India's refusal to take a side in the Ukraine war is frustrating the West. But it has its reasons.

Issuing the joint statement with Australian Defence Minister Linda Reynolds, Foreign Minister Marise Payne said that the announcement was another important step in Australia's deepening relationship with India. The federal government said that following an invitation from India, Australia will participate in the Malabar exercise. The exercise will bring together four key regional defence partners India, Japan, the United States and Australia in November, it said. India ropes in all QUAD nations to participate in Malabar naval exercise

It's also a competition between two very different political ideologies.<h2 id="6acd91a8-36b3-408f-85c1-259d5944f4e0">India is a flawed but thriving democracy</h2>India is the world's largest democracy. Its first elections were held in 1951-52 after it gained independence from Britain. Free elections have been held in nearly every election cycle since, with a coup in 1975 briefly threatening India's democratic status.It is a rare bright spot in a world where democracy seems to be in retreat. Even in the US, the global champion of democracy, former president Donald Trump is accused of launching an attempt to cling to power illegally after losing the 2020 election.<div type="image" title="Indian voters" height="683" width="1024" msid="110819479" hostid="261" sizebytes="88454"></div>"India isn't a perfect democracy but it is still a role model for developing nations, large or small. And given trends in some Western democracies, I would have to say that there are several things they, too, should be learning from India," said Jabin T. Jacob, an expert on India-China relations at Shiv Nadar University, India.India's democracy, though, faces a stern test under Modi, say critics. Global democracy watchdog <a target="_blank" href="https://www.bbc.co.uk/news/world-asia-india-56393944">Freedom House in 2021</a> downgraded India's democratic status, saying Modi's Hindu nationalist movement had menaced journalists, attacked Muslims, and corroded civil liberties.Jacob said this week's results showed India's democracy remained resilient despite the pressures, while dealing a blow to a leader seen to have overstepped his authority."We have just seen an election in which the Indian electorate decided that their interests are best served by power shared more evenly among a set of political formations that represent diverse interests and aspirations. That is the essence of democracy," he said."The Indian electorate is a very mature one, and it has always intervened in a timely fashion against authoritarian tendencies in its rulers."It's unclear whether Modi will now double down on the nationalism he's championed or seek a more moderate path based on economic reform.<h2 id="c1fe728e-200a-4edb-8d77-94ea6111c952">China's rise comes at a high cost</h2>There are those in India, though, <a target="_blank" href="https://www.ft.com/content/daa87f88-ae0e-11e3-974d-00144feab7de">who have been astonished</a> at the speed and efficiency of China's rise to economic superpower status.China has become the world's second-largest economy, and the lives of millions of ordinary Chinese people have been transformed. Though India has made huge economic progress under Modi, it still lags behind.<div type="image" title="China high speed rail" height="644" width="1024" msid="110819477" hostid="261" sizebytes="117068"></div>"Perhaps the greatest challenge democracy faces in India is that is has failed to deliver the kind of sustained economic development enjoyed by neighbors like China over the last four decades. It has also failed to eliminate extreme poverty," wrote Chatham House <a target="_blank" href="https://www.chathamhouse.org/2022/04/democracy-india">analyst Gareth Price in 2022.</a>But with prosperity in China, has come reduced freedom.Since Tiananmen Square 35 years ago, China's Communist Party has rolled back many of the freedoms its citizens once had.Its current leader, Xi Jinping, has imposed a draconian surveillance state and is considered <a target="_blank" href="https://www.businessinsider.com/china-xi-jinping-ai-wreak-havoc-america-world-economy-2024-6">China's most authoritarian ruler</a> since Mao Tse Tung.Dominic Chiu, an analyst with the Eurasia Group, told Business Insider that China's system had given it an economic advantage — but at a cost."China's one-party rule in the reform era enabled consistent long-term policymaking and economic planning," he said. "This benefited China's economy immensely when the leadership decided to liberalize markets, privatize industries, and open the country up to foreign investment." But, he said, China's repressive one-party system was also deterring investors. And with China's <a target="_blank" href="https://www.businessinsider.com/china-falls-out-of-love-with-natural-diamonds-industry-struggles-2024-6">economy experiencing a steep </a>downturn, this poses a serious problem for its future growth.<h2 id="ebafe111-fa5e-49b8-95d3-f92a674d0da2">China and India vie for dominance</h2>Having achieved economic superpower status, China is now seeking to assert its power more aggressively both regionally and internationally.Tensions with India are increasing. In 2020, clashes along the countries' Himalayan border resulted in the death of 20 Indian soldiers and four Chinese.<div type="image" title="India-China border" height="683" width="1024" msid="110819475" hostid="261" sizebytes="158650"></div><a target="_blank" href="https://uk.news.yahoo.com/modi-mission-assert-indias-global-123002908.html">Analysts told BI</a> that building stronger alliances to counter Chinese aggression will be one of the core aims of Modi's third term.And its commitment to democracy hands it an important advantage, said Jacob."India's democratic status is critical for its international standing. It is an opportunity to develop a model of economic and political development that is both equitable and democratic and thus distinct from the aggressive capitalism of the US or the authoritarianism of the PRC," he said.In 2021, India entered<a target="_blank" href="https://uk.news.yahoo.com/modi-went-straight-reelection-needling-103142130.html"> into the "Quad" partnership </a>with democracies the US, Japan, and Australia, to counter what is perceived as growing Chinese aggression in the Pacific and Indian Ocean.It's a political alliance that would've been more difficult to broker if India was ruled by an authoritarian government,<a target="_blank" href="https://www.brookings.edu/articles/democracy-and-the-us-india-relationship/"> say observers.</a><h2 id="b9b7d5ac-0c25-43f4-adf2-9128d9242020">Competing nationalist visions</h2>Some analysts, though, say that the competition between India and China is not, at its core, about competing political systems but about competing nationalist visions.According to this interpretation, both Xi and Modi are committed to restoring what they see as their nation's rightful place at the top of the global order.But in his quest to strengthen India, critics are warning Modi not to undermine the commitment to democracy and pluralism they believe is at the heart of its post-independence success.Jacob said those in India jealous of China's economic might should look more closely at the reality."Indians who argue against democracy using the China comparison clearly don't understand anything about the reality of China and the Chinese people," he said.

