The "WHO South-East Asia Regional Status Report on <keyword id="20187029" type="General" weightage="20" keywordseo="road-safety" source="keywords">Road Safety</keyword>" was launched during "Safety 2024", the 15th World Conference on Injury Prevention and Safety Promotion, 2024. According to the World Health Organization (WHO), globally, 30% of reported road traffic deaths involved users of powered two- and three-wheelers. Occupants of four-wheeled vehicles make up 25% of the deaths and pedestrians account for 21 %. Cyclists represent 5% of the deaths. The remaining 20% include occupants of large vehicles, heavy goods vehicles, and other or unknown user types. "In the WHO Southeast Asia Region, the share of reported road traffic deaths is 46% for users of powered two- and three-wheelers, 12 for occupants of four-wheeled vehicles, 17% for pedestrians, 3% for cyclists and 22% for others. In all these countries, vulnerable road users (pedestrians, motorised two-wheeler users and bicyclists) constitute 66% of the total reported road traffic deaths," the report said. "Drivers or riders of two and three-wheelers constitute the highest proportion among all road user categories in India (45.1%), Maldives (100 %), Myanmar (47%) and Thailand (51.4%)," it added. The WHO noted that no country in the South Asian region had achieved the target of reducing its estimated road traffic deaths by 50 %. However, considerable reduction in the WHO's estimated road traffic deaths occurred in the Maldives and Thailand, where estimated road traffic deaths decreased by 46.2% and 41.7 %, respectively. On the contrary, reported road traffic deaths in the region increased by 15 % in the 2010-2021 period. At the country level, no member state of the Southeast Asia Region with more than 10 million population has reported a decrease in road traffic deaths during this period. "However, it should be noted that the reported number of road traffic deaths in Thailand reduced by 22.9% between 2016 and 2021. The estimated road traffic deaths too increased in Bangladesh, India and Nepal during the period 2010-2021 by 23 %, 2% and 25%, respectively," the report said. Etienne Krug, director of the WHO's Department for Social Determinants of Health, said road traffic crashes were a major crisis of the 21st century. "...a large proportion of people who die in road crashes are those who cannot afford to buy a car. This is urgent time to take action. The report reveals that the crisis is huge but we need to understand and act with determination that prevention is possible and needs strict enforcement," he said. The three-day conference is being hosted by the Indian Institute of Technology (IIT), Delhi; George Institute for Global Health in collaboration with the All India Institute for Medical Sciences (AIIMS), National Institute of Mental Health and Neuro Sciences (NIMHANS) and co-sponsored by WHO. "To reduce inequities, we must acknowledge that injuries disproportionately impact vulnerable communities -- because we are far behind in addressing real problems with real solutions. Lived experience shows how policy shapes differential exposure, risk, and outcomes, underscoring the urgent need for change," said Jagnoor Jagnoor, head of injury division at George Institute for Global Health. During the conference, the international experts are uniting with a shared goal of "building a safer future for all: Equitable and sustainable strategies for injury and violence prevention". The conference will focus on five key themes -- improving coordination and collaboration among stakeholders, strengthening capacity for research and practice, integrating injury prevention with global health agendas such as sustainability and equity, empowering communities, and promoting informed policymaking.

