For the first time in 70 years, <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> has changed its posture towards <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword>, unlike its previous defensive approach that placed a premium on fending on Chinese aggression, India is now catering military options to strike back and has reoriented its military accordingly. India has reoriented around 50,000 troops whose main focus will be the disputed border with China. Sources said that the Mathura-based 1 strike Corp, earlier tasked to cross the western borders into <keyword id="3001" type="LOCATION" weightage="20" keywordseo="Pakistan">Pakistan</keyword>, has been reoriented from its position to disputed border areas with China. In addition to this, in the Central Sector - the least disputed portion of the border running along with Himachal Pradesh, Uttarakhand to Nepal, deployment has also been strengthened with at least division level troops. A Division of the Indian Army has at least 10,000 troops. The Panagarh based Mountain Strike Corps has been assigned to the Eastern sector of the border. The XVII Mountain Strike Corps, also called the Brahmastra Corps, has been assigned to hit back along with the eastern sector when the need arises. The Mountain Strike Corps was cleared by the <keyword id="6356303" type="COMPANY" weightage="20" keywordseo="Centre">Centre</keyword> about a decade ago but it had only one Division attached to it so far. The government is taking all requisite steps for strengthening of the Mountain Strike Corps. This reorientation of the troops will lessen the soldiers dedicated solely to Pakistan but at the same time, more acclimatized troops who can shift from the northern border to the western border with Pakistan will be available to Indian military planners. This gives the Indian defence establishment a higher level of maneuverability and flexibility vis-a-vis its neighbours. The reorientation comes when China is refurbishing its existing air-fields in Tibetan Plateau that will allow twin-engines fighter aircraft to be stationed, sources said. In addition, China has also brought troops from the Tibet Military region to the <keyword id="46500" type="LOCATION" weightage="20" keywordseo="Xinjiang">Xinjiang</keyword> region -- which largely extends from Karakoram pass to down south Uttarakhand. Further, they have deployed larger numbers of long range artillery and are rapidly building infrastructure in the Tibetan Plateau. So far 11 rounds of diplomatic and military level talks have taken place to resolve the border dispute. India reorients around 50,000 troops to focus on the disputed border with China

Though the Centre has trumpeted the India-China disengagement along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) in Ladakh as a victory, Army veteran Lt. Gen. H.S. Panag called it pragmatic acceptance of weakness and Beijing's 1959 claim. In an exclusive interview with IANS, Gen. Panag claimed that the "disengagement" is happening exactly as per China's 1959 claim line because India has no military capability to alter the situation. However, he said, it is "good for the long term peace" since the disengagement in Ladakh is likely a part of the broader plan for settlement of border disputes between the two countries. The plan, he presumed, will include acceptance of McMohan Line in Northeast with some give and take between New Delhi and Beijing, as per the 1959 proposal. <div type="Article" hostid="261" msid="80831679" title="India and China begin to disengage from friction areas along the border — terms and conditions apply" mstype="2" mssubtype="0"></div> In 1959, China's then Prime Minister Zhou Enlai had proposed to the then Prime Minister Jawahar Lal Nehru that the armies of both the countries withdraw 20 kms from the McMohan Line in the East and from the line up to which each side exercised actual control in the West. Through its intrusions since May, China has already reached the 1959 claim line in Depsang and north of Pangong Tso, according to Panag. The militaries of both sides had been locked in a faceoff along the same line except Demchok, an inhabited area. The 1959 Claim Line, he said, is a marvel of cartography to protect Aksai Chin and other areas seized by China in the 1950s. "If we attempt to get back those areas, Chinese can by the configuration of the 1959 claim line, close certain areas and usurp more of our territory. For example, at the North of Pangong Tso from where all our routes go to Hot Springs and Gogla, the distance from the northern edge of the Pangong Tso to the Konkala Pass (Hot Springs and Gogla area) is 100 kms. They have taken up the area up to Finger 4. So if they come another 30 to 40 kms forward and choke us, then this 100 kms will also go." "Similarly, the way they are poised in the DBO sector, no matter how many troops you put, that area is like a piece of cake. It will fall within 48 hours. The DBO airfield is within 10 kms of the 59 claim line, which is also the LAC there in the northern part of the DBO sector." The veteran defence analyst said that in the Southern part of Ladakh, India had crossed the 59 claim line and used to patrol. "But now they have stopped us from patrolling. So they have reached the 59 claim line and we are not in a position to vacate them militarily." Panag, whose defence analyses are read widely, a few months ago had claimed that by crossing the LAC, Chinese had gained everything and India lost everything. He had also predicted that India would lose