The inauguration of rail and power sector projects between India and Bangladesh lay focus on strengthened ties and partnership between the two countries. "The joint inauguration of these important projects manifests the firm friendship and collaboration between our two friendly countries. I would like to thank PM Modi for the warm hospitality during my visit in September 2023 to attend the G20 Summit," the Bangladesh Prime Minister said "I express my gratitude for your commitment to strengthening the bonds of friendship between our two countries, Sheikh Hasina said. The Akhaura-Agartala Cross-Border Rail Link project has been executed under a Government of India grant assistance of Rs 392.52 crore extended to Bangladesh. The length of the rail link is 12.24 km with a 6.78 km Dual Gauge rail line in Bangladesh and 5.46 km in Tripura. The Khulna-Mongla Port Rail Line Project has been implemented under the Government of India's concessional Line of Credit with a total project cost of USD 388.92 million. The project entails the construction of approximately 65 km of broad gauge rail route between Mongla Port and the existing rail network in Khulna. With this, Mongla, the second largest port of Bangladesh, gets connected with the broad-gauge railway network. The Maitree Super Thermal Power Project, under an Indian Concessional Financing Scheme loan of 1.6 billion US dollars, is a 1320 MW Super Thermal Power Plant located in Rampal in Khulna Division of Bangladesh. The project has been implemented by the Bangladesh-India Friendship Power Company Limited which is a 50:50 Joint Venture company between India's NTPC Ltd and Bangladesh Power Development Board. These projects will strengthen connectivity and energy security in the region. During the inauguration ceremony, Sheikh Hasina also extended greetings to Prime Minister Modi and the people of India in advance of Diwali. "I would conclude her by conveying warm greetings in advance for the upcoming Diwali. I wish Your Excellency PM Modi and the people of India a very Happy Diwali," the Bangladesh Prime Minister said. Over the last decade, the Bangladesh-India Friendship Dialogue has served as a critical platform for strengthening bilateral relations between the two nations. Earlier this March, Prime Minister Narendra Modi and Bangladesh Prime Minister Sheikh Hasina inaugurated the India-Bangladesh Friendship Pipeline, a cross-border energy pipeline, built at an estimated cost of Rs 377 crore, of which the Bangladesh portion of the pipeline was built at a cost of approx. Rs 285 crore, which has been borne by the Government of India under grant assistance, read Prime Minister's Office press release. The Pipeline has the capacity to transport 1 Million Metric Ton Per Annum (MMTPA) of High-Speed Diesel (HSD). It will supply High-Speed Diesel initially to seven districts in northern Bangladesh. The operation of India- Bangladesh Friendship Pipeline will put in place a sustainable, reliable, cost-effective and environment-friendly mode of transporting HSD from India to Bangladesh. Moreover, in September, the 15th Meeting of the Joint Working Group on Trade (JWG) between India and Bangladesh was held in Dhaka, Bangladesh, where the two nations discussed various bilateral issues, including removal of port restrictions, the groundwork for the commencement of the Comprehensive Economic Partnership Agreement (CEPA). The meeting was co-chaired by the Joint Secretary, Department of Commerce, Ministry of Commerce and Industry, Government of India, Vipul Bansal and Additional Secretary, Ministry of Commerce, Government of Bangladesh, Noor Md. Mahbubul Haq. The Joint Working Group on Trade (JWG) Meetings between India and Bangladesh are held annually to discuss key trade-related issues and "explore opportunities for economic and technical collaboration, promotion, facilitation, expansion and diversification of trade between the two countries on the basis of equality and mutual benefit." Moreover, these meetings play a crucial role in quickly resolving bilateral issues by removing trade barriers, simplifying customs procedures, improvement of infrastructure, logistics, and transit facilities to facilitate smoother cross-border trade.

