<ul><li>The Indian army has revised its policy for the purchase of four wheelers from the Canteen Stores Department (CSD) which sets vehicle purchasing limit at ₹12 lakh for officers. </li><li><keyword id="3969981" type="PERSON" weightage="20" keywordseo="General-Bipin-Rawat">General Bipin Rawat</keyword>, attributed the decision to budgetary constraints and step to bring parity among Commissioned Officers, Junior Commissioned Officers (JCOs) and other ranks (ORs). </li><li>The new ceiling has also set the engine limit for officers at 2500 CC and for JCOs and other ranks at 1400 CC. </li></ul>Indian army Junior Commissioned officers and other rank jawans are set to gain from the new policy of the Indian army on the purchase of four wheelers from Canteen Stores Department (CSD). Earlier there was no limit on the purchase of four wheelers from the CSD canteens, but the new rules have set a limit due to which expenditure on cars more than ₹12 lakh, excluding GST is no more permissible for the officers. The new expenditure limit for Junior Commissioned Officers (JCO) and jawans of other ranks ₹6.5 lakh including GST. Speaking at a seminar of retiring officers, on June 27 the Army Chief General Bipin Rawat said that the policy changes are going to bring parity in the opportunities to use the CSD facility to buy four wheelers among officers and not just officers, <a href="https://economictimes.indiatimes.com/news/defence/price-ceiling-on-the-purchase-of-four-wheelers-from-csd-due-to-budgetary-constraint-army-chief/articleshow/69968031.cms">reported the Economic Times</a>. Explaining the reason for the policy changes, General Rawat said that the Parliament sanctions a fixed amount for CSD under miscellaneous heads for buying essential items to be provided to the army personnel including four wheelers, and high value car purchases by officers leaves less opportunities for JCOs and other ranks. The <a href="https://indianarmy.nic.in/Site/FormTemplete/frmTempSimple.aspx?MnId=eE5gXwRZLNFCokYZlobZWw==&amp;ParentID=x9XdWbgX/9flpihdvNGPLw==">Quartermaster General’s branch</a> of the Indian army, which is responsible for planning, provisioning and issue of supplies to the Army, last month, issued an order that placed restrictions on the expenditure and capacity of the cars that can now be purchased from the canteen. The new orders started functioning from June 1. The new policy The new rules Restrictions over capacity of the engines have also been applied. Commissioned officers at most can buy cars with 2500 CC, whereas for JCOs and other ranks the limit is 1400 CC. Junior commissioned officers (JCOs) and jawans, will now be allowed to buy a four wheeler once in service and once after retirement. The time in between purchases is reduced from ten to eight years. This will further benefit non-commissioned officers who have high aspirations to buy four wheelers, <a href="https://economictimes.indiatimes.com/news/defence/price-ceiling-on-the-purchase-of-four-wheelers-from-csd-due-to-budgetary-constraint-army-chief/articleshow/69968031.cms">as per reports</a>. The policy has also made changes in the frequency of the purchases. Officers can now buy two cars in eight years which was four years before the order was issued. “Earlier they could buy any top vehicle model they wanted. Now, they can’t. And the frequency of buying still remains the same for them, except for the gap between two vehicle purchases,” said an official. The official also said that the decision on placing a price ceiling was taken in view of the ‘larger picture’. The government provides 50% GST rebate on all CSD items once price negotiations are complete which provides the army personnel with cash saving benefits. “The chief had also said that if someone has the capability to buy a luxury car, then he can do it from the civil market,” another official said.

Army’s junior officers and jawans gain from new canteen store policy aimed to bring in ‘parity’

If someone asks you to guess the most profitable retail chain in India, names like Future Retail and Reliance Retail are bound to come to mind; however, the reality is far from this. 
 The retail chain whose earnings exceed all these private chains is the <keyword id="6395044" type="ORGANIZATION" weightage="100" keywordseo="Canteen-Stores-Department">Canteen Stores Department</keyword> (<keyword id="46784" type="ORGANIZATION" weightage="100" keywordseo="csd">CSD</keyword>), a not-for-profit organisation. As per a Right to Information query, during FY 2014-15, CSD earned Rs 236 crore, more than Rs 211 crore, the profits of Avenue Supermart, which runs D'Mart stores, and other popular chains like Future Retail (Rs 153 crore) and Reliance Retail (Rs 159 crore). 
 
Talking of sales, CSD had Rs 13,709 crore as revenue, selling 5,300 products, ranging from biscuits and beer to shampoos and cars from across its stores. The number of customers it has goes as high as 12 million, including army, navy and air force personnel, ex-servicemen and their families. 
 
CSD was started in 1948, and is managed by the defence ministry. The department runs 3,901 canteens and 34 depots, with more than 600 suppliers. 
 
