Amid border tension at eastern Ladakh, <keyword id="9949871" type="UNKNOWN" weightage="20" keywordseo="chinese-construction-activities">Chinese construction activities</keyword> were observed near the border at Uttarakhand. "Hut-like structures on the Chinese side, very close to Tinkar-Lipu pass of Nepal, were observed," sources said on Wednesday. "It was also found that China is engaged in construction activities in Chinese side of the General Area of Jojo village, Champa Maidan. The Jojo village is approximately seven to eight kilometres from Tinkar-Lipu pass of Nepal," said sources. Indian security agencies are now keeping close watch on movements of Chinese People's Liberation Army troops near Uttarakhand borders touching Nepal. With escalation in India and China border tension, Indian intelligence had flagged earlier that the Nepal government has directed its forces to "closely monitor" the activities of <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> at Lipulekh area. Lipulekh is a tri-junction between India, Nepal and China situated atop the Kalapani Valley in Uttarakhand. Nepal government's Ministry of Home Affairs issued directions to Nepalese Armed Police Force (NAPF) to closely monitor Indian Army activities in the general area of Lipulekh. Further at Lipulekh, 44 battalion of the NAPF have been deployed. It was also found that China has increased its troop deployment at Lipulekh. China has deployed 150 Light Combined Arms Brigade. The brigade was moved in August from towards the Lipulekh tri-junction. They have reinforced troops in Pala, around 10 km from the border. It was India's road construction to the Lipulekh area at 17,000 feet that had sparked a diplomatic row between India and Nepal as Kathmandu claimed the area to be its territory. The road was aimed at shortening the travel time for pilgrims visiting the Kailash Mansarovar. Following this, Nepal brought out a new political map showing the contested area as its own. Nepal is also constructing more than 200 new border posts at Indo-Nepal border. Currently, Nepal has 130 permanent border posts. India and China are locked in a more than four-month-long standoff at multiple points, hitherto unprecedented along the border. China had changed the status quo on the Line of Actual Control at various places, moving inside Indian territories. India has objected to it and is taking up the matter with China at all levels. Chinese 'hut-like' structures spotted near Uttarakhand border

As China's commitment for disengagement at the border in Eastern Ladakh remains unsatisfactory, India has directed its armed forces to prepare for a long haul, sources said on Tuesday. The revelation came during a review meeting on Tuesday afternoon in the South Block as deliberation took place over the fifth round of Corps Commander level talks. The members of the China Study Group along with Defence Minister Rajnath Singh and External Affairs Minister S. Jaishankar met to discuss the results of dialogue during the fifth round of Corps Commander level talks. Sources said that Chinese disengagement plan at <keyword id="1255425" type="PERSON" weightage="20" keywordseo="Pangong-Lake">Pangong Lake</keyword> and Depsang remains "unsatisfactory". It was also decided that there was no question of diluting India's stand. "Future strategies for disengagement at the border to be chalked out and till then forces have been told to plan for a long haul," said a source privy to the meeting. It was also discussed that Beijing has started troop and material build-up in depth areas across the 3,488-km Line of Actual Control (LAC). The fifth round of talks took place between the 14 Corps commander Lt General Harinder Singh and South Xinjiang Military District chief Major General Liu Lin at Moldo on August 2 and it lasted for 10 hours. India found that the Chinese side has started the build-up in three sectors of the LAC -- western (Ladakh), middle (Uttarakhand, Himachal Pradesh) and eastern (Sikkim, Arunachal). Intelligence agencies also alerted that China has also mobilised soldiers near Uttarakhand's Lipulekh Pass, a tri-junction between India, Nepal and China situated atop the Kalapani Valley. India had urged China to remove forces from Pangong Lake and Gogra where disengagement has not taken place. At Pangong Lake, China has strengthened their positions between Finger-5 and 8, and India is to take up this move very strongly. The mountain spurs jutting into the lake are referred to as Fingers in military parlance. The People's Liberation Army (PLA) has refused to pull back eastwards from the 8-km stretch it has occupied from Finger-4 to Finger-8 by building scores of new fortifications there since early May. The Chinese troops are also in Depsang which continues to block Indian soldiers from going to their traditional patrolling in the region. The Depsang Plains, a table-top plateau to the north of Galwan, remains a major hotspot due to its strategic location providing access to the logistical hub and airstrip at Daulat Beg Oldie and the