To expand the domestic <keyword id="2377476" type="PERSON" weightage="20" keywordseo="defence-manufacturing">defence manufacturing</keyword> ecosystem, a negative list of weapons and platforms would be notified with year-wise timelines for placing an embargo on import of such items from those dates. As per the draft <keyword id="9695994" type="UNKNOWN" weightage="20" keywordseo="defence-production-and-export-promotion-policy">Defence Production and Export Promotion Policy</keyword> (DPEPP 2020) announced on Monday, this list would be updated periodically, without compromising on the operational requirements of the Services, to allow lead-time to industry to prepare itself for any such procurement which is likely to come up, subsequent to the indicated embargo date. The policy proposes a Technology Assessment Cell (TAC) in coordination with the services, which would assess the industrial capability for design, development and production including re-engineering for production of various major systems like <keyword id="386104" type="PERSON" weightage="20" keywordseo="Armoured-Vehicles">armoured vehicles</keyword>, <keyword id="117400" type="PERSON" weightage="20" keywordseo="Submarines">submarines</keyword>, fighter aircraft, <keyword id="54022" type="PERSON" weightage="20" keywordseo="helicopters">helicopters</keyword>, radars with the major industries in the country. A Project Management Unit (PMU), with representation from the Services, would be set up to support the acquisition process and facilitate management of the contracts. This setup would bring in expertise to the process of acquisition as well as create focus and synergy in building military capabilities. With self- reliance as the motto, aim is to move away from licensed production to Design, Develop and produce wherein the Nation owns the Design Rights and IP of the systems. "Our Armed forces have over the years acquired a range of platforms from diverse sources leading to a buildup of spares and consumables which has resulted in sub-optimal planning and resource allocation. Efforts would be made to adopt a family of weapons approach to standardize and optimize inventory and supply chain management," the policy said. In addition, efforts would be made to provide the industry greater visibility into the likely opportunities in the defence sector. Understanding future capital acquisition priorities will enable industry to develop technologies, carry out necessary ground work and position themselves in an optimal manner to compete at the appropriate time. In order to enhance procurement from domestic industry, it is incumbent that procurement is doubled from the current Rs 70,000 crore to Rs 1,40,000 crore by 2025. In order to achieve this objective, it is proposed to carve out a distinct budget head for domestic capital procurement. The policy will also strive for enhancing allocation for domestic capital procurement at the rate of minimum 15 per cent per annum for the next five years. Various studies have over the years brought out the need to enhance cost effectiveness and improve efficiency in the use of MoD's resources. Efforts would be made to scrutinize, evaluate and optimize various items of expenditure in the Defence budget. The policy says that investment promotion would be encouraged to provide specific focus on certain identified segments and technological areas. Investments in aviation sector which help in co-development and strengthening defence ecosystem would be facilitated in association with the Ministry of Civil Aviation. Efforts would be made to address the identified gaps in those segments and offer incentives to global OEMs and domestic industry to set up design and manufacturing facilities in India. The investments in these segments would also be channelized by offering high multipliers through offsets obligations. Development of aero engines complex is a priority area. While significant improvements have been made, there are still critical gaps in the aero engine segment for future development programmes as well as for taking up the engine related MRO activities of the current inventory of platforms. The two Defence Corridors set up in Tamil Nadu and Uttar Pradesh would be specifically targeted by providing additional support as well as by offering higher multipliers for offset discharge for investments flowing into the Defence Corridors. India's new defence policy proposes a cell to re-engineer armoured vehicles, submarines, fighter aircraft, helicopters and more

