New Delhi, Apr 20 () With liquor vends shut since the nationwide lockdown, authorities in Delhi have cracked down on those selling or transporting alcohol illegally, sometimes using ingenious ways, and seized nearly 54,000 liquor bottles of different brands including a large stash from an ambulance. In the first two weeks of April, 155 people were arrested for allegedly illegally supplying or carrying liquor. Among them were a Delhi Police constable and a milkman, according to data shared by Delhi Police. The number of those arrested was 78 from March 16 and March 31. During this period, 1909 bottles of Indian-made foreign liquor (IMFL), 27289 bottles of Country Made Liquor (CML) and 403 bottles of beer were seized by the Delhi Police. In April, 855 bottles of IMFL, 12503 bottles of CML and 4868 bottles of beer were seized by the police . Police also intercepted an ambulance which was illegally transporting 25 cartons of liquor. Earlier this month, the excise department raided a club in Punjabi Bagh in west Delhi for selling alcohol at a higher rate in the midst of the ongoing lockdown. In a separate raid, the department seized 6,100 bottles, including some high-end brands. Robbers too have been targeting wine and alcohol shops. On March 31, they broke into a shop and decamped with liquor bottles. With authorities allowing only shops selling essential goods to open ever since the lockdown came into force on March 25, many have complained of shortage of alcohol. And there are some who have been trying to procure it illegally. A 27-year-old accountant with a private firm said due to the lockdown, alcohol rates have soared. "I am drinking only when I cannot help it. But, the price is exorbitant. I bought a bottle that is normally priced around Rs 1200 by paying Rs 3000. "Also, I bought some quarter bottles, usually priced around Rs 110, at a rate of Rs 500," the accountant said, while lamenting that his regular brands are gone from the market and what is available are cheap alternatives. People have also claimed that they have been duped online with the promise of alcohol delivery. "I was promised home delivery of alcohol after I made an online payment. I lost nearly Rs 5,000," said a man, who did nor wish to be named. The lockdown has also forced those in the habit of taking a drink almost daily to change their ways. A 55-year-old businessman from Lajpat Nagar said the lockdown has helped him in this regard."I avoided drinking at home earlier, so I did not keep stock of alcohol. Now, whenever the urge to drink surges, I try to keep myself involved in domestic chores or just start engaging in lengthy conversations with kids and wife. "Sometimes it is very hard to suppress the urge, then I use things like very strong coffee," he said. A sales manager (40), residing at IP Extension, said he has stopped having his daily drinks the way he used to before. "I have a fixed quota of four drinks but I avoid drinking in bars and clubs. Normally, I keep stock that lasts a week. With the announcement of lockdown I had bought some more bottles but I am not drinking as usual. "While after work drinking soothed me, now sitting at home I do not feel like having my usual four pegs, so things are not so bad for me with my reserves," the sales manager said. Kamal Kant Jain from the Indian chapter of Alcoholics Anonymous, an international organisation of men and women who have had a drinking problem, said after the lockdown came into force from March 25, their helpline used to receive 7-8 calls everyday and it lasted for nearly four days. He said stopping the alcohol suddenly leads to withdrawal symptoms. "It affects sleep, hunger, leads to constipation and increases anxiety level," he said. Guwahati, Apr 12 () All liquor shops, wholesale warehouses, bottling plants, distilleries and breweries across Assam will open from Monday for seven hours daily, an excise department order said on Sunday.A letter from Additional Commissioner of Excise S K Medhi to all the deputy commissioners (DCs) said the state government has approved opening of liquor shops with effect from April 13, subject to compliance of various guidelines issued by the health department.Along with the liquor shops, wholesale warehouses, bottling plants, distilleries and breweries have also been allowed to operate from Monday."IMFL OFF/CS OFF shop shall remain open from 10 am to 5 pm on the permitted days.... Shops may work with bare minimum staff and provide hand sanitisers to customers and staff while handling the bottles and cash," the letter said.Medhi also told the DCs that the shops and other permitted installations will be responsible for deploying their staff to ensure social distancing and will have to strictly follow all the directives issued by the National Health Mission with reference to COVID-19."The wholesale warehouses, distilleries, breweries, bottling plants shall work with bare minimum staff but not more than 50 per cent of their regular staff and workers," the letter said.It stated that all the permitted establishments must arrange to keep their staff and workers within their campus and arrange food and other amenities for them."If the above arrangement is not possible, they shall arrange to keep such workers and staff at a designated place nearest to the factory premises."They shall also arrange transportation for the staff and workers from the designated place to the factory by observing all the COVID-19 guidelines," Medhi said in the letter.For transportation of liquor consignments, vehicle passes shall be obtained from the deputy commissioners of the respective districts, he added."Any violation of the guidelines issued in regard to COVID-19 will invite cancellation of the excise license," Medhi said. Liquor shops which have been allowed to reopensince May 5 will be able to take orders on phone, he said.The decision comes in the wake of crowding outsideliquor outlets when they opened early last week followingrelaxations in lockdown norms.The purpose of allowing home delivery was to avoidcrowding at liquor stores and prevent the spread ofcoronavirus, the official said."The order was issued today, but it will not come intoeffect until detailed guidelines are framed. The governmentwill issue the guidelines in the next two days," he told ."The mode of payment has to be decided by the buyerand the seller. Police also arrested the driver and the helper of the truck and seized the bottles which were packed in 100 cartons. The arrested accused were identified as Sunil Kumar (driver) and Rajbir alias Pola, a spokesperson of the police department said here. He said that a police team on lockdown duty was present at a check barrier on Dhand road in the district. When the team signalled a truck coming from Kaithal side to stop, its driver accelerated the vehicle and tried to escape. Police team chased the vehicle and intercepted it about 5 km away from the check point and arrested both the accused. The illicit Indian Made Foreign Liquor (IMFL) was seized from the truck, he said, adding the accused failed to produce any permit or licence in this regard. A case under relevant sections of IPC and under the Excise Act had been registered against the accused and further investigation is under progress, the spokesperson said. In another incident on Saturday, the spokesperson said Haryana's Special Task Force (STF) has arrested two persons from Rohtak district and seized 2.1 kg heroin from their possession. The arrested accused were identified as Manjit alias Kalia, a resident of village Prem Nagar in district Bhiwani, and Sandesh Kumar alias Golu of village Kanwari, presently residing at Friends Colony, Bhiwani. Both accused were arrested by a team of STF Hisar. STF had got a tip-off that two persons in a car in the district were on way to deliver heroin to their contacts. The police team nabbed the two accused at a barricade near Kharawar police post, he said. He said the accused were driving the car on the roads in violation of the lockdown rules. A case under relevant sections of the Narcotic Drugs and Psychotropic Substances Act has been registered against the accused at IMT Rohtak Police Station. 1,200 bottles of illicit liquor seized from truck in Haryana during lockdown

