One of the more significant developments was the promise of a manned space mission by 2022. But closer home, the Ayushman Bharat Healthcare Scheme is set to launch on 25 September. That being said, while ambitious with its intentions, ISRO has had trouble meeting past deadlines. Most recently, the Chandrayaan-2 mission set to launch in April and then in October, is now looking at a 2019 launch date. But, the chairman of ISRO also warned that the launch maybe delayed to March if the changes aren’t made to the spacecraft in time. 2. Ayushman Bharat Healthcare scheme to launch on 25 September Also called the Pradhan Mantri Jan Arogya Abhiyaan, the prime minister claims that it will benefit nearly 500 million citizens of the country. The scheme aims to give ₹500,000 ($7,123) cover per year for a whole family. Inclusive of nearly 1,354 packages within the scheme, the measure covers 100 million vulnerable families. That’s over 40% of the Indian population. The initiative, though necessarily for a country like India where statistics indicate that 67% of health expenditure is out-of-pocket, has ruffled a few feathers. There are questions over whether using third party administrators is the best idea and how easy it would be to exploit the loopholes in the scheme. 3. Permanent commissioning of <keyword id="624" type="ORGANIZATION" weightage="20" keywordseo="Women">women</keyword> in the <keyword id="3790" type="ORGANIZATION" weightage="20" keywordseo="Armed-forces">armed forces</keyword> It’s not that women weren’t allowed in the Indian armed forces before, but with permanent commissioning, they can now be a part of the direct combat arms like the infantry, armoured corps and artillery. The current 3,700 women employed in the armed forces are restricted to officer posts. This initiative opens up a myriad of career choice where they can now apply for subordinate posts to achieve the ranks of colonels, brigadiers, major generals and lieutenant generals. 4. New agricultural export policy soon In a mission to double farmer incomes in India by 2022, the prime minister has stated that a new agricultural export policy will be rolled out soon that will boost their compensation. Using the ‘Beej se Bazaar tak’ (from planting seeds to accessing the market) approach, Modi expressed the importance of value addition. While no other details were revealed during the Independence Day address, the Ministry of Commerce and Industry did publish a Draft Agricultural Export Policy back in March that was aimed at doubling India’s agricultural exports and integrating agricultural commodities in to the global value chain. 5. <keyword id="95908" type="PERSON" weightage="20" keywordseo="Panchayat-polls">Panchayat polls</keyword> in Jammu and Kashmir It’s been seven years since the last panchayat polls in the volatile state of Jammu and Kashmir. The polls that were supposed to take place in 2016 were, first, postponed due to the unrest that followed the death of Burhan Wani and then, eventually cancelled due to ‘security concerns’. Even the local body elections haven’t been conducted in over eight years now. According to the state’s Governor, NN Vohra, the local body election will happen first over the course of September and October followed by the panchayat polls from October to December. Reviewing the country’s progress over the past couple of years, Modi made it a point to assert how his government has pulled pending initiatives through without directly pointing the finger at the Opposition. Teachers’ Day used to be a silent affair. The celebrations were confined to schools’ and colleges’ four-walls alone. People who used to be really excited about this day were senior secondary students as the day gave them a chance to imitate their favourite teacher for one day. But Teacher’s Day celebrations have taken a political turn as PM Modi decides to address students across the country. 
 The PM’s act of addressing students from class VI to XII through <keyword id="6408304" type="COMPANY" weightage="100" keywordseo="doordarshan">Doordarshan</keyword> and <keyword id="84486" type="COMPANY" weightage="100" keywordseo="All-INdia-radio">All India Radio</keyword> is under scrutiny, but what’s the entire hullabaloo all about? 
 
People are seeing this as another dictatorial move by the Modi-led government. But is it really so? Forcing the students of democratic India to listen to the PM’s speech surely comes across as an autocratic move. The government could have avoided this unnecessary controversy by being more flexible in its approach and making listening to the speech voluntary. 
 Listening to the <keyword id="71" type="POSITION" weightage="100" keywordseo="Prime-Minister">Prime Minister</keyword>’s address to the nation on national events like Independence Day is not mandatory, then why on Teachers’ Day? May be the government intends to influence these young minds that can be moulded quite easily at this tender age. 
 
