<ul><li>Indian Institutes of Information Technology (IIITs) in Surat, Bhopal, Bhagalpur, Agartala, and Raichur may be a step closer to becoming institutes of ‘national importance’ if the IIIT Laws (Amendment) Bill, 2020 is passed in the upcoming Monsoon session. </li><li>It will give the five IIITs the power to give out standardised technology degrees like Bachelors of Technology (B. Tech) and others. </li><li>The move aims at helping the IIITs attract more students and strengthen their research and development base. </li></ul>The fate of five Indian Institutes of Information Technology (IIITs) will be up for debate in parliament’s monsoon session that begins next week. Currently, they don’t have the power to grant degrees or diplomas. However, the Indian Institutes of Information Technology Laws (Amendment) Bill, 2020 — if passed — can change that. The IIIT Laws (Amendment) Bill, 2020: The proposal It proposes to declare IIITs in Surat, Bhopal, Bhagalpur, Agartala, and Raichur as institutes of ‘national importance’. It will give them the power to grant degrees and use the traditional Bachelors in Technology and other nomenclatures for its graduates. Right now, under the Societies Registration Act of 1860, these are the only five IIITs still left out of the loop. 15 others already have the power to grant degrees under the IIIT (Public-Private Partnership) Act, 2017. The significance If the new bill is passed, the central government will cover 50% of the cost under the PPP mode, 35% will be taken care of by the respective states and 15% by the industry stakeholders. The underlying justification for this bill is that the tag of ‘national importance’ and the power to grant standardised degrees will allow these institutions to attract more students and strengthen their research base in the field of technology. The bill was passed by the lower house — the Lok Sabha — earlier this year in March. It will now be up for debate during the Monsoon session of Parliament which is scheduled to kick off September 14. On the first day of the parliamentary session, the lower house will meet from 9:00 am to 1:00 pm, and the upper house will conduct their session from 3:00 pm to 7:00 pm. Following that, the Rajya Sabha will meet in the mornings from 9:00 am to 1:00 pm, and the Lok Sabha will take the afternoon shift between 3:00 pm to 7:00 pm. The Lok Sabha on Friday passed a Bill that seeks to declare five <keyword id="627109" type="COMPANY" weightage="20" keywordseo="Indian-Institutes-of-Information-Technology">Indian Institutes of Information Technology</keyword> (IIITs) in public-private partnership mode as <keyword id="51717" type="ORGANIZATION" weightage="20" keywordseo="Institutions">institutions</keyword> of national importance along with existing 15 Indian Institutes of Information Technology. Reply to the debate over the Indian Institutes of Information Technology Laws (Amendment) Bill, 2020, Minister of Human Resource Development <keyword id="60487" type="PERSON" weightage="20" keywordseo="Ramesh-Pokhriyal">Ramesh Pokhriyal</keyword> 'Nishank' said the Bill seeks to declare five IIITs set up under the PPP mode in Surat, Bhopal, <keyword id="6355853" type="LOCATION" weightage="20" keywordseo="Bhagalpur">Bhagalpur</keyword>, Agartala, and Raichur as institutions of national importance. Currently, these institutes are registered as Societies under the Societies Registration Act, 1860 and do not have the power to grant degrees or diplomas. On being declared institutions of national importance, the five institutes will be granted the power to grant degrees. The Bill, which was introduced in the lower House on March 4, seeks amendment to the Indian Institutes of Information Technology Act, 2014 and the Indian Institutes of Information Technology (Public-private Partnership) Act, 2017. The Indian Institutes of Information Technology (Public-Private Partnership) Act, 2017 declares certain Indian Institutes of Information Technology established under Public-Private Partnership mode as institutions of national importance. Under the Act, 15 institutes are currently incorporated as institutions of national importance.

Lok Sabha passes Bill to declare 5 PPP mode IIITs of national importance

Parliament on Tuesday passed a bill to declare five newly established Indian Institutes of Information Technology (IIITs) as institutions of national importance. The five new IIITs set up under the Public Private Partnership mode are in -- Surat, Bhopal, Bhagalpur, Agartala, and Raichur. The Indian Institutes of Information Technology Laws (Amendment) Bill, 2020 has alreaby been passed by <keyword id="6355187" type="COMPANY" weightage="20" keywordseo="lok-sabha">Lok Sabha</keyword> in the previous session on March 20, 2020. The bill was introduced in the upper house on Monday by Human Resource Development Minister <keyword id="106655" type="PERSON" weightage="20" keywordseo="Ramesh-Pokhriyal-Nishank">Ramesh Pokhriyal Nishank</keyword>. The education minister said that there are 25 IIITs in the country out of which 5 are purely run by the central government and 15 operate under public private partnership (PPP) mode. "We have brought the proposal before this House to bring five new operational institute which are located and have started operations in Surat (Gujarat), Bhopal (Madhya Pradesh), Bhagalpur (Bihar), Agartala (Tripura) and Raichur (<keyword id="6354780" type="LOCATION" weightage="20" keywordseo="Karnataka">Karnataka</keyword>) to bring under this act," Nishank said. He said bringing the five new institutes under IIITs Laws (Amendment) Bill, 2020 will make them institute of national importance and they will have legal right to issue diploma, degree, PhD etc. These 5 IIITs along with 15 other IIITs, which are also built on public private partnership (PPP) mode will now be able to use the nomenclature of Bachelor of Technology (BTech) or Master of Technology (MTech) or PhD degree. It will also enable the institutes to attract enough students required to develop a strong research base in the country in the field of information technology. <keyword id="14666" type="COMPANY" weightage="20" keywordseo="BJP">BJP</keyword> MP Kamakhya Prasad Tasa thanked the prime minister and the education minister for including the institute in Agartala in the bill. BJD MP Dr Sasmit Patra supported the bill. "I support his bill on behalf of my pary Biju Janta Dal," Patra said. The bill amends the Indian Institutes of Information Technology Act, 2014 and the Indian Institutes of Information Technology (Public-Private Partnership) Act, 2017. Currently, these institutes are registered as Societies under the Societies Registration Act, 1860 and do not have the power to grant degrees or diplomas. On being declared institutions of national importance, the five institutes will be granted the power to grant degrees.