The system uses the "self-sovereign identity" model based on Decentralised Identity (DID) technology, which gives people more control over their personal information and who can access it. Jigme Tenzing, acting secretary for GovTech Bhutan, was quoted by The Bhutan Live as saying, "We are honoured and privileged to have His Royal Highness as the first digital citizen of Bhutan. The launch of Bhutan's National Digital Identity based on the Self-Sovereign Identity model, is a major step forward in transforming the way services are delivered in both the public and private sectors. Bhutan's Prince Jigme Wangchuck becomes country's first digital citizen with a mobile wallet

<keyword id="6354759" type="General" weightage="20" keywordseo="bangladesh" source="Orion">Bangladesh</keyword> will soon import defence related items from India under the USD 500 million Line of Credit provided by New Delhi as several identified equipment are being fast tracked, according to Foreign Secretary <keyword id="635703" type="General" weightage="20" keywordseo="harsh-vardhan-shringla" source="Orion">Harsh Vardhan Shringla</keyword>. His remarks came after President Ram Nath Kovind, who is here on his maiden state visit at the invitation of his counterpart M Abdul Hamid to attend the golden jubilee celebrations of Bangladesh's independence from Pakistan in 1971, held delegation-level talks with the country's top leadership on Wednesday. Prime Minister Sheikh Hasina called on President Kovind and the two leaders discussed several issues of mutual interest and bilateral cooperation. They reviewed the progress in the multifaceted and comprehensive bilateral ties. Addressing a press briefing here on Wednesday night, Shringla said, "As far as we are concerned, India and Bangladesh are bound by ties of history, language, spirituality and culture." He said that the defence issue was discussed during President Kovind's talks with Bangladesh's top leadership. “I think the issue of imports of defence related items by Bangladesh, you are aware that we have signed, we have extended the line of credit for defence items for USD 500 million. Under this line of credit, several items have been identified and being fast tracked. They're in fairly advanced stages of being processed… we will see certain defence items exports from India coming to Bangladesh and this is something that we would like to see,” the foreign secretary said. Sringla said that “essentially the entire gamut of cooperation, whether it is training, exchanges, joint manufacturing in the defence sector, this is something that we would like to see enhanced”. In 2019, India provided USD 500 million Line of Credit to Bangladesh for defence-related procurement in the neighbouring country. Export Import Bank of India (Exim Bank) entered into an agreement on April 11 with Bangladesh's Armed Forces Division for making available to the latter a Government of India-supported LoC of USD 500 million. The LoC is for the purpose of financing defence-related procurement in Bangladesh. In April 2017 during Prime Minister Hasina's visit to New Delhi, India committed USD 500 million LoC for Bangladesh's defence. President Kovind on Wednesday assured the top leadership here that Bangladesh has a "special place" in India's 'Neighbourhood First' policy and underlined that the bilateral relationship based on sovereignty, equality, trust and understanding is mature enough to handle the "most complex of problems". Bangladesh to import defence items from India under $500-million LoC

Both of these decisions were made in June 2018, prior to the commencement of the ICC World Test Championship," said a statement from ICC. The ICC added that the reserve day has been kept only in the event of lost time and not to get a result. "The Reserve Day has been scheduled to ensure five full days of play, and it will only be used if lost playing time cannot be recovered through the normal provisions of making up lost time each day. There will be no additional day's play if a positive result is not achieved after five full days of play and the match will be declared a draw in such a scenario," the statement added. World Test Championship final to have a reserve day, India and New Zealand will be joint winners if the match gets drawn or tied