With an increase in <a href="http://www.businessinsider.in/searchresult.cms?query=VAT&amp;sortorder=effectivedate">VAT</a>, excise duty and licence fee under the new state excise policy, people will have to pay extra. 
 
Also, nearly 500 liquor shops will be shifted, following the<a href="http://www.businessinsider.in/searchresult.cms?query=supreme+court&amp;sortorder=effectivedate"> Supreme Court</a>'s order that no liquor shops will be permitted within 500 metres of national and state highways, Haryana Excise and Taxation Minister Captain Abhimanyu said here. 
 
Announcing the new excise policy, the minister said, excise duty on country-made liquor (CL) and Indian Made Foreign Liquor (IMFL) has been rationalised and certain new categories have also been introduced. 
 
He said under the new policy, the annual license fee of bars has been increased from Rs 12.5 lakh to Rs 15 lakh in Gurugram, Rs 10 lakh to Rs 12 lakh in Faridabad and Rs 7.5 lakh to Rs 9 lakh in other districts. 
 
VAT rates on liquor have been revised from existing 10 per cent plus surcharge at the rate of five per cent to 13 per cent plus surcharge in case of CL, 13.5 per cent plus surcharge in case of beer and 14 per cent plus surcharge in case of IMFL.

In Jhajjar, police had received a tip-off that liquor was being smuggled in a truck under the guise of essential food items. When the truck reached a check barrier in Jhajjar district, the police team signalled it to stop, but the driver stopped the vehicle ahead and escaped while a youth who was also in the truck was apprehended, a police department spokesperson said. During search of the truck, 11,424 bottles kept in 952 cartons were found concealed beneath 41 onion bags, he said. "The truck bearing a sticker of essential supplies was being used in the smuggling of liquor. While the youth was detained, the truck was impounded," he said. The arrested accused has been identified as Pramod, a resident of district Sonipat. The accused failed to produce any licence or permit with respect to the seized liquor. A case has been registered in this connection and further investigation is underway, he said. Haryana cops seize over 12,000 bottles of liquor being smuggled during lockdown

