V-Guard to acquire Sunflame Enterprises for ₹660 crore

 Seven fixed aircraft and seven helicopters are on stand-by as well. The Navy also has Humanitarian Assistance and Disaster Relief (HADR), divers, rubberised crafts and medical teams ready to go. Another three naval ships — Sahyadri, Ranvi and Kadmatt — have been deployed off the coast of Odisha to launch rescue operations.

Cyclone Fani rescue and relief efforts underway as Indian warships deployed to keep guard

The Indian Navy sounded the highest alert along the <keyword id="6358070" type="COMPANY" weightage="100" keywordseo="Mumbai">Mumbai</keyword> coast after four men in military uniforms were seen along the Mumbai coast. 
 The Western Naval Command issued a high alert along as they spotted men moving suspiciously near a Naval facility in <keyword id="51981" type="ORGANIZATION" weightage="20" keywordseo="Uran">Uran</keyword>, about 47km from Mumbai. 
 
A search is on to trace the four men, police said. 
 
According to Indian Navy Chief PRO Capt D K Sharma, the search operation is going on along with Maharashtra police after the matter came to light. 
 
The Western Naval Command (WNC) issued "the highest state of alert" along the Mumbai, Navi Mumbai, Thane and Raigad coasts after suspicious movement of a group was reported in Uran. 
 
The WNC has roped-in the police and Coast Guard also for the task. 
 
According to initial information received by the authorities, four school students spotted a group of people dressed in uniform similar to that of Indian Army near Uran and Karanja area. 
 
The DGP office immediately issued alerts to all police stations along the coast. 
 
Security has been beefed up at sensitive locations along the coast, including the Gateway of India, Raj Bhawan, Bombay High (rig), Bhabha Atomic Research Centre and other major establishments near the sea.

At 5.30pm on Thursday ‘Fani’ was located at a distance of 320 km South from Puri. It hit Odisha coast between Gopalpur and Chandbali around Puri. The cyclone is expected to move towards West Bengal with a speed of 115 Kmph. Moreover, the cyclone is expected to move towards north-east region and emerge into Bangladesh on Saturday Evening, said IMD. Storm surge of about 1.5 metres height above astronomical tide is very likely to inundate low lying areas of Ganjam, Khurda, Puri and Jagatsinghpur districts of Odisha at the time of landfall.

 The affect of landfall has already begun. North Andhra Pradesh, West Bengal and Odisha are receiving light. The IMD said sea conditions are "very likely to be very rough" to high off north Tamilnadu, Puducherry, along and south Andhra Pradesh coasts till Friday. Fishermen have been advised not to venture into deep sea areas. It warned that the cyclone is likely to cause damages to all types of houses, communication and power poles, road and rail infrastructure. The Odisha government said that around 900 cyclone shelters have been made ready to house the evacuees. "It is estimated that a total of 1150,000 people will have to be moved to safer areas, of which about 330,000 people have already been evacuated," a statement said.

 Teams of National Disaster Response Force (NDRF) and Odisha Disaster Rapid Action Force (ODRAF) have been put in place. Sinha directed establishment of a central toll free helpline for the general public and asked the Central ministries to set up control rooms to coordinate rescue and relief operations. The Civil Aviation Ministry informed that flight operations from Bhubaneswar were suspended from midnight of Thursday, while operations from Kolkata airport also will remain suspended from Friday morning until conditions improve. The railways have already suspended operations of trains in Odisha and all trains in Bhadrak-Vizianagaram section (of the Kolkata-Chennai route) has been cancelled till Saturday. A total of 140 trains including 83 passenger trains have been cancelled so far. The Indian Coast Guard and the Navy have deployed ships and helicopters for relief and rescue operations while the Army and Air Force units in the states have also been put on standby.

