By Lalit K Jha Washington, Jun 17 () The World Bank on Wednesday announced a two-year conditional non-debarment of an Indian company in connection with corrupt and fraudulent practices in two road infrastructure projects in Karnataka and Uttar Pradesh. Egis India Consulting Engineers Private Limited is accused of corrupt and fraudulent practices in the Second Karnataka State Highway Improvement Project and the Uttar Pradesh Core Road Network Development Project. The World Bank said that Egis India was sanctioned with conditional non-debarment. This means that it remains eligible to participate in World Bank-financed projects as long as it complies with its obligations under the settlement agreement. "Otherwise, the conditional non-debarment will convert to a sanction of debarment with conditional release, and the company then will become ineligible to participate in World Bank-financed projects until the conditions for release set out in the settlement agreement are met," the World Bank said. A conditional non-debarment does not qualify for cross-debarment by the multilateral development banks that are signatories to the Agreement for Mutual Enforcement of Debarment Decisions, the statement noted. Second Karnataka State Highway Improvement Project is designed to accelerate the development of the core road network in the state and improve the institutional effectiveness of road sector agencies. The objectives of the UP-Core Road Network Development Project include building capacity for results-focused road safety management in the state. "According to the facts of the case, which Egis India does not contest, Egis India made illegitimate payments to influence the release of contractual payments while implementing contracts under these two projects and submitted inflated invoices for reimbursable expense," the World Bank alleged. The settlement agreement provides for a reduced period of sanction in light of the company's voluntary disclosures, cooperation, acceptance of responsibility, and voluntary remedial actions. As a condition for release from sanction under the terms of the settlement agreement, the company commits to developing an integrity compliance program consistent with the principles set out in the World Bank Group Integrity Compliance Guidelines, the World Bank said. World Bank announces 2-yr conditional non-debarment of Indian company for corrupt practices

New Delhi, Feb 19 () Union minister Nitin Gadkari on Wednesday reaffirmed India's commitment to the United Nation's goal set under the UN Decade of Action of drastically reducing road accidents by 2030. Road Transport and Highways Minister Gadkari was addressing the '3rd High Level Global Conference on Road Safety for Achieving Global Goals 2030' in Stockholm in Sweden, an official release said. "India is collaborating with stakeholders and other agencies who are assisting us by way of strengthening the capabilities of various institutions, enhancing awareness and improving our engineering designs for safer roads," the Ministry of Road Transport and Highways said in a statement quoting Gadkari. The government is fully committed to the safety of citizens, the minister said, adding that a large number of pedestrians, cyclists and motorised two-wheelers compete for space on roads, therefore, the road safety requirements of these vulnerable sections needs to be kept in mind while designing and developing transport strategies.The minister pointed out that India is the largest producer of two wheelers and amongst largest manufacturer of cars in the world. Road accidents constitute the most important public health concern in the country that saw over 1.51 lakh fatalities in about 5 lakh road accidents in 2018 alone. "Eleven per cent of deaths due to road accident of the world take place in India alone. When translated into economic terms, estimates suggest that this has adversely affected our GDP by as much as 2-3 per cent per annum. Road accidents not only have an economic impact, but also serious implications for those involved in such crashes and their immediate families who suffer severe physical and psychological trauma as a result," he said. Gadkari said India has been undertaking various publicity measures to improve road safety awareness among the general public. The minister said India has the second largest road network in the world and the government has launched an ambitious programme for development and upgradation of roads in the country, especially the National Highways network. He said his Ministry has been working in association with States, and vehicle manufactures for strengthening driving training. Gadkari said the Motor Vehicles Act, has been amended for the first time in a comprehensive way after thirty years. He said he is confident that the Act will lead to several reforms ranging from road safety, citizen facilitation, transparency, and efficiency through the use of Information Technology. India is looking towards automated systems solutions using technology and having least human interface in its current licensing and fitness certificate regime, he said. NAM MRMR

 As of July 2013, <keyword id="6373156" type="ORGANIZATION" weightage="100" keywordseo="National-Highways">national highways</keyword> account for 79,116 km, connecting all major cities and state capitals. Expressways, however, differ a bit in the sense they are controlled-access highways like the <keyword id="610047" type="UNKNOWN" weightage="100" keywordseo="freeways">freeways</keyword> or <keyword id="1333990" type="UNKNOWN" weightage="100" keywordseo="motorways">motorways</keyword> or autobahnen in the US and Europe, essentially designed for high-speed traffic. India expects to add another 3,530 km of expressways by 2014 as projects under construction get completed. Cash transactions limit only upto 3 lakh: 
 
<a href="http://www.businessinsider.in/searchresult.cms?query=Finance+Minister+Arun+Jaitley&amp;sortorder=effectivedate">Finance Minister Arun Jaitley</a> announced that cash transactions will now be limited to Rs 3 lakh only. This might not affect people living in the bigger but the auto industry is still recovering from the effects of <a href="http://www.businessinsider.in/searchresult.cms?query=demonetisation&amp;sortorder=effectivedate">demonetisation</a> and this move will only upset sales of cars further in tier two and tier three cities as most vehicles are bought on cash in such cities. 
 