critical Karakoram Pass in the north. Since the PLA troops are not moving back as per consensus, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> has kicked off the massive logistical exercise for advance winter stocking with rations, specialised clothing, prefabricated shelters, Arctic tents and other equipment to maintain. India has deployed over 35,000 troops in Ladakh. China is not complying with the roadmap for a complete pullback that was drawn out during the Corps Commander level meet on July 14. Till now two rounds of deliberations have taken at Moldo (China) and two in Chushul (India). The countries are locked in a three-month-long stand-off at multiple points, hitherto unprecedented along the border. China had changed the status quo on the LAC at various places, moving inside the Indian territories. India has objected to it and is taking up the matter with China at all levels. Indian Army plans for the long haul as talks with China remain unsatisfactory

Even as India has made it clear that Chinese have not entered the Indian territory or captured any posts, on the ground in Ladakh, the veterans and porters who have stood to external aggressions in the past say if need be they are ready to fight for the country at the Line of Actual Control (LAC). In Ladakh veterans who played a pivotal role in the previous escalations with China and Pakistan are reminiscing about the times gone by. They say they may not be in service anymore but their passion to serve the country remain strong as ever. Veteran Honorary Captain Tashi Chhepal contributed in evicting the Pakistanis from the mountain peaks during the Kargil conflict. A feat that won him the Vir Chakra. He says the current stand off has stark similarities with the 1999 Kargil conflict. He is angry about the loss of 20 Indian soldiers in the Galwan valley. "During 1962 China war, we didn't have enough equipment, but we have a very advanced army," he says. "It is sad though that soldiers got killed in the Galwan Valley." He said the soldiers should have the full liberty to use arms when they come under such an aggression. "If the jawans don't use these weapons when they are getting killed, when would they?" he asked. Ladakhis have scripted stories of bravery and valour fighting as regular soldiers or as volunteers helping to move materials on the mountain tops and stand against the adversary be it the Indo-China war of 1962 or the Kargil conflict of 1999. Retired Hawaldar Tsering Angdus said he served the army for 22 years and has patrolled the Galwan Valley and other sensitive spots at the LAC in the past. He says China always had its eyes fixed on the Indian territories at the LAC but India will never allow the Chinese to infringe on its sovereignty. He says if orders come by he will fight shoulder to shoulder with the army. "I am trained in using weapons, whenever need arises I would be ready to serve my country again on the frontline," he said. The Global Times, mouthpiece of the government in Beijing, however said that the State Councillor of China in his phone call with Jaishankar, asked India to investigate the incident and punish those responsible, and restrain its military forces in the region to prevent any provocative actions. As per a statement issued by the ministry of external affairs in New Delhi, Jaishankar in his conversation with his counterpart, accused China of taking "pre-meditated and planned action that was directly responsible for the resulting violence and casualties." It reflected an intent to change the facts on ground in violation of all our agreements to not change the status quo, he said. Underlining that this "unprecedented development will have a serious impact on the bilateral relationship," he told Wang that the "need of the hour was for the Chinese side to reassess its actions and take corrective steps." Jaishankar conveyed the protest of the government, recalling that at the meeting of senior military commanders on June 6, an agreement had been reached on de-escalation and disengagement along the Line of Actual Control (LAC). "Ground commanders were meeting regularly to implement this consensus throughout the last week. While there was some progress, the Chinese side sought to erect a structure in Galwan valley on our side of the LAC," the minister said adding that this became a source of dispute. The two sides should scrupulously and sincerely implement the understanding that was reached by the senior commanders on June 6, Jaishankar told Wang adding that troops of both the countries should also abide by the bilateral agreements and protocols. "They should strictly respect and observe the line of actual control and should not take any unilateral action to alter it," Jaishankar told his counterpart. The phone call concluded with both agreeing that neither side would take any action to escalate the situation. Both agreed that both sides will "ensure peace and tranquillity as per bilateral agreements and protocols and implement the disengagement understanding of June 6 sincerely."
