The crucial constitutional amendment bill preparing the ground for the Goods and Services Tax has been passed by the <keyword id="48510" type="ORGANIZATION" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> today with 187 votes in favour of the amendment, paving the way for the most far-reaching tax reform in India to be brought into power. 
 
Rajya Sabha unanimously passed the 122nd constitutional amendment with a total of 187 votes in favour, with 9 votes against it. 
 
This will end a <a href="http://www.businessinsider.in/Indian-companies-unprepared-for-GST/articleshow/53519404.cms">cumbersome regime of multiple taxes on goods and services </a>and bring them under one rate. This one-stop tax move will cover 17 taxes like central excise duty, state-level taxes like, VAT or sales tax, entertainment tax, entry tax, purchase tax, luxury tax and octroi. The move will create uniformity in taxes across states, increasing efficiency &amp; compliance and also <a href="http://www.businessinsider.in/GST-will-bring-new-era-of-development-economic-reforms-Amit-Shah/articleshow/53527851.cms">boost Modi government's big push</a> towards ease of doing business. 
 Following the passage of the amendment today, the draft legislations for the Central GST and IGST will be tabled in the <keyword id="6354721" type="ORGANIZATION" weightage="20" keywordseo="parliament">Parliament</keyword> in November. The CGST and the IGST bills will have the details of the GST including key provisions like what the standard rate of tax will be, what the compensation mechanism will be as well as what the dispute redressal mechanism will be. 
 
<a href="http://www.businessinsider.in/GST-bill-amended/articleshow/53428298.cms">The Centre had earlier managed to iron out some differences </a>with the states over<a href="http://www.businessinsider.in/GST-decoded-Heres-how-common-man-corporate-are-going-to-benefit-from-GST/articleshow/53521455.cms"> GST's implementation</a>. It dropped 1% manufacturing tax to ensure GST does not lead to revenue loss for the states, decided to provide a guarantee to compensate states for any revenue loss in the first 5 years of GST rollout, promised to work on a GST rate that cushions blow to the common man and also protect the revenue generating capacity of the states, agreed on dual control which means Centre will not have control to tax businesses with a turnover below Rs 1.5 crore, and promised to create space for a dispute redressal system for the states. 
 However, there were three demands in particular being debated by the Opposition today. Focus was on the tax rates. While GST rate was not be capped in the Constitution Amendment Bill, the <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> had sought “legal ring-fencing” of the rates to insulate common citizens and small businesses from possible adverse impact from the high indirect tax rates. States also wanted a provision to ensure that their revenue is not hurt. <keyword id="43940" type="PERSON" weightage="20" keywordseo="P-Chidambaram">P Chidambaram</keyword> asked Arun Jaitley to include 18 per cent GST rate in the amendments itself and the Opposition parties demanded the <keyword id="387846" type="UNKNOWN" weightage="20" keywordseo="GST-Bill">GST Bill</keyword> to be brought as a Money Bill that would give Rajya Sabha the power to debate it. 
 
Arun Jaitley assured the House that the rate would be fixed with consensus, but failed to assure that the GST Bill would be introduced as a Money Bill. Even as Opposition expressed displeasure arguing the Finance Minister was not under any obligation to introduce it as a Money Bill and could assure, however, despite no assurance it passed the 122nd constitutional amendment as agreed, thereby clearing the biggest hurdle for GST to come into force.

Breaking News: Parliament clears India's biggest tax reform since Independence, GST finally a reality

<ul><li>The number of members of Parliament under the age of 40 has risen for the first time.</li><li>The number of women members has steadily increased since 2004.</li><li>Politics remains dominated by career politicians, agriculturists, and businessmen.</li></ul>India is the world's fastest growing economy. However, there are varied opinions on whether it is a fast evolving society. Some digging into the profile of the recently elected representatives for the Lok Sabha, the lower house of India's Parliament, would suggest that India is moving forward although at a slow pace. The seventeenth Lok Sabha is a lot younger, it has more women but not enough, and it is more educated than any time in the past. Age is not a number 12% of the members are below the age 40 years compared to 8% in the last five years, according to data analysed by research organisation PRS Legislative.  "The proportion of MPs below 40 years of age had steadily declined from 26% in the first Lok Sabha," the PRS note said. While the representation has slightly increased this time, it is nowhere close to reflecting India's demography where 65% of the population is under the age of 35.  A sliver of hope for women Women continue to under represented in the Lok Sabha. The number of women members has increased from 11.6% in 2014 to 14.6% in 2019. In absolute terms, the number has increased from 63 to 79. But the 85% males continue to dominate India's law making exercise. Tharoor also asked if the government “has any concerns about the market power and dominance of platforms such as Google and Facebook.” “Personally, there is no proposal for enactment of a law by this Ministry in this regard,” Rajeev Chandrasekhar, minister of state for electronics and information technology (IT) said. “Government is aware of the growing risks of dominance of various big tech platforms on the internet and is deploying tools and capabilities to deal with the same including actively working with social media intermediaries,” the minister added. The Australian government earlier this year, in February, passed a law that forced digital companies like Google and Facebook to pay for any news used on their platforms. The law proposal was earlier met with backlash from both the companies with Facebook even banning access to news in Australia. The law was proposed to address the market dominance of Google and Facebook in Australia. But both companies later struck deals with media firms in Australia to pay for news. Indian government has no plans yet to make Google and Facebook pay for news