Lucknow, Feb 7 () French defence firm Thales and Kanpur-based defence manufacturer MKU announced on Friday that they will jointly develop ELFIE night vision devices (NVD) for the armed forces in India and across the world.With this, both companies have further solidified a MoU signed in 2018 for strategic co-operation on developing optronic devices. This co-operation involves co-development of these devices at MKU's facility in Kanpur, Uttar Pradesh, a joint statement issued by the companies on the sidelines of DefExpo 2020 here said.A lightweight monocular with the widest field of view, ELFIE provides unprecedented mobility and night combat capability, the statement said. Whether hands-free (on a face mask or helmet mount) or weapon-mounted, ELFIE is suitable for left or right eye use and provides stereoscopic vision in binocular configuration, it added.ELFIE is ideal for vehicle-driving and for paratroopers and special forces operators. When mounted on a weapon, it provides a red dot sight or laser pointer to the user, the statement said.The integration of the first pre-series of ELFIE at MKU's facility in Kanpur is expected to be completed in the first trimester of 2020. Thales, MKU to co-develop night vision device for armed forces in Kanpur

Lucknow, Feb 7 () Javelin Joint Venture (JJV), a partnership of two US-based defence majors Raytheon and Lockheed Martin, has signed an MoU with Indian PSU Bharat Dynamics Limited (BDL) to explore co-production of Javelin anti-tank guided missile system, according to a press release. Javelin is an anti-tank guided missile system that can be carried and launched by a single person. The agreement was signed between JJV and BDL on Thursday here at DefExpo, India's biennial defence exhibition. "We look forward to working with BDL, a leading guided weapon system manufacturer, to evaluate the possibility of manufacturing Javelin in India," said JJV Vice President David Pantano. "With BDL's 50 years of experience, combined with Javelin's reliability and proven performance, we are excited to see how this partnership will support the needs of the Indian Ministry of Defence," Pantano stated. According to the press statement, "Javelin is currently in service in 18 allied countries. The JJV has produced more than 45,000 rounds for both US and foreign militaries." The Javelin weapon system is expected to be in the US military's operational inventory through 2050, the release noted. Javelin's optimized trajectory, automated guidance and high penetration capability provides "unparalleled" performance against heavy and light armour, as well as "soft" and "irregular" targets in all weather conditions and geographic regions. Defence Minister <keyword id="6363133" type="PERSON" weightage="20" keywordseo="Manohar-Parrikar">Manohar Parrikar</keyword>, currently on his second visit to the US in eight months, will be visiting the Boeing’s facility in Philadelphia on August 31 to get an update on the CH-47F Chinook heavy-lift helicopters being manufactured for India. 
 In order to scale up Indian Air Force capabilities, the government had last year placed order for 15 <keyword id="1984220" type="UNKNOWN" weightage="20" keywordseo="Chinook-helicopters">Chinook helicopters</keyword> along with 22 AH-64E Apache Longbow attack helicopters, also being manufactured by Boeing. 
 
The order is valued at over US $2.5 billion. Alongside, the private sector in India will benefit as the deal will bring around $600 million into the defence and aerospace sector as offset for the deal. 
 
The Chinook helicopters are slated to be inducted into the Indian Air Force in 2019. 
 
The US is currently the biggest supplier of weapons and military equipment to India, having won orders worth over $13 billion during the last seven years. 
 
The induction of Apache attack and Chinook heavy lift helicopters will prove to be a game changer for the capabilities of the Indian Air Force.

New Delhi, Dec 16 () Union Minister Dharmendra Pradhan on Monday urged global capital goods companies to set up manufacturing units in the country.
Indian steel sector is in expansion mode, the steel minister said while pointing out that capital goods worth Rs 10 lakh crore will be required in setting up new capacities by 2030.
As per the National Steel Policy 2017, India has an ambitious target of ramping up capacity to 300 million tonne.
The industry must take a note of what other countries are doing when it comes to import of steel, Pradhan said while addressing domestic steel and mining players at CII India Steeling Summit here.
Citing an example, he said JSW Steel has set a steel plant in the US to sell its products there.
"Then why should we alow outside steel to come in India. We need to think in this direction. Capital goods worth Rs 10 lakh crore will be required by 2030 to ramp up capacity to 300 MT. It is our responsibility now to ask those companies from whom we buy capital goods, those technology companies to set up manufacturing units In India," the minister said.
India does not want manufacturing of machinery outside the country and just assembly process in the country.
"If you people will ask them, they will agree as where will the capital goods manufacturers will get such a huge market, such huge orders. It is India where capacities in such a big number is going to come. In no other country, such kind of growth will be seen in steel sector, so why not leverage it," Pradhan said.
The recently launched Steel Import Monitoring System (SIMS), he said, is a "weapon" developed by the Commerce and Industry Ministry and sought industry's collective support in achieving the objectives of the new system.
SIMS provides to government and other stakeholders, including producers and consumers, advance information about steel imports to have effective policy interventions. ABI BAL