Chandigarh, May 5 () Liquor vends in Haryana will reopen from Wednesday after nearly 40 days, but it will be costlier as the state government has imposed a variable 'Covid cess'.The state government has decided to open the retail liquor vends throughout the state barring in coronavirus 'containment zones', Deputy Chief Minister Dushyant Chautala said.He was speaking to the media in the evening after a Cabinet meeting chaired by Chief Minister M L Khattar at his residence.The shops will remain open from 7 am to 7 pm in both rural and urban areas, said Chautala, who also holds the Excise portfolio.However, no 'ahataas' or open drinking places adjacent to liquor vends will be allowed, he added.The Haryana government had shut down liquor vends in the state from March 27, two days after a countrywide lockdown came into force.The government has imposed a variable 'Covid cess' on liquor and the additional revenue generated will be used to support the areas or institutions adversely hit by the pandemic, he said.The 'COVID cess' will be levied on all types of liquor: Rs. 5 per quart in case of country liquor, Rs. 20 per quart for Indian-made Foreign liquor (IMFL), he said.It will be Rs 5 in case of strong beer and Rs 2 in case of other beer and Rs. 50 per pack greater than 375 ml in case of Imported Foreign Liquor (IFL), he said.Replying to a question, he said there is no move to permit home delivery of liquor.After discussion with vendors, manufacturers and wholesalers, the state government decided that the Excise year will be treated from May 1-May 19, 2021, instead of April 1-March 31, a move necessitated by the current Covid situation. Relevant changes in the Excise Policy had been made accordingly.In the wake reports of violation of social-distancing norms at liquor shops in Delhi and other places, Chautala said that no crowding at sales counter will be allowed.It will be ensured that social-distancing is maintained at the vends and there is proper barricading, he said, adding customers will have to stand six feet apart.Only five customers at a time will be allowed to stand on the sales counter of the retail liquor vend.Ten minutes before the closure of retail vend, no customer shall be allowed to stand in queue, except the five customers already at the counter, he said. Wearing masks is mandatory for customers and salesmen while liquor vend owners will have to make available hand sanitizers at the counter at all times, he said. To minimise physical contact, administration encourages electronic modes, wherever possible, of payment, he said.In case of any violation of the guidelines, the Excise department may reconsider its decision of opening the particular vend where violations are reported or observed, he said. All the licensees shall operate their licenses at the same license fee at which these were allotted before the outbreak of COVID-19 pandemic. However, A Group of Ministers (GoM) has been constituted for redressal of grievances of the stakeholders which may come up during the operation of the licenses, as per the cabinet decision. The payment schedule for payment of security and license fee has been reworked so as to provide flexibility to the licensees in order to overcome the difficulty of prevailing cash crunch, an official statement said after the cabinet meet.As no liquor vend shall be allowed to operate in the containment zones, proportionate waiver of license fee and quota shall be given for such closures, it said. Meanwhile, the state government ordered a probe Wednesday after reports that over 2 lakh alcohol bottles have gone missing and discrepancy in stock has been found in a Sonipat godown. Chautala told reporters that Home Minister Anil Vij has ordered an inquiry into the incident."We are collecting exact data, there is a warehouse and a police godown and it remains to be seen whether there is any nexus. 	In order to promote fair play and make the liquor trade look more profitable, the Delhi government has decided to increase the retailer's profit margin.
 As per the revised list, the retailer's profit margin component on <keyword id="6359860" type="ORGANIZATION" weightage="80" keywordseo="beer">Beer</keyword>, <keyword id="2392253" type="UNKNOWN" weightage="80" keywordseo="Alcopop">Alcopop</keyword> has been increased from the existing 8% to 12% of wholesale price. The retailer's profit margin on <keyword id="6438859" type="UNKNOWN" weightage="80" keywordseo="Indian-made-foreign-liquor">Indian Made Foreign Liquor</keyword> (IMFL) has been hiked from the existing 15-18% of the wholesale price. The retailer's profit margin on country liquor (Delhi Medium Liquor) has moved up from 3 to 6%. 

	The rates of beer have been increased by Rs 5 and Rs 20 per bottle and prices of IMFL have gone up by Rs 25 and Rs 40 per bottle.
 With the increase in rates, the <keyword id="2392251" type="UNKNOWN" weightage="40" keywordseo="Department-of-Excise-Entertainment-Luxury-Tax">Department of Excise Entertainment &amp; Luxury Tax</keyword> aims to collect additional Rs 250 crore as it was unable to meet its revenue target of Rs 3,200 crore in the last financial year and earned revenue of Rs 3,151 crore. Liquor Prices To Shoot Up In Delhi From Today

<keyword id="2974268" type="UNKNOWN" weightage="80" keywordseo="Illicit-market">Illicit market</keyword>, with respect to seven sectors of the <a href="http://www.businessinsider.in/searchresult.cms?query=manufacturing">manufacturing</a> industry, had led to a loss of Rs 32,239 crore to the exchequer during 2014, according to a report released by <a href="http://www.businessinsider.in/searchresult.cms?query=FICCI">FICCI</a>. 
 The <keyword id="6355001" type="CITY" weightage="80" keywordseo="FICCI">FICCI</keyword> report prepared by its Committee Against Smuggling and Counterfeiting Activities Destroying the <keyword id="34412" type="ORGANIZATION" weightage="80" keywordseo="economy">Economy</keyword> and titled “Illicit Market: A Threat to Our National Interest” released said the loss was inclusive of both indirect and <a href="http://www.businessinsider.in/searchresult.cms?query=direct+taxes+">direct taxes</a> -- Rs 34,020 crore and Rs 5,218 crore, respectively. 
 