Reddit.com had about 834.5 million direct visits in April (this means people typed reddit.com into their browser), but 1.3 billion visits came from Google search results.Look at this chart of Reddit's global traffic for the last five years. For a company that has been around for almost 20 years, the sharp increase to the far right is, to use a data science term, banoodles:There's a few ways to make sense of this. One is that Reddit is a highly useful source of information from real humans, and people love it.Another explanation is that Google's search results are so borked that people, desperate for a better search experience, are narrowing their queries to Reddit's archives.A third, less appealing option is that shady people are using Reddit as a dirty SEO trick, spamming smaller subreddits with with SEO-friendly affiliate links — and causing a moderation headache.It could be a combination of all three! The curious case of Reddit's surging traffic

<ul class="summary-list"><li>Morgan and Dawson Mitchell moved to Charleston in March.</li><li>They planned to stay for a while, but the cost of living made it difficult.</li></ul>Morgan and Dawson Mitchell were sick of the cold when they decided to move to <a target="_blank" class="" href="https://www.businessinsider.com/loved-charleston-had-to-leave-now-live-north-2024-9">Charleston, South Carolina</a>.The Mitchells are originally from Mississippi but moved to a small town in <a target="_blank" class="" href="https://www.businessinsider.com/jackson-hole-airport-wyoming-national-park-review-2024-9">Wyoming</a> in 2022. By the end of 2023, the couple said they were ready for their next <a target="_blank" class="" href="https://www.businessinsider.com/bride-solo-bachelorette-trip-saved-money-stress-2024-8">adventure</a>. After visiting Charleston in January of the same year, they decided it would be ideal for their next move."Charleston seemed like a great place to have good weather and move back to the South a little closer to family and friends," Dawson, 27, said."I love beach towns," Morgan, 28, added. "And I was in the <a target="_blank" class="" href="https://www.businessinsider.com/bride-loved-sheer-bejeweled-wedding-dress-at-first-sight-2024-7">wedding</a> and events industry, and that's really, really big in Charleston, so I was super interested in it."When Morgan was offered a job in the events industry in Charleston in March 2023, it seemed like the perfect chance to <a target="_blank" class="" href="https://www.businessinsider.com/family-moved-from-knoxville-to-nyc-happier-despite-higher-costs-2024-3">relocate</a>. Dawson worked as a bartender and server when they arrived in Charleston, and he was hired as an HVAC sales representative three months into their move.But just five months after they relocated, the Mitchells discovered Charleston didn't live up to the hype for them.<h2 id="1060fde2-1af4-4819-9c32-9443e359f0e1">Charleston challenges</h2>The Mitchells told Business Insider that the cost of living in Charleston almost prevented them from moving there. According to <a target="_blank" href="https://www.zillow.com/rental-manager/market-trends/charleston-sc/">Zillow</a>, the median rent in the city is $2,800, but the Mitchells didn't want a place that cost more than $2,000 a month, so they struggled to find an apartment."That was just shocking to us being from rural areas," Dawson said, adding that it was important to stay within their budget, as they knew they could afford a mortgage for less in other areas.Eventually, they found <a target="_blank" class="" href="https://www.businessinsider.com/real-estate-investing-how-to-select-a-rental-property-2024-8">an apartment to sublet</a> on Facebook Marketplace with five months left on its lease for $1,850 each month.<div type="image" title="A couple stands in a snowy field. They said gas was particularly frustrating because they found themselves stuck in the car more than they anticipated.Their rental was just eight miles from the office where Morgan worked, but she said she spent at least 45 minutes in the car each way to and from her <a target="_blank" class="" href="https://www.businessinsider.com/employees-listening-to-spicy-romance-books-smut-office-work-2024-8">job</a>."It's very low country, so there's not a whole lot of open land to build new roads and infrastructure," Dawson said. "For us, our quality time together is really important, and we were stuck in the car separate for so long," Morgan said. "We have Banjo, our dog, so by the time we made it home, it was like, 'OK, go take him out, cook dinner, time for bed.'""All of our free time dwindled," she added.Morgan said she spent most of her birthday visit to <a target="_blank" class="" href="https://www.businessinsider.com/charleston-south-carolina-travel-guide-2017-5">King Street</a>, a major shopping destination in the city, in July trying to park."I almost gave up," she said. "I was just trying to take myself to Sephora for a nice little treat, and I had to make rounds for 45 minutes trying to find a parking spot."