All the migrants that Reuters spoke to said that social media had helped them to plan their journey.It's not just China. US President <keyword id="99719" type="PERSON" weightage="20" keywordseo="Joe-Biden">Joe Biden</keyword>'s administration has announced it is cancelling a proposal by his predecessor <keyword id="6354484" type="PERSON" weightage="20" keywordseo="Donald-Trump">Donald Trump</keyword> to limit student visas to a four-year term for scholars from <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword> and most other countries. The <keyword id="134917" type="ORGANIZATION" weightage="20" keywordseo="department-of-homeland-security">Department of Homeland Security</keyword> (<keyword id="57003" type="ORGANIZATION" weightage="20" keywordseo="DHS">DHS</keyword>) published the decision on Tuesday and said that it would also drop the proposed limits on visa for journalists. The DHS said that it had received about 32,000 public comments, of which 99 per cent were critical of the proposal made by the Trump administration last September and, therefore, it was withdrawing the proposed changes. It said that it "is concerned that the changes proposed unnecessarily impede access to immigration benefits." By keeping the current visa regulations, students on F and J visas would be able to keep their visas in the US as long as they are continuing their studies and journalists on I visas while keeping their jobs. If the changes had gone through, they would have had to apply to the <keyword id="11600526" type="UNKNOWN" weightage="20" keywordseo="citizenship-and-immigration-service">Citizenship and Immigration Service</keyword> for extensions or leave the country and apply to the <keyword id="1811553" type="ORGANIZATION" weightage="20" keywordseo="Customs-and-Border-Protection">Customs and Border Protection</keyword> agency for readmission. The Trump administration proposal would have further reduced the limits on student visas to two years for certain countries a large number of whose citizens were overstaying their visas. The DHS reported that those opposing the time limit said "would significantly burden the foreign students, exchange scholars, (and) foreign media representatives" and "impose exorbitant costs." "Higher education groups were alarmed by the plan to change the policy, which, they argued, would create uncertainty and confusion for students who would have to navigate a burdensome and costly new reapplication process in order to continue their studies in the US," Inside Higher Education reported. The businesses that wrote in against the proposal said that "many noncitizens may not be able to apply for an extension of stay or have it approved in a timely fashion, thereby delaying the possible start dates of employees and/or cause them to lose potential job candidates," the DHS added. The DHS, however, said that it still supports the goal of the proposal, which was "to protect the integrity of programmes that admit nonimmigrants in the F, J, and I" visa categories and would analyse it while ensuring that it conformed to Biden's executive order issued in February on "restoring faith in our legal immigration systems." Typically, students in PhD or research programmes or pursuing other advanced degrees require more than four years. Students transitioning to practical training programmes could also be affected, impacting businesses that rely on foreign students to power their development. Joe Biden cancels Donald Trump's proposal to limit foreign student visas to four-year term

<ul><li>India will be launching its earth imaging satellite, Cartosat-3, tomorrow morning from the Satish Dhawan Space Centre in Sriharikota.</li><li>The launch will include 13 other nanosatellites from the US aboard the PSLV XL rocket.</li><li>The Cartosat-3 satellite is an upgrade to India’s Cartosat-2 ‘eye in the sky’ satellites.</li></ul>India is all set to launch its third generation ‘eye in the sky’ Cartosat-3, from the Satish Dhawan Space Center in Sriharikota tomorrow. The Indian Space Research Organisation (<a href="https://www.isro.gov.in/pslv-c47-cartosat-3-mission/launch-kit-glance">ISRO</a>) will be using its trusted workhorse, the PSLV XL rocket, to place the satellite in Low Earth Orbit (LEO). Deemed PSLV-C47, it will be the PSLV’s 49th flight and the XL variant’s 21st launch. According to the agency, the satellite’s main use will be addressing the demands of urban planning, rural resources, coastal land use and monitoring land cover. Since the <keyword id="3703841" type="PERSON" weightage="20" keywordseo="Cartosat-satellites">Cartosat