The department for promotion of industry and internal trade (<keyword id="19952901" type="General" weightage="20" keywordseo="DPIIT" source="keywords" meta.keywordsubtype="org" meta.entityname="DPIIT" meta.hostid="261" meta.entityid="DPIIT">DPIIT</keyword>) on Monday asked <keyword id="19957196" type="General" weightage="20" keywordseo="white-goods" source="keywords">white goods</keyword> manufacturers to participate in large numbers to avail fiscal benefits under the <keyword id="19952889" type="General" weightage="20" keywordseo="production-linked-incentive" source="keywords">production linked incentive</keyword> scheme for the sector as the response has been muted so far. Additional Secretary in the DPIIT Rajeev Singh Thakur said that the department has again reopened the application window for the PLI (production linked incentive) scheme for white goods (<keyword id="20360726" type="General" weightage="20" keywordseo="ACs" source="keywords">ACs</keyword> and LED lights). The application window is open from July 15 to October 12. "In the PLI in white goods scheme, somehow the response has been muted. ...Probably due to various reasons not sufficient response has come. So I request (the industry) to have a look and probably this time, you can consider (applying)," Thakur said at the CII Consumer Electronics and Durables Summit 2024 here. So far, 66 applicants with committed investment of Rs 6,962 crore have been selected as beneficiaries under the PLI scheme. The Union Cabinet had given approval for the PLI scheme for white goods for <keyword id="19914449" type="General" weightage="20" keywordseo="manufacturing" source="keywords">manufacturing</keyword> of components and sub-assemblies of Air Conditioners (ACs) and LED lights on April 7, 2021. The scheme is to be implemented over a seven-year period, from 2021-22 to 2028-29, and has an outlay of Rs 6,238 crore. He added that the department can hold talks with the industry separately on issues like quality control orders and logistics. Thakur told the industry that the time is right to increase investments into the country as the government has enhanced its capex and taken steps to promote <keyword id="19996629" type="General" weightage="20" keywordseo="ease-of-doing-business" source="keywords">ease of doing business</keyword>. The public capex in the last 10 years is growing at a fast pace in areas like highways, expressway, ports, airports and railways, but the commensurate response of the private sector "somehow is not up to the expectation", he said. Earlier speaking at the event, DPIIT Secretary Amardeep Singh Bhatia said that a lot of steps have been taken to promote ease of doing business, cutting down compliance burden and decriminalisation of minor offences. The government has also recently approved 12 industrial townships and the industry can look at investing there. He added that capital availability is not an issue now and the government has also provided protection to the industry from predatory imports. Schemes like PLI and semiconductor mission have been rolled out to promote manufacturing and "now we want the industry" to ensure that they have necessary collaborations in place for technology and investments. The industry should do collaborations not only to target the domestic market but also become part of global value chains. "That is an expectation we are having from the entire industry and I think industry will rise to meet these expectations... We have a huge demographic dividend and the industry should take advantage of this otherwise we will miss it," Bhatia added. He also said that there is no paucity of adequate skilled labour in the country and logistics costs too are coming down. On logistics, he cited examples of Amazon and Flipkart selling goods in the remotest part of the country. "I don't think industry should look at the current domestic demand only for collaborations. They should look at the future and export market also in addition to the domestic market," he said, adding expenditure on research and development is "abysmally" low and that needs to be enhanced. The central bank has issued 'Regulation of Foreign Trade under Foreign Exchange Management Act (<keyword id="19940710" type="General" weightage="20" keywordseo="fema" source="keywords">FEMA</keyword>), 1999 - <keyword id="20399690" type="General" weightage="20" keywordseo="draft" source="keywords">Draft</keyword> Regulations and Directions' in this regard. As per the draft, every exporter should furnish to the specified authority a declaration specifying the amount representing the full export value of the goods or services. "The amount representing the full export value of goods and services shall be realised and repatriated to India within nine months from the date of shipment for goods and date of invoice for services," it said. The draft also proposes that an exporter who has not realised the full value of export within the time specified may be caution listed by the authorised dealer. An exporter who has been caution listed can undertake export only against receipt of advance payment in full or against an irrecoverable letter of credit, to the satisfaction of the authorised dealer. According to the draft, no advance remittance for the import of gold and silver should be permitted unless specifically approved by the <keyword id="19899810" type="General" weightage="20" keywordseo="Reserve-Bank-of-India" source="keywords" meta.keywordsubtype="org" meta.entityname="Reserve Bank of India" meta.hostid="153" meta.entityid="Reserve Bank of India">Reserve Bank of India</keyword>. The RBI said the proposed regulations are intended to promote ease of doing business, especially for small exporters and importers. They are also intended to empower Authorised Dealer banks to provide quicker and more efficient service to their foreign exchange customers, the central bank said. The RBI has sought comments on the draft regulations under FEMA and directions to authorised dealer banks by September 1.