The competition between India and China is about more than raw power

Modi, Biden, Morrison, and Suga may meet for the first-ever QUAD leaders’ summit this month

India, the US, Japan and Australia on Tuesday agreed to step up coordination in creating a free and open Indo-Pacific, amidst China''s growing assertiveness in the strategically vital region. Japanese Prime Minister Yoshihide Suga, External Affairs Minister <keyword id="491850" type="PERSON" weightage="20" keywordseo="S-Jaishankar">S Jaishankar</keyword>, US Secretary of State Mike Pompeo and Australian Foreign Minister Marise Payne affirmed strengthening of a free, open and rules-based international order, the Japanese government said in a statement issued after a meeting in Tokyo. The four major Indo-Pacific democracies, collectively known as the Quad, vowed to coordinate in ensuring peace and stability of the region, Kyodo news agency quoted the statement as saying. The in-person meeting of the foreign ministers of the ''Quad'' hosted by Japanese Foreign Minister Toshimitsu Motegi took place in the backdrop of China''s aggressive military behaviour in the Indo-Pacific, South China Sea and along the Line of Actual Control (LAC) in eastern Ladakh. Addressing the 2nd Quad ministerial meeting, Prime Minister Suga said a free and open Indo-Pacific is "widely recognised by the international community as a vision of peace and prosperity of this region," and that his government''s basic policy is to "further continue advancing our members to this end." Suga, who assumed the premiership last month, underscored the need to deepen quadrilateral ties, particularly as the novel coronavirus has spread globally. "The international community is facing multiple and various challenges. This is exactly why right now is the time that we must further deepen our coordination with as many countries as possible that share our vision," he said. In his opening remarks, Jaishankar said that as vibrant and pluralistic democracies with shared values, the four nations have collectively affirmed the importance of maintaining a free, open and inclusive Indo-Pacific. "We remain committed to upholding the rules-based international order, underpinned by the rule of law, transparency, freedom of navigation in the international seas, respect for territorial integrity and sovereignty and peaceful resolution of disputes," he said, amidst growing global concern over China''s expansionist behaviour. China is engaged in hotly contested territorial disputes in the South and East China Seas. Beijing has also made substantial progress in militarising its man-made islands in the past few years. Beijing claims sovereignty over all of the South China Sea. But Vietnam, Malaysia, the Philippines, Brunei and Taiwan have counterclaims. In the East China Sea, China has territorial disputes with Japan. The South China Sea and the East China Sea are stated to be rich in minerals, oil and other natural resources. They are also vital to global trade. Although the US lays no claims to the disputed waters, it has challenged China''s growing territorial claims in the South China Sea by deploying warships and fighter jets to assert freedom of navigation and overflight patrols in the strategically vital region. Meanwhile, Japan has lodged a protest against China''s creation of a digital museum laying out its claims to a group of Japan-controlled islets in the East China Sea, the government''s top spokesman said on Monday. "The Senkaku Islands have been recognised historically and under international law as an inherent part of Japan''s territory and we maintain effective control over them," Kyodo news agency quoted Chief Cabinet Secretary Katsunobu Kato as saying at a press conference. China is "not in a position" to create such a website regarding the islets, Kato said, adding that Japan has demanded through diplomatic channels that it be taken down. The dispute over ownership of the uninhabited islets, which China calls Diaoyu, has often strained Japan-China relations. China frequently sends coast guard or government ships to nearby waters in a bid to push its claims to them, the report said. India and fellow QUAD countries agree to step up coordination in Indo-Pacific amid China's growing assertiveness in South China Sea