satellites</keyword> are capable of providing high resolution pictures, they serve a dual purpose. They can also be used to defend India’s borders. Upgraded surveillance In September 2016, the <a href="https://www.businessinsider.in/ISRO-to-launch-12-18-satellites-per-year/articleshow/52867943.cms">Cartosat-2C</a> helped Indian Army soldiers conduct <a href="https://timesofindia.indiatimes.com/india/Surgical-Strikes-First-major-use-of-Cartosat-images-for-Army/articleshow/54596113.cms">surgical strikes</a> along the line of control (LoC) by <a href="https://asiancorrespondent.com/2016/09/reports-india-used-eye-sky-destroy-terror-targets-pakistan/">providing</a> ‘Area of Interest’ (AOI) based images. That satellite could provide images that were 0.65 meters in resolution. The Cartosat-3 satellite, on the other hand, is supposed to be even more accurate with a resolution of 0.25 meters. It will also have adaptive optics, acousto optical devices, in-orbit focusing using micro electro mechanical systems (MEMS) and large area-light weight mirrors. ISRO expects Cartosat-3 to orbit the Earth for the next five years from 509 kilometers in space. Here’s what’s special about India’s Cartosat-3 launch tomorrow

<ul><li>India’s largest surveillance satellite so far, the Radar Satellite (<keyword id="997923" type="ORGANIZATION" weightage="20" keywordseo="RISAT">RISAT</keyword>) 2BR1, is set to launch on May 22. </li><li>It is the third in India’s RISAT series of launches. </li><li>This will mean increased vigilance along India’s China and Pakistan borders. </li></ul>India is upgrading its spy satellite system by launching <a href="https://timesofindia.indiatimes.com/india/india-to-get-another-eye-in-the-sky-on-may-22/articleshow/69192628.cms">another</a> ‘eye in the sky’ on May 22. The South Asian country’s new addition will be able to pierce through clouds, and capture ‘the real picture’ of its borders, amidst intensifying geopolitical tensions. The Radar Satellite (RISAT) 2BR1 is the latest addition to the RISAT series of India’s defensive satellites. This is an upgrade over its predecessors and adds to India’s surveillance capabilities. On one side, India will be able to monitor the Indian Ocean for Chinese naval ships more efficiently and, on the other, keep an eye on the Arabian Sea for Pakistani warships. Even Pakistan-occupied Kashmir and the Line of Control (LoC) that runs between Pakistan and India will be under surveillance — day and night. RISAT 2BR1 is first of the five planned military satellites that Indian <keyword id="41531" type="COMPANY" weightage="20" keywordseo="space">Space</keyword> Research Organisation (<keyword id="6358064" type="UNKNOWN" weightage="20" keywordseo="isro">ISRO</keyword>) has planned for 2019. This is an impressive record for ISRO, which launches one or two military satellites a year. Piercing the Clouds RISAT 1 and RISAT 2 are strong surveillance satellites in their own right. But RISAT 2BR1’s X Band synthetic aperture radar (SAR) can pierce through the clouds, and has a resolution of up to one meter. Increased resolution means, it can decipher between different objects on the ground provided they’re at least a meter apart. RISAT 2, launched in 2009, was India’s first reconnaissance satellite, also known as spy or intelligence satellites. The original X Band SAR on board was a military grade sensor radar from Israel Aerospace Industries (IAI). It was actually launched before RISAT 1, <a href="https://www.isro.gov.in/Spacecraft/risat-1">officially</a> an agricultural satellite, in lieu of the 2009 Mumbai terror attacks which called for increased vigilance along the borders. Striking resolution Images from RISAT 2 are known to have played a role in <a href="https://m.economictimes.com/news/science/indias-eyes-in-the-skies-gave-images-for-surgical-strikes/articleshow/54598628.cms">conducting</a> the surgical strikes along India’s LoC in 2016, as well as the 2019 Balakot <a href="https://www.thehindu.com/news/national/air-strikes-hit-balakot-in-pakistan-initial-assessment-100-hit-sources/article26373318.ece">airstrike</a>. The indigenously manufactured X Band SAR on RISAT 2BR1 uses the motion of the radar’s antenna to scan over the area where the target is assigned. So, rather than use conventional beam scanning to capture an image, X Band SAR uses radar pulse calculations to create a spatial resolution. Larger the aperture, or longer that radar pulses take to return, the higher the image resolution. The RISAT 2BR1 will launch from Sriharikota in Andhra Pradesh abroad one of the variants of the Polar Satellite Launch Vehicle (PSLV).