India jumped 14 places to the 63rd position on the World Bank's <keyword id="6354423" type="DEFINITION" weightage="20" keywordseo="Ease-of-Doing-Business">ease of doing business</keyword> ranking released on Thursday, riding high on the government's flagship 'Make in India' scheme and other reforms attracting foreign investment. The country also figured among the the top 10 performers on the list for the third time in a row. The rankings come at a time when the Reserve Bank of India (RBI), World Bank, International Monetary Fund (IMF) and various rating agencies have slashed the country's growth forecasts amid a slowdown in the global economy. India was ranked 142nd among 190 nations when Prime Minister Narendra Modi took office in 2014. Four years of reform pushed up India's rank to 100th in World Bank's 'Doing Business' 2018 report. It was 130th in 2017 when it was ranked lower than Iran and Uganda. Last year, the country jumped 23 places to the 77th position on the back of reforms related to insolvency, taxation and other areas. In its 'Doing Business' 2020 report, the World Bank commended the reform efforts undertaken by the country "given the size of India's economy". "This is the third year in a row that India makes to top 10 in Doing Business, which is a success which very few countries have done over the 20 years of the project, Without exception, the other countries that have done this are very small, population-wise, and homogeneous," Simeon Djankov, Director of Development Economics at the World bank told PTI in an interview. "India is the first country of its type to achieve that. It has jumped this year by 14 position," he said. Apart from India, the other countries on this year's 'top 10 performers' list are Saudi Arabia (62), Jordan (75), Togo (97), Bahrain (43), Tajikistan (106), Pakistan (108), Kuwait (83), China (31) and Nigeria (131). Prime Minister Modi's 'Make in India' campaign focused on attracting foreign investment, boosting the private sector — manufacturing in particular — and enhancing the country's overall competitiveness, the World Bank said in its report. The government turned to the Doing Business indicators to show investors India's commitment to reform and to demonstrate tangible progress. In 2015, the government's goal was to join the 50 top economies on the ease of doing business ranking by 2020. While the competition to move up the ladder would increase and become much tougher, India is on track to be within top 50 of the Ease of Doing business in the next year or two, Djankov told PTI in response to a question. And to come under 25 or below 50, the Modi government needs to announce and start implementing next set of ambitious reforms now, as these reforms takes a few years to be realized on the ground, he said. "The administration's reform efforts targeted all of the areas measured by Doing Business, with a focus on paying taxes, trading across borders, and resolving insolvency. The country has made a substantial leap upward, raising its ease of doing business ranking from 130 in Doing Business 2016 to 63 in Doing Business 2020,” the report said. One of the main reasons for improvement in India's ranking this year goes to the successful implementation of the Insolvency And Bankruptcy Code, the World Bank official said. "Before the implementation of the reform, it was very burdensome for secured creditors to seize companies in default of their loans," the report said. "Since its implementation, more than 2,000 companies have used the new law. Of these, about 470 have commenced liquidation and more than 120 have approved reorganization plans, with the remaining cases still pending," it added. In the past, foreclosure was the most common procedure reported by legal practitioners in both Delhi and Mumbai under the case study assumptions measured by the resolving insolvency indicator set, with an approximate duration of 4.3 years, the report said. "Reorganization has become the most likely procedure for viable companies as measured by Doing Business, increasing the overall recovery rate from 27 to 72 cents on the dollar," the bank said. In addition to resolving insolvency, significant improvements were registered in starting business, dealing with construction permits and trading across borders, the report said. "India made starting a business easier by abolishing filing fees for the SPICe (Simplified Proforma for Incorporating a Company Electronically) company incorporation form, electronic memorandum of association, and articles of association," it said. Delhi streamlined the process, reduced the time and cost of obtaining construction permits, and improved building quality control by strengthening professional certification requirements. Mumbai streamlined the process of obtaining a building permit and made it faster and less expensive to get a construction permit. India made trading across borders easier by enabling post clearance audits, integrating trade stakeholders in a single electronic platform, upgrading port infrastructures, and enhancing the electronic submission of documents, the report said. Presumptive taxation: The scheme that eases burden on small businesses

