However, with a fleet of about 130 ships and submarines, one-third in size of the PLA Navy, the strain on the Indian Navy is immense. This is accentuated by delays in shipbuilding and induction, which have substantially affected the pace of naval modernisation. Hence, the Navy has now re-worked its aspiration for a 200-ship fleet to a more realistic goal of a <a href="https://www.newindianexpress.com/nation/2021/nov/16/navy-will-achieve-its-170-ship-force-level-timelines-being-revised-navy-vice-chief-2384329.html">170-ship fleet</a>. Partially addressing this problem, the government in this budget has increased the <a href="https://www.indiabudget.gov.in/doc/eb/sbe21.pdf">capital allocation for naval modernisation</a> from ₹33.2 thousand crore (FY 2021-22 BE) to ₹47.5 thousand crore (FY 2022-23 BE). This includes ₹29.4 thousand crore for the naval fleet. The funds allocated are more than what the Navy had demanded (₹<a href="http://164.100.47.193/lsscommittee/Defence/17_Defence_25.pdf">37.6 thousand crore</a> for FY 2021-22) and hopefully, in the subsequent years, the defence ministry will manage to fulfil the Navy's demand. Besides boosting the Indian naval presence, this greater budgetary allocation will also contribute to the expansion of India’s shipyards as most of the naval expenditure is incurred in shipbuilding. At present, India’s public sector shipyards are manufacturing<a href="http://164.100.47.193/lsscommittee/Defence/17_Defence_24.pdf"> 48 ships and submarines</a>, making the Indian Navy the most indigenised of the three services. Two significant naval inductions expected this year are the Cochin Shipyard Ltd.-built indigenous aircraft carrier, IAC-1 (or INS Vikrant), and INS Vagir from Mazagon Dock Limited, likely to enter service in the second half of 2022. <cmsannotation type="cmsannotation" annotationid="Strengthening northern borders" comment="subhead" text="Strengthening northern borders">Strengthening northern borders</cmsannotation> Another key dimension of the China challenge has been the border infrastructure. China has determinedly pursued infrastructure build-out to give the PLA a sustained presence on the Line of Actual Control (LAC) in the last two decades. India has been late to this game but is slowly catching up, as seen by its current <a href="https://www.gatewayhouse.in/indias-border-infrastructure/">border infrastructure push</a> with border roads, strategic railway lines, and Advance Landing Grounds (airfields in areas closer to the LAC). The Border Roads Organisation (BRO), the primary agency to construct border roads along the LAC, has received a substantial hike annually in the last few budgets. Keeping up with that trend, this year, the BRO has been allocated <a href="https://www.indiabudget.gov.in/doc/eb/sbe19.pdf">Rs. 3500 crore</a>, 40% more than the FY 2021-22 BE of Rs. 2500 crore. This sustained enhanced allocation has ensured that the BRO has completed many long-pending projects, including the Atal Tunnel in Rohtang and Umling La pass in Ladakh. In addition, Sitharaman also announced the “<a href="https://www.indiabudget.gov.in/doc/bh1.pdf">Vibrant Villages Programme</a>” that will focus on developing remote villages on the LAC. To be administered by the Ministry of Home Affairs, <a href="https://pib.gov.in/PressReleaseIframePage.aspx?PRID=1794161">development activities</a> under this programme will include constructing infrastructure, housing, tourist centres, road connectivity projects, provisioning for renewable energy, expanding access to satellite television, and support for livelihood generation. This programme is vital due to the glaring difference in living standards in the villages on the Indian and Chinese sides of the LAC. China’s <a href="http://www.xinhuanet.com/english/2021-05/21/c_139959978.htm">white paper on Tibet</a> has noted that between 2017 and 2020, the Chinese government implemented a host of schemes to ensure better access to housing, electricity, roads, and the internet. These initiatives on naval modernisation and border development will yield the desired outcome only if India sustains them with the required budgetary support. While the government has to bear the cost of naval modernisation, it can engage the private sector to defray the border development costs by potentially through the corporate social responsibility framework. <ul><li>The Indian government may not be able to fully utilise the budget it had allocated for the defence equipment and weapons purchases in 2021.</li><li>Strengthening the Navy may be one of the main focus for India's defence ministry as the threat coming from China rises.