The <keyword id="6355100" type="ORGANIZATION" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> has conducted exercises with Russia and 'Quad' countries - an informal security forum comprising India, the US, Japan and Australia - in a message to China on getting a wider footprint in the Indo-Pacific region. The Indo-Pacific region is seen from the west coast of India to the US. The Indian Navy carried out a three-day bilateral maritime exercise with Japan in the north Arabian Sea from September 26, 2020 to September 28, 2020. It was the fourth edition of India-Japan Maritime bilateral exercise JIMEX, which is conducted biennially. The last edition of JIMEX was conducted in October 2018 off Visakhapatnam in India. Naval cooperation between India and Japan has increased in scope and complexity over the years. Advanced level of operations and exercises took place during three days. It is indicative of the continued upswing in Indo-Japanese defence relations and continued efforts by both governments to work closely for a more secure, open and inclusive global commons, in accordance with international regulations. The helicopter carrier of Japan JS Kaga took part in the recent exercise. The Kaga and its sister ship the Izumo are being converted into aircraft carriers that will carry US-built maritime planes, the F35-B. India, Japan, China and South Korea are the countries now involved in what is seen in strategic circles as the Asian carrier race. The Australian Navy and Indian Navy carried out passage exercise in the East Indian Ocean Region from September 23 to September 24. The exercise involved participation of HMAS Hobart from the Australian side and Indian naval ships Sahyadri and Karmuk. In addition, an Indian maritime patrol aircraft and helicopters from both sides carried out coordinated exercise. The exercise, aimed at enhancing interoperability, improving understanding and imbibing best practices from each other, involved advanced surface and anti-air exercises including weapon firings, seamanship exercises, naval manoeuvres and cross deck flying operations. To boost mutual confidence and cooperation, a bilateral maritime exercise between Indian Navy and Russian Navy took place in the Bay of Bengal on between September 4 and September 5. "The exercise was aimed at imbibing best practices between the two navies," Indian Navy spokesperson Commander Vivek Madhwal told IANS. He also said that the exercise helped to further boost mutual confidence and cooperation between the two Navies and would reinforce the longstanding bond of friendship between the two countries. The exercise is known as 'Indra Navy' and is the 11th edition. It is a biennial bilateral maritime exercise between Indian Navy and Russian Navy. Indian Navy units undertook Passage Exercise (PASSEX) with units of US Navy - Nimitz Carrier Strike Group as they transited through Indian Ocean Region on July 20. Indian Navy takes to seas with Russia and QUAD countries