<ul class="summary-list"><li>Criminal gangs are helping students cheat on exams in India, according to The Wall Street Journal.</li><li>Cheating has, in particular, plagued India's highly competitive medical entrance exam.</li></ul>India's massive examination machine is floundering.This year, the country's primary testing body — the National Testing Agency (NTA) — has faced a series of controversies.They range from exam delays and cancellations to more serious allegations of errors in questions and leaked papers.While NTA officials have denied that any exam papers were leaked the federal education minister, Dharmendra Pradhan, told the <a target="_blank" class="" href="https://www.bbc.co.uk/news/articles/cv22wl82yldo">BBC</a> in June that "some irregularities" had been found.Now, it seems some are taking advantage of the examination chaos.According to the <a target="_blank" class="" href="https://www.wsj.com/world/india/gangs-are-making-millions-helping-indians-cheat-on-exams-32500cce">Wall Street Journal, some middle-class families are paying criminal gangs thousands </a>to help their children get the upper hand on these exams.<h2 id="5266815a-7004-480f-a5ba-395977759d6c">Cheating in India's medical entrance exam</h2>Cheating has, in particular, plagued India's highly competitive medical entrance exam, also known as the National Eligibility Cum Entrance Test (NEET).This year, around 2.4 million students in India took the exam, competing for medical college seats totaling about 0.02% of that number."Very few people crack it on the first try," one student, who asked not to be named for privacy reasons, told Business Insider.She spent a year preparing for the undergraduate and postgraduate exams, respectively. During this time, she woke up at 4 a.m. and studied for at least 10-12 hours each day.Some prefer to take an easier route.The Journal found that several students had paid $15,000-20,000 to illegally look at the question paper before the exam. BI could not independently verify the figures.The police made multiple arrests related to exam cheating after results showed that 67 people received perfect scores in the NEET exams this year."Question papers are sold at extravagantly high prices," Ashok Rathore, a police officer who investigated cheating linked to India's medical school exam, told the Journal. "It's a nexus of desperate students, parents, tuition centers and printing presses."<h2 id="378edaf6-be36-458e-8847-661e66638c81">Leaked questions</h2>One student told BI that several Telegram channels dedicated to exam prep saw messages encouraging students "struggling with exams and don't have time for studies" to get in touch for "help.""My friend said he was asked to pay around 15,000 rupees ($180) to enter the private channel where they shared the questions," she said.BI reached out to the Telegram account offering "help". The person said they can provide next year's medical entrance exam questions for around 1 lakh rupees ($1,200).High ranks in these exams mean coveted "seats" in medical colleges operated by the state and national governments. Those with money can still legally obtain places in private medical colleges if they pay fees ranging from $115,000 to $145,000.However, some students with the financial capacity prefer cheating and getting a government seat instead."It makes very good economic sense," a senior medical advisor with knowledge of the matter told BI. "The question paper will be given for about 25 lakh rupees (around $29,000). For that much, they get a free seat in a government college where they only have to pay around 16,000 rupees ($190) per annum.""For the entire five-year degree, that still only comes to around one lakh rupees ($1191), so of course rich students would rather do that instead of paying their way into private medical schools."<h2 id="4ff61c3d-756d-47c9-8f47-2f6be9f1f6a0">Earning a 'merit' seat</h2>The advisor — who preferred to remain anonymous but whose identity is known to BI — also said there is a significant amount of respect that comes with having "earned" a merit seat instead of paying their way into a private "management" seat."Unfortunately, there are very few objective metrics that people have as outsiders to judge the competence of their doctors, especially at a time when everybody in India sits with an MBBS board outside their clinic," agreed Asish George, a doctor who cleared the entrance exam in 2014."For those people, the fact that someone cracked a highly competitive entrance exam and got in would inspire more confidence than someone who paid their way through the whole thing."According to the Journal, authorities in India have tried to install video cameras inside exam halls and increased their monitoring of social media to catch cheaters. But many are still finding ways to illegally gain the upper hand, at a high price. The NTA did not immediately respond to a request by BI for comment.