</li><li>India’s Defence budget has remained consistent roughly at 2% of the GDP in the last five years. </li></ul>The Indian government promised to spend 19% — of the ₹4.78 crore crore set aside for the defence sector — in buying new equipment, weapons, fighter jets et al before March 2022. That money may not be fully spent as planned, a national security and defence expert told Business Insider. The money may go into a corpus and is likely to be spent in the next year, according to <keyword id="300102" type="General" weightage="20" keywordseo="Sameer-Patil" source="Orion">Sameer Patil</keyword>, senior Fellow at ORF, who also believes that the upcoming budget on February 1 may focus more on strengthening India’s Navy. Not just Patil, another national security analyst Bhartendu Singh, also believes that while India’s allocation for defence will go up in absolute terms, it may remain small as a percentage of gross domestic product (GDP). This is largely because the Chinese threat in the Indian ocean has also been rising simultaneously, according to Patil. Commodore Anil Jai Singh, a submarine veteran, has also <a href="https://www.financialexpress.com/defence/china-raises-bay-of-bengal-security-concerns-with-ming-presence/2398960/">raised </a>concerns over China ‘gifting’ Type 035 Ming class diesel-electric submarine — the oldest class of submarines in the Chinese inventory — to Myanmar last month. China has been growing its presence in the Indian ocean even before the Galwan clash of 2021, Patil added. Some steps are already visible. “We have seen both L&amp;T and Mazagon dockyard have been shortlisted as India’s strategic partners for building the next set of submarines,” Patil added. This project — which aims to build P75i submarines — is likely to see an investment up to <a href="https://www.businessinsider.in/defense/news/the-defence-acquisition-council-dac-clears-the-issuing-request-for-proposal-rfp-for-the-indian-navys-mega-deal-to-procure-six-submarines/articleshow/83229317.cms">₹45,000 crore</a>. The Indian Armed Forces is also looking to defend itself by building anti-submarine warfare capabilities, purchasing more maritime surveillance drones and building a fleet of 300 for the <keyword id="6355100" type="General" weightage="20" keywordseo="Indian-navy" source="Orion">Indian navy</keyword>. According to Elara Capital’s report published in October 2021 the Indian Navy's Fleet stands at 150 ships and submarines,and the Coast Guard fleet is at 130 vessels. Each of these is expected to grow to 200 vessels by 2027. Orders are likely to be placed for 165 warships in the medium term, the report added. This year’s defence budget may focus on building submarines, drones, warships and aircraft carriers

<ul><li>A day after the <keyword id="70191" type="ORGANIZATION" weightage="20" keywordseo="International-Court-of-Justice">International Court of Justice</keyword> (ICJ) delivered its verdict in Kulbhushan Jadhav case, India today asked Pakistan for Jadhav’s immediate return. </li><li>Minister of External Affairs S Jaishankar, while speaking in the Parliament today said the government will put all efforts to bring Jadhav back to India. </li><li>The ICJ had yesterday announced that its Pakistan’s obligation to inform Jadhav his rights and allow India to provide counselor access to him. </li></ul>After the final verdict of the International Court of Justice (ICJ) in the Kulbhushan Jadhav case yesterday, India today asked Pakistan to immediately release him and vowed to bring the retired Navy officer back. Yesterday, The International Court of Justice (ICJ) had in its final verdict directed Pakistan to suspend the death penalty on Jadhav given in 2017 for charges of sabotage and espionage. He will also be provided consular access which was denied by Pakistan. “Pakistan was found to have deprived India of the right to communicate with Jadhav, have access to him, visit him in detention, and arrange his legal representation,” S Jaishankar, the Minister of External Affairs (MEA), said speaking at both the houses of Parliament. Jadhav, the 47-year old retired <keyword id="6355100" type="COMPANY" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> officer was apprehended by Pakistan security forces in <keyword id="45793" type="LOCATION" weightage="20" keywordseo="Balochistan">Balochistan</keyword> province of Pakistan. He was charged with espionage, three years back. In April 2017, he was sentenced to death on charges of espionage and terrorism. “Kulbhushan Jadhav is innocent of the charges made against him. His forced confession, without legal representation and due process will not change this reality,” Jaishankar further said. “We once again call Pakistan to release and repatriate him forthwith,” the minister said. The International Court of Justice (ICJ) had yesterday unanimously delivered the judgement that Jadhav must be given judicial representation, by a vote of 15-1. The judgement was welcomed across party lines and all thumped the benches as Jaishankar said that the government will vigorously continue its efforts to ensure his safety and well being, and his timely return to India. The ICJ clearly pronounced that the Vienna Convention on Consular Relations was breached by Pakistan as it did not notify India of Jadhav’s detention in time and deprived India of its right to communicate with and provide consular access to Jadhav. It is to be noted that the Court has asked Pakistan to provide for appropriate reparation of its own choice in the case. The minister termed the ICJ verdict as a vindication for not only India and Jadhav but also for all those who believe in the rule of law and respect and work by the international treaties.