<h2 id="9fa03838-fc24-49f6-b03e-e313b63eebdc">Missing Southern charm</h2>The Mitchells also hoped that moving to Charleston would help them reconnect with the Southern culture they had been missing while living in Wyoming.But they said Charleston didn't feel as Southern as they thought it would. They said they had few chances to connect with other Southerners during their time there.Despite life's difficulties in <a target="_blank" class="" href="https://www.businessinsider.com/moving-to-south-carolina-retirement-taxes-weather-cost-of-living-2024-4">Charleston</a>, the Mitchells tried to prepare to stay longer term."We did put an offer in on a house, and we were really excited to stay there for a couple of years, and then that fell through," Morgan said.They said they could have renewed their lease on their rental, but the management company that owned it increased their rent to $2,250 a month, which they weren't willing to pay. The Mitchells couldn't find another apartment under $2,000 that fit their needs. They said the only options they found were in areas where they would not have felt comfortable walking Banjo at night.Soon, it felt like they weren't destined to stay in Charleston as they had thought."We love and kind of take pride in the fact that we've bopped around and moved all around and like going on these little adventures," Morgan said. "But we did want to be closer to family; his grandparents are getting older."The Mitchells also plan to invest in real estate, but given the cost of living in Charleston, they didn't feel like they could launch that career there."We started taking all these things as signs, and we're like, 'We have this opportunity to get out and go somewhere cheaper and build our savings,'" Morgan said.<h2 id="9c8f92dc-975a-44bf-82eb-3fe3af6e8319">Returning home</h2>Morgan and Dawson ultimately moved back to Louisville, Mississippi, when their lease in <a target="_blank" class="" href="https://www.businessinsider.com/moving-from-nashville-to-charleston-pros-cons-job-change-weather-2024-3">Charleston</a> expired on August 1.When the Mitchells spoke to BI, they had just signed a new lease in Louisville on an apartment that costs just $1,350 a month — $900 less than they would have paid on their similar Charleston unit.Morgan and Dawson also started new jobs when they moved. Morgan is now a social media manager at a medical facility, and Dawson is working remotely as a loan originator. Dawson said the HVAC company he worked for in Charleston offered him a slight raise when he put in his notice, but it wasn't enough to entice them to stay."We just knew it wasn't the right thing," Dawson said. Despite <a target="_blank" class="" href="https://www.businessinsider.com/family-sold-texas-home-traveling-abroad-to-find-new-home-2024-7">moving</a> twice in such a short period, the Mitchells told BI they have no regrets about their stint in Charleston."I think it was just one of those things that we had to try it for ourselves to be able to come back here," Morgan said.Though they can still see themselves moving around throughout their lives, the Mitchells said they are excited about the financial opportunities returning to Mississippi offers them."We chose to come back to Mississippi because our money will go so much further," Dawson said. "We can buy two properties for what half a property in Charleston would cost.""We're always going to look back and be like, 'What a fun summer we had,' but we knew it wasn't long-term," Morgan said, reflecting on their time in Charleston. "So we might as well just come back here and start building our savings the best we can."

One couple relocated from Wyoming to South Carolina but moved after 5 months due to cost of living and traffic

<ul class="summary-list"><li>An air traffic controller in Australia was found asleep under a blanket at the end of a shift.</li><li>He had worked seven night shifts in nine days due to staffing changes, a safety investigation found.</li></ul>An air traffic controller at a major Australian airport was found asleep at the end of their night shift while they were the only person on duty, according to an investigation by the Australian Transport Safety Bureau (ATSB).The worker had signed on for their night shift, which ran from 10 p.m. to 6 a.m., at the Brisbane Centre, a major <a target="_blank" class="" href="https://www.businessinsider.com/becoming-air-traffic-controller-career-pros-cons-of-job-2022-1">air traffic control center</a> in Brisbane Airport.Brisbane is Australia's third-busiest airport, handling around 22.6 million passengers annually. It has consistently been among the 100 busiest airports in the world and was ranked <a target="_blank" href="https://www.worldairportawards.com/worlds-top-100-airports-2024/">as the world's 32nd-best by Skytrax in 2024</a>.On December 9, 2022, the morning shift controller arrived at work at 5:15 a.m. to find their night shift counterpart asleep