Allocation of Rs 2,41,387 crore to the transport sector 
 
Jaitley announced that Rs 2,41,387 crore will be allocated to the transport sector and will be used for the betterment of our rail road and water transportation systems as it currently lack adequate infrastructure. Also, this amount will be used to develop India’ inland waterways which could reduce transportation times drastically and take the load off other sectors, primarily the road network but the auto sales will drop down. 
 
Attention to India’s highway network 
 
The government, in the budget 2017, also announced that investment for the improvement of India’s highway network has been increased from Rs 57,676 crore to Rs 64,000 crore. Also, 2000km of coastal roads have also been identified for improvement, to increase connectivity between India’s major ports. This might be helpful to the auto sector as it will help in cutting transportation times. Also, the announcement will help reduce congestion and make highway drives more enjoyable.

The budget almost had nothing for the auto sector

India has the second largest road network in the world at 4.7 million km. Prime Minister <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword> has outlined a new model of infrastructural development in the country for creating a well-connected Digital India. A <keyword id="2770487" type="UNKNOWN" weightage="80" keywordseo="Tech-savvy-road-network">tech-savvy road network</keyword> is probably the first step towards digitalisation. In order to unify the separate projects for road, highways and ports along with other technology-based initiatives, Minister of Road Transport and Highways of India <keyword id="26680" type="PERSON" weightage="80" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> is building up a special 10-member task force which also includes former Infosys CFO <keyword id="6491998" type="PERSON" weightage="80" keywordseo="Mohandas-Pai">Mohandas Pai</keyword>. The information was revealed in an Economic Times report. 

	This task force will be headed and chaired by Gadkari. Former IT secretary for Andhra Pradesh Sanjay Jaju, partner at Ekam Consulting Abhijit Purushottam Desai, Prashant Pole who is a director at Disha Consultants, and Girish Srivastava, a policy and strategy consultant are also the part of this task force.
 

	This new team will work on new strategies under a four-year plan, people familiar with the developments informed ET. They further said that the second meeting of the group is slated to be held in the first week of April, adding that the first meeting was on March 9.
 

	According to Jaju, who is director of National Highways Infrastructure Development Corporation, "We are building an enterprise architecture and architecture for the ministry to bring together all these disparate projects in a unified form. Certain new initiatives are also planned."
 

	Requesting anonymity, the third person told ET, "The task force's main agenda of the task force is to make sure that all IT initiatives are put under a proper governance mechanism and there is synergy between the various components."
 

	"Two main things that are being worked upon right now are INAMPRO and PACE (Project Appraisal and Continuing Enhancements) - it is an MIS system for roads and highways." Jaju told ET.

There isn’t any sector which is left unaffected by the corporate taxes and which ceases the growth and stability of the particular sector, the relocation industry is also facing the challenges of high private sector investments and the consumers are affected by it immensely. 
 
To ensure the involvement and more business for the industry it is equally important to lower the corporate as well as the service taxes. This is equally challenging but the budget gaps can be filled by measures like widening the tax base, making use of funds available for public sector and etc. We suggest that the idea of bringing down the corporate tax by 25% and service tax by 12% would definitely add in the global development and employment creation too. 
An appropriate tax system for rental costs which is currently subject to service tax and TDS at higher rates. The finance ministry could excise the service tax and TDS application on warehouse rental costs which has been of contention for some time. 
 
• Service taxes should be on payments and not revenue incurred: Apart from the service tax applied on payments in a business transaction, the taxes applied on the revenue generated makes it more difficult to the industry to get benefitted. It should be an amendment in the budget that services tax to be imposed on the payments but not on the revenue collection. This way the industry will be able to grow financially and more business will be created for the industry. 
 
• National road network should be improved. An efficient road network ensures low breakdown and better shipments: When the road network is improved, it will definitely mean more and efficient shipments. A complex geography like India needs a good array of efficient roads. If the government works down on making a good national road network, it makes the move completed without any particular damage which in turn ensures more business for the relocation industry. 
 
Also, a good transport and an efficient road system is a must for the common man too, they want to enjoy a hassle free ride too! 
 
• Subsidies on adoption of the technology, transport, freight and warehousing: Making subsidies on adoption of technology, transport and freight system ensures productivity in the Packing and moving industry. It is important that technologies are embraced by stakeholders across various departments, vehicles, tracking, warehousing, packing, material handling, management systems, etc. In order to meet up with the growth requirements of the relocation industry, it is very important for the industry to grow. Either new start ups could be given benefits to undertake developments or subsidies could be rolled out for adoption and participation.

