Gen. Marcus Evans, commander of the 25th Infantry Division out of Hawaii, told Business Insider. JPMRC allows personnel to integrate with <a target="_blank" class="" href="https://www.businessinsider.com/us-army-training-to-counter-aggressive-insidious-china-top-general-2024-2">joint partners and international allies</a> to solve those problems, resulting in operations such as a long-range maritime air assault involving around 300 soldiers traveling to seize an airfield 200 miles away in the dead of night or the 11th Airborne Division jumping into Hawaii after flying out of Alaska.Evans called the multinational cooperation one of the most important components of the training, as it allows the Army to work closer with allies, such as Japan and the UK, to improve interoperability at multiple levels, like planning and executing missions and personnel-to-personnel communication.USARPAC's commanding officer, Gen. Charles Flynn, previously told BI that "persistent state of partnering" with allies is "the <a target="_blank" class="" href="https://www.businessinsider.com/us-army-training-to-counter-aggressive-insidious-china-top-general-2024-2">greatest counterweight</a>" against China's "aggressive" and "insidious" behavior.<h2 id="f0121a28-2342-4424-a785-e007514ed672">Meeting challenges</h2>Getting soldiers to where they need to go, especially in an archipelago environment, requires stealthiness. "We have to be able to resupply the formations that we have spread out across the Pacific, and we're challenged with the tyranny of distance, and we're challenged, quite frankly, with the geography."The Pacific is a <a target="_blank" class="" href="https://www.businessinsider.com/china-sends-record-number-of-warplanes-to-fly-around-taiwan-2024-10">predominantly maritime domain</a>. To adapt to that, the Army has focused on how it can take advantage of maritime or air assets to move between islands and how it can maintain its operational tempo."Every time we send a C-17 or we put equipment on a vessel to move as part of this exercise, we are getting a repetition that enhances overall readiness," the general said.

<ul class="summary-list"><li>North Korea fighting alongside Russia would be a serious escalation to the Ukraine war.</li><li>NATO and Western allies are facing pressure to respond — but have historically been hesitant.</li></ul>Western allies have options to react to the threat of North Korean troops in Russia, but are hamstrung by fears of escalation, military experts told Business Insider. On Monday, the Pentagon<a target="_blank" href="https://www.defense.gov/News/Transcripts/Transcript/article/3948100/pentagon-deputy-press-secretary-sabrina-singh-holds-an-off-camera-on-the-record/"> said</a> that 10,000 North Korean troops had been shipped to Russia for training and were likely to join Russian forces"over the next several weeks." NATO chief Mark Rutte said that some troops are already in Kursk, <a target="_blank" href="https://www.nato.int/cps/en/natohq/opinions_230105.htm">calling</a> the move "a significant escalation." He added that it is "yet another" contravention of UN Security Council resolutions. He said the bloc is "actively consulting" on what to do next. Despite these statements — and a similar chorus of condemnation from Western governments — few commitments have been made. On Wednesday, Ukrainian President Volodymyr Zelenskyy expressed frustration, saying that his allies' response was "not so loud as it has to be" in reaction to the North Korean threat,<a target="_blank" href="https://www.politico.eu/article/volodymyr-zelenskyy-war-in-ukraine-russia-north-korean-troops-western-allies-response/"> Politico reported</a>. "Till now, we heard some reactions, but it is not strong enough," he added. <h2>A watershed moment?</h2>In itself, 10,000 more troops in Russia's war in Ukraine is not a game changer, Patrick Bury, a military analyst at the UK's University of Bath, told BI. The troops, many with no experience in real war situations, could also be of limited help. There is reason, however, to imagine the numbers could rise. North Korea has steadily ramped up its cooperation with Russia, reportedly supplying<a target="_blank" href="https://www.thetimes.com/world/russia-ukraine-war/article/north-korea-supplies-half-of-the-shells-used-by-russia-in-ukraine-d3fkhppjs"> half of all artillery shells</a> used in Ukraine in the last year. North Korean leader Kim Jong Un has the fourth-largest standing army in the world, so there is no shortage of troops. Crucially, experts consider his regime to be receiving<a target="_blank" href="https://www.businessinsider.com/north-korea-military-officials-helping-russia-ukraine-win-for-kim-2024-10"> an economic and technological lifeline</a> in exchange. Edward