the commanding heights of the Kailash range to China. "But I have revised my assessment now to say that the disengagement is the forerunner of a macro plan which may lead to an all-encompassing agreement where we accept the 59 claim line in Ladakh with buffer zones to save face and also a demilitarised zone of 20 kms." He said it was the most pragmatic solution for India to accept the '59 Claim Line with buffer zones. "Buffer zones in the Depsang plain, Pangong will not be patrolled or occupied and no infrastructure will be developed. So to that end, nothing has changed," Lt. Gen. Panag argued. However, buffer zones will be in the lower portion, the southern half of the Depsang plain, that is about 800 sq kms where Chinese have been patrolling, 20 kms east-west depth and 30-40 kms north-south. In Pangong Tso, its about 50-60 kms. "So overall, roughly 800 to 1,000 kms will become buffer zones. Also, buffer zones may come up in other areas where there is some small dispute like in Chumar," he said. This he said would be the first part of the plan and the rest of the plan will unravel in the next couple of weeks. The second part of the agreement, he said, will include a demilitarised zone of 20 kms on either side of the new LACï¿½1959 claim line. "This is what China had offered in 1959 and they will give up the Northeast," he said. At the same time, Gen. Panag, however said that the advantage goes to China because they have better infrastructure and they can quickly enter the area. "But then we can put some troops which can preempt it. Last year, we could not preempt it but that was our lapse. We were hesitant; we did not read the Chinese right." However, domestically, he said, there is no problem, he said with an element of sarcasm. "The government has already sold the idea that nothing much has happened and Modi Ji is very popular. The neo-nationalists have gone against their own creed (territory being important to the nation) and launched propaganda that nothing has happened. It has been done through denial, opacity, bluff, bluster and obfuscation." In the present situation, it is the best bet if it leads to peace for another 30 years, Panag said, arguing that tensions flared up between the two Asian giants 27 years after the last time they came to such an agreement in 1993. "If we had the capability, China would have never done this. It happened because they knew our weakness," he said. "If we get another 30 years, then we will be in a position to create the desired military capability, build up our economy, reduce the gap, not that we can catch up with China but to the extent between the US and China. There is still a huge gap between the US and China but China is no longer a pushover for the US. What China gains out of it is that if there is no quarrel left with India, New Delhi has no reason to ally with the US to contest China." India's disengagement plan looks a lot like China's 1959 claim on the LAC, according to Indian Army veteran H.S. Panag

The soldier, a corporal, is being questioned to establish whether he was on an espionage mission. "A PLA soldier identified as Corporal Wang Ya Long was apprehended in the Demchok sector of Eastern Ladakh on October 19, 2020 after he had strayed across the LAC," Indian Army in a statement said. The Chinese People's Liberation Army (PLA) soldier told Indian agencies that he had crossed the disputed border to retrieve a yak that had strayed into Indian territory. The force said that the PLA soldier has been provided medical assistance including oxygen, food and warm clothes to protect him from the vagaries of extreme altitude and harsh climatic conditions. "A request has also been received from the PLA about the whereabouts of the missing soldier," the Indian Army said. India and China have amassed thousands of soldiers, tanks and missiles in the worst ever border crisis in four decades. Multiple rounds of talks between senior military commanders and diplomats and ministers have failed to resolve the crisis. The seventh round of India and China military talks to resolve border disputes in Eastern Ladakh have ended in a deadlock. The de-escalation of forces at the Line of Actual Control (LAC) during winter is highly unlikely and both the countries have to provide huge logistics. <div type="Article" hostid="261" msid="78632960" title="Chinese PLA is reportedly rotating troops despite India's insistence on disengagement from friction points along the border" mstype="2" mssubtype="0"></div> The military commander-level meeting between India and China took place for around 11 hours at Chushul on Sunday. The Indian Army has issued a statement saying the two sides had a sincere, in-depth and constructive exchange of views on disengagement along the LAC in the western sector of India-China border areas. "They were of the view that these discussions were positive, constructive and had enhanced understanding of each other's positions," the Indian Army said. The force also said that both sides agreed to maintain dialogue and communication through military and diplomatic channels, and arrive at a mutually acceptable solution for disengagement as early as possible. Dominance at these 13 peaks now allows India to dominate the Spangur Gap under Chinese control and also the Moldo garrison on the Chinese side. PLA troops are adamant to resolve the situation first on the southern bank where Indian troops are in a position of strength tactically, but India wants a roadmap for de-escalation across Ladakh. India had strongly asserted that the LAC should be drawn out. India and China are engaged in a six-month-long standoff along the LAC. India-China remain in deadlock over border dispute even after seventh round of military talks