"CSD is definitely a critical channel. While we are not as focussed as we should be, there is a lot to be done to increase its contribution to our overall sales," Krishna Rao, deputy marketing manager at Parle Products told ET. "They expect a higher margin so they can pass on the benefit to the end-consumer." 
 
The reason behind these high revenues could be low-priced products, possible because of the government letting go of a substantial amount of taxes.

The rate of voluntary retirements is the highest in the Indian Army, and is rising. With 412 officers voluntarily retiring in 2018, the number has been gradually increasing with 353 officers leaving in 2016 and 383 in 2017, <a href="http://pib.nic.in/PressReleseDetail.aspx?PRID=1576432">according to PIB press release</a>. Indian Air Force stands at the second place when it comes to attrition rate. In 2016, 186 officers left the force voluntarily. While the number increased in 2017 to reach 205, it came down to 184 in 2018. The attrition rate is the lowest in the Indian Navy with 102 officers retiring prematurely in 2018. This number has come down from 138 retirement cases in 2016 and 137 cases in 2017. This does not bode well with the fact that the Indian Army is already <a href="https://www.businessinsider.in/the-indian-army-is-facing-a-shortage-of-45634-posts-out-of-which-7399-posts-are-for-commissioned-ranks/articleshow/69968673.cms">facing manpower shortage</a>. James said Coinseed was also operating despite not having a BitLicense, which is issued by the New York State Department of Financial Services, or a federal clearance. The attorney general stated further that Coinseed was adding an "undisclosed markup to the quoted price to extract additional fees from investors" despite advertising low fees. In addition to the company, the attorney general is also suing Coinseed CEO Delgerdalai Davaasambuu and CFO Sukhbat Lkhagvadorj for "luring in investors with false claims about their professional experiences and the role of their management team." Coinseed is facing a related and separate lawsuit from the S<a href="https://www.sec.gov/litigation/litreleases/2021/lr25032.htm">ecurities and Exchange Commission</a>. <a href="http://blog.redfin.com/blog/2013/09/wayne-newtons-las-vegas-ranch-hits-market-for-70-million.html#.UjDsgrzILJw">Listed on real estate website Redfin</a>, the 36-acre property has over eight separate homes, a huge garage, 37 stables, a tennis court, and even its own jumbo jet and terminal.
Even crazier, it once had a functioning zoo with Arabian horses, sloths, penguins, lemurs, and more than 100 birds.
Newton and his family lived at the ranch from the 1960s to 2010, when it was purchased by CSD LLC for $19.5 million to help the Newtons out of bankruptcy, <a href="http://www.businessweek.com/ap/2013-06-06/wayne-newton-moving-out-of-las-vegas-estate">according to the Associated Press</a>. Originally, there were plans to turn the main home into a Wayne Newton-themed theme park with a gift shop and dinner theater.
But that dream fell through after an <a href="http://www.lasvegassun.com/blogs/kats-report/2012/jun/01/shenandoah-project-stalled-newton-hits-back-legall/">ugly legal battle</a> between the Newtons and CSD. Developers claimed Newton would not move out of the mansion or hand over paraphernalia for the museum, while Newton claimed his family had nowhere to relocate and was unhappy with how the property was being looked after.
Newton finally settled <a href="http://www.businessweek.com/ap/2013-06-06/wayne-newton-moving-out-of-las-vegas-estate">this summer</a> for an undisclosed sum and left. The animals have since been sold to wildlife centers, according to Redfin, and now a Las Vegas judge has greenlit Casa de Shenandoah's sale, though it still remains to be seen whether or not anyone will pay the exorbitant $70 million price tag.