Hunter Christie, a former NATO official and a research fellow at the Finnish Institute of International Affairs, described the dangers of the partnership as "a much more serious test of resolve for the West than most people currently realize." He added: "There's a reluctance to act." This at least means there will be no rash decisions, he said. Christie, along with other experts BI spoke to, described a hesitancy and fear of escalation among Ukraine's biggest Western partners that amounts to alack of overall strategy. <h2>The West has some options — and a history of slapping them down</h2>When it comes to options for the US and Europe, "the tools are the same tools that have been there all along," Richard Fontaine, CEO of the Center for a New American Security,<a target="_blank" href="https://www.bloomberg.com./news/articles/2024-10-28/ukraine-allies-face-limited-options-as-north-korea-troops-arrive?embedded-checkout=true"> told Bloomberg.</a> That includes the ad-hoc trickling through of aid packages like one<a target="_blank" href="https://kyivindependent.com/norways-pm-announces-new-500-million-euro-aid-package-for-ukraine/"> recently announced by Norway</a>. It also includes things that have long been ruled out, like allowing Ukraine to make long-range strikes in Russia with Western-supplied missiles. A bipartisan group in Congress has called on Biden to allow Poland to intercept Russian missiles in Ukrainian airspace, <a target="_blank" class="" href="https://thehill.com/homenews/house/4960374-biden-poland-air-defense-ukraine/">The Hill reported</a>. It's a move that NATO's former chief Jens Stoltenberg had earlier ruled out, saying it would risk the alliance "becoming part of the conflict," the outlet reported. South Korea, too, has said it is considering sending military aid directly to Ukraine. It's an unprecedented move that could prove highly beneficial, but which the state is hesitant to make,<a target="_blank" href="https://www.businessinsider.com/south-korea-ukraine-weapons-big-difference-russia-north-korea-2024-10"> experts told BI</a>. Lithuania's foreign minister, Gabrielius Landsbergis, has also revived a suggestion made in February by France's President Emmanuel Macron of not ruling out the deployment of <a target="_blank" class="" href="https://www.businessinsider.com/french-president-wont-rule-out-sending-troops-ukraine-2024-2">NATO troops in Ukraine</a>, in support roles. "We are still on the back foot, reacting to escalation instead of reversing it,"<a target="_blank" href="https://x.com/GLandsbergis/status/1848006509013225679"> Landsbergis wrote on X</a>. "Macron's ideas should now be revisited." That idea was earlier<a target="_blank" href="https://www.businessinsider.com/everyone-angry-germany-series-screw-ups-leaks-scholz-macron-ukraine-2024-3"> publicly slapped down</a> by Germany's Chancellor, Olaf Scholz. Such a move "would free up a lot of resources for Ukraine," said Ann Marie Dailey, a geopolitical strategist at RAND. It would also send an important signal to Russia, she said: "That they don't have dominance on the escalation ladder." <h2>The escalation trap</h2>President Joe Biden's administration — along with much of Western Europe — has largely avoided actions that could be seen as escalating the conflict. The fact that now a serious escalation looks possible thanks to North Korea is an indication of the failure of that policy, Christie told BI. The US presidential election and the impending change of administration also puts a chilling effect on any dramatic changes in policy for the coming months, he said. "We live in an age of US-led hesitancy within the Western world, which just keeps on failing us, which just keeps on increasing the level of danger to the security of the collective West," he said. The bind for the Biden administration is not only in dealing with two nuclear states, but also that North Korea's belligerence could cause the conflict to spill over toward its southern neighbor and<a target="_blank" href="https://www.businessinsider.com/china-muted-response-russia-north-korea-alliance-costly-ukraine-economy-2024-10">damage relations with China.</a> Western states are likely to have been quietly hoping that China might step in diplomatically and dissuade North Korea, Christie said. At some point, the West has to react decisively, he argued. Dailey told BI: "The problem with having a strategy of de-escalation is that if that is your stated strategy, you've already ceded every step on the escalation ladder to the enemy." In Bury's view, the West's problem is that it cannot even agree on its broader strategy, let alone decide how to implement it. "The broader point here is: the West, we're not doing the strategy," he said. "We're muddling through."