<ul class="generic-article__summary--ul content--ul"><li class="generic-article__summary--li content--li">With at least two major regional elections in 2020, all eyes are on how the BJP will arrest the fallout from the citizenship act and local poll defeats.</li><li class="generic-article__summary--li content--li">Analysts say the BJP will concentrate on centralising power and a hardened focus on Hindu nationalism.</li></ul> December was a difficult month for <a href="https://www.scmp.com/topics/india" class="link-text">India</a> Prime Minister <a href="https://www.scmp.com/topics/narendra-modi" class="link-text">Narendra Modi</a> and Amit Shah, his top lieutenant in the ruling Bharatiya Janata Party (BJP).The BJP is facing the biggest challenge of its five-and-a-half-year rule as it scrambles to defuse crises on multiple fronts. How Modi and Shah, the home minister, respond to these problems could determine whether the party maintains its comfortable political edge over rivals, observers say. The current problems – <a href="https://www.scmp.com/news/asia/east-asia/article/3043741/thousands-take-part-rival-protests-over-indias-citizenship-law" class="link-text">mass protests</a> over a controversial <a href="https://www.scmp.com/week-asia/politics/article/3042045/modis-surgical-strike-muslims-puts-india-war-itself" class="link-text">citizenship law</a> and back-to-back state election defeats – are seen in some quarters as an early sign that the public is pushing back against their aggressive advocacy of the Hindu nationalist agenda over broader national interests. Photo: AFP The two men are lifelong members of RSS, the hardline Hindu nationalist group that serves as the ideological fountainhead of the BJP. Political researcher Neelanjan Sircar said the state election defeats also happened “due to the BJP’s desire to centralise power in Modi and Shah. It does not want strong regional leaders and units”. At the moment, the biggest headache for the BJP going into 2020 is the mass protest action around the country over the controversial Citizenship Amendment Act, which was passed on December 12. The law paves the way for immigrants from non-Muslim minorities from Afghanistan, Pakistan and <keyword id="6354759" type="LOCATION" weightage="20" keywordseo="Bangladesh">Bangladesh</keyword> to obtain Indian citizenship. Demonstrators, many of whom are students, say the legislation brings out into the open what they claim is the BJP’s plan to systematically drive out the country’s 200 million Muslims as it seeks to create a Hindu Rashtra, or a Hindu nation. The belief is that the CAA, along with the government’s plan to initiate a National Register of Citizens, will create a scenario wherein Muslims who do not have documents to prove their citizenship will be declared illegal immigrants. Hindus and other minorities will not face such a predicament. Modi and Shah have found themselves in an embarrassing bind over this issue because while Shah had explicitly outlined this plan in multiple speeches – saying it targeted “infiltrators” and not Muslims – Modi came out after the protest to directly contradict this position. The prime minister declared his government had no plans to implement the National Register of Citizens. ELECTION SETBACKS If this was not enough of a quandary, the BJP is also reeling from two setbacks in state elections. Earlier in December, the BJP’s oldest ally, the regional party Shiv Sena – with which it has partnered for 25 years – cut ties with the Modi administration and formed a coalition government with the opposition Congress to govern the state of Maharashtra following state polls there. On Christmas Eve, the BJP lost power in Jharkhand, a small but crucial state which holds 40 per cent of India’s mineral wealth. Despite ruling the state for five years, the BJP could only manage 25 seats in the 81-member assembly, while the Congress and its ally got 46 seats. Photo: EPA-EFE With at least two major regional elections in 2020, in the capital New Delhi, and in the eastern state of Bihar, all eyes are on how Modi and Shah arrest the fallout from the citizenship act saga and the poll defeats. Also weighing on their popularity is the slowing economy, which grew at its lowest rate since 2013 in the July-September quarter. Sircar, an assistant professor at the Ashoka University in the state of Haryana, cautioned against using state poll results as a crystal ball into Modi and Shah’s longer term fate as the ruling party had been struggling to win state elections even before it cruised to a general election victory in May. The Congress, which held power for decades and which continues to be led by the country’s influential Nehru-Gandhi clan, swept regional polls in Madhya Pradesh, Chhattisgarh and Rajasthan months before the general election. But what the results do reveal is that local elections are no longer swayed by Modi’s popularity alone, said Sircar, whose research interests include studying election data. After 2014, when Modi first came to power, his party won state elections in most major states and governed over 70 per cent of India’s land mass until March 2018. This has now come down to half, partly due to the BJP’s efforts to centralise power in the two leaders, said Sircar. Meanwhile, continuing confusion in the opposition ranks is harming efforts to build an anti-BJP front. The Congress, for instance, still has a temporary party chief in <keyword id="689" type="PERSON" weightage="20" keywordseo="Sonia-Gandhi">Sonia Gandhi</keyword> after her son and former party chief Rahul Gandhi quit, taking blame for its election defeat. The fragmentation of opposition unity is likely to rear its head during the upcoming Delhi elections, in which the Congress might not want to ally with the Aam Aadmi Party (AAP) to defeat the BJP. There is an important reason it introduced the legislation in the first six months of its five-year term. “The BJP has been very effective in setting its own narratives and winning elections. Hence, while it does seem like the BJP is floundering, it is too early in its term for it be considered a threat to their popularity,” said Sudha Pai, a retired professor in political science from New Delhi’s Jawaharlal Nehru University. Since Modi’s re-election in May, his government’s two major moves – the decision to revoke <a href="https://www.scmp.com/topics/kashmir" class="link-text">Jammu &amp; Kashmir’s special status</a> and bifurcate the state, and the citizenship law amendment – have seen a similar approach being employed. Both were passed in Parliament without much debate, despite acrimonious opposition.Even in the face of the protests, Modi and Shah have remained defiantly supportive of the police action, which has so far resulted in 23 deaths. But both Pai and Sircar believe the protests and Jharkhand defeat will come as a rude shock to the BJP. “No matter what the final outcome is, there is a sense that the mood in the country is changing, that nationalism might not be enough to win elections any more and that the BJP is not invincible,” said Pai. Sircar does not see a shift by the BJP any time soon. “I don’t see the BJP’s model changing. Centralising power in their own hands is a very important project for both Modi and Shah. Taking decisions without consultation is also integral to it; to consult means to slow down the process,” said Sircar. Pai, however, is slightly more optimistic, but also believes the next four years will see a hardened focus on Hindu nationalism. “It depends on what happens with the protests and how long they sustain. But I think the BJP will realise that nationalism and warmongering have diminishing returns. It will have to deliver.”