India's Parliament is going paperless and every unused tonne will save 24 trees

In the wake of scathing attacks by the opposition parties over <keyword id="142957" type="UNKNOWN" weightage="100" keywordseo="Lalit-Modi-controversy">Lalit Modi controversy</keyword>, Finance Minister <keyword id="42575" type="PERSON" weightage="100" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> said the government has done nothing wrong and will play by the rulebook. 
 
Speaking to news agency PTI, Jaitley added there is "no question at all" about the government going on the back foot on this issue. 
 
"The government will play by the rule book and we will make sure that the absolute standards of probity are maintained," Jaitley told PTI. 
 
He also rejected any impression that few leaders of the ruling Bharatiya Janata Party and the government were siding with corrupt people. "There is no question at all,” he said. 
 
Meanwhile, the opposition parties are planning to disrupt the Monsoon Session of Parliament on the Lalit Modi issue. However, Jaitley said Parliament was meant to discuss and not to disrupt business. 
 
"We are willing to have a discussion on any subject that the Opposition wants," he told the news agency. 
 
The Monsoon Session will begin on July 21.

Now, after the New York Times investigation, the first question to be answered is whether Modi's ministers lied to the Parliament. And, the government’s silence on the New York Times charge that it bought Pegasus spyware is eerie. The Prime Minister gave his frequent radio address, called the Mann ki Baat, on January 30, but there was no mention of the Pegasus issue. The opposition is likely to launch a high decibel protest, demanding a response from the Modi government in the Parliament when it opens for <a href="https://businessinsider.in/budget">the Budget session this week</a>. A minister of the Modi government, Ashwini Vaishnaw, had denied the snooping charge in Parliament saying India was not one of the buyers of the Pegasus spyware. The Ministry of Defence backed it up saying it didn’t do any transaction with the NSO Group that sells Pegasus. The government lawyer maintained a similar stance at the Supreme Court of India as well, but the court did not find it convincing. These were some of the court’s observations after the government’s response to the charge that it used national security as an excuse to illegally monitor its detractors: <ul><li>There has been no specific denial by the Centre. Thus, we have no option but to accept the submissions of the petitioner and appoint an expert committee whose function will be overseen by the Supreme Court.</li><li>There is no clear stand from the government. There is a serious concern of foreign agency involvement by surveilling Indians.</li><li>The Solicitor General had suggested that many such reports are motivated. However, such omnibus oral submissions cannot be accepted.</li></ul> Given the Modi administration’s response in the preceding months, the implication of the latest New York Times report is that the Modi administration lied both to the Parliament and the Supreme Court. It’s a charge similar to the Watergate scandal in the United States that toppled the Richard Nixon administration in the early 1970s. The report also connected this purchase with India supporting Israel at a United Nations (UN) forum ⁠— <a href="https://www.moneycontrol.com/news/politics/israel-palestine-conflict-here-is-how-india-has-voted-in-un-over-the-years-6956341.html">a shift from its long-standing support for the Palestinian cause</a> ⁠— to deny a Palestinian human rights organisation an ‘observer status’. More than a day has passed since the latest report and there is very little in terms of response from the government or the Prime Minister. So far, there is a tweet from a junior minister for civil aviation and road transport and highways, General VK Singh, who has called the New York Times ‘supari media’. Taking a Supari ⁠— the Hindi word for betel nut ⁠— is a colloquially used to describe a hit job. Syed Akbaruuddin, India’s former permanent representative to the UN, <a href="https://www.ndtv.com/india-news/utter-rubbish-ex-diplomat-syed-akbaruddin-on-nyt-pegasus-report-citing-indias-un-vote-2736819">has ‘rubbished’ the link</a> with India’s stance in support of Israel against Palestinians. Other than these, there isn’t another official word on the matter so far. Considering the seriousness of the charge, it would be fair to expect that the Prime Minister would have defended the government in his Mann ki baat address to the voters today. But he didn't. <div type="Youtube" id="WdprihSHmmQ" title="PM Modi's Mann Ki Baat with the Nation, January 2022" thumbUrl="https://i.ytimg.com/vi/WdprihSHmmQ/mqdefault.jpg"></div> There are two ways to look at it. Either team Modi doesn’t take the charge of ‘lying to Parliament’ seriously. It’s not a good show on an elected government in a democracy that it doesn’t take offence to being called a liar, especially in the Parliament. Or, it doesn’t have enough material to defend itself. An