<ul><li>The annual <keyword id="2426742" type="PERSON" weightage="20" keywordseo="Malabar-exercise">Malabar Exercise</keyword> kicks off today with Australia as a permanent member. </li><li>This is the first time that all four <keyword id="887681" type="ENTERTAINMENT" weightage="20" keywordseo="Quad">QUAD</keyword> members — the US, Australia, India and Japan — are participating in the Malabar Exercise together in over a decade. </li><li>The timing of their cooperation is significant with China’s growing assertiveness in Taiwan, Hong Kong, the South China Sea, and, of course, Eastern Ladakh.</li></ul>India, the US, Japan, and Australia haven’t had their navies alongside each other for over a decade. Today, they kick off the first phase of the annual Malabar Exercise in the Bay of Bengal. The last time around, in 2007, Singapore was also among their ranks for the first-ever Malabar Exercise conducted outside of the Indian off the Japanese island of Okinawa. The event was a ‘test drive’ for how QUAD could coordinate on the open seas. While the partnership between India and the US remained strong — Australia withdrew in 2008 after a slew of diplomatic protests from China and India’s narrative under former Prime Minister Manmohan Singh that year to prioritise the India-China relationship. The QUAD was also on a nearly decade-long hiatus. In 2020, that is no longer the case. Japan became a permanent member of the Malabar Exercise in 2015. However, this is the first year that all four member countries of the QUAD, or the Asian NATO, are ‘officially’ participating in the Malabar Exercise. The solidification of the alliance between them is a strong signal to China who has been asserting itself in the straits of Taiwan, South China Sea, Hong Kong and, of course, Eastern Ladakh. On its part, China has made it clear that it's not particularly comfortable with the Malabar Exercise. “We hope relevant countries’ military operations will be conducive to regional peace and stability, instead of the contrary,” said China’s Foreign Ministry spokesperson Wang Wenbin during the regular press conference in Beijing on Tuesday. The 2020 Malabar Exercise The 2020 Malabar Exercise makes its 24th iteration. Alongside the Indian Navy, the RAN, and Japan’s Maritime Self Defence Force (MJSDF), the US will be sending its Arleigh Burke-class guided-missile destroyer USS John S. McCain. “It is fitting to see our Navies operate in a high end, tactically relevant exercise like Malabar. It is another opportunity to further strengthen our combined capabilities and enhance our partnerships," said <a href="https://t.co/YEqTr6tyT0?amp=1">Captain Steven DeMoss</a>, commodore of the US Destroyer Squadron Fifteen in a statement. This year’s exercise at sea includes a variety of high-end tactical training aimed at specific interactions designed to enhance interoperability between the navies of the four counties. The Indian Navy’s participation will be led by Rear Admiral Sanjay Vatsayan. Along with its ships, India will also be sending its submarine dubbed Sindhuraj and many aircraft, including the advanced jet trainer Hawk, martin patrol aircraft Dornier, and the long-range maritime patrol aircraft P-8I. Once the first phase of the Malabar Exercise is complete on November 6, the second phase is scheduled for mid-November in the Arabian Sea. Malabar Exercise kicks off today with the QUAD countries reuniting after over a decade