Turtles, sharks return to Thai coasts in absence of tourists

No, you don’t have to shell out a fortune any more to charter a private seaplane and go flying. From today (February 24), <keyword id="1703859" type="UNKNOWN" weightage="100" keywordseo="commercial-seaplane-service">commercial seaplane service</keyword> is starting in Mumbai for the first time. And that’s another feather in the cap of the financial capital after the city rolled out the country’s first-ever <a href="http://www.businessinsider.in/Mumbai-Monorail-IsNow-On-Track-To-Run-From-Feb-1/articleshow/29663991.cms">monorail</a> on February 1. 
 Initially, the <keyword id="509938" type="UNKNOWN" weightage="100" keywordseo="seaplane-service">seaplane service</keyword> is connecting Mumbai to <keyword id="2073466" type="UNKNOWN" weightage="100" keywordseo="Aamby-Valley-hill-station">Aamby Valley hill station</keyword> in <keyword id="6378734" type="CITY" weightage="100" keywordseo="Lonavala">Lonavala</keyword> – a 100 km stretch – and the flight will take just 25-28 minutes or one-fourth of the time taken by a road trip.  While a seaplane is capable of taking off or landing on water, without an airstrip, there is another variety that can also take off from regular airfields on land. <keyword id="1645279" type="UNKNOWN" weightage="100" keywordseo="test-flights">Test flights</keyword> for the current stretch took place in December last year and the amphibians landed and took off from the <keyword id="2073458" type="UNKNOWN" weightage="100" keywordseo="Aamby-Valley-Lake">Aamby Valley Lake</keyword>. 
 
In June last year, Kerala launched the country’s first tourist seaplane service that connects the distant backwater destinations. Similar services are also available in the Andaman and Nicobar Islands. 
 Mumbaikars, however, will have to wait some more for the intracity seaplane flights from Juhu to Girgaum Chowpatty. The <keyword id="190329" type="COMPANY" weightage="100" keywordseo="Maharashtra-Tourism-Development-Corporation">Maharashtra Tourism Development Corporation</keyword> (<keyword id="111420" type="ORGANIZATION" weightage="100" keywordseo="MTDC">MTDC</keyword>), along with MEHAIR, had planned it nearly two years ago. But the project got delayed as it was awaiting crucial clearances from several authorities. It has finally got the nod from the <keyword id="6369097" type="ORGANIZATION" weightage="80" keywordseo="Ministry-of-Defence">Ministry of Defence</keyword> and has also obtained clearances from key agencies including the <keyword id="56306" type="POSITION" weightage="80" keywordseo="Coast-Guard">Coast Guard</keyword>, the <keyword id="42407" type="ORGANIZATION" weightage="100" keywordseo="Navy">Navy</keyword>, <keyword id="11098" type="ORGANIZATION" weightage="100" keywordseo="police">police</keyword>, the <keyword id="170906" type="ORGANIZATION" weightage="100" keywordseo="urban-development-department">urban development department</keyword>, <keyword id="48434" type="COMPANY" weightage="100" keywordseo="BMC">BMC</keyword>, <keyword id="136514" type="COMPANY" weightage="100" keywordseo="Mumbai-Port-Trust">Mumbai Port Trust</keyword>, the <keyword id="6356826" type="COMPANY" weightage="80" keywordseo="environment">environment</keyword> department and the <keyword id="54875" type="ORGANIZATION" weightage="80" keywordseo="Airports-Authority-of-India">Airports Authority of India</keyword>. 
 But to implement this project, MTDC will require to build a <keyword id="2073482" type="UNKNOWN" weightage="100" keywordseo="Floating-jetty">floating jetty</keyword> for ferrying passengers to and fro. It has already earmarked some 5,000 sq km, about 100-200m into the sea and next to H2O, the privately operated water <keyword id="6356028" type="COMPANY" weightage="60" keywordseo="Sports">sports</keyword> complex. However, a High Court-appointed committee will have to give the go-ahead first before the <keyword id="2073483" type="UNKNOWN" weightage="100" keywordseo="Mumbai-City-Collectors-office">Mumbai City Collector’s office</keyword> can grant the land near the city’s coast. 
 