Even the schools are going a step ahead to appease the Modi government. According to a report, Bal Bharati Public School in Noida has issued a circular stating that, “The school will remain closed (preparatory off) on September 5 for all classes. However, for classes III to XII, the key points of the Prime Minister’s address are to be noted and learnt for the school to evaluate the same (during the upcoming examination from Monday).” It further added that one question of two marks each will be asked in each of the five main papers. 
 
In South, especially TamilNadu, where Hindi is not understood so easily, teachers have been asked to interpret Prime Minister Modi’s speech in the native language. 
 
Are these events signalling the rise of a tyranny? Or would the PM prove the critics wrong by delivering an inspirational speech and choosing not to politicise this pious occasion. Let’s not be too judgemental and wait till the speech is delivered. Modi, after all, has the knack of proving his detractors wrong.

On 28 August, the overall cost of the mission was pegged at $1.4 billion, significantly less than what space stalwarts like the United States and Russia spend on their expeditions. The mission, which will comprise of a three-person crew, is slated to take between five to seven days and will see the spacecraft staying within a 300 to 400 km orbit from the Earth. ISRO is well known for its low-cost space programmes and the organisation surged to global prominence in 2014 after its Mangalyaan mission, wherein a satellite was sent to Mars for a cost that was 10 times less than what NASA had spent on a similar project. The Mangalyaan satellite completed <a href="https://www.isro.gov.in/mars-orbiter-mission-completes-1000-days-orbit">1000 days</a> in Mars's orbit last June. While all that is well, India, right now, has far more pressing obligations to take care of - like infrastructure for its cities and healthcare and education for its citizens. Why spend $1.4 billion on a space mission? The answer is simple. Bragging rights. To be a space power will not only be a source of national pride but an indication of of India’s increasingly prominent role on the global stage. And this isn’t the country’s first mission to space either. In addition to the Mars launch, it sent the Chandrayaan-1 spacecraft to explore the Moon’s surface. However, the successful completion of manned space missions is a rare feat only achieved by three countries until now - the US, Russia and China. Interestingly, Denmark also has a manned space mission slated for 2022. Fuel from the moon However, there’s also another, arguably more important, reason that India is interested in sending humans to space. It wants to mine fuel from the Moon someday. And this is where its space and energy ambitions converge. The Indian government wants to assess the feasibility of harnessing a waste-free nuclear fuel from the south side of the Moon. As a part of its <keyword id="53289" type="PERSON" weightage="20" keywordseo="Chandrayaan-2">Chandrayaan-2</keyword> programme, the ISRO is set to send a rover to the Moon in early 2019 to analyse samples of the lunar surface for <a href="https://www.businessinsider.in/after-mangalyaan-india-wants-to-be-the-first-to-explore-the-dark-side-of-the-moon/articleshow/64793523.cms">helium-3</a> concentration, a potentially trillion-dollar isotope that is believed to be abundant on the Moon because of solar winds. First discovered as a result of NASA’s Apollo missions, the non-radioactive isotope does not produce waste when fused in a nuclear reaction and if harnessed adequately, could provide an important source of energy to power Earth. In December 2018, China plans to send its own <a href="https://www.businessinsider.in/China-says-it-will-launch-2-robots-to-the-far-side-of-the-moon-in-December-on-an-unprecedented-lunar-exploration-mission/articleshow/65417551.cms">rover to the moon</a> to scout for helium-3 samples, among other things, illustrating the urgency of India’s task. The Chandrayaan-2 rover will spend two weeks covering a 400-metre radius on the moon. Following the landing of the rover, the ISRO also plans to launch a space station into orbit. A manned mission to the Moon will be a culmination of this programme.

The scrip plunged 5.29% to close at Rs 44.80 on the BSE. During the day, it dropped 7.18% to Rs 43.90. On the National Stock Exchange (NSE), it dived 4.96% to close at Rs 44.95. The stock was the worst hit among the Nifty-50 components. In terms of traded volume, 159.19 lakh shares of the company were traded on the BSE and over 30 crore shares on the NSE during the day.