India on Monday insisted on restoration of status quo ante of April and comprehensive disengagement of troops by China from all the friction points in eastern Ladakh to resolve the border standoff, government sources said, as the two countries held a seventh round of military talks. The Corps commander-level talks began at around 12 noon in Chushul on the Indian side of the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) in eastern Ladakh and continued beyond 8:30 PM, they said. As the border standoff entered the sixth month, an early resolution to the row appeared dim with close to 100,000 Indian and Chinese troops remaining deployed in the high-altitude region and showing readiness for a long-haul. There is no official word on the talks yet but sources said the agenda was to finalise a roadmap for disengagement of troops from all the friction points. The Indian delegation is led by Lt Gen Harinder Singh, the commander of the Leh-based 14 Corps, and includes Naveen Srivastava, Joint Secretary (East Asia) in the Ministry of External Affairs(MEA). It is learnt an official of the Chinese foreign ministry is also part of the Chinese delegation. The sources said India pressed for an early and complete disengagement of troops by China from all the friction points besides demanding immediate restoration of status quo ante in all areas of eastern Ladakh prior to April. The standoff began on May 5. The China Study Group (CSG) comprising Defence Minister Rajnath Singh, External Affairs Minister S Jaishankar, National Security Advisor Ajit Doval, Chief of Defence Staff Gen Bipin Rawat and the three service chiefs on Friday finalised India's strategy for the military talks. The CSG is India's key policy making body on China. Ahead of the talks, sources said India will also strongly oppose any demand by China for withdrawal of Indian troops from several strategic heights on the southern bank of the Pangong lake to kick-start the disengagement process. During the sixth round of Corps commander talks on September 21, the Chinese People's Liberation Army(PLA) insisted on withdrawal of troops by the Indian Army from several strategic heights in Mukhpari, Rezang La and Magar hill areas around the southern bank of Pangong lake. Indian troops had occupied the strategic heights after the PLA soldiers attempted to intimidate them in the southern bank of Pangong lake on the intervening night of August 29 and 30. India has been maintaining that the disengagement process has to start simultaneously at all the friction points. At the talks, the two sides were expected to further explore steps to maintain stability on the ground and avoid any action that may trigger fresh tension in the region where troops from the Indian army and the PLA will be facing difficult conditions in the next four months due to harsh winter, the sources said. Following the sixth round of military talks, the two sides announced a slew of decisions including not to send more troops to the frontline, refrain from unilaterally changing the situation on the ground and avoid taking any actions that may further complicate matters. The military talks were held with a specific agenda of exploring ways to implement a five-point agreement reached between Jaishankar and his Chinese counterpart Wang Yi at a meeting in Moscow on September 10 on the sidelines of a Shanghai Cooperation Organisation(SCO) conclave. The pact included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the LAC. Days after the military talks, the two sides held diplomatic parleys under the framework of the Working Mechanism for Consultation and Coordination (WMCC) on border affairs, but no concrete outcome emerged from the negotiations on September 30. After the diplomatic talks, the MEA said it was agreed that the next round of the meeting of senior commanders should be held at an early date so that both sides can work towards an early and complete disengagement of the troops along the LAC in accordance with the existing bilateral agreement and protocols. Naveen Srivastava, who has been leading the Indian side at the WMCC talks, also attended the military parleys on September 21 for the first time. It is Lt Gen Singh's last round of talks with the PLA in the current standoff as he is due to take charge as head of the prestigious Indian Military Academy(IMA) this week. His successor at the 14 Corps Lt Gen PGK Menon is also part of the Indian delegation. At the previous six rounds of military talks, the Indian side insisted on complete disengagement of Chinese troops at the earliest, and immediate restoration of status quo ante in all areas of eastern Ladakh prior to April. The situation in eastern Ladakh deteriorated following at least three attempts by the Chinese soldiers to "intimidate" Indian troops along the northern and southern bank of Pangong lake area between August 29 and September 8 where even shots were fired in the air for the first time at the LAC in 45 years. As tensions escalated further, the foreign ministers of India and China held talks in Moscow on September 10 where they reached a five-point agreement to defuse the situation in eastern Ladakh. The agreement was the basis for the sixth round of Corps commander-level talks. In the last three months, the Indian Army rushed tanks, heavy weaponry, ammunition, fuel, food and essential winter supplies to various treacherous and high-altitude areas of the region to maintain combat readiness through the harsh winter of around four months starting around mid-October. India insists China disengages from all friction points along LAC at 7th round of military talks