China has taken a sudden turn toward "gross aggression" against its neighbours, including India, and in the Indo-Pacific, a senior administration official said after the conclusion of the Quad ministerial in Tokyo, wherein the leaders vowed to coordinate in ensuring peace and stability of the strategically vital region. The foreign ministers from the Indo-Pacific nations known as the Quad group - the US, Japan, India and Australia - met in Tokyo on Tuesday in what was their first in-person talks since the coronavirus pandemic began. The meeting took place in the backdrop of China's aggressive military behaviour in the Indo-Pacific, South China Sea and along the Line of Actual Control (LAC) in eastern Ladakh. Japanese Foreign Minister Toshimitsu Motegi, External Affairs Minister S Jaishankar, US Secretary of State Mike Pompeo and Australian Foreign Minister Marise Payne affirmed strengthening of a free, open and rules-based international order. Chinese aggressiveness was a matter of concern, a senior State Department official told reporters travelling with Pompeo. "That is the concern. I mean, if you look at the conflict in the Himalayas between China and India, something that has been in the past handled according to unspoken or unwritten rules to prevent these things from getting out of control, and then you look at what happened here recently, where you've got actually people beating each other to death," the official said. "If you look at the single thing that's driving all this, it's a sudden turn toward gross aggression by the Chinese government in its entire periphery. I mean, you take it all the way around the Indo-Pacific and its western borders; you're seeing things that you haven't seen before, and these are responding to that," said the official. India and China are locked in a nearly five-month-long border standoff in eastern Ladakh China is engaged in hotly contested territorial disputes in the South and East China Seas. Beijing has also made substantial progress in militarising its man-made islands in the past few years. Beijing claims sovereignty over all of the South China Sea. But Vietnam, Malaysia, the Philippines, Brunei and Taiwan have counterclaims. In the East China Sea, China has territorial disputes with Japan. The South China Sea and the East China Sea are stated to be rich in minerals, oil and other natural resources. They are also vital to global trade. Although the US lays no claims to the disputed waters, it has challenged China's growing territorial claims in the South China Sea by deploying warships and fighter jets to assert freedom of navigation and overflight patrols in the strategically vital region. Another US official said that the Chinese aggression certainly draws a big part of this. "But it's also about the different models that we stand for, democratic countries and an authoritarian model, and which ones will be sort of more successful in the long run. We obviously believe ours is the one to follow to ensure that countries can best deal with the problems that they face and the common challenges that we have," the official said. In Beijing there seems to be a race to get to certain goals, the official said. "They talk about their 2021 centenary goal, their 2035 goal, and their 2049 goal. They're accelerating. There's also been this unfortunately bashing of nationalism inside the People's Republic of China by the government, which then corners it to do things that it otherwise would have been able to back down from," the official said. A third official said that the problem also has to be framed correctly. "This isn't about a US-China dispute. This is about the free world versus Chinese authoritarianism. The secretary (Pompeo) speaks frequently about that, and that's the way he framed his discussions, and there was a lot of agreement around that table," he said. As a growing power, they need to understand that there are things that great powers do. They participate in arms talks when they have a nuclear capability with delivery systems. "These are all things that we've talked about they talk about, again, the US versus China," the official said. "It's everybody is saying if you're going to have these capabilities and if you're going to have this economic power - WTO, you should use it in ways that are acceptable to everybody and not exclusively for your benefit as part of a global system," the second official said. The Quad ministerial lasted for about three hours in Tokyo, during which the leaders discussed topics of mutual interest and concern. "There is no avoiding the fact that it's China and its actions in the region that make the Quad actually matter and function this time around," the official said. "When you think of the Quad, you think of security. But as the secretary said yesterday, security comes in many forms: economic security, protecting intellectual property rights. I mean, all things that we do, to include the traditional security, all figure into this," the first official said. China's 'gross aggression' was a matter of concern at the latest QUAD meeting, says US official

External Affairs Minister <keyword id="491850" type="PERSON" weightage="20" keywordseo="S-Jaishankar">S Jaishankar</keyword> on Tuesday held talks with US Secretary of State <keyword id="3109665" type="PERSON" weightage="20" keywordseo="Mike-Pompeo">Mike Pompeo</keyword> in Tokyo, focusing on various aspects of bilateral ties and ways to ensure stability in the Indo-Pacific region. Jaishankar and Pompeo are in the Japanese capital to attend a ministerial meeting of the Quad or Quadrilateral coalition comprising India, the US, Australia and Japan. "Began my Tokyo visit with a bilateral meeting with @SecPompeo. Pleased to see the progress of our partnership in so many fields. Will work together for stability and prosperity in the Indo-Pacific," Jaishankar tweeted. It is learnt that Jaishankar and Pompeo also deliberated on overall ties including evolving security scenario around India. In November 2017, the four countries gave shape to the long-pending proposal of setting up the "Quad" to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence. The first meeting of foreign ministers of the four countries under the 'Quad' framework had taken place in New York in September 2019. The second ministerial meeting of the Quadrilateral coalition on Tuesday is expected to collectively affirm the importance of a free, open and inclusive Indo-Pacific in the backdrop of growing Chinese assertiveness in the region. During his two-day visit to Tokyo, Jaishankar will also hold talks with his Japanese counterpart Toshimitsu Motegi and Australian Foreign Minister Marise Payne India is also expanding bilateral cooperation with Japan, the US and Australia in the Indo-Pacific region. The US has been pushing for a greater role for India in the Indo-Pacific which is seen by many countries as an effort to contain China's growing clout in the region.