Pradhan asks global capital goods manufacturers to set up units in India

Amidst strong protests from the opposition, <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword> is all geared up to visit <keyword id="6355882" type="COUNTRY" weightage="80" keywordseo="israel">Israel</keyword> later this year. He will become the first <keyword id="71" type="POSITION" weightage="80" keywordseo="Prime-Minister">prime minister</keyword> of India to visit the country. Prior to Modi's visit, External Affairs Minister, Sushma Swaraj will visit Israel, Jordan and the Palestinian territories. Modi had visited Israel as chief minister of Gujarat in 2006. As a Prime Minister, he had met his Israeli counterpart, <keyword id="6358722" type="PERSON" weightage="80" keywordseo="Benjamin-Netanyahu">Benjamin Netanyahu</keyword> on the sidelines of the <keyword id="107187" type="ORGANIZATION" weightage="80" keywordseo="UN-General-Assembly">UN General Assembly</keyword>'s annual session last year followed by Rajnath Singh's visit to Israel in November to boost counter-terror cooperation. 
 New Delhi voted to recognize Israel in 1950, but fear of alienating its large Muslim population, and its need to maintain strong ties with the Arab world resulted in New Delhi adopting an unsympathetic and somewhat hostile posture toward Israel. Since 1992, India is maintaining a formal diplomatic relationship with Israel which resulted in the visits of President Ezer Weizman in December-January 1997 and of Prime Minister <keyword id="237521" type="PERSON" weightage="80" keywordseo="Ariel-Sharon">Ariel Sharon</keyword> in September 2003. However this warmth has not been reciprocated from the Indian side till now but after the formal announcement of Modi's visit this will change significantly and will usher in a new era of improved Indo-Israel relations in the fields of defense, innovation and science &amp; technology. 
 
Defense and strategic cooperation Israel is India's second-largest defense supplier, after <keyword id="6358826" type="COUNTRY" weightage="80" keywordseo="Russia">Russia</keyword>. Primary areas of Cooperation are Submarine-launched cruise missiles, Micro-satellite systems for surveillance, Laser-guided systems and precision-guided munitions. Israel is also doing Anti-ballistic missile systems up gradation of all Soviet-origin aircraft, artillery, tanks, etc. including various radars. Hence Israel can soon emerge as India's top supplier in near future. 
 
Modi has improved security ties with the U.S. and Israel as he seeks to turn India into a global manufacturing hub. At the same time, India has reduced its reliance on top weapons supplier Russia, which has not displayed any weapons at the air show for the first time in at least six years. Modi’s administration has cleared about $20 billion worth of arms purchases since he took power last year. He raised the FDI limit in defense to 49 percent from 26 percent in a move to boost manufacturing. 
 
India has become one of the most important export markets for the defense industry, and spends more than $1 billion in Israel every year, out of an expenditure of $6.5 billion in 2014. India would buy 8356 Israeli Spike ATGM's, 321 launchers, 15 training simulators and peripheral equipment, for $1 billion, from Israel's Rafael systems. 
 
India bought 16 "Heron" drones from IAI over the last few years for about $200 million, as well as 250 "Spice" smart bombs from Rafael Advanced Defense Systems (RADS) .The zenith of the Indo-Israeli relationship was the joint development of the Barak 8 surface-to-air missile system, including both maritime and land-based versions. India purchased about $2 billion worth of the missiles. 
 