Gen. Joseph A. Ryan said that while air and maritime capabilities play a major role in the Indo-Pacific region, it's a "joint, multinational region," and "the capacity of land power to demonstrate alliance, partnership, cooperation and will — which are all important components of deterrence — is unmatched.""When you can have land forces working together, enduring over time in an exercise, partnering, operating, learning, interoperating together, demonstrating will, and demonstrating the desire to get better together, I think it sends a very clear and unambiguous message to our adversaries that that is what faces you if you choose to continue on a path that is disrespectful of the nations involved," he said.This month, US Army Pacific conducted its JPMRC training rotation in Alaska, where thousands of troops are trained to wage war in frigid, Arctic conditions. The Joint Pacific Multinational Readiness Center also does a training rotation in Hawaii, where troops conduct exercises in the jungle.The JPMRC is the Army's newest combat training center, and it is meant to prepare forces for environments where they are most likely to fight, Flynn said. That training is also conducted with a host of US allies and partners in the Pacific."It's a very challenging place for forces to have to get ready," Flynn said of the Indo-Pacific region, but he emphasized that "the best way to actually understand this region" is to "be on the ground and understand what's happening."

Mumbai, Commercial vehicle maker <keyword id="6357085" type="General" weightage="100" keywordseo="Ashok-Leyland" source="Orion">Ashok Leyland</keyword> on Monday said it has bagged orders worth Rs 800 crore from the Indian Army. The contracts awarded also include the procurement of the Field Artillery Tractor (FAT 4x4) and the Gun Towing Vehicle (GTV 6x6), Ashok Leyland said in a statement. "We have secured these orders from the Indian Army. The Defence business has been a strong pillar of growth for us, and this win further establishes our leadership in Defence mobility vehicles business," said Shenu Agarwal, Managing Director and Chief Executive Officer at Ashok Leyland. The vehicles will be delivered over the next 12 months to meet the requirements of the Indian Army, the company said. The FAT 4x4 and GTV 6x6 are specialised vehicles employed by the artillery for towing light and medium guns, respectively, according to the company. "Ashok Leyland's dependable mobility solutions have consistently remained a formidable asset within the defense sector, catering to the diverse needs of personnel and logistics across the armed forces," said Amandeep Singh, President for Defence Business at Ashok Leyland. At 3.9% of GDP, Poland's 2023 defense budget <a href="https://www.reuters.com/world/europe/scope-polands-spending-spree-focus-nato-ups-defence-goal-2023-07-12/" target="_blank" rel="noopener">is almost double</a> the NATO goal of 2% of GDP for each country — a target alliance pillars such as <a href="https://wisconsinwatch.org/2023/07/do-many-nato-countries-meet-their-pledge-to-spend-2-of-their-gdp-on-defense/" target="_blank" rel="noopener">Germany and France</a> have yet to meet.The defense minister, Mariusz Błaszczak, has said that Poland intends to create "the largest land force in Europe." This includes doubling the military to 300,000 personnel. Poland currently has a mix of Western and Soviet-era equipment, including 650 tanks, 800 artillery pieces, 94 jet fighters, and 28 attack helicopters, according to the International Institute for Strategic Studies.Poland has sent some of its older hardware to Ukraine, including Soviet-designed MiG-29 fighter jets and T-72 tanks and Polish-built Krab 155-mm self-propelled howitzers.<div type="image" title="Two helicopters in flight." height="1333" width="2000" msid="103222918" hostid="261"></div>What is significant isn't just Poland's spending spree but also what it is buying.Warsaw has signed $6 billion in deals to buy <a href="https://apnews.com/article/technology-poland-district-of-columbia-business-5f1681545d1bbe41ea4fb40fe719b21e" target="_blank" rel="noopener">350 M1 Abrams tanks</a> from the US, and the US State Department just approved a $12 billion purchase of 96 AH-64E Apache attack helicopters armed with a variety of weapons, including Hellfire anti-tank missiles, Stinger air-to-air missiles, and the Joint Air-to-Ground Missile. The 96 helicopters would make Poland the largest Apache