at the console.The worker was discovered lying across two chairs with a blanket covering them, according to <a target="_blank" class="" href="https://www.atsb.gov.au/sites/default/files/2024-09/AO-2022-065%20%28Final%29.pdf">the report</a>. They were still wearing their headset, and the air situation display (ASD) screensaver was on.After ensuring there was no traffic in the area, the station was handed over to the oncoming controller.The report noted that the Brisbane Centre building was cooler at night, and it was considered normal practice for blankets to be used during night shifts.The ATSB's report blamed multiple night shifts in a short space of time, the worker's low workload, and an ineffective risk management system for the incident. It noted that the worker had 10 years of experience as a controller and had been in their current position for three years. However, due to last minute roster changes, they had worked their seventh night shift in nine days and had not taken the recommended rest period in between.There had been no traffic or scheduled flights in the airspace the controller was responsible for and a system supervisor had been on duty at the front desk of the center.However, the report found that cumulative fatigue was not being effectively managed at the center."Likely due to an underlying lack of resources within Airservices Australia, there was an over-reliance on tactical changes to manage the roster," investigators said.The ATSB said it would update its safety procedures and fatigue risk management regulations in response to the incident.Airservices Australia, which runs the Brisbane Centre, has increased the overall number of air traffic controllers and enhanced internal processes since the incident, according to the report. The ATSB will continue to monitor the issue.In the US, fatigue has been a growing safety concern as <a target="_blank" class="" href="https://www.businessinsider.com/airport-collision-close-call-solutions-sleep-runways-air-traffic-controllers-2024-2">shortages of air traffic controllers</a> have driven up the amount of overtime required for those that remain. An air traffic controller was found asleep under a blanket mid-shift at one of the world's top airports 

<ul class="summary-list"><li>Traffic patterns have shifted since the pandemic.</li><li>US drivers are taking 23% more car trips in the middle of the day than they did in 2019.</li></ul>After roads went eerily quiet during the early months of the pandemic, traffic is back with a vengeance. Traffic congestion is as bad as it was pre-pandemic in about half of the world's top urban areas, but traffic patterns have shifted, according to <a target="_blank" class="" href="https://inrix.com/press-releases/2023-global-traffic-scorecard-us/">a new report by INRIX</a>, a transportation data and analytics company.Congestion no longer reflects the traditional nine-to-five work schedule. These days, as many Americans start a car trip at noon as do at five pm. Average hourly traffic during the middle of the day is up 23% since 2019, INRIX found.New remote and hybrid work schedules and a rise in car ownership in recent years have transformed traffic and congestion patterns.The INRIX report found that the traditional morning peak rush hour has given way to a steadier pace of trips starting later in the morning. The number of weekday car trips starting in the 6 AM hour fell from around 80 million a day in 2019 to about 50 million in 2023, while about 60 million trips began in the 9 AM hour in 2023, up from a little over 40 million in 2019. Over 75 million trips now start between noon and 1 PM.On the reverse side of the day, midafternoon trips are up and evening trips are down. Putting that all together, it looks like many Americans have shifted from a traditional 9-to-5 commute to a noon-to-4 or even more truncated workday.Bob Pishue, a transportation analyst at INRIX, said that midday travel started to rise when COVID hit, and that pattern hasn't dissipated. Despite many employers pressuring their employees to spend more time in the office, remote work has endured. With more flexible work schedules, people are making more midday trips to the grocery store and the gym, or getting to work late or leaving early."They're either going into work late so that they can continue to drop kids off at school," he said. And "people are still doing midday or two o'clock trips" or leaving early for vacation.Congestion in cities varies based on where jobs are located. "The importance of downtown as a destination for commuting is much different in Dallas than it is in New York," Pishue said, noting that downtown Manhattan is home to far more of its region's jobs than downtown Dallas.INRIX calculates congestion by gathering data from millions of anonymized sensors and vehicles and commercial vehicle data. The report calculated commute times using the time taken to drive "to and from major employment centers within an urban area from surrounding commuting