What India should gain from the visit? 
This visit could seriously embark a new era of strategic partnership and a win-win situation for both India and Israel. Israel is flexible when it comes to the transfer of technology tailored exclusively for India and they had shifted away from a buyer-seller relationship towards a stronger and more equal partnership that resulted into joint productions and co-developments. In return, Israel, with the help of <keyword id="6355100" type="ORGANIZATION" weightage="80" keywordseo="Indian-Navy">Indian Navy</keyword> wants to establish a logistical infrastructure in the <keyword id="12350" type="ENTERTAINMENT" weightage="80" keywordseo="Indian-Ocean">Indian Ocean</keyword> given the importance of maritime trade to the Israeli <keyword id="34412" type="ORGANIZATION" weightage="80" keywordseo="economy">economy</keyword> and India's dominance in the Indian Ocean. 
 
Most of the time, the term, transfer of technology is not transparent in nature and what we get is the peripheral technology not the core one. However given the cultural and traditional background, for the last two decades Israel considers India as its most trusted partner in Asia. India is developing FGFA with Russia in a joint venture which is incurring huge cost over-runs and delays. Modi should try to bring back key tech-transfers in the areas of better avionics, advanced head mount digital suite and Beyond Visual Range(BVR) missiles not only to arm FGFA but it will also help in developing the futuristic Advanced Medium Combat Aircraft(AMCA) and it could cut the cost significantly. India also needs AESA radar system technology and in developing that Israel could be a great help. Israel is not only making cutting edge technologies for fighters and drones but it has an equally developed small arms manufacturing set-up. It is well known for its TAVOR and GALIL assault and sniper rifles. If India really wants to achieve a credible defense manufacturing infrastructure it needs to <keyword id="47916" type="UNKNOWN" weightage="80" keywordseo="invest">invest</keyword> in innovation, research and development and Israel could be very useful for the same.