The new system could ensure a more efficient customer verification process and easier sharing of data between financial institutions. But, what is uniform KYC and how does it work? To understand this, we must decipher the challenges with the current system. Issues with the present KYC process The current KYC practices are not up to the mark in terms of being user-friendly or secure. The process is mandatory for many financial actions, including opening a bank account, investing in the stock market, or buying a life insurance policy. Yet the process is not smooth, to say the least. “KYC in India has always been complex. Financial institutions need to know who they are doing business with, and fraudsters are always trying to break the system,” says Paritosh Desai, Chief Product Officer, IDfy, a digital onboarding platform. There are currently three major issues with the current KYC regime. First, it’s expensive. Lenders have to constantly update their systems and processes to comply with the KYC guidelines and it is expensive to make these large-scale changes all the time. Second, it’s obtrusive. “No customer likes paperwork and strict KYC norms dictate that each borrower must submit the same 5 documents to multiple lenders if they are, for instance, applying for a loan across lenders to get the best offer,” says Deshpande. Third, the current process is inflexible. There is no scope for banks or any institution to alter the process depending on the risk profile or vintage of the customer. Hence, it leads to suboptimal user experience that leads to drop-offs and lower Net Promoter Score (NPS) or the likelihood of recommending a given platform. How can uniform KYC benefit you The freedom and ease of choice for consumers for financial services have been a key focus for regulatory bodies recently. “The honourable finance minister is taking progressive measures to help battle fraud while reducing friction,” says Paritosh. The process of uniform KYC will allow financial institutions to verify customers through a relatively simpler means with access to inter-usable, digital KYC records across the financial sector. This can eliminate the need to undergo the same KYC process multiple times for users like us. “The new proposal is aimed towards removing the silos in KYC done by various financial services players in the country,” says Rajat Deshpande, CEO &amp; Co-founder of FinBox, a credit infrastructure company. Currently, a similar process called the Central KYC Records Registry (CKYCR) has been available in the capital markets since 2016, wherein the investors need not go through multiple KYC processes for investing in various types of financial assets. “Through the uniform KYC customers don’t need to verify their documents repeatedly and it will lead to a time-saving benefit for them,” says Arpit Ratan, Co-founder &amp; CBO, Signzy, a fintech company. Uniform KYC will not just benefit customers but will be a win-win situation across the board. “The initiative enables interoperability of KYC records, facilitating customers to utilise verified information across multiple financial services. This in turn reduces the turnaround time for financial institutions and ensures consumer protection in the utmost manner,” says Rohit Taneja, Founder &amp; CEO, Decentro, an API banking platform. The laptop is equipped with a 59 Whr battery and offers a decent battery life, allowing you to get around 8 hours of usage. As the healthcare sector’s capacity came under enormous strain, new players entered the <keyword id="10985234" type="General" weightage="60" keywordseo="diagnostics-sector" source="Orion">diagnostics sector</keyword> to capitalise on the boom, as Indians became more conscious about health and wellness. The stocks of these companies have also rallied between 25-35% in the last six months, even though competitive intensity has sharply risen with new players entering the sector. Business Insider caught up with <keyword id="584350" type="General" weightage="70" keywordseo="ameera-shah" source="Orion">Ameera Shah</keyword> promoter and Managing Director of <keyword id="178996" type="General" weightage="80" keywordseo="Metropolis-Healthcare" source="Orion">Metropolis Healthcare</keyword> along with the company’s CEO <keyword id="15740822" type="General" weightage="40" keywordseo="Surendran-Chemmenkotil" source="Orion">Surendran Chemmenkotil</keyword> to understand if the sector is still in the pink of health after the pandemic. Typically, private equity investments in a sector and increased competitive intensity inevitably leads to a price war, but Shah says Metropolis has strategically positioned itself to cater to the top end of the market, focusing on high-quality services and specialised tests. In a recent interview with BI India, Shah shed light on the impact of competition in the sector and the company's future plans to create more value for customers and investors. Despite all the noise around new age tech players that are doing a lot of bundling of tests at significantly lower prices, Shah says, Metropolis is committed to expanding its reach, strengthening its portfolio, and driving sustainable growth. Impact of Competition in the Diagnostic Sector Competition in the diagnostic sector has been steadily increasing since 2010, with the first private equity investment occurring in 2006. As the industry started to grow, more private equity companies began investing, and numerous new players entered the market. To compete effectively, many local and regional players have resorted to price competition, leveraging lower prices as a means to attract customers. While this has led to a decline in net prices, the distribution margin has increased. Shah emphasises that Metropolis has chosen to focus on the top hospitals, doctors, and corporates as its core customer base, thereby targeting the top end of the market. By providing the best infrastructure, technology, pathologists, and logistics, Metropolis has established itself as a trusted partner for these high-end customers. However, Shah highlighted that talent scarcity was a significant challenge in the sector till recently and attrition rates were