neighborhoods."This travel shift has many implications for policymakers and transportation planners. Mass transit schedules, road tolls, and even traffic lights have long been designed around the 9-to-5 workday and the rush hours that it creates. The city saw a 13% year-over-year increase in vehicle trips into its downtown — the sharpest increase in the country.Car ownership has also <a target="_blank" class="" href="https://www.forbes.com/advisor/car-insurance/car-ownership-statistics/">risen in recent years</a>, including in New York.Car ownership in the five boroughs has soared over the last decade. While the population of New York City residents rose 1.4% between 2012 and 2021, the number of registered passenger vehicles <a target="_blank" href="https://nyc.streetsblog.org/2023/04/19/komanoff-dissects-new-york-citys-car-baby-boom">rose by 12%</a>. Still, about 54% of city households reported not owning a car in 2021.A year into the pandemic, Americans drove more despite many closed offices. He said a road test he conducted with his wife showed that the tailgate only reflected the road because it is slightly slanted downward.Experts told BI there isn't much literature on whether reflective exteriors present higher risks."Reflective glare may pose the same problem for other drivers as headlight glare, but I am not aware of any research documenting whether this leads to or is associated with increased crash risk," David Zuby, chief research officer for the Insurance Institute for Highway Safety, told BI in an email.Johnathon Ehsani, a research director at Johns Hopkins Center for Injury Research and Policy, told BI he wasn't aware of studies that revealed the impacts of a vehicle's exterior color.However, Ehsani added that there are two possible "mechanisms" that could make a reflective Cybertruck a road risk.The first regarded concerns raised online: It's certainly possible that reflected glare from the vehicle can temporarily blind other drivers, Ehsani said, cautioning that he would have to see the vehicle in person to make a more certain conclusion.Garvin told BI that the Cybertruck's shape causes sunlight to reflect onto the ground rather than towards other drivers.<div type="image" title="Cybertruck" height="1600" width="1002" msid="110822403" hostid="261" sizebytes="305798"></div>The far more plausible scenario for road risks is not unique to the reflective Cybertruck, Ehsani said."The far more plausible case is a crash mechanism that is far more common, that people crash from every single day," he said," and that's that it might attract attention because it's such an unusual-looking vehicle."Ehsani co-authored a 2013 study published in the <a target="_blank" href="https://www.jahonline.org/article/S1054-139X(13)00779-9/fulltext">Journal of Adolescent Health</a> that documented the impact of a distracted driver. His research found that drivers are 3.8 times more likely to crash if they divert their attention from the road for more than two seconds.This issue, of course, is not limited to exotic or highly <a target="_blank" href="https://www.businessinsider.com/20-million-dollar-exotic-car-hamilton-collection-2022-4">unusual vehicles</a>, Ehsani said."It's not that different to, for example, looking at a billboard for longer than you need to or even messing around with your entertainment console," he said.<h2 id="c44427f3-b977-4c5a-a62c-b7f94af90931">'Asking to be pulled over'</h2>A polished Cybertruck may attract some legal burdens even if there are no laws regarding <a target="_blank" href="https://www.businessinsider.com/yiannimize-celebrity-car-customizer-car-wrapping-2019-2">customizing a vehicle's exterior color</a>.Martin A. Kron, a longtime New York traffic court attorney and former judge, told BI in an interview that he's never dealt with a legal issue for a car's paint job in his 38 years of practice.But having a car with an outlandish color attracts the attention of everyone — including police officers, he said."Although there may not be a spelled out legal prohibition against it, in the real world, if you're driving a customized car, you're asking to be pulled over," Kron said, adding that officers could pull the driver over and sniff out other reasons to give a ticket.Zuby, the chief research officer for the Insurance Institute for Highway Safety, told BI that the car's paint job also likely has no impact on <a target="_blank" href="https://www.businessinsider.com/personal-finance/how-long-does-a-car-accident-affect-my-insurance-rates">insurance rates</a>.He said that insurers are mostly restricted to using past experiences rather than "predictive assessments" to set rates."So, unless an insurer had somehow documented that shinier vehicles had higher losses than less shiny ones, it would be unlikely to affect premiums paid," Zubu said. "Plus, it's unclear how an insurer would know that an insured made the vehicle shiny after purchase."That is unless your vehicle is featured in a global publication, of course.