operator other than the US.Poland is also spending $10 billion <a href="https://www.businessinsider.com/europeans-are-buying-rocket-artillery-after-himars-success-in-ukraine-2023-7">for 18 HIMARS launchers</a> and reportedly plans to acquire up to <a href="https://www.reuters.com/business/aerospace-defense/poland-open-himars-service-centre-2023-2023-05-04/" target="_blank" rel="noopener">500 more</a> launchers. The initial HIMARS systems are set to come with 45 Army Tactical Missile System long-range rockets that the US has so far declined to give Ukraine.Poland has also ordered $14 billion in weapons from South Korea, an <a href="https://www.businessinsider.com/new-ships-jets-mark-rise-of-south-korea-defense-industry-2023-3">emerging defense-industry powerhouse</a>, including 1,000 K2 Black Panther tanks, nearly 700 K9 self-propelled howitzers, and <a href="https://www.businessinsider.com/poland-buys-south-korean-jets-to-replace-aging-soviet-fighters-2022-8">48 FA-50 light combat aircraft</a>.One question is whether Poland's $700 billion economy can handle the surge in defense spending. Some experts point to Poland's low national debt and public support for a strong defense to deter Russia as evidence that it can.However, Radosław Sikorski, an opposition politician and former foreign minister, told <a href="https://www.ft.com/content/91590a6d-2739-42c6-bb29-4d2aeac21bf7" target="_blank" rel="noopener">The Financial Times</a> this spring: "It's not obvious to me that Poland has the ability to pay for all of this when you look at how the financial markets are now and our recent record in terms of selling bonds."<div type="image" title="Poland AHS Krab self-propelled howitzer" height="1384" width="2000" msid="103222919" hostid="261"></div>Poland also seems to be embracing a new way of war.One problem for the former Warsaw Pact countries is that while most have joined NATO, their militaries' training, doctrine, and command structure are still based on the Soviet model. Ukraine, for example, has juggled a force of <a href="https://www.businessinsider.com/ukraines-military-balances-uneven-training-levels-after-year-of-war-2023-4">troops trained under Soviet and Western models</a>, and its current counteroffensive has been hampered as Western-trained assault brigades struggle to master new tactics while attempting to breach <a href="https://www.businessinsider.com/russian-battlefield-defenses-built-like-in-wwii-effective-in-ukraine-2023-6">heavily fortified Russian defenses</a>.In effect, Poland seems to be redeveloping its army into a smaller version of the US Army, which relies on combined-arms tactics, such as close cooperation between Abrams tanks and Apache helicopters.The AH-64 deal includes 37 mast-mounted Longbow Fire Control Radar sets, which suggests the Polish army plans to use those helicopters similarly to the US Army, "with a single aircraft on a flight detecting targets and sharing that information with non-Longbow-equipped aircraft," <a href="https://aviationweek.com/defense-space/aircraft-propulsion/us-approves-12-billion-polish-order-apaches-missiles" target="_blank" rel="noopener">Aviation Week</a> magazine reported.Poland has been <a href="https://www.inyourpocket.com/warsaw/the-polish-partitions-explained_78064f" target="_blank" rel="noopener">invaded, occupied, and partitioned</a> by its larger, more aggressive neighbors many times over the centuries. Vladimir Putin's nostalgia for the Soviet glory of World War II, which saw Poland divided, fought over, and then conquered, <a href="https://www.theguardian.com/world/2019/dec/30/polish-pm-furious-at-putin-rewriting-history-of-second-world-war" target="_blank" rel="noopener">reawakens those memories</a>. Huge purchases of tanks and helicopters suggest Poland is borrowing a battlefield idea from the US Army