Indo-Israel defense ties: What Modi should pitch for the country

Favipiravir was originally developed to treat novel influenza in Japan and was sold by different manufacturers under the name Avigan, Abigan and Fabiflu. The stocks of FluGuard will be available in the market from this week. "We are launching FluGuard at an economical price to make the drug accessible to more and more patients, thereby reducing their financial burden. <ul><li>The Indian <keyword id="15350" type="ORGANIZATION" weightage="20" keywordseo="Army">Army</keyword> will source the <keyword id="66787" type="PERSON" weightage="20" keywordseo="ammunition">ammunition</keyword> for <keyword id="6356319" type="UNKNOWN" weightage="20" keywordseo="weapons">weapons</keyword> and tanks from 11 privately-run companies. </li><li>The 10-year project, which is the largest of its kind, is aimed at enabling the army to fight a 30-day war and reduce its dependence on imported weapons. </li><li>A report by the Comptroller and Auditor General of India last year found that the army’s reserves of critical ammunition would only allow it to fight for 10 days. </li></ul>India’s army, the second largest in the world, is taking a big step towards self-reliance and maintaining combat-readiness as it struggles with declining stocks of equipment stocks and import delays. Government officials have told the Press Trust of India that the army has approved a ₹150 billion ($2.2 billion) project - the largest of its kind - for the domestic production of ammunition for weapons and tanks. The army will source the ammunition from 11 privately-run companies. The project, which will be jointly overseen by the Indian Army and the Ministry of <keyword id="32723" type="COMPANY" weightage="20" keywordseo="Defence">Defence</keyword>, is not only aimed at reducing dependence on imported ammunition, but also enabling the army to fight a 30-day war at any given time due to a sizeable inventory. The project will be carried out in phases over a 10-year timeframe. Production targets will be subject to change pending the completion of the first phase of production. The project will initially centre on the production of ammunition for combat vehicles, rockets, artillery, grenade launchers and other field weapons. This is a long-term project. In order to meet its ammunition requirements in the short term, the Indian army is cutting down on the procurement of non-essential types of ammunition, such as those used for old vehicles and missiles, <a href="https://economictimes.indiatimes.com/news/defence/army-plans-to-utilise-budget-judiciously-to-meet-critical-requirements/articleshow/63777714.cms">in favour of newer equipment</a>. A low-level of war-readiness The Indian army’s level of war-readiness has been a cause for concern in recent years amid supply deficiencies and operational mismanagement. In mid-2017, a report by the Comptroller and Auditor General of India (CAG) found that the army’s reserves of critical ammunition at that time would only allow it <a href="https://www.indiatoday.in/india/story/indian-army-ammunition-war-supply-shortfall-cag-report-1025676-2017-07-21">to fight for 10 days</a> as opposed to a 20-day requirement. The supply of only 31 types of ammunition, out of a total of 152, was found to be sufficient. A full-scale war requires stocks of ammunition to last for 40 days. The spectre of China India’s defence ambitions can also be seen as reactionary. Despite a recent softening of tension with neighbour China, combat-readiness is still an important priority given the expansion, in both a numerical and geographic sense, of the Chinese army. At the meeting of Communist Party of China in October last year, President Xi Jinping announced plans for the development of its military infrastructure and left the world with a ominous soundbite. “<a href="https://www.straitstimes.com/asia/east-asia/19th-party-congress-china-to-have-world-class-military-by-2050">We aim to build a world-class military by 2050</a>”. A boost for <keyword id="6354869" type="PERSON" weightage="20" keywordseo="make-in-India">Make in India</keyword> India is one of <a href="https://economictimes.indiatimes.com/news/defence/india-worlds-largest-importer-of-major-arms-in-the-last-four-years/articleshow/57244332.cms">the world’s largest importers of arms</a>, a fact that is not lost on the government. The ammunitions project could give the Indian government’s Make in India plans a welcome boost. At the Defence Expo in Chennai last month, <a href="https://www.livemint.com/Politics/fHWAjbK4BSmkoEgfukiuRL/Narendra-Modi-at-Defence-Expo-Govts-commitment-is-to-peace.html">Prime Minister Modi outlined a number of initiatives </a>for the domestic production of military equipment, such as the establishment of two industrial corridors for defence companies and faster approvals process for manufacturing licenses.