high. Furthermore, the entry of tech players during the COVID-19 pandemic, offering home services, temporarily disrupted the market. However, the demand for home services has declined post-pandemic, affecting these tech companies. Shah also mentioned that certain healthcare and non-healthcare companies have set up diagnostic chains, primarily focusing on the lower-margin segment of the market. In contrast, Metropolis remains committed to its high-touch model, prioritising customer needs and human expertise. In its latest quarterly analysis, Kotak Institutional Equities says that the worst of the pricing-led competition in diagnostics is behind the industry, but it is still far from a benign pricing environment. Reliance’s Netmeds has upped the ante in the last few months with pricing now 25-65% lower than Tata 1mg and other national incumbents, respectively. KIE says that after dropping prices in Delhi NCR by 15% in 1QFY24, seemingly on an experimental basis, Metropolis has raised prices in 2QFY24. Its pricing remained largely unchanged in other cities. Metropolis' Future Plans: Metropolis has outlined several strategies to drive growth and maintain its position as a leader in the diagnostic sector. The company aims to increase its reach by opening new labs and service centres, with a target of establishing 90 labs within 30 months. Already having added 30 labs, Metropolis plans to add another 60 in the near future. Additionally, the company plans to expand geographically, both deeper in existing markets and wider in new geographies. Metropolis has 180 labs in all and the company has added 45 ew labs in the last one year and will be adding another 45 labs in the coming months. It has 3700 collection centres every year it plans to add 700 new centres. Explaining the company’s growth plans, Surendran Chemmenkotil says:“We plan to increase reach by opening new labs and service centres. We are strong in the West and South. Expansion geographically is one key strategy to grow. We will go deeper in our existing markets and wider in new geographies. We want to increase wellness revenue in the coming years. Once a consumer takes a wellness package, quite likely they will keep coming back from more, which will help build a sustainable revenue stream.” Recognizing the potential of wellness services, Metropolis aims to increase wellness revenue from the current 14% to 20% in the coming years. By offering comprehensive wellness packages, the company aims to build a sustainable revenue stream, as customers who opt for wellness packages are likely to return for further services. Metropolis also continues to strengthen its portfolio of specialised tests by engaging with specialty doctors and adding new tests, including genetic testing for critical illnesses. Despite the challenges posed by the accelerated rate of expansion, Metropolis remains confident in its financial performance. Explains Shah: “While margins have slightly declined, primarily due to the opening of new labs, the core EBITDA remains unaffected. We plan to repay Rs 40 crore debt we have on our books by the end of this year.” The company is not just content expanding across new and existing markets, it is also on the lookout for <keyword id="30334" type="General" weightage="40" keywordseo="acquisition" source="Orion">acquisition</keyword>s to boost market-share. The company's robust cash flow allows for debt repayment and provides opportunities for potential acquisitions. Says Shah: “We have debt of Rs 40 crore from the acquisition of Hitech Diagnostics, which we will repay by end of fiscal. Our free cash flows after that will be available for potential acquisitions. While large deals are available right now in the market, we will not look at them.” If Metropolis continues to focus on the top end of the market by expanding its portfolio of specialised tests, it will not have to enter into a price war with new age players with deep pockets.

However, the Supreme Court’s (SC) ruling in the Samsung Heavy Industries case could boost confidence of multinational companies (MNCs) in doing business in India. It took 14 years for the Samsung subsidiary to get a ruling in the case, but it has likely cleared the path for many other MNCs looking to take up major business projects in the country. Samsung Heavy Industries entered into a turnkey contract with <keyword id="6354919" type="COMPANY" weightage="20" keywordseo="LT">L&amp;T</keyword> for carrying out surveys, fabrication and more under the Vasai East Development Project. To coordinate better, Samsung set up a project office in Mumbai and subsequently filed a nil income tax return in accordance with the India-South Korea <keyword id="412810" type="ORGANIZATION" weightage="20" keywordseo="Double-Taxation-Avoidance-Agreement">Double Taxation Avoidance Agreement</keyword> (DTAA). The Income Tax department, however, was dissatisfied with the return and issued a show-cause notice to Samsung. The case subsequently dragged on for nearly 15 years before being ruled in favour of Samsung in the Supreme Court. A turnkey project is one wherein a company designs, constructs and then hands over a business facility to the buyer. A DTAA is an agreement entered between two countries to avoid taxing the same income twice. Income earned by an assessee is taxed in accordance with the DTAA. Why is this ruling significant? The SC ruling in favour of Samsung is significant as it provides clarity on the definition of a project office (PO) and permanent establishment (PE) under the India-South Korea DTAA. This will provide MNCs with a clear understanding of where they stand when it comes to these issues and improve the ease of doing business in India. The SC went so far ahead to call the Income Tax Appellate Tribunal’s ruling against Samsung as ‘perverse’. “Principle of substance over form has been applied to arrive at this decision in favour of the taxpayer,” Nangia Andersen further added, noting the significance of the ruling. Ritesh Kumar, executive director at IndusLaw, also welcomed the ruling, saying, “The Samsung PE ruling is very welcome, especially in these times of evolving national tax environment.