India’s largest ever ‘eye in the sky’ will take on its neighbours

Though the Centre has trumpeted the India-China disengagement along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) in Ladakh as a victory, Army veteran Lt. Gen. H.S. Panag called it pragmatic acceptance of weakness and Beijing's 1959 claim. In an exclusive interview with IANS, Gen. Panag claimed that the "disengagement" is happening exactly as per China's 1959 claim line because India has no military capability to alter the situation. However, he said, it is "good for the long term peace" since the disengagement in Ladakh is likely a part of the broader plan for settlement of border disputes between the two countries. The plan, he presumed, will include acceptance of McMohan Line in Northeast with some give and take between New Delhi and Beijing, as per the 1959 proposal. <div type="Article" hostid="261" msid="80831679" title="India and China begin to disengage from friction areas along the border — terms and conditions apply" mstype="2" mssubtype="0"></div> In 1959, China's then Prime Minister Zhou Enlai had proposed to the then Prime Minister Jawahar Lal Nehru that the armies of both the countries withdraw 20 kms from the McMohan Line in the East and from the line up to which each side exercised actual control in the West. Through its intrusions since May, China has already reached the 1959 claim line in Depsang and north of Pangong Tso, according to Panag. The militaries of both sides had been locked in a faceoff along the same line except Demchok, an inhabited area. The 1959 Claim Line, he said, is a marvel of cartography to protect Aksai Chin and other areas seized by China in the 1950s. "If we attempt to get back those areas, Chinese can by the configuration of the 1959 claim line, close certain areas and usurp more of our territory. For example, at the North of Pangong Tso from where all our routes go to Hot Springs and Gogla, the distance from the northern edge of the Pangong Tso to the Konkala Pass (Hot Springs and Gogla area) is 100 kms. They have taken up the area up to Finger 4. So if they come another 30 to 40 kms forward and choke us, then this 100 kms will also go." "Similarly, the way they are poised in the DBO sector, no matter how many troops you put, that area is like a piece of cake. It will fall within 48 hours. The DBO airfield is within 10 kms of the 59 claim line, which is also the LAC there in the northern part of the DBO sector." The veteran defence analyst said that in the Southern part of Ladakh, India had crossed the 59 claim line and used to patrol. "But now they have stopped us from patrolling. So they have reached the 59 claim line and we are not in a position to vacate them militarily." Panag, whose defence analyses are read widely, a few months ago had claimed that by crossing the LAC, Chinese had gained everything and India lost everything. He had also predicted that India would lose the commanding heights of the Kailash range to China. "But I have revised my assessment now to say that the disengagement is the forerunner of a macro plan which may lead to an all-encompassing agreement where we accept the 59 claim line in Ladakh with buffer zones to save face and also a demilitarised zone of 20 kms." He said it was the most pragmatic solution for India to accept the '59 Claim Line with buffer zones. "Buffer zones in the Depsang plain, Pangong will not be patrolled or occupied and no infrastructure will be developed. So to that end, nothing has changed," Lt. Gen. Panag argued. However, buffer zones will be in the lower portion, the southern half of the Depsang plain, that is about 800 sq kms where Chinese have been patrolling, 20 kms east-west depth and 30-40 kms north-south. In Pangong Tso, its about 50-60 kms. "So overall, roughly 800 to 1,000 kms will become buffer zones. Also, buffer zones may come up in other areas where there is some small dispute like in Chumar," he said. This he said would be the first part of the plan and the rest of the plan will unravel in the next couple of weeks. The second part of the agreement, he said, will include a demilitarised zone of 20 kms on either side of the new LACï¿½1959 claim line. "This is what China had offered in 1959 and they will give up the Northeast," he said. At the same time, Gen. Panag, however said that the advantage goes to China because they have better infrastructure and they can quickly