In this regard, the government said that the IND-SAT exam will enroll Asian and African students — including Bangladesh, Bhutan, Kenya, Mauritius and Nepal — in Indian universities. This will mirror the SAT and GMAT exams of the US which are used to enrol foreign students. The programme announced last year, focussed on bringing foreign students to study in India’s higher education institutions. The scores of the exam will facilitate scholarships for students based on merit.

Earthquake causes South Korea to postpone critical college entrance exam

<ul><li>India's top court announced its verdict on the University Grants Commission (<keyword id="44171" type="CITY" weightage="20" keywordseo="UGC">UGC</keyword>) cases ruling that it's mandatory for states to conduct final year examinations. </li><li>It said no students will be promoted without having sat in their respective final semester exams.</li><li>The Supreme Court has given states the option to appeal to the UGC for an extension beyond the September 30 deadline.</li></ul>Coronavirus or not, the Supreme Court has ruled that states have no choice but to conduct final year exams in order to promote students upholding the circular put out by the University Grants Commission (UGC). The states will have the choice to appeal for extending the deadline to the UGC beyond September 30. According to the court, any decision by State Disaster Management Authority (SDMA) to postpone the exams, as in the case of Maharashtra, will prevail over the <keyword id="427299" type="ORGANIZATION" weightage="20" keywordseo="UGC-guidelines">UGC guidelines</keyword>. All eyes were on the Supreme Court today as students and institutions awaited the verdict on the UGC case and whether or not final year examinations are mandatory amid the COVID-19 pandemic. At the last hearing on August 18, the apex court had reserved its order and asked for parties to respond and present written submissions on their final arguments within three days. What happened in the previous hearing? In the last hearing, on August 18, the Supreme Court asked the University Grants Commission (UGC) if the latter could override a state government decision in certain situations and take a position on the conduct of examinations. During the marathon hearing that lasted close to four hours, the apex court heard arguments from a battery of Senior Advocates appearing for various stakeholders -- Arvind P Datar (for Maharashtra government), Jaideep Gupta (for teachers from West Bengal), KV Viswanathan (Delhi government) and Advocate Generals of Odisha and West Bengal. Solicitor General Tushar Mehta appeared for the UGC. The court was hearing a batch of PILs, along with those from the states of Maharashtra, West Bengal, Odisha, and Delhi, that questioned the UGC directions to universities to conduct final-year exams before September 30. The state governments argued that they have the power to promote students without exams due to the ongoing Covid-19 pandemic. The bench asked Mehta: "Can the UGC override a state government's decision, where a certain situation like Covid-19 exists?" In response, Mehta submitted that Covid-19 pandemic is a 'national disaster' and it is for the Centre to decide and that the "state authorities cannot override the UGC". The bench said that this exactly is the question, as the disaster management authority of the state has authority in healthcare. But can the UGC override the state and ask it to conduct exams? "Maybe the UGC can say no degree without an exam. But can they say hold an exam on this date?" Mehta contended that the deadline was given for the benefit of the students. "It is not a diktat. All universities must start admissions to postgraduate courses. The country is working," Mehta submitted. Advocate Alok Srivastava, appearing for a group of students, contended that the July 6 guidelines making it mandatory to hold exams by September 30 cannot be implemented across the country, as there was no proper consultation. Mehta contended that the universities can seek an extension in the deadline under the UGC guidelines, but they cannot take a decision to confer degree without holding exams. The Solicitor General also cited 'Maharashtra's political somersault', wherein it first decided to conduct the exams but later opposed it. Mehta insisted that the UGC and other regulators exist for the protection of the interests of stakeholders. "Here, the students are the main stakeholders," he added. Reserving the judgment, the top court asked all the parties to submit their written submissions. A college admissions consultant says students shouldn't write application essays on the coronavirus, because everyone else will too

New Delhi, Feb 1 () A degree level full-fledged online education programme will be offered by the country's top 100 educational institutions to students belonging to deprived sections of the society and those who do not have access to higher studies, Finance Minister Nirmala Sitharaman said on Saturday. 
 Presenting the Budget for fiscal 2020-21 in Parliament, Sitharaman said a new education policy will soon be announced and the government proposes to provide about Rs 99,300 crore for the education sector in 2020-21 and about Rs 3,000 crore for skill development. 
 "By tying skill development with education, Finance Minister Nirmala Sitharaman has given wings to the Skill India Mission and the overall skilling ecosystem of the country. India is a treasure trove of gifted individuals who must be skilled in order for them to realise their dreams.
 "The Rs 3,000 crore outlay will give an impetus to vocational education and training. Under the current plans, we are already proving skill training across 8,000 schools and institutes, with 400 hours in classes 9-10 and 500 hours in classes 11-12 for one trade. The Budget 2020 makes a provision for expanding the net to other schools as well," Union Skill Development and Entrepreneurship Minister Mahendra Nath Pandey said. 
 The finance minister also announced that a special bridge course would be designed by ministries of health and skill development and entrepreneurship in conjunction with professional bodies to bring in equivalence and improve the skillsets of teachers, nurses, paramedical staff and care-givers. 
 Emphasising that India should also be a preferred destination for higher education, she said under a 'Study in India' programme an IND-SAT exam is proposed in Asian and African countries for benchmarking foreign candidates who receive scholarships for studying in Indian higher education centres. 
 "Dialogues have been held with state education ministries, Members of Parliament and other stakeholders on the education policy. Over 2 lakh suggestions were also received. The new education policy will be announced soon," Sitharaman said, adding steps would be taken to enable sourcing of external commercial borrowing and FDI so as to deliver higher quality education. 
 Observing that students in general stream as opposed to those in sciences or technology stream need their employment opportunities improved, she said about 150 higher education institutions will start apprenticeship, embedded degree diploma courses by March 2021. 
 "The government proposes to start a programme whereby urban local bodies across the country would provide internship opportunities to fresh engineers for a period up to one year," the finance minister said.
 In order to provide quality education to students of deprived sections of the society as well as those who do not have access to higher education it is proposed to start degree level full-fledged online education programme, Sitharaman announced. 
 She said this shall be offered only by institutions ranked within top 100 in the national institutional ranking framework and initially, only a few such institutions would be asked to offer such programmes. 
 Besides, a national police university and a national forensic science university are being proposed in the domain of policing science, forensic science and cyber forensics. 
 Sitharaman said the government will also start a programme whereby urban local bodies across the country would provide internship opportunities to fresh engineers for a period of up to one year.