After Pakistan, China is also creating a dispute at the border with India as if it was part of a "mission", Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> said on Monday, as Indian and Chinese troops remain locked in a standoff in eastern Ladakh for over five months. The defence minister, speaking at an online event after inaugurating 44 bridges, said India is not only facing the situations along the frontiers resolutely, but it is also bringing in major development including in border areas. "You are well aware of the conditions created along our northern and eastern borders. First it was Pakistan, and now also by China, as if a border dispute is being created under a mission. We have a border of about 7,000 km with these countries where the tension continues," Singh said. The defence minister was speaking after inaugurating the bridges built in strategically key areas of Ladakh, Arunachal Pradesh, Sikkim, Himachal Pradesh, Uttarakhand, Punjab and Jammu and Kashmir. A majority of these bridges are expected to significantly improve movement of troops in areas along the border with China in Ladakh, Sikkim and Arunachal Pradesh sectors, officials said. Both India and China held a series of diplomatic and military talks to resolve the border standoff. However, no breakthrough has been achieved to defuse the situation. Singh said in the challenging times of COVID-19 and despite the border tensions and disputes caused by Pakistan and China, the country was not only resolutely facing them but also bringing about historical changes in all sectors of development. The defence minister also laid the foundation stone for Nechiphu Tunnel in Arunachal Pradesh. This 450 metre-long tunnel would ensure all-weather connectivity across Nechiphu pass. The bridges inaugurated by Singh included 10 in Jammu and Kashmir, eight in Ladakh, two in Himachal Pradesh, four each in Punjab and Sikkim and eight each in Uttarakhand and Arunachal Pradesh. In his address, Singh complimented the Border Roads Organisation (BRO) for their achievements in improving infrastructure in border areas and said that dedication of 44 bridges in one go in itself was a record. He said the annual budget of BRO that varied from Rs 3,300 crore to Rs 4,600 crore in years between 2008 and 2016, saw a substantial rise and is pegged at over Rs 11,000 crore in 2020-21. "There was no reduction of this budget despite COVID-19," he said Singh said construction of the bridges will benefit both the civilian population as well as the military in the areas. "Our armed forces personnel are deployed in large numbers in areas where transport is not available throughout the year," he said, noting improvement in border infrastructure will significantly help armed forces. "These roads are not only for strategic needs, but they also reflect equal participation of all stakeholders in the development of the nation," Singh said. The defence minister praised the Border Roads Organisation (BRO) for working tirelessly even during the coronavirus-triggered lockdown period. The defence ministry said despite unprecedented snowfall breaking a 60-year record, all strategic passes and roads were cleared for traffic about one month before their average yearly opening dates. "I am happy to know that over 2,200 kilometers of roads have been cut by the BRO during the last two years, using the latest technologies, and state-of-the-art equipment. Also, surfacing was carried out on about 4200 kms of roads," he added. Amid the border standoff with China, India is expediting work on several key projects including on a strategic road linking Darcha in Himachal Pradesh with Ladakh that will criss-cross a number of high-altitude snow-bound passes. The nearly 290-km-long road will be crucial for the movement of troops and heavy weaponry into the frontier bases of the Ladakh region and will provide a crucial link to the Kargil region. India-China border dispute created as if part of a 'mission', says Indian Defence Minister

Asserting that it is fully prepared to fight a full-fledged war even in winters in eastern Ladakh, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> on Wednesday said if China created conditions for war, they will face a better trained, better prepared, fully rested and psychologically hardened Indian troops. In a statement, it said compared to physically and psychologically battle-hardened Indian troops, Chinese troops mostly are from urban areas and not used to hardships or prolonged deployment under field conditions. "This can best be attributed to ignorance. Indian Army is fully prepared and more than capable of fighting a full-fledged war even in winters in eastern Ladakh," a Northern Command spokesperson said here. "India is a peace-loving country and wishes to have good relations with its neighbours. India always prefers to resolve issues through dialogue. While talks are in progress to resolve the border issues with China in eastern Ladakh, at the military level it is well prepared for the prolonged stand-off," he said. He said altitudes in Ladakh range from "high to super-high altitude" and there is a lot of snowfall - up to 40 feet after November. "Coupled with this, the temperature dipping down