The countries are drafting a bilateral memorandum of understanding (MoU) in this regard, with the end goal of ending all skirmishes along the border. Any future skirmishes are expected to be solved and mediated by lower-ranking officials, preventing any escalation. There will also be several communication channels opened up between senior military officials on both sides, such as the Eastern and Northern Commander of the Indian Army and the head of the Chinese Army’s Western Theatre Command, a military unit tasked with border protection. Last month. China and India commenced joint military exercises again with the inauguration of the <a href="https://economictimes.indiatimes.com/news/defence/india-china-joint-military-exercise-hand-in-hand-begins-in-pune/articleshow/55465031.cms">“Hand-to-Hand”</a> meeting in Pune, a programme aimed at helping each army understand the other’s operating procedures. India carries out a number of development programs along the border related to water provision and electricity supply and wants to ensure the continuity of these programs. The WEF report that surveyed over 10,000 people noted that the South Asian countries — including India, Pakistan and <keyword id="6354759" type="LOCATION" weightage="20" keywordseo="Bangladesh">Bangladesh</keyword> tops the charts displaying highest levels of support for other countries. On the other hand, other neighbours including Pakistan and Bangladesh land at 94% and 87%, respectively. ODI rankings: Young opener Ishan Kishan jumps 117 places to 37

Even as Shiv Sena has threatened Pakistani athletes of dire consequences if they come to India, Indian government has opened new gates for Pakistani sportspersons to come and play for <keyword id="103311" type="UNKNOWN" weightage="100" keywordseo="12th-South-Asian-Games">12th South Asian Games</keyword>, to be held in Guwahati and Shillong. 
 
For the games to be held in February next year, Pakistani sportspersons would be able to enter India through Kolkata and Guwahati airports. At present, Pakistanis can either enter India by foot from Wagah-Attari border or use the air route to enter Delhi, Mumbai and Chennai. However, all these are at considerable distances from Guwahati and Shillong, which is why arrangements have been done to welcome Pakistanis athletes from Kolkata and Guwahati airports. 
 
12th South Asian Games would be the first major sporting event after India hosted the 19th Commonwealth Games in 2010 which would see a good number of Pakistani athletes in India. "Since Guwahati and Kolkata airports are near to the venue of South Asian Games, they have been added to the designated check posts for Pakistani Passport holders and non-validated pass (NVP) holders during the period of South Asian Games," says an order issued by the Home Ministry. 
 
"By allowing them to enter from Kolkata and Guwahati, we intend to cause no inconvenience the Pakistani sportspersons as they can make a quick and short journey to the sports stadium," a senior government official told ET. 
 
