According to a PTI report, an official source familiar with the matter confirmed that the import management system will be extended. According to the official, these imports stood at $8.4 billion in 2023-24 against the authorisation of about $9.5 billion. The official also added that most of these imports were from China. In October 2023, the government had rolled out an import management/ authorisation for imports of laptops, personal computers and certain other IT hardware products. The system is aimed at monitoring inbound shipments of these items into the country without hurting market supply. “The current system, which the government calls the Inventory Management System, essentially a registration programme, expires on September 30. We don't know what's going to happen after that, because even trusted companies are required to register their products and get import permissions. There's a real risk that if this programme isn’t reinstated, all of these products are going to be cut off,” said Jason Oxman, President, Information Technology Industry Council (ITI) earlier this month. On November 1, 2023, the government cleared over 100 applications, including those of Apple, Dell and Lenovo, which sought permission for imports of these IT hardware products worth nearly USD 10 billion, on the first day of implementation of the new system. "A formal request is coming for an extension of the existing system. With a three month extension, this whole year will be covered. So this current year, I do not see any disruption," the official said. India’s PC market shipments surge in Q3 amidst import restrictions talks

Eight American trade groups asked the government to urge India to reconsider the policy, reports Bloomberg News. The industry groups included the Information Technology Industry Council, the National Association of Manufacturers and the <keyword id="1034072" type="General" weightage="50" keywordseo="semiconductor-industry-association" source="Orion">Semiconductor Industry Association</keyword>. They wrote in the letter that any barrier to trade could affect the shipment of US-made computers and electronics into India. "Import consignments can be cleared till October 31, 2023, without a licence for restricted imports," the notification said, adding that liberal transitional arrangements will be notified for the import of laptops, tablets, all-in-one personal computers, and servers till October 31. Apple, HP Dell  and others seek Nov 1 laptop import restriction deadline extended by a year

New Delhi, Feb 25 () Edible oil industry on Tuesday urged the government to stop issuing further licences for the import of palmolien, warning that it would further depress local prices ahead of the arrival of massive mustard seed crop. In a representation to the Commerce Ministry, Solvent Extractors Association of India (SEA) President Atul Chaturvedi noted that the government banned import of RBD Palmolein a month back to check excessive imports but media reports said that the Directorate General of Foreign Trade (DGFT) has issued licences for the import of 11 lakh tonnes of palmolien. "We are dismayed at this action which has the potential of destroying palm refining industry in the country. This is contrary to our PM's vision of Make in India," he added. The industry appealed to the Commerce Ministry to stop issuing further licences to safeguard the interest of domestic vegetable oil refining industry and mustard farmers. Chaturvedia further said that there is no shortage of RBD Palmolein or edible oils in the country and also edible oil prices in international as well as domestic markets are showing downward trend in the last one-and-a-half months. With a massive mustard crop ready for harvesting, import of palmolien will have a great dampening effect on prices of domestic oilseeds and oils, he said He also expressed concern that it may result in mustard selling below minimum support price (MSP) and once again government's nodal agency NAFED getting saddled with huge stocks. According to the SEA, Indonesia has great advantage to push RBD Palmoelin to India as it is cheaper than crude palm oil (CPO), at present, with higher levy on CPO at USD 50 per tonne and lower duty on RBD Palmoelin at USD 30 per tonne. Further, India's duty difference between CPO and RBD Palmolein being only 7.5 per cent will open the flood gates for import of RBD Palmolein which was seen during last year from January to September 2019 when the duty difference was just 5 per cent for import from Malaysia, it said. New Delhi, May 7 () Roche Diagnostics India on Thursday said it has received import licence from the Central Drugs Standard Control Organisation (CDSCO) for its Elecsys Anti-SARS-CoV-2 test kit and is readying to bring it to India. The import licence has been issued by the drug regulator due to the emergency health situation in public interest, Roche Diagnostics India said in a statement. "From bringing the globally used tests to the country in record time to establishing the disease control measures by creating COVID-19 diagnostic hubs..., the Indian government and the state governments have been collaborating with various sections of the healthcare system to manage the situation," Roche Diagnostics India MD Shravan Subramanyam said. Laboratory-based immunodiagnostic testing will complement the existing reverse transcription polymerase chain reaction (RT-PCR) solutions to possibly ascertain coronavirus-related immunity among patients and all those who want to 'go back to work' to bring the health and economic activity back to normalcy, he added. The test can support priority screening of high-risk groups, such as healthcare workers, delivery service providers, or food supply workers who might already have been exposed and developed an immune response, the statement said. In a bid to have uniformity across institutions, the bill also seeks to rope in All India Institute of Medical Sciences (AIIMS) and Institute of National Importance (INIs) into the given criteria. “At present, we have NEET and entrance exams for AIIMS. Under this, the government will introduce fee relaxation for students enrolling in private institutions. “The Medical Assessment and Rating Board will grant permission for new medical colleges, starting PG courses and increasing seats based on the standards set by the UG and PG boards,” the Cabinet noted. The NMC will constitute three autonomous bodies — Under-Graduate Medical Education Board, Post-Graduate Medical Education Board, and Ethics and Medical Registration Board — which will focus on ensuring global standards of education. Every year, 80,000 students take admission in MBBS courses across the country. While 150,000 take the entrance examination to enroll in 50,000 seats for PG courses. Now, MBBS doctors need not take extra exams for licences, PG admissions