to minus 30 to 40 degree Celsius is a usual phenomenon. Wind chill factor makes matters even worse for the troops. The roads also get closed due to the snow. But despite all this, the most encouraging part for India is that the Indian soldiers have a huge experience of winter warfare and are psychologically tuned to operate at short notice," the spokesperson said. While these facts are known to the world, he said, adding the operational logistics capabilities, however, are hardly known. "Logistic capability relates to mobility, habitat and billeting, quality services for health, special rations, repair and recovery, heating systems, high-quality weapons, ammunition, quality clothing, and so on. While much of these capabilities existed earlier and troops could simply plug and play, a lot has also been boosted since May this year when China showed first signs of aggression," he said. The spokesperson said it is important to understand that the Army has the experience of Siachen, the highest battleground in the world, where conditions are much more demanding than the frontiers with China. "Traditionally there were two routes for moving into Ladakh, that is through Zojila (Srinagar-Leh Highway) and Rohtang Passes (Manali-Leh). Recently India commissioned a third road from Darcha to Leh which is much shorter distance-wise and less prone to closure," he said. The spokesperson said completion of Atal tunnel on the Rohtang route has force multiplied the logistic capacities. "In addition, we have a large number of airbases with the help of which we can maintain the Army well. Modern snow clearing equipment has also been placed on these routes to keep them open beyond November, thus giving us more time for daily maintenance of the troops," he said. The spokesperson said special fuel and lubricants for tanks and armoured personnel carriers have also been stocked adequately, including spares for their maintenance. "Water points and tube wells have been established for the troops and animals like mules and yaks. The living barracks have also been prepared which are comfortable and warm," he said. He said facilities such as the central heating system are some of the high points of these facilities. "Ammunition of various types including small arms, missiles and tank and artillery ammunition have also been adequately stocked. The medical system is also in place for any eventuality." The spokesperson said "China's concept has always been to win the wars without fighting, hence if they create conditions for war, they will come across better trained, better prepared, fully rested and psychologically hardened Indian troops. "These worries have been percolating in the minds of Chinese troops and are visible in Chinese media," he said. Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> on Wednesday arrived here on a three-day visit to Russia to attend a crucial meeting of the Shanghai Cooperation Organisation (SCO) and hold talks with his Russian counterpart Sergey Shoigu on further boosting bilateral defence cooperation. The defence ministers of all eight SCO member nations are expected to deliberate on regional security challenges like terrorism and extremism and ways to deal with them collectively here on Friday, officials said. "Raksha Mantri Shri @rajnathsingh reached Moscow on a three day visit to Russia. He was received by Major General Bukhteev Yury Nikolaevich at the airport," the Indian embassy tweeted. The meeting is taking place under the shadow of a fierce border row between India and China, both members of the influential bloc. "Reached Moscow this evening. Looking forward to my bilateral meeting with the Russian Counterpart General Sergey Shoygu tomorrow," Defence Minister Singh tweeted. The SCO comprises eight member states -- India, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan. Chinese Defence Minister Gen Wei Fenghe and Pakistan's Pervez Khattak are expected to attend the SCO meeting. Asked about the possibility of a bilateral meeting between Singh and Wei on the sidelines of the SCO event, officials said there is no such plan. Before departure, Singh in a tweet said that issues of mutual interest will figure in his talks with Shoigu. "India and Russia are privileged Strategic Partners. Looking forward to further this partnership during my visit," he said. In his meeting with Shoigu, Singh will press for expediting supply of a number of weapons systems, ammunition and spares to India by Russia under contracts which were concluded earlier, officials said. In the talks, both sides are expected to officially finalise a long-pending proposal to produce AK 203 rifles in India. The officials said Singh is also likely to request the Russian side to ensure the timely delivery of the S-400 missile defence systems to India. The delivery of the first batch of S-400 surface-to-air missile systems to India is scheduled by the end of 2021. It is Singh's second visit to Moscow since June. He had represented India at the Victory Day Parade in Moscow on June 24 that commemorated the 75th anniversary of the Soviet victory over Nazi Germany in the Second World War. The SCO, seen as a counterweight to NATO, has emerged as one of the largest transregional international organisations which accounts for almost 44 per cent of the world population stretching from the Arctic Ocean to the Indian Ocean and from the Pacific Ocean to the Baltic Sea. The aim of the SCO is to maintain peace, stability and security of the region. India became a member of the SCO in 2017.