<ul class="summary-list"><li>China is menacing Taiwan with the threat of invasion.</li><li>A military strike on the US ally could involve a vast drone attack.</li></ul>In the early hours of a <a target="_blank" class="" href="https://www.businessinsider.com/china-wants-taiwan-make-mistakes-excuse-trigger-blockade-navy-commander-2024-10">Chinese invasion of Taiwan</a>, the narrow strait separating the island from the mainland would likely be transformed into a ferocious battlefield. But it's not just traditional weapons, such as missiles or warships, that will dominate the scene.Vast fleets of <a target="_blank" class="" href="https://www.businessinsider.com/ukraine-ground-drones-iron-soldiers-grow-exponentially-kyrylo-budanov-war-2024-9">unmanned aerial and naval drones</a> will likely darken the skies and hide beneath waves, bringing with them a deadly threat that Taiwan and its allies are ill-prepared to counter.<h2 id="750bdfc9-6a57-42a1-a6a1-2ec3d01f60e8">Creating a 'Hellscape'</h2>Drones could be deployed by China to swarm over <a target="_blank" class="" href="https://www.businessinsider.com/taiwans-president-says-china-younger-lai-ching-te-motherland-2024-10">Taiwan</a> and guide high-precision missile strikes, experts told Business Insider.One way to counter China's assumed strategy is a US plan called "Hellscape," Adm. Samuel Paparo, the head of US Indo-Pacific Command, told <a target="_blank" class="" href="https://www.washingtonpost.com/opinions/2024/06/10/taiwan-china-hellscape-military-plan/">The Washington Post.</a>This involves filling the Taiwan Strait, which separates the island from the mainland, with thousands of unmanned submarines, unmanned surface ships, and aerial drones."I want to turn the Taiwan Strait into an unmanned hellscape using a number of classified capabilities," Paparo told the publication. "So that I can make their lives utterly miserable for a month, which buys me the time for the rest of everything."But it's a situation in which the US military and Taiwan are playing catch-up.China, which claims Taiwan as part of its territory,<a target="_blank" class="" href="https://www.businessinsider.com/china-developing-advanced-military-drones-split-into-6-midair-report-2024-3"> is one of the world's leading drone manufacturers,</a> giving the People's Liberation Army a clear advantage in any head-to-head drone confrontation. Taiwan and the US would be on the back foot."The military and commercial drone industrial base in both nations is quite weak," said Stacie Pettyjohn, an analyst at the Center for a New American Security, of Taiwan and the US. <h2 id="22d14278-53db-4659-a4df-526ca493c0e3">Taiwan develops drone fleet to counter China's </h2>If China's nationalist leader Xi Jinping acts on his long-standing ambition to seize control of Taiwan, he'd seek to take out high-value US military and Taiwanese targets first.China would likely initially seek to target key US military sites in the region in missile attacks, then deploy thousands of drones to surveil and help pinpoint further strikes."These drones could pass the target's location to long-range artillery that can range Taiwan or ground-based ballistic and cruise missiles," said Pettyjohn.To counter China's invasion, the US and Taiwan would have to deploy drone fleets of their own.Chinese landing vessels transporting troops to the shore of Taiwan would be uniquely vulnerable to a drone attack, Zak Kallenborn, a drone technology analyst, told BI. <div type="image" title="A Ukrainian soldier directs a drone during attacks on Russian military positions near Bakhmut." height="1347" width="2000" msid="114052516" hostid="261" sizebytes="88930"></div>"China likely would have to launch numerous amphibious forces to land on and secure a hold on the island. Those forces are likely to be vulnerable during transit, especially to overwhelming numbers of unmanned vehicles," he said."Think about the famous picture of landing ships on D-Day. The soldiers are packed butt-to-butt with no overhead cover. A single, small drone-dropped explosive would blow them apart."Surveillance drones could also be used to "find Chinese landing forces" and to target them with weapons such as artillery or long-range missiles, added Pettyjohn, while small first-person view drones could be used "like kamikazes as a strike weapon to prevent the Chinese troops from being able to reorganize after making it ashore."<h2 id="c2e05297-67ea-4786-86a6-519d91007332">Numbers count</h2>But countering China's drone capability is in part a numbers game, and this is where Taiwan and the US currently fall short. China produces millions of drones annually, with Chinese firm DJI accounting for around 70% of the global market, according to <a target="_blank" class="" href="https://www.ft.com/content/da3f0820-e61a-4e0e-a451-685f760524ea">the Financial Times</a>. When combined with other Chinese drone companies, that share goes up to well above 80%, it said.Taiwan has struggled to produce its own version of the long-range Predator drones used by the US military, the Teng Yun, said Pettyjohn, and urgently needs to diversify its supply of commercial drones and their components to reduce its dependence on Chinese manufacturers."Taiwan has a few other classes of smaller military drones, but not nearly in the numbers that would be needed to defeat China," said Pettyjohn.To this end, US military companies are increasing cooperation with firms in Taiwan.