Once the last leg of the project is cleared and the seaplane service is launched, the hour-long commute will come down to 5-7 minutes for a one-way fare of Rs 750-1,000. 
 MTDC and MEHAIR are also planning to operate several other routes with no air connectivity. In fact, MTDC has already started working with the irrigation ministry to identify suitable water bodies like dams, lakes and rivers for starting seaplane services across the state. The upcoming destinations could be Lonavala, <keyword id="64488" type="PERSON" weightage="100" keywordseo="Mahabaleshwar">Mahabaleshwar</keyword>, <keyword id="46028" type="CITY" weightage="100" keywordseo="Panchgani">Panchgani</keyword>, <keyword id="143186" type="CITY" weightage="100" keywordseo="Shirdi">Shirdi</keyword>, <keyword id="2073489" type="UNKNOWN" weightage="100" keywordseo="Shani-Singnapur">Shani-Singnapur</keyword> and <keyword id="680155" type="CITY" weightage="100" keywordseo="Trimbakeshwar">Trimbakeshwar</keyword> – most of them are either popular <keyword id="476562" type="UNKNOWN" weightage="100" keywordseo="tourist-attractions">tourist attractions</keyword> or noted <keyword id="680154" type="UNKNOWN" weightage="100" keywordseo="pilgrimage-sites">pilgrimage sites</keyword>.  The Eastern Naval Command (ENC) is on high alert to render necessary humanitarian assistance, a Navy spokesperson said on Tuesday. Indian Naval ships at Visakhapatnam and Chennai are on stand-by to proceed to the most affected areas to undertake Humanitarian Aid Distress Relief (HADR), evacuation, logistic support including providing medical aid. These ships are embarked with additional divers, doctors, inflatable rubber boats and relief material that include food, tents, clothes, medicines and blankets. Naval aircraft are also on stand-by at the Naval Air Stations INS Rajali at Arakkonam, Tamil Nadu and INS Dega at Visakhapatnam, Andhra Pradesh, to undertake reconnaissance, rescue, casualty evacuation and air drop of relief material to the stranded if required, the spokesperson added. The ENC is closely monitoring the developments in the Bay of Bengal and Flag Officer Tamil Nadu and Puducherry Naval Area (FOTNA) and Naval Officers-in-Charge (Andhra Pradesh) and (Odisha) are in constant communication with respective state administrations. The memory of <a href="http://www.businessinsider.in/searchresult.cms?query=Mumbai+attacks">26/11 Mumbai attacks</a> continues to haunt us and a statement by former defence secretary might send chills again. 
 
Former defence secretary RK Mathur told a <a href="http://www.businessinsider.in/searchresult.cms?query=parliamentary+panel">parliamentary panel</a> that 26/11 Mumbai style attacks could take place again as a <a href="http://www.businessinsider.in/searchresult.cms?query=boats">boat</a> might still enter Indian waters undetected. 
 
Mathur feels a "whole lot of work" is needed to be done and that <a href="http://www.businessinsider.in/searchresult.cms?query=coast+guard">Coast Guard</a> was still a "long way off" from ensuring complete security of India's coastline. 
 In his frank testimony to <keyword id="81545" type="ORGANIZATION" weightage="100" keywordseo="public-accounts-committee">Public Accounts Committee</keyword> (PAC), Mathur expected that his response would be confined to a room, when he was asked if 26/11 Mumbai carnage would recur. But, the PAC report on the functioning of Coast Guard, which was eventually tabled in Parliament on Thursday, has quoted him verbatim. 
 
"If you ask me a very specific question that 'Can 26/11 be repeated? Can a boat gin without being detected?' Within the confine of this room, sir, my answer would still be 'yes'. We apprehend that. We have to improve," Mathur is quoted as telling the committee. It's not clear exactly when Mathur, who retired earlier this year, was testifying. 
 
Mathur did not react on his statement made public. He had told the committee that it was not about adding more <a href="http://www.businessinsider.in/searchresult.cms?query=indian+military">military assets</a> to the force, but also work towards overall improvement of capabilities. 
 
"We have to improve. We have to improve much more. Therefore, what I feel is that other than the assets, there is a whole lot of work which needs to be done by Coast Guard to be able to achieve that level. I think we are fairly long way off from that position," he is quoted as saying. 
 
Mathur was detailing problems faced in regulating and monitoring the unorganised fishing sector that has over 1.99 lakh boats, many of which are not even registered.

Former defence secretary makes shocking statement, says 26/11 Mumbai style attacks may happen again!

To enhance the infrastructure of the <keyword id="6355100" type="ORGANIZATION" weightage="80" keywordseo="Indian-Navy">Indian Navy</keyword>, the <keyword id="43909" type="ORGANIZATION" weightage="80" keywordseo="Defence-ministry">Defence Ministry</keyword> has given a Rs 468-crore order for the design and construction of a floating dock to the India’s largest infrastructure company Larsen &amp; Toubro (<keyword id="6354919" type="CITY" weightage="80" keywordseo="LT">L&amp;T</keyword>). The dock would serve as a service station for warships and <keyword id="117400" type="UNKNOWN" weightage="80" keywordseo="Submarines">submarines</keyword>. 
 "In keeping with the government's 'Make in India' thrust, complete design and engineering of the floating dock (FDN) will be under-taken at L&amp;T's <keyword id="2882114" type="UNKNOWN" weightage="80" keywordseo="Warship-Design-Centre">Warship Design Centre</keyword>. The floating dock will be capable of docking naval ships and submarines of up to 8000 T displacement with draughts up to 7 m, during day and night," MV Kotwal, president of Heavy Engineering and Member of the Board at L&amp;T, told the Economic Times. 
	 