This step was required for the safety of Pakistani contingent after their government raised concern over it. A team from Pakistan is also expected to come to India, in January, to ensure the safety measures. After 26/11 Mumbai attacks which were masterminded by some Pakistani nationals, there have been a lot of protests about Pakistanis coming to Mumbai, which is why the Indian government thinks that it would be safer for them to step foot directly in Kolkata and Guwahati. 
 
The sporting event would also see Sri Lanka, Bangladesh, Myanmar, Nepal and Afghanistan participating.

2 More Indian airports that will now accept Pakistani Airlines

"India's recovery is on a solid path", the <keyword id="6355835" type="General" weightage="20" keywordseo="un" source="Orion">UN</keyword> said on Thursday reporting that the country recorded the highest estimated growth rate among the major economies last year and is set to be on the same trajectory during this year and the next. The UN's annual World Economic Situation and Prospects (WESP) report estimated the growth rate of India's gross domestic product (GDP) at 9 per cent last year and forecast it to moderate to 6.7 per cent this year and 6.1 per cent next year but still retain the highest growth rates among the large economies. In 2020, the year Covid-19 pandemic struck the world, India's economy had shrunk by 7.1 per cent - a negative growth rate - according to the report. China, which came next among the large economies, was estimated to have grown by 7.8 per cent last year and forecast to grow by 5.2 per cent this year and 5.5 per cent next year. Overall, the global economy's growth was estimated to be 5.5 per cent last year, bouncing back from a shrinkage of 3.4 per cent in 2020. The growth projections are 4 per cent this year and 3.5 per cent in 2023. The report said: "India's economic recovery is on a solid path, amid rapid vaccination progress, less stringent social restrictions and still supportive fiscal and monetary stances." The WESP raised India's growth estimate for last year by 1.7 per cent and the growth projection for this year by 0.8 per cent from the expectations in its report a year ago. It ascribed slowing down of growth from 9 per cent last year to 6.7 per cent this year to waning base effects. While "robust export growth and public investments underpin economic activity", the WESP warned that "high oil prices and coal shortages could put the brakes on economic activity in the near term". "It will remain crucial to encourage private investment to support inclusive growth beyond the recovery," it advised. "Inflation is expected to decelerate throughout 2022, continuing a trend observed since the second half of 2021 when relatively restrained food prices compensated for higher oil prices," the report said while attaching a note of caution: "A sudden and renewed rise in food inflation, however, due to unpredictable weather, broader supply disruptions and higher agricultural prices, could undermine food security, reduce real incomes and increase hunger across the South Asia) region." The report estimated India's consumer price inflation at 5.9 per cent last year and projected to go down to 5.6 per cent this year and 5.3 per cent next year. The WESP said that it expected the Reserve Bank to raise interest rates throughout this year. In its snapshot of the world economy, the report said: "The global economic recovery is facing significant headwinds amid new waves of Covid-19 infections, persistent labour market challenges, lingering supply-chain challenges and rising inflationary pressures." "The momentum for growth - especially in China, the United States and the European Union - slowed considerably by the end of 2021, as the effects of monetary and fiscal stimuli began to recede and major supply-chain disruptions emerged," according to the report. Assessing the scenario in the report, Secretary-General Antonio Guterres said: "In this fragile and uneven period of global recovery, the World Economic Situation and Prospects 2022 calls for better targeted and coordinated policy and financial measures at the national and international levels." The 46 countries classified as the least developed are estimated to grow by only 1.4 per cent this year, according to the WESP. "The time is now to close the inequality gaps within and among countries. If we work in solidarity - as one human family - we can make 2022 a true year of recovery for people and economies alike," Guterres said. The WESP painted a mixed picture for South Asia. "Amid sound macroeconomic policies, Bangladesh has navigated the Covid-19 pandemic relatively well" and its "GDP is projected to expand by 6 per cent in 2022", the report said. Its "economic activity rides on export growth and the rising demand for apparel, robust remittance inflows, and accommodative fiscal and monetary policies", it added. Pakistan's economy after an economic expansion of 4.5 per cent in 2021, is projected to grow by 3.9 per cent in 2022 "driven by private consumption, record-high remittances and fiscal support", according to the report. But for Sri Lanka, the WESP projected a GDP growth of 2.6 per cent for this year and said that "its major challenges include food shortages, dwindling foreign reserves and sovereign debt risks". Among the developed countries, the UK was projected to be the top performer with a 4.5 per cent GDP growth this year, after a 6.2 per cent estimated growth last year. The European Union' growth was estimated at 4.7 per cent last year and projected to be 3.9 per cent this year. For the United States, the report estimated the growth at 5.5 per cent last year and projected it to be 3.5 per cent this year. While the WESP used the calendar year calculations for the report to enable comparisons between countries, it also gave this growth picture for India on a fiscal year basis - 2020-2021: -(minus)10.6 per cent; 2021-22: 8.4 per cent; 2022-223: 6.5 per cent, and 2023-24: 5.9 per cent. 'India's recovery is on a solid path', is world's top economic performer: UN report