enter the area. "But then we can put some troops which can preempt it. Last year, we could not preempt it but that was our lapse. We were hesitant; we did not read the Chinese right." However, domestically, he said, there is no problem, he said with an element of sarcasm. "The government has already sold the idea that nothing much has happened and Modi Ji is very popular. The neo-nationalists have gone against their own creed (territory being important to the nation) and launched propaganda that nothing has happened. It has been done through denial, opacity, bluff, bluster and obfuscation." In the present situation, it is the best bet if it leads to peace for another 30 years, Panag said, arguing that tensions flared up between the two Asian giants 27 years after the last time they came to such an agreement in 1993. "If we had the capability, China would have never done this. It happened because they knew our weakness," he said. "If we get another 30 years, then we will be in a position to create the desired military capability, build up our economy, reduce the gap, not that we can catch up with China but to the extent between the US and China. There is still a huge gap between the US and China but China is no longer a pushover for the US. What China gains out of it is that if there is no quarrel left with India, New Delhi has no reason to ally with the US to contest China." In fact, the same strategy is used along the Israel-Palestine border and the US-Mexico border.

 The 61-km stretch of the India-Bangladesh border in the Dhubri, Assam district in eastern India will now be under the watch of India’s Comprehensive Integrated Border Management System (CIBMS) — a project that uses high-tech solutions to guard terrain and riverine borders round the clock. So, it should also be pointed out that CIBMS is more than a ‘smart fence’. A smart fence is essentially a barbed fence with electronic systems to help detect movement. But, the CIBMS isn’t a physical fence at all — it’s only sensors that can detect movement in water, land or air. The issue with Assam’s Dhubri region is that its a riverine — the longest riverine border in the country mostly made up of the Brahmaputra river but also a little bit of the Gadadhar river — so putting up a fence isn’t exactly an option. Currently, they’re only using reconnaissance boats in the area to protect the border. Hence ,the CIBMS solution. Possible speedbumps There are two issues with employing a project like the CIBMS. One, is the <a href="http://tenders.gov.in/viewtenddoc.asp?tid=del816186&amp;wno=1&amp;td=TD">dependency</a> on vendors. Whenever private vendors get involved in a project, transparency is key. But, with the CIBMS project there’s a lack of clarity as to how vendors are supplying the technology. TATA Power SED, on of the vendors, <a href="https://economictimes.indiatimes.com/news/defence/can-cibms-alone-secure-the-indias-borders/articleshow/65722529.cms">states</a> that the technology for the CIBMS falls under the ‘Make in India’ program. And, the second major issue is the <a href="https://www.ciponline.org/images/uploads/1004_TBP.pdf">upskilling</a> of officers to actually run the system efficiently. Border guard forces are only posted to one location temporarily. So even if private firms are coming in to train the personel when the technology is deployed, the training won’t be useful when the existing officers get transferred and new ones come in. There’s also India’s <a href="http://www.indiandefencereview.com/spotlights/challenges-to-securing-indias-borders/">problems</a> with maintaining and operating the existing equipment that’s in place. Their optimum use has been hindered by the lack of infrastructure to support more complicated and energy consuming surveillance systems. There have been questions around the challenges facing power back-up of gensets and three-phase power supply. But, the upside is, the purpose of CIBMS is to eventually replace manual surveillance of international borders by electronic surveillance. This is the third CIBMS project to be inaugurated in India. Two similar projects were launched along the India-Pakistan border. It will take time to seal the entire border, but this project should help the <keyword id="166231" type="ORGANIZATION" weightage="20" keywordseo="Border-Security">Border Security</keyword> Force (BSF) deal with cross-border crimes and other illegal activities.