expert committee appointed by the Supreme Court, led by a former judge RV Raveendran, is already <a href="https://www.businessinsider.in/india/news/supreme-court-of-india-verdict-on-pegasus-spying-case-appoints-a-retired-judge-committee-for-probe/articleshow/87299281.cms">looking into the snooping charges</a>. If the three-member panel arrives at a conclusion that there was illegal supervision, it could automatically imply that the tool i.e. Pegasus was purchased by the government. A clean chit from the Justice Raveendran panel would be a good thing for Modi and his government but it isn’t here, at least not yet. Meanwhile, ignoring the charge of lying, or wishing it away, is not an option. Japan's Chief Cabinet Secretary <keyword id="1524166" type="PERSON" weightage="20" keywordseo="Yoshihide-Suga">Yoshihide Suga</keyword> was on Monday elected as the new leader of the ruling <keyword id="176029" type="ORGANIZATION" weightage="20" keywordseo="Liberal-Democratic-party">Liberal Democratic Party</keyword> (LDP), replacing outgoing Prime Minister <keyword id="590894" type="PERSON" weightage="20" keywordseo="Shinzo-Abe">Shinzo Abe</keyword>, who announced his resignation last month due to health issues, from the top post. The 71-year-old was elected at a joint plenary meeting of party members from both houses of the Diet (Parliament) and delegates from local chapters earlier in the day, reports Xinhua news agency. At the meeting, Suga won 377 votes while the other two contenders, LDP policy chief Fumio Kishida and former Defence Minister Shigeru Ishiba garnered 89 and 68 votes, respectively. In the scaled-down vote, 394 Diet members cast their ballots. A total of 141 votes were cast by three delegates each from the country's 47 prefectural chapters. Under normal circumstances, the top leader of the LDP would be chosen with Diet members belonging to the party and rank-and-file members holding 394 votes each. Suga is now expected to win a vote at an extraordinary Diet session on Wednesday to become the new Prime Minister. Monday's election was triggered by Abe's abrupt August 28 announcement that he was stepping down citing his chronic illness, but said he would remain in power until a successor was chosen. Suga, who has been one of Abe's closest confidants for almost eight years, has promised to continue with the latter's economic policies and approach to tackling the Covid-19 pandemic. In his announcement, the premier said that he needed to be treated for a flare-up of his intestinal disease that led his first one-year stint to end abruptly in 2007. After stepping down in 2007 over a medical issue, he returned to the top job in 2012 after a landslide election win in the Lower House. Abe, prior to his health condition, was set to spend one more year at the helm. <ul class="summary-list"><li>Narendra Modi continues to be prime minister, but how he won was a major blow to the leader.</li><li>His ruling party expected to smash the polls but couldn't secure a majority without the help of allies.</li></ul>Narendra Modi has been prime minister of India for 10 years.On Tuesday, he extended his tenure by another potential five years when his ruling party, the Bharatiya Janata Party, secured a majority in the lower house of parliament <a target="_blank" href="https://www.businessinsider.com/india-election-results-narendra-modi-bjp-congress-2024-6">with its allies.</a>That's the key to everything being said about the world's biggest election — without his allies, Modi would have lost control of parliament and, by extension, India.It's why the election results have been a shocking blow to Modi and the BJP despite them winning.Anyone seeking a majority in India's parliament — the prerequisite for naming a prime minister — needed to win 272 out of 543 seats. And this time, the BJP won only 240, relying on smaller parties under a coalition called the National Democratic Alliance to carry it past the finish line.For a BJP that previously enjoyed a majority on its own with 303 seats in 2019, that's a stark shift in its grip on power. Its alliance only managed to secure 293 seats, just 21 more than needed for a majority.The result was especially humbling for Modi because the NDA was projected to slam-dunk the election with a whopping 400 seats. The incumbent seemed so confident that he declared victory three days before the result announcements, saying<a target="_blank" href="https://twitter.com/narendramodi/status/1796910902983450823"> his voters turned out in "record numbers."</a>Now, though, his allies hold the enviable position of being the difference-maker in deciding who leads India. Should they all ditch Modi for his rivals in the Indian National Developmental Inclusive Alliance, they could oust him from leadership.Two of the biggest players in that gaggle of kingmakers, the Telugu Desam Party and the Janata Dal (United), hold a combined 28 seats and are led by politicians known for switching loyalties, <a target="_blank" href="https://www.bloomberg.com/news/articles/2024-06-04/here-are-the-india-kingmakers-who-will-determine-modi-s-future">per Bloomberg.