India has exported more than 45,000 tonnes of <keyword id="50894" type="General" weightage="20" keywordseo="onion" source="Orion">onion</keyword> since the ban on outbound shipments was lifted early this month, a top government official said on Wednesday. These exports provided relief to farmers after curbs were imposed to keep domestic supplies steady ahead of general elections. The world's biggest vegetable exporter banned exports of the bulb last December and then extended it in March, after a rise in prices triggered by sluggish production. "Since the ban was lifted, more than 45,000 tonnes of onions have been exported, mostly to the Middle East and Bangladesh," Nidhi Khare, Secretary of the Consumer Affairs Ministry, told PTI. To keep <keyword id="20035406" type="General" weightage="20" keywordseo="onion-prices" source="keywords">onion prices</keyword> affordable during the election period, the government on May 4 lifted the ban but imposed a minimum export price (MEP) of USD 550 per tonne. Khare said the forecast of a good monsoon this year will ensure better sowing of kharif (summer) crops, including onion from June onwards. State-owned agencies have started procuring onions from the recent rabi (winter) harvest to build a targeted 5,00,000-tonne buffer stock for the current year, she added. The country's onion production is expected to fall 16 per cent from a year earlier to 25.47 million tonnes in the 2023-24 crop year due to lower output in key growing regions like Maharashtra, Karnataka and Andhra Pradesh, according to the Agriculture Ministry's first estimates.

The <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords">Supreme Court</keyword> on Tuesday said it has ordered listing of a plea challenging the verdict of the <keyword id="19905533" type="General" weightage="20" keywordseo="Bombay-High-Court" source="keywords">Bombay High Court</keyword> which had upheld a decision of a Mumbai college to impose a ban on wearing of 'hijab', 'burqa' and 'naqab' inside the campus. The high court had on June 26 refused to interfere with the decision of the <keyword id="22185170" type="General" weightage="20" keywordseo="chembur-trombay-education" source="keywords">Chembur Trombay Education</keyword> Society's N G Acharya and <keyword id="22271323" type="General" weightage="20" keywordseo="d-k-marathe-college" source="keywords">D K Marathe College</keyword> imposing the ban, saying such rules do not violate students' <keyword id="20068423" type="General" weightage="20" keywordseo="fundamental-rights" source="keywords">fundamental rights</keyword>. It had said a <keyword id="42035" type="General" weightage="20" keywordseo="dress-code" source="Orion">dress code</keyword> is meant to maintain discipline which is part of the college's fundamental right to "establish and administer an educational institution". Taking note of submission seeking urgent listing of the appeal, a bench comprising Chief Justice D Y Chandrachud and Justices JB Pardiwala and Manoj Misra said it has already assigned a bench for the matter and that it would be listed soon. Lawyer Abiha Zaidi, appearing for petitioners, including Zainab Abdul Qayyum, sought urgent hearing saying the unit tests in the college are likely to commence on Wednesday. The top court is yet to conclusively decide the legality of such diktats issued by educational institutions. A two-judge bench of the top court, on October 13, 2022, had delivered opposing verdicts in the hijab controversy emanating from Karnataka. The then BJP-led state government had imposed a ban on wearing the Islamic head covering in schools there. While Justice Hemant Gupta, since retired, had dismissed the appeals challenging the judgement of the Karnataka High Court which had refused to lift the ban, Justice Sudhanshu Dhulia had held there shall be no restriction on the wearing of hijab anywhere in the schools and colleges of the state. The present controversy stems from the decision of a Mumbai college. The Bombay High Court trashed the plea against the ban and said the dress code was applicable to all students irrespective of religion or caste. The students, who were in the second and third year of the science degree course, had moved the high court, challenging a directive issued by the college imposing a dress code under which students cannot wear a hijab, naqab, burka, stoles, caps and badges on the premises. The students had claimed it was against their fundamental right to practice religion, the right to privacy and right to choice. The college's action was "arbitrary, unreasonable, bad-in-law and perverse", the plea had said. The high court, however, had said it could not see how the prescription of dress code by the college violated Articles 19(1)(a) (freedom of speech and expression) and 25 (freedom to practice religion) of the Constitution. "In our view, the dress code as prescribed cannot be held to violate the petitioners' rights claimed under Article 19(1) (a) and Article 25 of the Constitution of India," the HC had said. The high court had also refused to accept the petitioners' contention that wearing a hijab, naqab and burqa was an essential practice of their religion. "Except for stating that the same constitutes an essential religious practice on the basis of the English translation of Kanz-ul-Iman and Suman Abu Dawud, there is no material placed to uphold the petitioners' contention that donning of hijab and naqab is an essential religious practice. The contention in that regard, therefore, fails," the HC had said. Prescribing a dress code should be seen as an "exercise towards maintaining discipline", and the right to do so flows from the fundamental right to establish and administer an educational institution under Article 19(1)(g) (right to practise any profession or run trade/business) and Article 26 of the Constitution, the HC had said. The dress code was mandatory only within the college premises and the petitioners' freedom of choice and expression was not otherwise affected, it had said.