The country will add 1.25 lakh kilometers of roads under phase III of PM Gram Sadak Yojana spending ₹ 80,250 crore. While presenting budget allocation for the ministry of roads and highways, the Finance minister mentioned the projects undertaken in the last four years. She said, “ The <keyword id="2844663" type="PERSON" weightage="20" keywordseo="Bharatmala">Bharatmala</keyword>, Sagarmala and Udaan projects have worked towards reducing rural and urban divide.” She also called for One Nation, One Card for connectivity. Sitharaman also pushed for public private in metros to develop metros across the country and aid completion of sanctioned projects. The metro rail project has also been a milestone setter as 300 km of new projects were approved, while 210 km stretch operationalised. The total length of metro rails have now reached 657 km. Highways sector is one of the best performing areas. The government expenditure in the area went up from ₹ 34,345 crore in 2014-15 to ₹ 78,625 crore in 2018-19. India’s road transport network is amongst the longest in the world, with over 5.5 million kms. The network aids the movement of almost 64.5% of all goods in the country and 90% of its passenger traffic. The ministry has big plans coming up in the next few years. By 2022, the ministry has plans to construct 200,000 km of national highways in the country. For financial year 2019 itself, the ministry has set target to award 15,000 km projects and construction of 10.000 km of national highways. A total of about 295 major projects for bridges and roads are also expected to be completed during the same period. The ministry’s Bharatmala project is its latest high end endeavour, which aims at improving connectivity in border and other areas. The project is set to cost ₹ 5.5 trillion for the development of about 50,000 km of road networks.

New Delhi, Jan 31 () Terming a sound highways network essential to propel the economy, the Economic Survey on Friday said the highways sector needs Rs 19.63 lakh crore investment by 2024-25.
 The Economic Survey 2019-20 was tabled in Parliament by Finance Minister Nirmala Sitharaman.
 Of the total Rs 102 lakh crore investment need for infrastructure projected by the National Infrastructure Pipeline (NIP), during 2020 to 2025, the highways sector will require Rs 19.63 lakh crore, the Survey said.
 Total investment in the roads and highway sector has gone up more than three times in five-year period of 2014-15 to 2018-19, the Survey said.
 "A good road network is an essential requirement for the rapid growth of the economy. Roads provide connectivity to remote areas, open up backward regions and facilitate access to markets, trade and investment. Roads should not be looked at in isolation, but as part of an integrated multi-modal transport system, which provides crucial links with airports, railway stations, ports and other logistical hubs," the Survey said.
 Of about 59.64 lakh km of roads in India, the total length of National Highways was 1.32 lakh km as on March 1, 2019.
 "The pace at which roads have been constructed has grown significantly from 17 km per day in 2015-16 to 29.7 km per day in 2018-19. However, the pace seems to have moderated in 2019-20," the Survey said.
 Road transport is the dominant mode of transportation in terms of its contribution to Gross Value Added (GVA) and traffic share.
 The share of transport sector in the GVA for 2017-18 was about 4.77 per cent of which the share of road transport is the largest at 3.06 per cent, followed by the share of the Railways (0.75 per cent), air transport (0.15 per cent) and water transport (0.06 per cent). NAM ANU

Mumbai’s car density rose by 18% in the last two years with 510 cars for kilometers of road, Times of India reported. Other cities struggling with the problem of high car congestion include Pune with 359 cars per kilometre, followed by Kolkata with 319 cars per km and Chennai with 297 cars per km. The primary reason behind car-congestion is insufficient road space. The private car population of Mumbai is less than a third of Delhi but it has only 2,000km of road in comparison to 28,000 km road space in Delhi. The under-construction Mumbai metro network adds to the problem. There were only 430 cars per km in mid-2016, according to Maharashtra transport ministry data, <a href="https://timesofindia.indiatimes.com/india/mumbais-car-density-5-times-that-of-delhi/articleshow/68553387.cms?from=mdr">reported the Times</a> of India. However, the government <a href="https://www.hindustantimes.com/mumbai-news/mumbai-metro-work-causes-traffic-bottlenecks/story-yARZ73LiWSpMYFgfiKLTeM.html">expects</a> traffic to ease once the Metro project finishes by 2021. In mid-2016, car density in Mumbai was 430 cars per km, which has now gone up to 510, This has taken the total number of registered private cars to 1 million on city roads, roughly 28% of the total vehicular population in the city, which stands at 3.6 million, said the report citing an official. Nearly half the road space is occupied by private cars of all types including SUVs which is why the average speed on the Western Express highway is limited to 10kmph during peak hours. There is an urgent need to set up a parking authority which will overlook parking problems in the city and free up 50% roadspace in the city, said the reporting citing an official. The transport commissioners in the past have suggested people to using public transportation system but there’s little progress on it.