</a>Modi now must ensure his coalition holds so he can remain in office, and is <a target="_blank" href="https://www.bloomberg.com/news/articles/2024-06-05/modi-seeks-to-shore-up-coalition-to-secure-third-term-in-power?srnd=homepage-asia">set to enter talks</a> with allied leaders to secure their support.His weakened hold on India's parliament was big news to observers concerned about the rise of his ideology, <a target="_blank" href="https://www.economist.com/the-economist-explains/2024/03/07/what-is-hindutva-the-ideology-of-indias-ruling-party">Hindutva</a>, which promotes building a Hindu nation and has been criticized as right-wing and anti-Muslim extremism.<h2 id="7046a70a-a5bf-475f-8bc3-8b85cd3edb40">So why did the stock market tumble?</h2>Tuesday's result surprised a world expecting Modi to trounce his opponents and widen his lead in parliament.India's stock market <a target="_blank" href="https://markets.businessinsider.com/news/stocks/india-stock-market-news-narendra-modi-election-nse-nifty-50-2024-6">posted its worst day in four years</a> after the announcement, dropping by as much as 8.5% on Tuesday before ending the day at 5.9%.Why the loss of faith? Experts aren't expecting <a target="_blank" href="https://www.businessinsider.com/modi-india-election-economy-russia-oil-wealth-dimon-cook-musk-2024-5">monumental change for India's economy</a>, but a coalition government will likely be far less nimble with major policies."India's economic and security drivers will remain unchanged. However, a coalition government will often take big decisions more slowly and be less inclined to push states to meet national objectives in areas like the energy transition," wrote <a target="_blank" href="https://www.csis.org/analysis/indias-national-election-surprise-and-stability">Richard Rossow</a>, chair of US-India Policy Studies at the Center for Strategic &amp; International Studies.And with uncertainty hanging over the BJP's hold on power, questions are growing about what India's policies might soon look like.Experts like <a target="_blank" href="https://www.atlanticcouncil.org/blogs/new-atlanticist/experts-react-modi-loses-ground-electoral-surprise/">Jeff Lande</a>, a nonresident fellow at the Atlantic Council's South Asia Center, think it's highly unlikely we'll see any reversal in the overall direction of India's economy.Modi's heavy investment style and capital expenditure should still continue, Lande wrote."Policy and political decisions will likely be delayed," he added. "Industry, particularly multinational corporations, and partner governments may hold off on some decisions as they wait and see how the new government develops."This year's shock result also casts doubt on whether Modi can decisively coalesce enough momentum to rocket the Indian economy forward and allow it to one day catch up with China's.The country has lagged behind Beijing's rapid growth since the 1980s, and Modi wants to lay the groundwork for India to become<a target="_blank" href="https://www.reuters.com/world/india/indias-modi-plans-post-election-reforms-rival-chinese-manufacturing-2024-06-03/"> a global manufacturing hub</a> in the next few years.But Kapil Sharma, acting senior director of the Atlantic Council's South Asia Center, said the BJP slipping is good for India's economy as a whole.The votes show that the average Indian citizen isn't feeling the economic benefits that Modi's policies have brought to the wider nation, and the ruling party will have to govern with extra care to maintain its lead, <a target="_blank" href="https://www.atlanticcouncil.org/blogs/new-atlanticist/experts-react-modi-loses-ground-electoral-surprise/#kapil">Sharma wrote.</a>"The BJP and its coalition government are now operating in a 'now or never' moment," he wrote.As for foreign policy, most experts say Modi's allies are unlikely to fundamentally alter India's approach.Rossow of CSIS said Chinese aggression should continue pushing India to work closely with the US."The United States' willingness to share advanced weapons systems, contribute to India's domestic defense manufacturing, and offer assistance during periods of military tension with China provides a strong foundation that should withstand political change," he said.Most experts say the election results show that the world's largest nation still holds onto its democracy.<a target="_blank" href="https://ash.harvard.edu/articles/indias-surprising-election-results-a-watershed-moment/">Gautam Nair</a>, an assistant professor of public policy at Harvard, called Tuesday a "watershed moment" that showed Modi's nationalist message wasn't resonating with voters.Rossow said that despite Modi extending his influence over key institutions such as the <a target="_blank" href="https://www.lemonde.fr/en/international/article/2023/12/27/in-india-narendra-modi-s-grip-on-the-supreme-court_6378593_4.html">courts</a>, voters are still making their choices count. "This election, even if Prime Minister Modi retains power, shows the power of India's democracy," said Rossow.