<ul><li>The recent government data shows a rise in officers voluntarily retiring from <keyword id="112134" type="COMPANY" weightage="20" keywordseo="Indian-Armed-Forces">Indian Armed Forces</keyword>. </li><li>Indian Army has the highest <keyword id="505875" type="PERSON" weightage="20" keywordseo="attrition-rate">attrition rate</keyword>, followed by <keyword id="15141" type="COMPANY" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> at the second place and <keyword id="6355100" type="COMPANY" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> in the last. </li><li>While Indian Air Force and Indian Navy’s attrition rate dropped in 2018, Indian Army saw a rise of almost 30 more cases in the same year. </li></ul>The number of people taking voluntary retirement from Indian Armed Forces is also rising, in addition to posts lying vacant. The rate of voluntary retirements is the highest in the Indian Army, and is rising. With 412 officers voluntarily retiring in 2018, the number has been gradually increasing with 353 officers leaving in 2016 and 383 in 2017, <a href="http://pib.nic.in/PressReleseDetail.aspx?PRID=1576432">according to PIB press release</a>. Indian Air Force stands at the second place when it comes to attrition rate. In 2016, 186 officers left the force voluntarily. While the number increased in 2017 to reach 205, it came down to 184 in 2018. The attrition rate is the lowest in the Indian Navy with 102 officers retiring prematurely in 2018. This number has come down from 138 retirement cases in 2016 and 137 cases in 2017. This does not bode well with the fact that the Indian Army is already <a href="https://www.businessinsider.in/the-indian-army-is-facing-a-shortage-of-45634-posts-out-of-which-7399-posts-are-for-commissioned-ranks/articleshow/69968673.cms">facing manpower shortage</a>. As many as 49,000 posts are lying vacant which includes 7,399 posts for officers. “The government has taken a number of measures to reduce the shortages including sustained image projection, participation in career fairs and exhibitions and publicity campaign to create awareness among the youth,” <a href="http://pib.nic.in/PressReleseDetail.aspx?PRID=1576432">said</a> Mr <keyword id="347762" type="PERSON" weightage="20" keywordseo="Shripad-Naik">Shripad Naik</keyword>, Minister of State for Defence. US President Donald Trump had accused Iran for the attacks and threatened it of consequences. Recently, a US drone was also shot down in the region and Iran’s Revolutionary Guards claimed responsibility, <a href="https://edition.cnn.com/2019/06/20/middleeast/iran-drone-claim-hnk-intl/index.html">as per sources</a>. Security Operations The Indian Navy has deployed a destroyer INS Chennai, and a patrol vessel INS Sunanya in the Persian Gulf and the Gulf of Oman. In a press release, the Navy said that two advisories were issued by DG Shipping on June 13 and June 16 to all Indian Flagged Vessels operating in the Strait of Hormuz, Persian and the Arabian Gulf region to undertake appropriate protection measures. It is to be noted that nearly 75% of the world’s maritime trade and 50% of global oil trade operates and transits through the Indian ocean region.