	"The dock will conform to international norms and will incorporate fully automated Ballast Control System. The FDN will be self-sufficient, catering to the dock side services requirements of the docked and berthed warships," he added. Meanwhile, the infrastructure company is already working on other Ministry of Defence Ministry contracts for design and construction of 54 fast <keyword id="732787" type="UNKNOWN" weightage="80" keywordseo="interceptor-boats">interceptor boats</keyword> for the <keyword id="6375985" type="ORGANIZATION" weightage="80" keywordseo="Indian-Coast-Guard">Indian Coast Guard</keyword>. 
	 

	So far, the company has delivered at least 27 interceptor boats to the Indian Coast Guard. 
	 

	The floating dock contract for FDN comes to L&amp;T on the back of an order for design and construction of seven offshore patrol vessels for the Indian Coast Guard at Rs 1,432 crore.

India signs $50 million defense LoC agreement to boost maritime capabilities of Maldives

India, the US, Japan and Australia on Tuesday agreed to step up coordination in creating a free and open Indo-Pacific, amidst China''s growing assertiveness in the strategically vital region. Japanese Prime Minister Yoshihide Suga, External Affairs Minister <keyword id="491850" type="PERSON" weightage="20" keywordseo="S-Jaishankar">S Jaishankar</keyword>, US Secretary of State Mike Pompeo and Australian Foreign Minister Marise Payne affirmed strengthening of a free, open and rules-based international order, the Japanese government said in a statement issued after a meeting in Tokyo. The four major Indo-Pacific democracies, collectively known as the Quad, vowed to coordinate in ensuring peace and stability of the region, Kyodo news agency quoted the statement as saying. The in-person meeting of the foreign ministers of the ''Quad'' hosted by Japanese Foreign Minister Toshimitsu Motegi took place in the backdrop of China''s aggressive military behaviour in the Indo-Pacific, South China Sea and along the Line of Actual Control (LAC) in eastern Ladakh. Addressing the 2nd Quad ministerial meeting, Prime Minister Suga said a free and open Indo-Pacific is "widely recognised by the international community as a vision of peace and prosperity of this region," and that his government''s basic policy is to "further continue advancing our members to this end." Suga, who assumed the premiership last month, underscored the need to deepen quadrilateral ties, particularly as the novel coronavirus has spread globally. "The international community is facing multiple and various challenges. This is exactly why right now is the time that we must further deepen our coordination with as many countries as possible that share our vision," he said. In his opening remarks, Jaishankar said that as vibrant and pluralistic democracies with shared values, the four nations have collectively affirmed the importance of maintaining a free, open and inclusive Indo-Pacific. China is engaged in hotly contested territorial disputes in the South and East China Seas. Beijing has also made substantial progress in militarising its man-made islands in the past few years. Beijing claims sovereignty over all of the South China Sea. But Vietnam, Malaysia, the Philippines, Brunei and Taiwan have counterclaims. In the East China Sea, China has territorial disputes with Japan. The South China Sea and the East China Sea are stated to be rich in minerals, oil and other natural resources. They are also vital to global trade. Although the US lays no claims to the disputed waters, it has challenged China''s growing territorial claims in the South China Sea by deploying warships and fighter jets to assert freedom of navigation and overflight patrols in the strategically vital region. Meanwhile, Japan has lodged a protest against China''s creation of a digital museum laying out its claims to a group of Japan-controlled islets in the East China Sea, the government''s top spokesman said on Monday. "The Senkaku Islands have been recognised historically and under international law as an inherent part of Japan''s territory and we maintain effective control over them," Kyodo news agency quoted Chief Cabinet Secretary Katsunobu Kato as saying at a press conference. China is "not in a position" to create such a website regarding the islets, Kato said, adding that Japan has demanded through diplomatic channels that it be taken down. The dispute over ownership of the uninhabited islets, which China calls Diaoyu, has often strained Japan-China relations. China frequently sends coast guard or government ships to nearby waters in a bid to push its claims to them, the report said.