Army chief Gen MM Naravane will arrive in Nepal on Wednesday on a three-day crucial visit, which Indian officials here say will deepen the long-standing bonds of friendship between the two armies and provide an opportunity for both sides to explore avenues to further strengthen bilateral defence partnership for mutual benefit. Naravane's visit is largely aimed at resetting relations with the Himalayan nation after the ties came under severe strain following a bitter border row. Gen Naravane is visiting Nepal at the official invitation of Nepal Army chief Gen Purnachandra Thapa. Indian Embassy spokesperson Naveen Kumar said that Gen Naravane's visit "will deepen the long-standing and customary bonds of friendship between the two armies." "His visit will provide an opportunity for both sides to discuss the bilateral defence partnership and explore avenues to further strengthen it for mutual benefit." Gen Naravane will pay homage at the martyrs' memorial at the Army Pavilion on Thursday morning and receive a guard of honour at the Nepal Army headquarters, according to Nepal Army sources. He will hold formal talks with his Nepalese counterpart at the Nepal Army headquarters on Thursday. Mutual interests between the two armies and bilateral relations will mainly feature during the talk, Nepal Army sources said. The <keyword id="78682" type="PERSON" weightage="20" keywordseo="Indian-army-chief">Indian Army chief</keyword> will also gift an ambulance and medical equipment for a mobile field hospital to be operated by the Nepal Army. He will also hold interaction with senior officials at the Nepal Army headquarters. In the afternoon, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> chief will be conferred with the honorary rank of General of Nepal Army by President Bidya Devi Bhandari amidst a special ceremony at Rashtrapati Bhavan. He will also pay a courtesy call on President Bhandari after the ceremony. Gen Naravane will attend a dinner reception hosted by Nepal Army chief at Nepal Army headquarters. Gen Naravane will address the student officers at the Army Command and Staff College at Shivapuri, in the outskirts of Kathmandu on Friday morning. In the afternoon, Gen Naravane will meet Prime Minister and Defence Minister K.P Sharma Oli at the Prime Minister's Official Residence at Baluwatar before wrapping up his visit. "I am delighted to be visiting Nepal on their kind invitation and to meet my counterpart Gen Purna Chandra Thapa, Chief of the Army Staff of the Nepali Army. I am sure this visit will go a long way in strengthening the bonds of friendship that the two armies cherish," Gen Naravane said in New Delhi ahead of the visit. The Chief of Army Staff said he was also grateful for the opportunity to call on Prime Minister Oli. India's decision to send the Army Chief to Nepal to reset the ties is seen as part of a larger exercise by New Delhi to rejuvenate relations with Myanmar, the Maldives, Bangladesh, Sri Lanka, Bhutan and Afghanistan in the wake of greater efforts by China to expand its influence in the region. The ties between the two countries came under strain after Defence Minister Rajnath Singh inaugurated an 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8. Nepal protested the inauguration of the road claiming that it passed through its territory. Days later, Nepal came out with the new map showing Lipulekh, Kalapani and Limpiyadhura as its territories. After Nepal released the map, India reacted sharply, calling it a "unilateral act" and cautioning Kathmandu that such "artificial enlargement" of territorial claims will not be acceptable to it. In June, Nepal's Parliament approved the new political map of the country featuring areas which India maintains belong to it. In its reaction after Nepal's lower house of parliament approved the bill, India termed as untenable the "artificial enlargement" of territorial claims by the neighbouring country. India said Nepal's action violates an understanding reached between the two countries to resolve the boundary issues through talks. Nepal Prime Minister Oli has been asserting that Lipulekh, Kalapani and Limpiyadhura belong to Nepal and vowed to "reclaim" them from India. The Lipulekh pass is a far western point near Kalapani, a disputed border area between Nepal and India. Both India and Nepal claim Kalapani as an integral part of their territory - India as part of Uttarakhand's Pithoragarh district and Nepal as part of Dharchula district.