The government has restricted imports of <keyword id="81763" type="ORGANIZATION" weightage="20" keywordseo="tyres">tyres</keyword> used for <keyword id="20632" type="ORGANIZATION" weightage="20" keywordseo="Cars">cars</keyword>, buses, lorries and motorcycles, including radial and tubeless, in a move aimed at curbing imports and boosting domestic companies. In all the categories, imports have been restricted and will need permission. So, even after paying the customs duty, imports are not freely allowed from other countries. The rules were notified by an amendment in the import policy of pneumatic tyres by the Directorate General of Foreign Trade (DGFT) under the Union Commerce Ministry. Any goods under the restricted category means an importer would require a licence or permission from the DGFT for imports. Given the procedures and permissions, these measures have the effect to dissuade imports. Before the new policy, imports of tyres were allowed without any restrictions. The government recently pitched for ‘Aatmanirbhar Bharat' pitch and coined the ‘Go Vocal for Local' slogan in a bid to make India self-sufficient in the post Covid phase. Indian tyre manufacturers have been demanding restrictions on imports from China and other destinations. The restrictions are on imports of tyres used in station wagons, racing cars, scooters, multi-cellular polyurethane tubeless tyres, and bicycles. India restricts imports of tyres to boost domestic manufacturing

New Delhi, Jan 15 () Concerned over rise in imports in the 'others' category, Commerce and Industry Minister Piyush Goyal on Wednesday asked those importers to seek HSN or tariff code within 30 days from the foreign trade office, failing which the government would impose strong restrictions on their inbound shipments.
 In trade parlance, every product is categorised under an HSN code (Harmonised System of Nomenclature). It helps in systematic classification of goods across the globe.
 Goyal said India is facing "big" problem in the country's imports of a category called "others" and in that category, all sorts of stuff is being imported into the country .
 Citing an analysis, he said one out of the four products being imported in India is under this category.
 Out of over USD 500 billion worth of imports in 2018-19, the 'others' category accounted for over USD 100 billion.
 "I will follow the German model," he said adding he would wait for response from importers for next 30 days and thereafter, "I will restrict the import of any product which goes in the others category".
 He said that importers will have to approach the ministry to take a special licence for that import without which "you cannot import any product in the others category".
 He said this at the CII's National Standards Conclave.
 "Today, I would like to give a final announcement that I appeal to everybody who is importing any product or services into the country, please categorise your product into a respective HSN code under which it falls," he said.
 Goyal asked the importers to approach their nearest DGFT (Directorate General of Foreign Trade) immediately.
 "We will start the process to create a separate HSN code if it is not fitting into any existing code or amend the existing code... Very soon, I shall be coming out with serious consequences. The consequences could be a higher duty on products which come under others category," he added.
 The minister urged the industry to convey this message to other stakeholders.
 He also asked the DGFT to bring a trade notice immediately and "make it an absolute ultimatum either the import duty will be increased exorbitantly or a special duty imposed".
 This measure, he said, will help the government assess what is being imported into the country. RR CS HRS