<ul><li><keyword id="95879" type="ORGANIZATION" weightage="20" keywordseo="Serum-Institute-of-India">Serum Institute of India</keyword> (SII) to accelerate the manufacture and delivery of up to 100 million doses of COVID-19 vaccines for India and low- and middle-income countries (LMICs).</li><li>The collaboration will provide upfront capital to SII to help them increase manufacturing capacity now so that, once a vaccine, or vaccines, gains regulatory approval and WHO prequalification, doses can be produced at scale for distribution to India and LMIC as part of the Gavi COVAX AMC mechanism as early as the first half of 2021.</li><li>The funding will support at-risk manufacturing by SII for candidate vaccines from AstraZeneca and Novavax, which will be available for procurement if they are successful in attaining full licensure and WHO Prequalification.</li></ul> Serum Institute of India (SII), the worlds largest vaccine manufacturer by volume, has entered into a new landmark partnership with Gavi, The Vaccine Alliance and the Bill &amp; Melinda Gates Foundation, to accelerate the manufacture and delivery of up to 100 million doses of COVID-19 vaccines for India and low- and middle-income countries (LMICs). The collaboration will provide upfront capital to SII to help them increase manufacturing capacity now so that, once a vaccine, or vaccines, gains regulatory approval and WHO prequalification, doses can be produced at scale for distribution to India and LMIC as part of the Gavi COVAX AMC mechanism as early as the first half of 2021. SII has set an affordable ceiling price of $3 per dose. The arrangement also provides an option to secure additional doses if the vaccines pillar of the ACT Accelerator sees a need for it. "In an attempt to make our fight against COVID-19 stronger and all-embracing; SII has partnered with Gavi and the Bill &amp; Melinda Gates Foundation to advance the manufacturing and delivery of up to 100 million doses of future COVID vaccines for India and low and middle income countries in 2021," said Adar Poonawalla, CEO of Serum Institute of India. "The rampant spread of the virus has rendered the entire world in an unimaginable halt of uncertainty. And to ensure maximum immunization coverage and contain the pandemic, it is important to make sure that the most remote and poorest countries of the world have access to affordable cure and preventive measures. Through this association, we seek to ramp up our constant efforts to save the lives of millions of people from this dreadful disease." SII shares a long history of successful partnerships with Gavi and pharmaceutical companies to manufacture vaccines that protect against meningitis, severe diarrhoea, pneumonia and measles. This collaboration further underscores India's proven-track record in developing safe and quality vaccines. Renu Swarup, Secretary, Department of Biotechnology said, "India has a proven track record of manufacturing safe and cost-effective vaccines not only for India, but for the world. Over the last decade, Government of India has encouraged innovation, and supported the Indian vaccine industry to manufacture high quality, affordable indigenous tools and products to benefit India and the world. We are very happy to see SII enter this global partnership to respond to the global health crisis posed by Covid-19." Balram Bhargava, Director General of Indian Council of Medical Research (ICMR), commented, "India's has demonstrated consistent capability in delivering on low-cost and high-quality medical research, while also maintaining technical and scientific rigour. ICMR is deeply supportive of our cutting edge vaccine research and manufacturing prowess, of which SII is one prominent example. This partnership signifies yet another step in India's efforts to bolster the fight against this global pandemic." The Gavi Covax AMC, which is currently seeking at least US$ 2 billion in initial seed funding, will meet at least part of the cost of procurement for the vaccine doses. Last week the Gavi Board agreed the final list of 92 countries that will be supported by the AMC. Under the new collaboration, AstraZeneca's candidate vaccine, if successful, will be available to 57 Gavi-eligible countries. Novavax's candidate, if successful, will be available to all 92 countries supported by the AMC The collaboration between Gavi, SII, and the Gates Foundation supports the efforts of the ACT Accelerator's vaccines pillar, also known as COVAX, co-led by Gavi, the Coalition for Epidemic Preparedness Innovations (CEPI) and the World Health Organization (WHO), to accelerate the development of COVID-19 vaccines and ensure rapid, global access to them. Decisions around investment in manufacturing are taken in close collaboration between these three lead organisations of the COVAX pillar. Under the COVAX umbrella, Gavi is leading the COVAX Facility, which provides governments with the opportunity to benefit from a large portfolio of COVID-19 candidate vaccines using a range of technology platforms, produced by more manufacturers across the world, with a bigger market to provide security of demand. The Facility is reinforced by the AMC which provides funding for vaccines for lower income countries. Serum Institute of India to produce 100 million doses of COVID-19 vaccine for less than ₹250 a dose

Russia's <keyword id="747340" type="UNKNOWN" weightage="100" keywordseo="Kalashnikov">Kalashnikov</keyword>, the company that makes AK-47 assault rifles is in advanced talks with India to manufacture some of its weapons range here. 
 The company, known world over as maker of some of the best assault rifles of the 20th century, it’s signature AK-47s are now being reportedly used more by non- state agents than national <keyword id="32723" type="COMPANY" weightage="60" keywordseo="Defence">defence</keyword> personnel. 
 
"From the early 2015, discussions are in right earnest, even though several Indian companies have been interested to produce Kalashnikov assault rifles since 2008," Kalashnikov Concern (formerly Izhmash) chief executive Alexey Krivoruchko told PTI in an email interview. 
 
"We are in talks with both public as well as private companies in India. But it is a bit early to offer any specific names, as we are still at negotiations," he said. 
 
He added that it is not engaged in any talks with the defense ministry "on our own and if necessary our Indian partner will handle those issues".