Japan has announced a $221 million China exit subsidy for Japanese companies to shift their base to India and other regions. In April, amidst the coronavirus pandemic, outgoing <keyword id="1204728" type="PERSON" weightage="20" keywordseo="Japanese-Prime-Minister-Shinzo-Abe">Japanese Prime Minister Shinzo Abe</keyword> proposed building an economy that is less dependent on one country -- China, so that the nation can avoid supply chain disruptions. In mid-July, Japan's Ministry of Economy, Trade and Industry unveiled the first group of Japanese companies to subsidise shifting manufacturing out of China to Southeast Asia or Japan in a bid to build a more resilient supply chain. Ahead of the India-Japan summit, the Japanese government has announced it would add India and Bangladesh to a list of ASEAN countries to qualify for subsidies for Japanese manufacturers moving out of China. The move comes following a recent virtual meeting between the trade ministers of India, Japan and Australia to advance cooperation on building trusted supply chain resilience in the Indo-Pacific to reduce dependence on China, which is a major trade partner with all three countries. The SCRI (Supply Chains Resilience Initiative) is aimed to build an alternative supply chain, away from China. Commerce Minister Piyush Goyal explained, "diversification of supply chain is critical for managing the risks associated with the supply of inputs, including disciplining price volatility. We could provide the core pathway for linking value chains in the region by creating a network of reliable, long-term supplies and appropriate capacities". He further stated that the initiative could not have come at a more opportune time in the post-Covid-19 scenario when there is a likelihood of churning of supply chains in the Indo-Pacific region. He said that in May 2020, Prime Minister Modi had stressed that it is the need of the hour that India should play a big role in the supply chains. The country's manufacturers can now receive subsidies for pilot programmes and feasibility studies. The Japanese government's programme aims to ensure a steady supply chain of products like medical supplies and electrical components in case of any emergency. Currently, Japanese companies' supply chain relies heavily on China. The issue came to light during the Covid-19 pandemic when supplies from China were cut off. In the second round of applications, projects would contribute to the ASEAN-Japan supply chain, assuming that relocation will occur to India and Bangladesh. Feasibility studies on decentralising manufacturing plans were also carried out along with the experimental introduction of facilities. The first round of subsidies, which was announced in July, granted around 10 billion yen to 30 companies relocating their production sites to Southeast Asia. Another 57 firms are also receiving support for moving manufacturing facilities to Japan. Exodus of Manufacturing: Impact on China The movement of production capacity from China will increase unemployment in the communist country as jobs move away. The US-China trade tensions have already cost about two million industrial jobs in China. Its border aggression with India has seen the latter severe its trade and business ties giving China a major economic blow. China wants to move up the value chain and produce more high-tech goods as it has repeatedly indicated, for which it needs FDI and more open trade. China is beginning to miss out on these two factors as a result of the US-China trade war, tensions with neighbours on account of aggressive behaviour and suspension of human rights in Hong Kong. In the medium to long-term, China could see a larger negative effect on productivity. A reduction in productivity growth will hurt China's potential growth rate, which increasingly relies on technological innovation, rather than, for example, labour force growth. Finally, global value chains from China will be disrupted with countries like India, Bangladesh and the southeast Asian region taking away the giant's business.