Supreme Court to hear plea of students against Bombay HC verdict upholding ban on hijab, burqa in college

Chennai, Tamil Nadu's ruling <keyword id="19897149" type="General" weightage="20" keywordseo="dmk" source="keywords">DMK</keyword>, a key constituent of the INDIA bloc, in its manifesto released on Wednesday promised to repeal the Citizenship Amendment Act, 2019 if the opposition alliance wins the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> polls. Restoration of statehood to Jammu and Kashmir and holding polls there, scrapping the New Education Policy 2020, slashing fuel prices, annulling Article 361 of the Constitution that provides protection to governors from legal action and appointment of Governors following consultation with Chief Ministers, were among the key promises made by the DMK. The recommendations of the M S Swaminathan committee will be adopted to ensure that MSP for agricultural products "is set at total production cost plus 50 per cent," the DMK said. Also, it announced that if voted to power, the INDIA bloc will withdraw the Agnipath scheme and reintroduce "permanent recruitment service" in the Indian Armed forces. "From now on, population census, including caste-wise census and census concerning people below the poverty line, will be conducted by the Union government once every five years simultaneously." The DMK will firmly insist on the removal of Article 356, which allows the dismissal of duly elected state governments and imposition of President's rule. The Congress party's ally in Tamil Nadu said that "new constraints" on States' borrowing capacity, imposed by the union government beyond the limits in each state's FRBM-equivalent Act will be eliminated. "A recommendation to share cess revenues with states will be made. It will be proposed that the Finance Commission increase the horizontal devolution of tax revenue (to all States together) from 42 per cent to 50 per cent." The Union government's financial contributions to states will be based on the income tax and GST collected in those states. Thus, financial contributions will be assured based on the taxes collected within each state. The finance provided to states will be permanently determined based on the 1971 population. A 33 per cent reservation for women in Parliament and legislative assemblies will be implemented immediately. "DMK will insist that the Union government enact a law providing menstrual leave to women, emphasizing the journey towards gender equality." Petrol and diesel prices "will be set at Rs 75, Rs 65 (per litre)" and cooking gas cylinders shall be made available at Rs 500 (per cylinder). "The introduction of the Uniform Civil Code will be strictly prevented" to preserve India's secular nature as stated in the Constitution's preamble. "The 2019 CAA law will be repealed, and all minorities will be treated equally without any discrimination. The recommendations of the Sachar Committee for the improvement of the lives of Muslims and other minority communities will be implemented." Facilitation will be provided for <keyword id="21027983" type="General" weightage="20" keywordseo="sri-lankan-tamil" source="keywords">Sri Lankan Tamil</keyword> refugees to get Indian citizenship. Assistance will be provided to those who wish to return to Sri Lanka. Also, the manifesto said efforts will be made to implement reservation for minorities at the all-India level, similar to Tamil Nadu. "The financial assistance previously provided to minority educational institutions has now been stopped. Action will be taken to resume this assistance." For "political" reasons, funding from foreign countries to non-governmental organisations (NGOs) has currently been stopped. "The Foreign Exchange Regulation Act will be properly amended, and measures will be taken to ensure these financial aids continue to reach NGOs without any problems." The proposal of 'One Nation, One Election' will be abandoned, and for the allocation of Lok Sabha seats to states, the current practice, based on the 1971 census will continue. All "people-unfriendly" laws introduced by the BJP government over the last 10 years will be reviewed immediately by the INDIA alliance government. The "labour-hostile laws" introduced by the BJP government will be "reformed." Through the Employees' Provident Fund (EPF), the Union government will ensure a minimum pension of Rs 5,000 per month. The number of working days under the Mahatma Gandhi National Rural Employment Guarantee Act will be increased from 100 to 150 days. "A wage of Rs 400 will be provided across states/ union territories nationwide." Disbanding the current NITI Aayog, set up by the BJP regime and establishing again the Planning Commission to draft plans based on the requests of state governments is another assurance the DMK has made. "Measures will be taken to reclaim Kachchatheevu to ensure India's security and to protect the welfare of the fishermen." A mandatory "cooling-off period" of 2 years will be introduced for retired judges and secretaries before they could join private companies or political parties, the manifesto said. Waiving loans and interests for farmers in nationalised and scheduled banks, waiver of educational loans for students, monthly entitlement of Rs 1,000 for all women in every state and formation of <keyword id="21027984" type="General" weightage="20" keywordseo="state-development-council" source="keywords">State Development Council</keyword> by including Chief Ministers were among the promises made by the DMK. Exemption for Tamil Nadu from the NEET exam and complete removal of toll booths on national highways, forms part of poll promises of the Dravidian party. Further, the DMK said amendments will be made to relevant laws to ensure that state governments, elected by the people, appoint Vice-Chancellors to state-run universities, rather than Governors. Stopping government's divestment from public sector enterprises, implementing the Sethusamudram project, law to ban online gambling, setting up a <keyword id="19895345" type="General" weightage="20" keywordseo="supreme-court" source="keywords">Supreme Court</keyword> branch in Chennai, providing statehood for <keyword id="19901639" type="General" weightage="20" keywordseo="puducherry" source="keywords">Puducherry</keyword>, equal funding for all state languages including Tamil, were among the host of other promises made by the DMK. Establishment of Tamil departments in varsities and stopping construction of <keyword id="19950851" type="General" weightage="20" keywordseo="mekedatu" source="keywords">Mekedatu</keyword> dam were also promised by the DMK. "The <keyword id="19996334" type="General" weightage="20" keywordseo="vishwakarma-scheme" source="keywords">Vishwakarma Scheme</keyword>, introduced by the BJP government to encourage caste-based occupations, will be restructured on the basis of social justice."