Govt will put restrictions on imports of products under 'others' category: Goyal

New Delhi, Jan 10 () The Centre is mulling introducing mobile testing labs at 21 ports across the country in a bid to ensure imported fertilisers reach farmers on time after a quality check, government sources said on Friday.
 Currently, imported fertilisers are tested by Faridabad-based Central Fertiliser Control and Quality Institute (CFCQI) as well as three regional centres that come under the agriculture ministry.
 As per the Fertiliser (Movement Control) Order, imported fertilisers are permitted for distribution only after testing the commodity.
 "However, due to delay in testing on part of CFCQI, consignments get stuck at ports. There were instances in the past, when some consignments were released without waiting for the test reports on pressure to meet farmers' demand in a particular season," a highly placed government source said.
 When the tested samples were found to be of inferior quality after releasing the consignments from ports, their distribution was later stopped at different levels, the source said, adding this was one of the cases.
 But now the issue is being addressed seriously as the government is committed towards supplying quality fertilisers to the farming community, the source added.
 To keep a check, another source said, the fertiliser ministry has recently issued an advisory asking importing companies to stop distribution of fertilisers if they see any issue about the quality and the same should be informed to the ministry immediately.
 The other plan that the ministry is working on is to set up mobile testing labs at 21 ports to ensure the tests are done quickly on a real-time basis and consignments are released for distribution without any delay, the source added.
 It may be noted that import of fertilisers other than urea is free and on private account it is done under the open general licence. Various companies import fertilisers as per their commercial judgement.
 The month-wise demand is assessed and projected by the agriculture ministry in consultation with state governments before the commencement of each crop season. Based on that, the fertiliser ministry allocates fertilisers to states by issuing monthly agreed supply plan as per the Fertiliser (Movement Control) Order.
 State governments are regularly advised to coordinate with manufacturers and importers of fertilisers for streamlining the supplies through timely placement of indents.
 The country imported 188.43 lakh tonne of fertilisers during 2018-29. Of this, urea comprised 74.81 lakh tonne, Di-Ammonium Phosphate 66.02 lakh tonne, Muriate of Potash (MoP) 42.14 lakh tonne and NPK at 5.46 lakh tonne, as per the government data. LUX ANU

New Delhi, Feb 3 () Industry body COAI on Monday said timely resolution of AGR payment timeline is critical for telecom companies as it will offer them clarity on decision-making, future investment path and year-end audits.
 The Cellular Operators' Association of India (COAI) further said it will continue to engage with the Telecom Department on outstanding issues despite the disappointment on Budget not outlining any big-bang relief for the sector, but added that discussions will happen once there is a clarity on outcome of modification petition on payment timelines for statutory dues.
 "Quick resolution of the matter is important for telecom companies as it would provide certainty in decision-making. Also, since we are approaching the end of the financial year, that clarity is required for annual audit and financial tabulations for the full year," COAI Director General Rajan Mathews told .
 Bharti Airtel, Vodafone Idea, and Tata Teleservices have jointly filed a modification application in the Supreme Court seeking more time to pay statutory dues. The plea came after SC dismissed review petition of telecom companies on Adjusted Gross Revenue (AGR) dues.
 As many as 15 entities owe the government about Rs 1.47 lakh crore in past dues -- Rs 92,642 crore in unpaid licence fee and another Rs 55,054 crore in outstanding spectrum usage charges.
 The Supreme Court, in October last year, had upheld the government's position on including revenue from non-core businesses in calculating the annual AGR of telecom companies, a share of which is paid as licence and spectrum fee to the exchequer.
 Old telecom operators Bharti Airtel and Vodafone Idea are expected to take major hit on payment of statutory dues to the government.
 In the case of Bharti Airtel, the liabilities add up to nearly Rs 35,586 crore, of which Rs 21,682 crore is licence fee and another Rs 13,904.01 crore is spectrum usage charge dues (not including the dues of Telenor and Tata Teleservices).
 Airtel, which recently raised USD 3 billion through Qualified Institutional Placement (QIP) and convertible bonds route, is scheduled to announce its third quarter results on Tuesday.
 Vodafone Idea, which is staring at unpaid statutory dues of Rs 53,038 crore, including Rs 24,729 crore of spectrum dues and Rs 28,309 crore in licence fee, has already warned of shutdown if no relief is given.
 Most of the remaining liability is with state-owned BSNL/MTNL and some of the shut/bankrupt telecom companies. MBI RVK