<ul class="summary-list"><li>Near-misses between aircraft are increasingly common.</li><li>The head of the FAA told Congress how its panel is examining sleep science to help.</li></ul>An initiative to help prevent <a target="_blank" href="https://www.businessinsider.com/near-miss-incidents-wakeup-call-to-the-aviation-industry-2023-2">close calls between aircraft</a> was announced by the Federal Aviation Administration this week.Arrival Alert Notices are aimed at stopping "wrong-surface" events, such as a plane landing on the wrong runway or lining up on the wrong taxiway — creating the risk of a collision.The notices, which the FAA started testing in 2022, give pilots an aerial view of an airport during pre-flight planning. They include important safety information like one runway being farther away than another, or noting that pilots sometimes confuse runways.General aviation pilots account for 83% of wrong-surface events, the FAA said. But there have also been several recent instances involving commercial airlines.Last year, The New York Times found that <a target="_blank" href="https://www.businessinsider.com/airline-close-calls-happening-multiple-times-nyt-investigation-2023-8">near-misses between aircraft</a> were happening more often than previously thought.In January 2023, an American Airlines plane taxied onto the runway at JFK Airport while a Delta Air Lines flight was about to take off.And in July, an <a target="_blank" href="https://www.businessinsider.com/kentucky-woman-allegiant-air-flight-near-miss-florida-2023-7">Allegiant Air flight attendant was injured</a> when the plane suddenly shot upwards to avoid a nearby private jet at the same altitude.Despite the best efforts of pilots and <a target="_blank" href="https://www.businessinsider.com/becoming-air-traffic-controller-career-pros-cons-of-job-2022-1">air traffic controllers</a>, sometimes collisions do happen.Earlier in February, two JetBlue planes collided, with one plane's wing hitting the other's tail in a de-icing area at Boston Logan International Airport. It was the third plane collision at the airport within a year, although nobody was injured.The dangers were made clear in January when a <a target="_blank" href="https://www.businessinsider.com/japan-airlines-and-coast-guard-both-say-they-were-cleared-for-runway-2024-1">Japan Airlines A350 caught fire</a> after hitting a smaller plane on the runway at Tokyo Haneda Airport.<div type="image" title="Japan Airlines crash" height="2200" width="3300" msid="108182530" hostid="261" sizebytes="506972"></div>During a congressional hearing on February 5, the head of the FAA outlined its efforts to prevent such incidents.Mike Whitaker said <a target="_blank" href="https://www.businessinsider.com/faa-asking-airlines-be-more-vigilant-after-near-incidents-2023-3">close-calls</a> and runway incursions — when a plane is incorrectly situated on a runway — were his first area of inquiry when he took over as administrator last October.He said the FAA is looking into "improved airport signage, and runway and taxiway redesign."An FAA representative told Business Insider its plans included "technologies that provide capabilities to improve controller situational awareness and reduce runway incursions," such as a device that gives an audible and visual alert to controllers.In January, the National Transportation Safety Board released its findings about the plane collision at JFK Airport a year earlier. It said the captain was distracted and confused by instructions from air traffic controllers, while the co-pilot lost track of the plane's location.A collision was only avoided because the controller shouted at the pilots of the other plane to abort their takeoff."Overall, our data shows a recent downward trend in the rate of runway incursions," Whitaker said. "But to drive the number of runway incursions to zero, we must continue to focus on and invest in this priority."<h2>Mandatory overtime</h2>One major cause of near-misses is the <a target="_blank" href="https://www.businessinsider.com/air-traffic-controller-shortage-salary-requirements-plane-collisions-close-calls-2023-8">strained workload of air traffic controllers</a>.Rich Santa, president of the National Air Traffic Controllers Association, previously told Business Insider that many controllers are working six-day weeks and ten-hour days.And The Times reported that some <a target="_blank" href="https://www.businessinsider.com/air-traffic-controllers-workload-stress-alcohol-drugs-faa-close-calls-2023-12">controllers have turned to alcohol and sleeping pills</a> to cope with their grueling schedules.Long hours and irregular shifts also cause fatigue, which in turn leads to more problems at airports — as pointed out by Jennifer Homendy, chair of the National Transportation Safety Board, during a Senate hearing last November."