According to the report, there was a loss of Rs 26,190 crore in 2012. 
 FICCI released its nine sector report titled 'Illicit Market: A Threat to Our National Interest' in Guwahati on Tuesday. This is a quantitative study evaluating the impact of illicit markets on various economic aspects of the <keyword id="6362048" type="ORGANIZATION" weightage="80" keywordseo="Manufacturing">manufacturing</keyword> industry, including sectors like <a href="http://www.businessinsider.in/searchresult.cms?query=FMCG">FMCG</a>, packaged foods and personal goods, computer hardware, automobiles, mobile phones, tobacco &amp; alcohol, and media and entertainment industry. 
 
The study found that the revenue loss to the <a href="http://www.businessinsider.in/searchresult.cms?query=central+government+">central government</a> due to illicit trade increased 49.8% to Rs 13,049 crore from 2011-12 to 2013-14. 
 
Amongst the various sectors, the maximum revenue loss was from counterfeiting and illicit trade is tobacco products—23% and Rs 9,139 crore. 
 When it comes to states, <keyword id="6354915" type="CITY" weightage="100" keywordseo="Assam">Assam</keyword> saw a significant growth in illicit trade in these sectors in the last couple of years. It was one of the fastest growing markets for illegal cigarettes and alcohol in the country. 
 
In 2014, illegal cigarettes accounted for more than 25% of the total cigarette market in the state. 
 
Assam's illegal market for alcohol too grew significantly in value terms, especially for IMFL and imported liquor. 
 "During the last twenty years, the volume of the counterfeiting activity has increased 100 times and the size of trade in counterfeited goods is 10% of the legal <keyword id="35028" type="ORGANIZATION" weightage="80" keywordseo="international-trade">international trade</keyword> (around 2% of the world's overall economic output)," said PC Jha, adviser, <keyword id="2974267" type="PERSON" weightage="60" keywordseo="FICCI-CASCADE">FICCI CASCADE</keyword>, and former chairman of the <keyword id="514301" type="ORGANIZATION" weightage="80" keywordseo="Central-Board-of-Excise-Customs">Central Board of Excise &amp; Customs</keyword>. 
 
Deep Chand, advisor to FICCI CASCADE and former Special Commissioner of Police, New Delhi, said: "In the past few decades, leading intelligence and law-enforcement agencies around the world have found conclusive evidence of the increasing involvement of terrorist organizations in counterfeiting, piracy and smuggling activities to fund their activities…The need of the hour is tangible actions to increase enforcement and to impose increased punishments." 
 
The study said that high state-level taxes like VAT and imposition of health cess on the legal cigarette industry is resulting in high prices for legal cigarettes, and this is the key reason for such an alarming growth of illegal cigarette industry in the state. 
 
Most of the manufacturers of such illegal <a href="http://www.businessinsider.in/searchresult.cms?query=cigarettes+">cigarettes</a> (mostly based in the surrounding states and in some northern states) evade the high central <keyword id="6356916" type="UNKNOWN" weightage="80" keywordseo="excise-duty">excise duty</keyword> and state taxes/cess and thus are able to offer their products to consumers at rock-bottom prices. Price of an illegal cigarette pack in Assam is a fifth of the price of a legal packet. 
 
According to the study, smuggled international contraband cigarettes contribute significantly to the alarming growth of the illegal cigarette industry in Assam. Assam shares a porous international border with Bangladesh. In addition, other states in the north-east also share a similar border with Myanmar, Bangladesh and China. Therefore, there is a sizeable influx of cheap king-sized smuggled cigarettes from across the border into Assam. 
 
These smuggled cigarettes are transported from Assam and other north eastern states to the rest of the country by air, bus and train, the report said. 
 
"Such illegal cigarettes defeat the tobacco control objectives of the government as they neither bear any health warnings required as per Indian laws nor have other mandatory declarations like MRP, date of manufacture or place of Manufacture. High VAT compared to the rest of the country and the recent imposition of health cess on cigarettes have also resulted in large-scale diversion of the cigarettes trade into the state," the report pointed out.