<a target="_blank" class="" href="https://www.nytimes.com/2024/09/25/world/asia/us-taiwan-drones-china.html">The New York Times </a>reported in September that US and Taiwanese government officials met in Philadelphia to discuss ways to coordinate drone production and enhance the independence of their supply chains. But experts believe efforts need to ramp up.In March, the <a target="_blank" rel="" href="https://comptroller.defense.gov/Portals/45/Documents/defbudget/FY2025/FY2025_Weapons.pdf">US Army</a> requested $2.4 billion for the development of unmanned aircraft systems and more than $400 million for counter-drone tech in its fiscal 2025 budget request.Weeks later, Adm. John Aquilino, the leader of the Indo-Pacific Command, warned the <a target="_blank" rel="" href="https://armedservices.house.gov/sites/republicans.armedservices.house.gov/files/INDOPACOM%20Posture%20Testimony%20ADM%20Aquilino%20HASC.pdf">House Armed Services Committee</a> that China had increased its overall defense budget by 16% to more than $223 billion.<h2 id="c209aaf3-0630-45e9-ad27-82294265e678">Enhanced air defense systems needed</h2>Spurred by lessons in Ukraine, military planners in the US are focusing on new ways to shoot drones down or neutralize them. Both <a target="_blank" class="" href="https://www.businessinsider.com/ukraine-beating-russia-in-the-drone-production-race-2024-10">Russian and Ukrainian forces have deployed electronic warfare units</a> to disable drones, scrambling the signals used to navigate the devices.This method would be vital for tracking and disabling some of the smaller drones China might use in an attack on Taiwan, said Pettyjohn. But such defences are useless for more sophisticated drones, with both the US and Chinese militaries developing models resistant to electronic warfare interference. "The United States, China, and other states around the world are rapidly aiming to develop autonomous drones that do not need such input. If we can master that technology, electronic warfare will be less central to the drone space," said Kallenborn. <div type="image" title="A Skydio quadcopter drone of the US military." height="2631" width="3943" msid="114052519" hostid="261" sizebytes="62578"></div>Conventional air defense systems capable of shooting drones from the sky would be needed to eliminate more sophisticated models. But in this area as well, said Pettyjohn, Taiwan is deficient. "Currently the US and Taiwan do not have sufficient air defenses and CUAS [counter drone] systems to deal with the Chinese drone threat," she said. Another issue is geographical distance. The US would have to get enough drones to Taiwan quickly enough to make a difference and replace the large numbers that'd likely be destroyed in a conflict.Much is at stake. As <a target="_blank" class="" href="https://www.businessinsider.com/china-wants-taiwan-make-mistakes-excuse-trigger-blockade-navy-commander-2024-10">BI previously reported,</a> in its Global Peace <a target="_blank" rel=" nofollow" class="" href="https://www.economicsandpeace.org/wp-content/uploads/2023/09/GPI-2023-Web.pdf">Index</a> 2023, the Institute for Economics and Peace estimated that a Chinese blockade of Taiwan would result in a $2.7 trillion loss in world economic activity in the first year alone, equivalent to a 2.8% decline in global GDP.Bloomberg's <a target="_blank" rel=" nofollow" class="" href="https://www.bloomberg.com/news/newsletters/2024-05-25/bloomberg-new-economy-china-blockade-simulation-raises-5-trillion-risk">modeling</a>, meanwhile, estimates that a total blockade of Taiwan and Western sanctions on China could result in a 5% worldwide GDP decline, with US GDP falling by 3.3% and China's by 8.9%. In the end, Kallenborn said, the ability to produce enough drones in sufficient numbers to be decisive will be key to how much devastation China can inflict."We've seen in Ukraine that major drone warfare requires major production capabilities to sustain the heavy losses," he said."The US and Taiwan absolutely should be and are developing production capabilities, though no doubt more can be done."