A PTI report says that this decision will be made after seeking legal advice, as stated by government adviser Mohammad Ali Shabbir. The assurance came after a delegation from the Telangana Sikh Society, led by former IPS officer Tejdeep Kaur Menon, met with Shabbir at the Secretariat in Hyderabad. The 18-member group expressed their deep concerns about the film, fearing that it portrays the Sikh community in a negative light. According to Shabbir, the delegation claimed that "Emergency" portrays Sikhs as terrorists and anti-nationals—a depiction they find offensive and damaging to the community’s image. They urged the state government to ban the film's screening in Telangana. Following the meeting, Shabbir relayed the group's concerns to Chief Minister Reddy, who promised that the government would make a decision on the matter after consulting with legal experts. Earlier this week, the Shiromani Gurdwara Parbandhak Committee (SGPC) had issued a legal notice to Ranaut and the film's producers, demanding the removal of the film's trailer, which had been released earlier this month. SGPC Secretary Partap Singh had voiced strong objections to the film, revealing that the committee had also sent letters to the Union Minister of Information and Broadcasting and the Chairperson of the Central Board of Film Certification (CBFC) to request a ban on Emergency. Singh had also accused Ranaut of hurting Sikh sentiments, claiming that several "anti-Sikh scenes" had come to light since the trailer's release. The controversy gained further momentum last week when both the GDPC and the Akal Takht called for an immediate ban on the film. They alleged that Emergency attempts to "character assassinate" Sikhs by creating a negative narrative against them. SGPC Chief Harjinder Singh Dhami held a press conference, demanding that an FIR be filed against Ranaut and expressing his strong objections to the film. Dhami had said that this was not the first time Sikh sentiments have been hurt by misrepresentation in films. TikTok is taking the US to court to stop its potential ban

The <keyword id="68884" type="General" weightage="100" keywordseo="telangana" source="Orion">Telangana</keyword> government has increased the <keyword id="6356212" type="General" weightage="20" keywordseo="liquor" source="Orion">liquor</keyword> prices by 20 to 25 per cent to mop up revenues. Prices of all brands of liquor were hiked and this is expected to help the government generate additional revenues of Rs 6,000 crore to Rs 7,000 crore annually. The state had earned Rs 30,000 crore from liquor sales in 2021-22 with the tax income reported at Rs 12,000 crore The authorities have increased the price of 1,000 ml liquor by Rs 120. The price has gone up to Rs 615 from Rs 495 earlier. The price of a quarter bottle has been hiked by Rs 20. On all types of beer, there was a minimum hike of Rs 10 per bottle. The new prices will come into effect from Thursday. The excise officials checked the liquor stocks at wine shops, bars and pubs on Wednesday night after the day's sales came to an end. The available stocks will be sold at new rates from Thursday. The liquor prices have been hiked for the first time since liquor policy 2021-23 came into effect. Liquor prices were last hiked in the state in May 2020 soon after the first phase of Covid-19 lockdown. This has come at a time when the state is facing a fund crunch to continue its welfare schemes as the Centre has tightened norms on loans and market borrowings. This is the latest in a series of measures taken by the state government to mop its revenues. It recently hiked market value of lands, property registration charges, bus fares and electricity charges.