Clarke highlighted that Britain's Deliveroo has recently £4.99 lunchtime delivery options in major UK cities, an attractive price point that could undermine staff canteens."If delivery becomes a viable alternative to a canteen, the company may decide to do away with the canteen entirely," Bernstein said."Bloomberg's London office has done just that: there will be no in house canteen for lunch (although coffee and snacks are available). However, the main explanation here is that Bloomberg wanted employees to get out and enjoy the local businesses not because of delivery. However, it is possible."This is a threat to the large companies that operate these types of canteens: £24 billion Compass, the world's largest food services company; and €12 billion Sodexo, its French rival.Bernstein estimates that staff canteens that could theoretically face disruption - those in built-up areas where Deliveroo and Uber Eats operate - contribute 39% of Compass' revenues and 32% of Sodexo's."Delivery's growth cannot be ignored (with some of that coming at the expense of in-house canteens) and with Deliveroo now offering £4.99 lunch deals (albeit just in London) the price advantage [of canteens] has been partially eroded," Clarke and his team write.Bernstein has three recommendations for the catering companies to head of the growing threat from delivery startups: focus on the canteen's advantages, such as price and convenience; innovate with new formats such as delis and coffee shops; and collaborate with startups that could one day pose a threat."The caterers are not lame ducks here, they are large scaled organisations with a history of innovation and dealing with competition," the Bernstein note said."In January, Sodexo announced it had taken a majority stake in French start-up FoodChéri, a 'virtual restaurant' which focuses on delivering fresh meals to businesses. Currently, it delivers over 12,000 fresh meals prepared by professional chefs in the Paris areas, but has ambitions to expand nationally in France."While neither Compass or Sodexo are likely to turn their back on their core offer (in-house catering provider), they are showing they are able to adapt to the needs of those where an in-house canteen is not deemed suitable while utilizing their expertise in food preparation."Clarke and his team also stress that the threat posed by the likes of Deliveroo and UberEats are at a very nascent stage and most companies are a long way off eradicating their canteens entirely in favour of takeout or local chains."Google's new London headquarters offers extensive and innovative free food to employees for breakfast, lunch and dinner: it notably wants employees to eat in the canteen and talk to each other, it doesn't want you having a burger delivered to your desk," the note said. Deliveroo and UberEats are 'a threat not just to high street operators but also to staff canteens'

<div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><a href="http://www.gettyimages.co.uk/license/84682268">Oli Scarff/Getty Images</a>CEO Peter Randall says SETL is providing the "rails" - banks can build the "rolling stock."</div></div></div>Heavyweight fintech startup SETL has launched a platform based on the technology behind bitcoin that allows buy-side and sell-side financial institutions to band together and quickly set up a private and secure network to trade with each other on.SETL's new OpenCSD product lets people set up a closed blockchain network so institutions can quickly pay, settle, and clear cash and other financial instruments using the technology.CEO and cofounder Peter Randall told BI: "What it's really responding to is the fact there are a lot of people out there talking about it but they're talking about it because they haven't actually got anything to show. We have both an enormous amount of experience in how to launch projects like this but also an enormous amount of experience in terms of actually having working prototypes. We're much more advanced than the competition."Banks have been going crazy for the technology, which was first invented to underpin bitcoin. Almost every major investment bank is experimenting with the technology in one way or another. Because it is based on a network effect banks must work together and <a href="http://uk.businessinsider.com/r3-fixed-income-trading-blockchain-experiment-2016-3">over 40 have signed up to industry-wide consortium R3.</a>Randall says: "There's a lot of talking going on but there's a lot of opportunity being missed because a lot of people really don't know what they're talking about. SETL can demonstrate tens of thousands of transactions per second and billions of transactions a day."Randall is a financial technology veteran, helping to found tech savvy stock exchange Chi-X in the 2000s. Chi-X was the first pan-European equities exchange to launch in 2007 and used technology to make trading cheaper and quicker. SETL is also being led by Anthony Culligan, a veteran hedge fund investor.Banks are excited about blockchain tech because it has the potential to strip out huge amounts of cost for things like clearing and settling by reducing paperwork and human error. It can also make things much faster.Blockchain is a new kind of database infrastructure. Rather than having one database that is centrally stored and must be matched by others, blockchain allows records to be updated simultaneously across a network - a bit like the difference between using Word and Google Docs. It's expensive and slow and effectively a sort of rural industry.""What the blockchain offers as a promise is it can do to payments and finance what the container did to shipping and world trade. It standardises those payments. It helps to reduce costs, improve transparency, improve liquidity, improve capital efficiency."OpenCSD is one of the first "off the shelf" products that lets banks develop a blockchain product, rather than building it completely from scratch. It has financial grade security and built-in features to help banks verify the identity of who they're dealing with and message each other.Randall says: "People that want to engage can take this internally and start developing their own actions but using the rails that we've provided - the stations, the sidings, the points, the signals. They are able to build the rolling stock and the box cars and the carriages and the engines."OpenCSD is available on a subscription basis although a price has not been given. Banks and other financial institutions can access it through and API. The Army has conducted over 200 recruitment camps across the country, in the last three years. In 2019, 13 recruitment camps have been set up as of date and 80 are in the pipeline. “Recruitment in the army is a continuous process and vacancies are filled without compromising the quality of training,” <a href="http://pib.nic.in/PressReleseDetail.aspx?PRID=1575742">Rajnath Singh said</a>. To fill these posts and attract the right kind of candidates, the Defence ministry has also been spending on publicity to inspire youth to join the forces. In 2016-17, the ministry spent ₹37.887 million for publicity, whereas in 2017-18 is dipped down to ₹19.947 million. The publicity expenditure for 2018-19 was ₹21.619 million.