<a target="_blank" href="https://www.businessinsider.com/air-traffic-control-staffing-shortage-causing-flight-cancellations-alpa-2022-6">Air traffic controllers</a> are being required to do mandatory overtime," she said. "It ends up leading to fatigue and distraction, which is exactly what we're seeing as part of these incident investigations. And it all just comes down to the shortage of staffing."A government audit released last June found 77% of critical ATC facilities are understaffed.Paul Rinaldi, a former NATCA president, told Forbes that <a target="_blank" href="https://www.forbes.com/sites/suzannerowankelleher/2023/06/26/faa-lacks-a-plan-for-air-traffic-control-shortage-per-government-report/">shortages began back in 2013</a> due to funding restrictions from budget sequestration."They closed the air traffic control academy," he said. "They looked at reducing hours and many air traffic facilities. They looked at closing and cutting more than 100 federal contract towers, and stopped most modernization projects."It's also a notoriously difficult job, so there are lots of training requirements. When the world was struck by the COVID pandemic, many training programs were paused, in turn delaying certification for controllers.The FAA is trying to combat the shortage in a variety of ways, like streamlining training programs.An FAA spokesperson said it is "accelerating air traffic controller hiring by moving to a year-round hiring track for experienced controllers from the military and private industry," and enhancing training with modernized simulators."We are continuing to work on our culture, processes, systems, and integration of safety efforts to maintain our stellar safety record," they added.<h2>Fatigue measures</h2>It's also put together a panel to review air traffic controller fatigue."The panel will examine how the latest science on sleep needs and fatigue considerations could be applied to controller work requirements and scheduling," Whitaker said during the congressional hearing.That includes "risks associated with controller fatigue resulting from shifting schedules and excessive overtime."For pilots and cabin crew, dealing with fatigue is more apparent because they travel through different time zones, unlike controllers whose biggest risk is exhausting work schedules.Boeing has developed an "alertness model" used for an app called CrewAlert, which anyone can download to assess fatigue risk.Brad Surak, Boeing's vice-president for digital aviation solutions, told BI at last year's Paris Air Show: "Its main purpose is for an aircrew who's operating on a complex schedule."They're changing multiple time zones, they're getting schedules disrupted, and the airline has to replan where they might be based," he added. "We don't just operate the schedule for economics, we take into account the <a target="_blank" href="https://www.businessinsider.com/wizz-air-ceo-safety-comments-pilots-should-fly-tired-2022-6">fatigue level of the crew</a>."Now it looks like controllers' sleep schedules are set to receive more attention too. The revised <keyword id="20777683" type="General" weightage="20" keywordseo="civil-aviation-requirements" source="keywords">Civil Aviation Requirements</keyword> (<keyword id="19993399" type="General" weightage="20" keywordseo="car" source="keywords">CAR</keyword>) in this regard will come into force after three months, the <keyword id="19926254" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="keywords">Directorate General of Civil Aviation</keyword> (DGCA) said in a release on Thursday. Currently, the breath analyser test percentage required is 10 per cent and that has been increased to 25 per cent. It will be applicable for air traffic controllers, ground staff, aircraft maintenance engineers, and ground handling services personnel right. According to the regulator, revisions have been made to the CAR on the procedure for breath analyser examination of the personnel engaged in safety-sensitive work such as aircraft maintenance, air traffic control services, aerodrome operations, and ground handling services for detecting the consumption of alcohol. DGCA said the revision in the CAR will further enhance the level of safety and is an effective step in view of the increase in air traffic and ground movements at airports. The amended norms will be effective after three months from the date of issue in order to provide adequate time to the industry to suitably enhance the existing infrastructure for breath analyser tests at various locations, it added.
